HISTORICAL BACKGROUNDHISTORICAL BACKGROUND 1947-1961 No seed production and distribution system 1961-1972 F&A Commission, West Pakistan Agricultural

Development Corporation (WPADC) was created for procurement and distribution of seeds.

When a breeder selects a candidate variety on the basis of a wide range of tests and considers it

having sufficient merit and competitiveness over the existing varieties of the same crop, he simultaneously

submits the seed sample (Breeder/ Nucleus Seed) of his candidate variety along with its tentative

“Botanical Description” to two agencies. (1) PARC (all crops except cotton) and PCCC

(cotton varieties only) and (2) FSC&RD
