1. INTRODUCTION
1. This report is the final social monitoring report (FSMR) for Power Distribution
Enhancement Investment Programme Tranche-IV under ADB Loan 3096-PAK.
2. The project has now been completed and this report represents the final submission
relating to social monitoring. The report provides information since the last semi-annual
social monitoring report (SASMR) covering the period January to June 2018 coinciding
with the completion of the project civil works and additional information relating to an
overview of the performance of the project during the construction phase in terms of social
safeguard application.

2. PROJECT BACKGROUND
2.1 Project Description and Purpose
3. The conditions of the electric power transmission system in Pakistan (including areas
covered by FESCO) are inadequate to meet rapidly growing demand of electrical power.
This situation limits national development and economic growth. To cope with the power
constraints, the existing power transmission infrastructure had to be improved, expanded
and upgraded. System losses had to be reduced. The overall contribution of power
infrastructure also required institutional arrangements and capacity that support strategic
management of the sector, and planning and management of investments. Overall, the
Power Distribution Enhancement Investment Programme (PDEIP) Tranche-IV has been
designed to address both investment and institutional aspects in the electrical power
sector.
4. Tranche-IV sub-project works were executed through ADB Loan No 3096-PAK. The data
of ADB Loan 3096-PAK is given Table 1.

2.2 Scope of Work
2.2.1 Original Scope of Work of Tranche-IV
5. The Power Distribution System of FESCO like other DISCOs is generally heavily loaded
resulting in low voltage, high distribution losses and high rate of transformer failure. The
quality of the power supply to the consumers particularly at the tail end of the feeders is
relatively poor. The reasons for high distribution transformer failure include over loading
due to increasing number of consumers and growing electricity demand. The lengthy
feeders, particularly in the rural areas, are also one of reasons for high distribution losses
and low voltage. In order to solve above problems, power distribution system needs
strengthening by extension & augmentation of existing grid stations, conversion of 66 KV
existing grid station to 132 KV and construction of 132 KV feeding transmission lines.
Tranche-IV is designed for this purpose.
6. Under Tranche-IV, Faisalabad Electric Supply Company (FESCO) implemented 14
extension sub-projects (10 20/26 MVA & 4 10/1313 MVA power transformers) and 14
augmentation sub-projects (12 40 MVA & 2 26 MVA power transformers) in Faisalabad,
Tob Tek Singh, Jhang,Chiniot, Sargodha, Khushab & Bhakkar Districts of Punjab. The 28
sub-projects have been implemented at the existing 132 grid stations of Faisalabad
Sammundri Road, Sammundri, Manjhla Bagh, Tandlianwala, Khurrianwala. Chak Jhumra,
Thikri Wala Kamalia, Pir Mahal, Toba Tek Singh, Bhamab(Jhang), Kamal Pur, Chiniot
Industrial, Bhawana, Khewa, Lalian, Kirana, Bhalwal, & Jaharabad. Detail of sub-projects
is given in Table 2.

7. Sub-projects under original scope of Tranche-IV are of extension and augmentation in
nature and were executed within walled boundaries of existing grid stations and had not
encroached any land outside the grid stations. All the land belongs to the FESCO, which
has been transferred by the Board of Revenue in the name of FESCO/WAPDA. As such
preparation and implementation of land acquisition and resettlement plan (LARP) was not
required.
2.2.2 Sub-project under Saving of Tranche-IV
8. The allocated amount of Loan under Loan 3096-PAK was US$ 15.86 Million. After signing
all contracts under Tranche-IV (original scope), a saving of US$ 4.00 Million was realized.
To utilize this saving, competent authority decided to convert 66 KV Grid Station Ahmad
Pur Sial to 132 KV along with associated 28 km 132 KV transmission line (from GM Raja

Grid Station to Ahmad Pur Sial) through a turnkey contract. Before this proposal, Ahmad
Pur Sial along with Garhmaha Raja and 18-Hazari were being fed through 66 kv MEPCO
source. To have FESCO’s own 132 KV source of supply, execution of this subproject was
considered vital.
9. Contract for conversion of 66 KV existing grid station and associated 132 KV transmission
line from GM Raja to Ahmad Pur Sial was awarded to M/s PEL-MECON JV Lahore
amounting to US$ 374,248 + PKR 413,2544,094 vide letter No 2540-43 dated 31-05-2016.
Contract agreement was signed on June 29, 2016. After advance payment and
establishment of Letter of Credit (LC), effective date has been declared as November 14,
2016. As per Joint Venture Agreement, M/s PEL executed conversion component of 66
KV grid station Ahmad Pur Sial to 132 KV while M/s MECON has constructed 28 km
transmission line from Garh Maharaja to Ahmad Pur Sial.
2.3 Status of Sub-project Activities under Original Scope of Tranche-IV
2.3.1 Procurement of Electrical Equipment
10. Electrical equipment comprising of power transformer, breakers, insulators and other
accessories required for extension/augmentation of existing grid stations is divided into
six (6) lots, detail of which is given in Table 3.

IV Incoming & Outgoing Panels
Contract has been signed with M/S SIEMENS Pakistan. Requisite Equipment have been delivered to warehouse 100 % payment has been made
V Cable & Conductors Contract Agreement signed on 18-03-2015 with M/S Pioneer Cables Karachi. On receipt of material, 100 % payment has been disbursed.
VI Grid Station Hardwares Contract has been signed with M/s Conspak-Zahid & Company. Inspection for equipment has been carried out and inspected material has been delivered in warehouse, 100 % payment has been disbursed.

2.3.2 Installation of Power Transformers
11. Fourteen (14) 31.5/40 MVA & 2 20/26 power transformers procured under Tranche-IV
have been installed/augmented and are operational phase on the following locations given
in Table 4.

13. Tranche-IV activities under the original scope were carried out within walled boundaries
of existing grid stations. As such no land acquisition is involved. No LARP is required.
14. Extension/augmentation of existing grid stations has limited scope i.e. addition of
transformer bay, switch room, cable trenches and extension of control house building (if
required). Works are financed by FESCO through counterpart funding available under
proceeds of PC-1 of Tranche-IV. Civil works under Tranche-IV are bifurcated into six (6)
lots. Status of civil works is given in Table 6.

2.4 Status of Sub-project Activities under Saving of Tranche-IV
15. Conversion of 66 KV Grid Station: Control house building and switch yard foundations
had been completed. Procured power transformers were installed at respective
foundations. Internal wiring and switch yard & CHB infrastructure is completed. Gravel
has been spread in switch yard. Existing structures of 66 KV substation were removed by
FESCO to provide working space for the foundations. Moreover, 66 KV incoming
transmission line was previously available diagonally on the location of proposed gantries.
To avoid inconvenience of power outage, 66 KV infrastructure was dismantled step by
step because the electric power distribution system does not allow shut down for longer

period. A temporary gantry at 36 meters from power transformer bay was constructed for
immediate interim arrangement.
16. Grid station was energized to 132 KV on 23 November 2017 by commissioning 20/26
MVA power transformer with interim arrangement while 2nd 10/13 MVA power transformer
was energized on February 12, 2018. Works under the contract package was delayed for
91 days from November 14, 2017 to February 12, 2018.
17. Construction of 132 KV Transmission Line: Second component of Package 6 Tranche-
IV (Saving) is construction of 28 km 132 KV transmission line from GM Raja to Ahmad Pur
Sial. Route plan & profile of transmission line was approved by FESCO Technical
Directorate. As per approved route plan & profile there are 134 Towers, out of which 111
are ZM1, 18 are ZM30 while 5 are ZM 60. Before start of foundations work, certain pre-
requisite activities were completed, as per timeline mentioned in Table 7.

18. All activities of transmission line i.e foundation, erection, stringing and commissioning has
been completed. Transmission line is in operating phase. Foundation, erection and
stringing activities were completed with the timeline mentioned in Table 8.

2.5 Approvals & Implementation Relating to Social Safeguards
2.5.1 Due Diligence Reports
20. Sub-projects under original scope of work of Tranche-IV are extension & augmentation in
nature. Due diligence report was submitted and cleared by ADB.
21. For the conversion of 66 KV grid station Ahmad Pur Sial to the level of 132 KV, works
were carried out within walled boundaries of existing grid station. A Due Diligence Report
(DDR) was also prepared and sent to ADB for review and approval thereof.
2.5.2 Land Acquisition and Resettlement Plan (LARP) for Transmission Line
22. Under saving of Tranche-IV, a 28 km 132 KV SDT transmission line from Garh
Maharaja to Ahmad Pur Sial was constructed. As per ADB requirements, a LARP
based on the reconnaissance survey, was prepared by PMU FESCO in 2015 and
submitted to Sociologist of M/s SMEC FMC Consultant Lahore for scrutiny vide letter
No 739-45 dated 19-08-2015. M/s SMEC Lahore reviewed the draft LARP and asked
vide e-mail dated 26-08-2015 to forward the same to ADB. Accordingly, draft LARP
was submitted to ADB. The draft LARP was approved and disclosed. Estimated cost
without contingent provisions of LARP is PKR 17.359 Million. Details & provisions of
the draft LARP are given Table 9.

3. IMPACTS FROM THE TRANSMISSION LINE UNDER SAVING OF T-IV
3.1 Impact Assessment Methodology
23. At the time of preliminary survey, best feasible alignment route was selected. On the basis
best feasible route, plan and profile of transmission line were prepared and were approved
by FESCO Technical Directorate. Transmission line route traversed through private
agricultural land. Care was made to minimize loss to structures, crops and trees and avoid
settles, schools, hospital & forests. While detail survey was to be undertaken by turnkey
Contractor prior to the execution of works.
24. No permanent acquisition of land is involved and no physical displacement occurred
during the execution of the sub-project. Impacts are temporary in nature in terms of loss
of crops and trees. Temporary damage occurred during construction of transmission lines
for which compensation payment is paid as per relevant procedures/norms. All APs are
paid compensation for actual damages irrespective of their religion, caste and their
economic status. As an additional assistance, construction contractors are encouraged to
hire local labour that has the necessary skills.
25. At the time of bidding, route plans and profile of the 132 KV transmission line from GM
Raja to Ahmad Pur Sial was prepared by FESCO and approved by Technical Directorate
of FESCO. Preliminary (as per profile) & final (as per execution) route remained
almost the same. As such, the draft LARP was considered final. To minimize the
impacts, minor changes/adjustment were made at site to maintain minimum ground
clearance. During execution, efforts were made to avoid/minimize the damages of crops
and infrastructure. At some locations, transmission line encompasses through barren
government land, roads, and canals. These segments were excluded in the final
assessment.
3.1.1 Assessment of Damages
26. Fair assessments of damages have been made by the Revenue Staff of GSC in
collaboration with contractor representative. At the time of survey, likely and actual
damages including type of crop and extent of damages were recorded. During
Resettlement Field Survey (RFS), APs were identified. APs were taken into confidence
through joint measurement of extent of damages if required. Record of
ownership/tenantship including fard, name/father’s name, CNIC, type of crop, extent of
damages & contact no. was collected. After the route plan and profile of all T/Line have
been approved by Technical Directorate of FESCO and handed over to the contractor for
implementation, impact data including extent of damages and number of APs was updated
as per actual damages.
3.1.2 Rates
27. Whole length of transmission line falls under administrative jurisdiction of Ahmad Pur Sial
Tehsil District Jhang. Rates of individual crops were collected from Tehsildar of Ahmad
Pur Sial Tehsil for the cropping seasons “rabi” & “kharif” and were applied for

preparation of estimates pertaining to compensation of crops. Rabi crops are wheat,
barseem, toria, grams, masoor, tobacco, vegetable, and orchard & jawar. Kharif crops
are cotton, sugarcane, bajra, maize, fodder, mongi, jantar, vegetable, orchard, water
mellon and potato. Average rates for these crops were taken based on fertility of land,
river bed, availability of irrigation water, quality and availability of ground water, crop yield,
climate, average market price, farm to market roads, inputs of agriculture department,
availability of agriculture machinery/industry and varies from tehsil to tehsil and type of
crops. These rates of crops include all inputs from ploughing to harvesting and storage.

and rates of fruit trees were collected from concerned district agriculture officers.

3.2 Actual Damage During Execution of Ahmad Pur Sial Transmission Line
29. The transmission line traversed through private agricultural land, parallel to the existing
66 KV T/L on the right side of river bed of Chenab. Extent of damages recorded during

3.3 Assessment Process
30. Revenue staff of GSC Directorate prepared the estimate which is scrutinized through a
chain including Assistant Land Acquisition Collector, Sub Divisional Officer concerned,
Executive Engineer T&G and Project Director GSC. The vouchers of individual APs were
prepared which included the information i.e name, father’s name, landowner/tenantship
entitlement, type of crops, damaged area of crops (kanal-marla), rate of compensation &
corresponding compensation amount. These vouchers of individual APs are passed for
payment by Divisional Accountant and XEN T&G FESCO and are pre-audited by Budget
& Account Officer GSC & Project Director GSC. After pre-audit of vouchers, a demand
list of compensation payment of a section of transmission line (where works has been
executed) was prepared by GSC.
31. After approval of assessment, demand for compensation payment is sent to Chief
Financial Officer FESCO through Chief Engineer Development. After incorporating the
demand list into ERP System, demands are released by Chief Financial Officer (CFO) into
the Account of GSC which is in turn sent to T&G Division by preparation of cheques in the
name of individual APs. The cheques are disbursed to APs through the committee as per
provisions of Book of Financial Powers of NTDC. For the sake of transparency, payments
were made to APs in presence of Additional Chief Engineer, Consultant E&SS PMU
FESCO Faisalabad, Revenue staff of GSC & Contractor’s Representative at the door steps of APs, through proper verification and record of payment to this effect is maintained
in PMU.

4. LARP IMPLEMENTATION STATUS
4.1 Compensation Payment for Damage to Crops
32. Compensation for damaged crops and trees has been made to the APs. The Abstract of
cost of sequence/activity wise crop compensation is depicted in the following table while
details on crop compensation payments are at Annex A, B & C. Abstract of activity-wise
assessment & payment period, no. of APs, crop compensation payment and damaged
area of crops along transmission line from GM Raja to Ahmad Pur Sial is given in table 13
below.

34. All crop compensation payments of foundation, erection and stringing is completed. Total
Area of damaged crops is 104.28 Acres. Up to September 2018, total compensation
amounting to Rs. 7,411,300 has been paid to 468 APs. Average tenantship cost in the
area ranges from Rs.40,000 to Rs. 45,000 per year. Average compensation cost per acre
comes out to be Rs. 70,773/acre which is more than fair market price in any case.
35. M/s SMEC FMC Lahore during their external monitoring visits from December 17 to 22,
2017 exercised spot-checking by making interviews with AP and calling the APs on cell
phones from the record maintained by PMU. After due payments as per actual route,
LARP implementation status is prepared.
36. Contractor M/s PEL MECON JV Lahore was asked to make sure the provision of all
relevant documents at site and all requirement laid in contract agreement must be fully
implemented.
• Contractor was also asked to make sure the use of all safety gadgets/PPEs. They were
also instructed to take care of local norms and values during execution of transmission
lines. Remains of uprooted trees were handed over to respective owners. Land
around/beneath the towers, is properly backfilled and leveled for future use of farmers.
• Contractor has been provided Summary of LARP, Complaint Register both in English
and Urdu. He has also been provided public awareness material/literature and format of
information for the disclosure at project site.
4.2 Tree Compensation
37. Certain trees were uprooted during stringing activities and as per instruction of GSO
Department of FESCO. The remains of trees were handed-over to the farmers.
Compensation rates of wooden trees have been collected from District Forest Officer
Jhang for Ahmad Pur Sial and fruit trees rates were collected from Agriculture Department.
Revenue Staff of GSC Directorate made the assessment of damages of trees in June
2018 and payment was made in December 2018. Detail of assessment and compensation
payment is placed at Annex-D and abstract is given in Table 15.

4.3 Plantation of Trees under Tranche-IV (Original Scope)
38. Requisite site of civil works under original scope of Tranche-IV were financed through
counterpart funding of FESCO. In the contract documents of civil works, provisions had
been made for environmental mitigation measures. Contractors of civil works were asked
to plant the trees a part of environmental mitigation measures. The planted trees are
mostly fruit trees and handed-over to SSO In-charge Grid Station for maintenance. Due
to plantation, there will be better effect on the environment and public can be benefitted
from the fruit trees. Table 16 shows the number of plants, planted at different grid stations
included in original scope of Tranche-IV.

4.4 Plantation of Trees Under Saving of Tranche-IV
39. In Contract No. FESCO-06 (saving), there was a provision for planting 1500 trees (500 in
the conversion component +1000 in the transmission line component). 550 trees were
planted at Ahmad Pur Sial Grid Station, while 1000 plants were planted at GM Raja Grid
stations and handed over to SSOs of GSO. These 1550 plants were planted based on the
1:3 ratio for the 518 trees uprooted along the transmission line. These trees (being mostly
fruit trees) have good environmental and social effects for the community.
4.5 Effects on the Community
40. The transmission line subproject under Package 6 was executed over private agriculture
land which is aligned/routed away from settlements, schools and hospitals to reduce
impact. For T/L construction activities such as foundation, erection of towers and stringing
of conductors, agriculture land was temporarily occupied, certain crops were damaged
and trees were uprooted during stringing activity. Compensation payment have been
made for these damages.
41. Due to implementation of sub-projects under Tranche-IV, electric distribution network has
been strengthened. System losses are reduced, resulting in lower tariff. Moreover, low
voltage problem and forced load shedding decreased. Community benefited due to the
implementation of these subprojects, as power outage has decrease and voltage has
been improved. Agro-based industry is coming in the area having ultimate benefit of
community. Employment opportunities are increasing.
42. During the conduct of public awareness campaign & consultation, people requested for
employment of local unskilled labor. Provisions for hiring of local unskilled labor was made
in the contract documents. Accordingly, local unskilled labour was utilized during
construction activities benefitted the local community.

5. ANALYSIS OF IMPLEMENTATION
5.1 Comparison of Draft LARP and Actual Implementation
43. On the basis reconnaissance survey draft LARP was prepared in August 2015. In the draft
LARP, 30 meters COI was taken for assessment of impacts and cost. During execution,
efforts were made to reduce impact of damages through pulling the conductor by puller
instead of conventional tractor trolley pulling. As such damages were reduced
significantly. Comparison of impact assessment and cost as per draft LARP (2015) and
actual impact during subproject implementation is made in Table 17.

44. Overall in construction of one number 132 KV Transmission Line under saving of
Tranche-IV having total length of 28 KM and 134 No Towers , total crop compensation
payment amounting to Rs. 7,411,300/- was made to 468 Affected Persons for damage of
crops over 104.72 Acres. As such average compensation payment comes out to Rs.
70,733 /Acre which is more than average tenantship of the agricultural area of Punjab.
Average per tower compensation cost comes out to be Rs. 55, 308/per tower. Average
crop compensation cost/km of transmission line comes out to be Rs 264,689/km including
all activities. This analysis would help in estimating compensation cost for future
transmission line sub-projects.

5.2 Reasons for Difference in Draft LARP & Actual Implementation
45. Draft LARP was prepared in 2015 based on reconnaissance survey in which assessment
was based on 30 meters CoI. In 2017, efforts were made to avoid and minimize the impact
of damages. A sense of mutual understanding with farmers was developed to have
minimum damages. Where harvesting season of certain crop was near, construction
activities were deferred and shifted to other locations where space was free from crops.
After harvesting of crops, construction activities were again shifted to previous location.
With this understanding, crop damages were reduced and ROW issues were minimized.
Puller machines were utilized for stringing of conductor, instead of conventional pulling of
conductors through tractor trolleys as such damages of crops were minimized.
46. Actual damages of crops were recorded rather than estimated one assessed during
reconnaissance survey. In comparison with Draft LARP, numbers of APs were increased
at final stage due the division of single holding between multiple heirs on the death of
owner. All APs were fully compensated. M/S SMEC during external monitoring visits had
exercised checks regarding payment of compensation.
47. Damage to katcha houses was avoided by making changes in the angle of transmission
line & type of towers. Tree damages were reduced by making requisite clearances through
addition of extra legs at towers. Kacha houses were not damaged which had significant
cost in the draft LARP. Cost of Actual LARP was reduced significantly.
48. At some locations, transmission line passed through gov’t barren land, roads, railway and
canals. These segments of land were not taken for final assessment and compensation
payment which had significant impact in reduction in the cost for compensation.
49. Moreover, in Draft LARP, rice/sugarcane were considered as crops to be damaged in
implementation stage which have higher output costs whereas in actual implementation
different crops i.e fodder, wheat and other crops were damaged and compensation had
been paid for actual damage of crops. This factor had put forward a tremendous
difference.
50. Rates of different crops have been collected from the Tehsildar of Ahmad Pur Sial which
are based on lithology of the area, farm to market roads, sources of irrigated water
supplies, and agro-based industry established in the area.

6. INSTITUTIONAL ARRANGEMENTS
6.1 Project Management Unit (PMU) FESCO
51. To effectively plan, execute and monitor the Project, a Project Management Unit (PMU)
headed by Chief Engineer (Development) was established in 2009 comprising of five (5)
sections:
• Planning, Scheduling & Coordination (PS&C) Section: Responsible for planning,
scheduling, coordination and monitoring of sub-projects;
• Procurement Section: Responsible for procurement of works (bidding documents,
tendering, bid evaluation, awards and contract administration), pertaining to
goods/services/works relating to development projects;
• Project Financing (PF): Responsible for all financial matters relating to development
projects;
• Grid System Construction (GSC): Responsible for construction supervision of
development projects; and
• Environment & Social Safeguard (E&SS): Responsible for all matters relating to environment & social safeguards.
6.2 Environment & Social Safeguard (E&SS) Unit
52. An Environment and Social Safeguards (E&SS) unit was established in Development
Directorate FESCO to look after the matters relating to environment, land, and social
safeguards of funded development projects. The E&SS unit supervised the overall
environment & social management activities and provided advisory services during the
pre-construction & construction phase of the project. In compliance with PEPA Act 1997
and ADB’s Safeguard Policy Statement (SPS) 2009, E&SS Cell prepared environmental
reports including environmental management plan (EMP), got approval of ADB & EPA.
Further E&SS Cell with the assistance of Facility Management Consultant (FMC) i.e. M/S
SMEC, prepared the LARP for the transmission line included in Tranche-IV.
53. The key objectives of E&SS Cell PMU FESCO are as under:
• Assist in preparing social assessment, LARP, and other related documents;
• Carry out social surveys and to make socio economic profile of the project area;
• Assist in preparing progress reports on social safeguards on bi-annual basis or
whatever the demand of the project;
• Assist in public consultations for LARP and LARF;
• Liaise with government offices and funding agencies;

• Assist in conducting in-depth review of reports submitted by ADB’s Consultants, preparation of comments and participation in report-review meetings;
• Attend trainings/workshops on environmental and social safeguards conducted by
PEPCO & ADB;
• Attend different offices to pursue social safeguards issues;
• Assist in maintaining the files and database related to social safeguards;
• Actively participate in review mission meetings of ADB and responded to the
objections/comments accordingly;
• Monitor the implementation of social safeguards plans to ensure conformity with
national requirements and guidelines of funding agencies;
• Launching social awareness campaign for Power Distribution Enhancement
Investment Program (PDEIP);
• Create environmental and social awareness among all project key stakeholders
(GSC, Procurement, Contractor staff & affected community);
• Prepare LARP, arranging review of FMC Consultant and approval of ADB thereof;
• Implement LARPs including assessment of damages and arranging payment to
APs;
• Prepare due diligence reports (DDR) for the subprojects involving
extension/augmentation of existing grid stations and conversion of 66 kv existing
grid station that were carried out within FESCO’s own premises/within walled
boundaries of existing grid stations and arranging review of FMC Consultant and
ADB thereof.
54. Apart from E&SS Cell PMU FESCO, revenue staff of GSC under PMU FESCO including
Assistant Land Acquisition Officer, Qanoogo & Patwari were deputed for assessment,
preparation of compensation payment & disbursement of compensation to APs
55. The unit monitored the field execution and implementation of LARP by the Environment &
Social Monitors (ESM) of the contractors. Over all, the unit also assisted and advised GSC
Directorate on environmental and social matters. Organizational structure of E&SS PMU

6.3 Staffing
56. PMU Environmental & Social Safeguards (E&SS) Cell FESCO was activated in April 2011
and remained understaffed since its establishment. Muhammad Sharif joined E&SS Cell
in April 2011 as Dy. Director E&SS. On promotion of Mr. Muhammad Sharif, the post of
Dy. Director was upgraded to Director E&SS on 26-12-2013, who on superannuation
retired from service on October 03, 2017. After approval by BOD FESCO, Mr. Muhammad
Sharif was deployed as E&SS Consultant initially for the period 04-10-2017 to 30-06-2018.
57. Mr. Kashif-ur-Rehman has assumed the charge of Director Environment & Social
Safeguard on 15-12-2017 and supervised the activities pertaining to preparation of this
Report.
58. Mr. Yasir Iftikhar joined E&SS Cell as Assistant Director Environment on 24-12-2011,
promoted as Senior Engineer and relieved from PMU on 11-8-2016. As such post of
Assistant Manager Environment is vacant since 11-08-2016. Similarly, the post of
Environmental Inspector is vacant since establishment.
59. On the advice of ADB, Mr. Muhammad Saleem Social was deployed as Safeguard Expert
after approval of BOD FESCO in November 2014. On resignation of Mr. Muhammad
Saleem Social Safeguard Expert w.e.f 31-08-2015, post of Assistant Manager Social
Safeguard is vacant since 01-09-2015.
60. Land Acquisition Collector (LAC)/tehsildar to deal with land acquisition and related issues
is not posted in FESCO. Only one qanoongo and one patwari are posted in GSC to deal
with land acquisition and crop compensation of STG and tranches under ADB Loans. Due
to lack of staff, compensation payments are often delayed.
61. For recruitment of Assistant Manager Environment, Assistant Manager Social Safeguard
& Environmental Inspector from market, FESCO has taken up the case with Ministry of
Energy Islamabad for granting NOC and is constantly perusing.

7. CONSULTATION, PARTICIPATION AND INFORMATION DISCLOSURE
7.1 Community Consultation & Participation
64. Consultation, Participation and Information Disclosure (CPD) in the project processing are
required to ensure that adequate & timely information is made available to the
beneficiaries and APs. The CPD also enables opportunities for APs to voice their opinions
and concerns and participate in influencing decisions making and project processes.
65. The Safeguard Policy Statement (SPS) 2009 of ADB stresses upon the significance of
stakeholders CPD for ensuring formulation and execution of development projects
compliance to environmental and social safeguards. The SPS requires that the executing
agency should conduct meaningful consultation with APs, host communities, civil society
and organizations. Consultation is required to be carried out throughout the project cycle
and timely disclosure of relevant and adequate information regarding sub-projects.
66. The public communications policy of ADB aims at enhancing stakeholders‟ trust in ADB operations. The Policy among others promotes:
(i) awareness and understanding of ADB activities, policies, strategies, objectives,
and results among general public;
(ii) participatory development, ensuring a greater two-way flow of information
between ADB and its stakeholders, including APs; and
(iii) transparency and accountability in ADB operations
67. Both men and women have to be consulted and involved equitably in project design and
implementation. All relevant views of APs and other stakeholders were considered in
decision making, such as project design, impact assessment, mitigation measures, the
sharing of development benefits and opportunities, and implementation.
68. The information dissemination and consultation activities were done to attain the following:
(i) share available project information with the APs;
(ii) obtain information on the needs and priorities of the APs including their
feedback on proposed activities;
(iii) involve the APs and communities in project planning; and
(iv) ensure transparency in all activities related to resettlement impacts, mitigation
and compensation.
69. The primary stakeholders of the transmission line sub-project are the affected households
and the households who benefited from the electricity that the project will provide.
70. To keep transparency, the project information was disseminated through meetings and
personal contacts with APs and other stakeholders. APs were provided with information
on legal provisions of land acquisition and ADB policy on involuntary resettlement.

71. The Policy also calls for other means of disclosure or dissemination, depending on the
intended recipient or audience as well as the intended purpose for disclosing the
information.
72. The Project design, alignment options, benefits and adverse social impacts were
discussed with the displaced persons and their community. Stakeholders were asked for
their views on the Project’s overall as well as more specific discussion about their perception on land acquisition and compensation process and views on alternative
options. Women and other vulnerable groups were also consulted concerning the specific
project impacts and their livelihood aspects.
73. The provisions of the ADB policy and Government laws on land acquisition were also
disclosed to the APs and their community. During the census and sample household
survey, meaningful consultations were held in designated places. Views of the community
were shared with PMU and the FMC Consultants. The socio-economic survey and the
consultation meetings provided opportunity to draw out information on the development
needs of the local people, the role of the transmission line in meeting these needs, the
potential adverse impacts of the construction and their recommendations on the mitigation
and compensation of these impacts.
74. Consultation meetings with the on-site project stakeholders and APs were held at sites of
the transmission line. The following information about the project was disclosed in these
consultations:
(i) proposed line route;
(ii) scope of resettlement impacts;
(iii) compensation and entitlement;
(iv) project schedule; and,
(v) institutional arrangement and responsibilities.
75. During consultations with potential APs, the information regarding sub–project details and
the benefit was in detail briefed by the team. The likely loss and mitigation measures
including entitlement of compensation, and compensation payment process etc. was also
discussed. In general people were happy and welcomed the sub project as the completion
of the project would improve the quality of electricity supply. The better quality of electricity
supply had positive cascading impact on other sector like education, agriculture & agro-
based industry, etc.
76. The affected communities concerns and suggestions have been incorporated into
subproject design and were implemented as an integral part of resettlement activities. The
major concerns raised during the consultation included the adequacy and timeliness of
compensation payments, as well as safety measures to be taken during the construction
of the towers and stringing of the transmission lines. In response, FESCO promised to
ensure that the crop compensation amounts are assessed and paid to the Aps in a timely
manner.

77. The local communities’ response (awareness, perceptions and preferences) to the
transmission line subprojects and resettlement related matters are summarized as follows:
• This subproject is necessary under the current local conditions;
• Compensation should be fair and timely;
• Local skilled and unskilled labor should be used wherever possible;
• Damaged lands should be rehabilitated to original conditions after the
construction work is completed;
• Local norms should be honored; and,
• Construction work should be completed in time.
78. In the contract documents, respective provisions were made in contract documents and
were implemented accordingly.
7.2 Disclosure & Implementation of LARP
79. Draft LARP of transmission line included in Tranche-IV was prepared by E&SS Cell
FESCO through reconnaissance surveys and submitted to Facility Management
Consultant (FMC) i.e. M/s SMEC Lahore for review. After review, draft LARP was
submitted to ADB for approval and placement at ADB’s website. Similarly, the draft LARP
was posted at the FESCO’s website. For effective participation, public information
brochure (PIB) in urdu, summarizing compensation provisions were presented to the APs.
80. In bi-annual social monitoring reports and LARP implementation status reports for
respective periods regarding compensation entitlement & payments were prepared by
E&SS Cell FESCO and submitted to ADB, Environment Protection Department (EPD) ,
PMU PEPCO and FMC Consultant. These periodic reports were also disclosed
accordingly.

8. GRIEVANCE REDRESS MECHANISM
81. In order to receive and facilitate the resolution of APs’ concerns, complaints, and grievances about the project’s social/environmental performance, a grievance redress
mechanism (GRM) was established for the sub-projects. The mechanism has to be used
for addressing any complaints that arise during the implementation of the sub-projects. In
addition, the GRM includes to have a proactive approach whereby at the commencement
of construction of each sub-project (prior to mobilization), ESSC FESCO formally informed
the community about project implementation details, regarding designs, scheduled
activities, access, constraints etc so that all necessary project information are
communicated effectively to the community and their immediate concerns can be
addressed. This proactive approach with communities was pursued throughout the
implementation of sub-projects.
82. The GRM addresses the affected people's concerns and complaints proactively and
promptly, using an understandable and transparent process that is gender responsive,
culturally appropriate, and readily accessible to all segments of the affected people at no
costs. The mechanism had not to impede the access to the Country’s judicial or administrative remedies.
83. A high level GRC has been constituted by Chief Engineer Development FESCO vide office
order No 06/145-53 dated 13-07-2016, comprising of the following:

84. E&SS Cell FESCO assisted the GRC and affected communities/villages to identify local
representatives to act as Grievance Focal Points (GFP) for each community/village. As
per envisaged roll, GRC had to hold meeting to address concerns and grievances of the
local communities and affected parties.
85. Following the pre-mobilization public consultation meetings with community were held
regarding social/environmental complaints associated with the construction activities
which had to be routinely handled through the GRM as explained below:
i. Individuals would lodge their complaint/grievance with their respective community’s nominated focal person (FP).
ii. The FP would have brought the individual’s complaint to the attention of the contractor.
iii. The contractor would have recorded the complaint in complaints register (maintained
at site) in the presence of the FP.

iv. The FP will discuss the complaint with the contractor and have it resolved;
v. If the contractor does not resolve the complaint within one week, the FP would have
brought the complaint to the attention of the Environmental & Social Safeguard Cell of
FESCO. Social Safeguard Specialist FESCO would coordinate with the contractor in
solving the issue.
vi. If the complaint is not resolved within two weeks, the FP will present the complaint to
the GRC.
vii. The GRC will have to resolve the complaint within a period of two weeks and the
resolved complaint will have to be communicated back to the community. The
Contractor will then record the complaint as resolved and closed in the environmental
complaints register (ECR) for respective complaint.
viii. Should the complaint not be resolved through the GRC, the issue will be adjudicated
through local legal processes.
ix. In parallel to the ECR placed with the contractor, each FP will maintain a record of the
complaints received and will follow up on their rapid resolution.
x. E&SS Cell FESCO will also keep track of the status of all complaints submitted by the
Contractor to FESCO and will ensure that they are resolved in a timely manner.
86. Extension/augmentation works under original scope of Tranche-IV and conversion of 66
KV under Tranche-III were executed over FESCOs owned land/within walled boundaries
of existing grid stations. No one was disturbed and no complaint from community was
received which otherwise required to be addressed.
87. During execution of the transmission line sub-project, certain APs (instead of registering
the complaint with GRC) opted to go directly to the courts and got stay orders for stoppage
of works which delayed project activities. In case of Tranche-IV community complaints
were addressed immediately (having experience of ROW issues faced during Tranche-III)
with the influence of local representatives and Head PMU. Certain APs of Ahmad Pur
transmission line had made verbal complaints regarding activities of contractor which were
redressed accordingly.
88. Like other committees in the country, APs had no faith in (GRC) constituted for redressal
of complaints which is national dilemma. Grievance Redressal Mechanism (GRM) need
strengthening for early resolution of complaint.

9. ISSUES REQUIRING ATTENTION
89. Some of the social issues that remained throughout the project cycle are:
• No serious intent of contractor(s) toward application social aspects during execution
of the projects which need to be taken care off through the provision of penalty clauses
in the provision of contract. Certain amount should be specified for deduction in case
contractor does not comply with safeguards requirements.
• Complete compliance to the occupational health and safety was not assured by the
contractors.
• Lack of interest by the GSC Engineers towards implementation of LARP which
aggravated the delays in compensation payments regarding damage of crops and
removal of trees.
• Overall use of Personal Protective Equipment (PPEs) was not practiced in its full spirit.
On-Job Trainings were required to create more awareness for use of PPEs among the
workers regarding the advantages and disadvantages of PPEs usage.
• On-the-job trainings of the workers regarding occupational health, safety &
environment at work place need to be conducted frequently by the EHS expert.
90. Frequency of monitoring visit was less because the post of Assistant Manager Social
remained vacant since the establishment of E&SS Cell in PMU. In the absence of
Assistant Manager Social, role of LARP implementation remained with the revenue staff
the of GSC. Only one qanoongo and patwari (one each) are posted in GSC who are also
involved in compensation payments for other STG works financed through PSDP. Lack of
staff (Assistant Manager Social & Revenue Staff) remained consistent issues in timely
compensation payments to APs.
91. At some tower locations in Tranche-III, APs opted to refer their grievance to the courts
and were able to get stay orders. Vacation of stay orders from courts is lengthy process
which took time. Some court cases were resolved through out of court settlement. Project
Authorities intervened to resolve the issues. These court cases could have been resolved
at the early stage through prompt crop compensation payments. These APs had not opted
to register their complaints with the GRC because they have no faith in committees due
to previous negative experience.
92. Logistic support i.e vehicle, for E&SS Cell which needed for frequent social monitoring
and public consultation meetings with APs is limited.
93. Construction period provided for the construction of transmission line is limited. it should
be adjusted according to the length of line.
94. At some locations, contractors used the tractor trolley to pull/stretch the conductor. Puller
machines need to be used to reduce damage to crops during stringing of conductor.

10. LESSONS LEARNED
95. With proper planning, effective project monitoring mechanisms, motivated and well-trained
personnel, transmission line sub-projects can be successfully and expeditiously
implemented. The FESCO, with the assistance of ADB, need to continue to upgrade and
expand the transmission and distribution networks to ensure system losses are minimized,
electricity supplies are reliable, and the growing demand for electricity in the country is
met.
96. There is always a need for dedicated Project Manager to be responsible for and take
ownership of each ADB-funded project. Frequent transfer and posting of key personnel
made worsened the ownership concept. In this situation Project Management tend to be
reactive rather than proactive and make prone to delays. This is particularly important in
the situations where activities such as planning, design, procurement and construction are
delegated to various departments and undertaken by persons not reporting directly to
PMU.
97. One of the major lessons for implementing the transmission lines sub-projects is the
importance of obtaining land & forestry permits and obtaining ROW for transmission lines
at the right time. ADB and DISCOs have different strategies on compensation payments
for obtaining ROW. DISCOs’ practice is to pay the compensation regarding ROW in CoI
after transmission towers are erected, while ADB’s Policy is to pay the compensation for
ROW before foundation and erection of transmission towers. A clear, standardized, and
agreed-on compensation structure between ADB and DISCO should have been defined
at the beginning of the project.
98. ROW was one the major hurdles for transmission line subprojects. Some ROWs were
fragmentarily cleared for some sections (e.g. different segments for some sections) and
conductor stringing was delayed because contractor preferred to string the sections
continuously and at one go. During implementation, it was observed that ROW issues
aggravated due the following reasons:
• Delayed collection of ownership record, name of AP, father’s name, CNIC number,
extent of damage
• Late disbursement of compensation payment
99. Clear and timely communication among project stakeholders would have strengthened
project implementation and differences in policy and practice could have been mitigated.
Better communication between FESCO and ADB would have also avoided
implementation delays because both parties would have been more responsive to the
needs of and required adjustments for the project.

11. CONCLUSION
100. In original scope of Tranche-IV, a chain of extension/augmentation of power transformers
was executed within walled boundaries of existing grid stations over FESCO owned land
and it did not involve any land acquisition and resettlement impacts. Under saving of
Tranche-IV, existing 66 KV grid station Ahmad Pur Sial was converted to the level of 132
KV and 28 km long associated transmission line from GM Raja to Ahmad Pur Sial was
constructed. Again, conversion of 66 KV grid station was executed within the walled
boundaries of existing grid station and no social impacts were involved with conversion
sub-project.
101. The sub-project under Tranche-IV did not have permanent land acquisition & involuntary
resettlement. No permanent negative impacts were recorded and physical displacement
/resettlement were avoided. Community perception on the project was very positive and
during monitoring visits FMC had verified by interviewing the APs & the Community.
102. Before execution of Tranche-IV Works, the vast area of on the right side of Trimun
Barrage was fed through 66 KV MEPCO source of power supply through 66 KV grid
stations 18-Hazari & GM Raja, which remained over loaded and forced shut down was
predominant. With the construction of 132 KV transmission line from 220 KV TT Singh to
HB Shah (Tranche-III Package-4), HB Shah to 18-Hazari & 18-Hazari to GM Raja
(Tranche-III Package-3), a reliable source of 132 KV became available. Two 66 KV
existing grid stations i.e 18-Hazari & GM Raja were converted (Tranche-III- Package-2) to
132 KV which provides reliable 132 KV power source up to GM Raja.
103. There was a need to extend 132 kV system from GM Raja to Ahmad Pur Sial (the remote
end of FESCO’s electric distribution system). Construction of 132 KV new transmission
line from GM Raja to Ahmad Pur Sial & conversion of 66 KV Ahmad Pur Sial was
converted to 132 KV through Package 6 of Tranche-IV. As such, forced load shedding
has been reduced and voltage improved in the area. An agro-based industry has now
been established in the area.
104. Beside this, direct or indirect benefits of sub-projects like employment opportunity,
improved and uninterrupted power supply, improvement in infrastructure facilities,
improved business opportunity outweigh the negative impacts of the project.
105. Transmission line traversed through private farm land away from villages, hospitals and
schools. During the foundation, erection and stringing activities, certain crops were
damaged and trees within the COI were removed. Smaller piece of land was involved for
foundation and erection of tower which was levelled to the original condition. As per
provision of contract, FESCO is responsible for providing Right of Ways (ROW) and
compensation of damage of crops/trees to APs.
106. A total of 42.38 hectares (104.72 acres) of land was used temporarily, affecting 468 APs
during the construction of transmission line. APs were paid Rs. 7.411 million as crop
compensation. Another 74 APs were paid Rs 1.120 Million for removal of 518 trees while

the wood from the cut trees was handed over to APs. Assessment of subproject confirmed
that it did not entail any physical displacement. However, due to shortage of Revenue
staff in GSC and non-deployment of Assistant Manager Social, compensation
payments were delayed. Due to the delayed compensation payments, certain ROW
issues were encountered.
107. For transparency purposes, cheques of compensation payment were delivered to APs
in the presence of Additional Chief Engineer/Consultant E&SS PMU after proper
verification. Record on the compensation payments and Aps is maintained by the PMU
which is shared to ADB & EPD with the bi-annual monitoring reports. The same is attached
in this final social monitoring report.
108. After this payment, no compensation payment is pending regarding damage of
crops and removal of trees. Up till now, no complaint regarding non-payment of
assessed amount is received in PMU.

12. RECOMMENDATIONS
109. All the necessary permits need to be obtained in the early stages of project
implementation. Executing and implementing agencies have to be aware of which permits
are required for the project and procedure of acquiring them. Right of Way (ROW) was a
major hurdle for execution of transmission line subproject and severely affected the project
implementation. While FESCO and the contractors did their best to resolve the problems
in the least possible time, interventions from higher authorities have facilitated and speed
up the resolution process. It is recommended for future similar project that ADB policies
and government regulations on the ROW be combined and integrated. There is a need
for formulation and implementation of National Resettlement Policy to cope with the
differences. ROW issues can be avoided by timely collection of data of affected person
including ownership document, CNIC & contact number and timely disbursement of
compensation payments. Revenue staff of GSC is lacking and need to be strengthened.
110. For early compensation payments, lengthy process of assessment, preparation of
estimates, approval of assessment, allocation of funds, needs to be shortened.
111. In order to minimize potentially significant impacts, following measures are proposed to
be implemented during execution of transmission line sub-projects:
• The process of communication and consultation with the community representatives
is maintained properly and this process need strengthening.
• Construction work of new transmission lines should be planned in accordance with
LARPs and DDRs to minimize the effect of construction activities.
• Site should be restored properly to the original conditions after the completion of
construction activities.
• Timely compensation to the APs can avoid any hindrance which may lead towards
extension of time (EoT) of the project.
• It is also observed that contractor(s) does not give proper weightage to social aspects
and considered it unnecessary burden over them. Social safeguard aspects need to
be implemented as a part of the contract. In the contract, provisions need to be made
having linked with contractor’s progress invoice.
• Newly established Environmental & Safeguard Cell needs strengthening by providing
requisite staff, equipment and logistic arrangement so that the Cell could work more
efficiently. The post of Assistant Manager Social Safeguard is vacant since
establishment of E&SS Cell. LARP implementation and monitoring was carried out
by the Director E&SS Cell. Efforts are required to remove hurdles in
recruitment/deployment of Assistant Manager Social Safeguard against the vacant
posts. Provision of necessary logistics would help in resolving the complaints.

• E&SS Cells must be involved during all phases of development projects
• Implementation of the SOPs on Safeguards by FESCO will help in proper of LARP
implementation including timely payment of compensation to APs & early redressal
of APs’ complaints.
• A monitoring program should be continued & the requirements of monitoring program
should be agreed with the stakeholders.
• Internal monitoring by E&SS Cell should be conducted frequently instead of quarterly
or bi-annually visits. It is also recommended that process of communication and
consultation with the community representatives be maintained for timely
implementation of sub-projects
• Existing revenue staff is insufficient and require extensive training to deal with the
community. There is no Land Acquisition Collector (LAC) in FESCO to supervise the
process of compensation. More revenue staff along with logistic arrangement, is
required for prompt assessment, processing & disbursement of compensation
payment
112. FESCO in collaboration with PEPCO should develop a unified set of guidelines and
frameworks for Social Monitoring tasks required at different stages of all its projects, and
in coordinating, monitoring and reporting on several projects simultaneously.
113. During public consultation meetings, Grievance Redressal Mechanism (GRM) should be
introduced for redressal of APs complaints because redressal because public do not
believe the redressal through committees being the national dilemma. Instead of
registering complaint in Grievance Redressal Committee (GRC), APs prefer to refer their
grievance to the Court of Law for temporary relief/stay order for stoppage of work.
Vacation of stay orders is lengthy process and need vigorous pursuance. APs complaints
need to be addressed immediately through proper forum, as such number of court cases
will be reduced.
114. A labour record register must be maintained at site. The labour register should include
CNIC number, to ensure that the worker is above 18 years, and next to kin numbers to
contact in case of any emergency.
115. Minimization of damage to trees. Alternative for shifting the trees standing in the RoW,
instead of destroying them need to be explored. Transplanting of mature trees has been
successfully started in Pakistan, and is highly desirable, when there is acute shortage of
trees at the national and global levels.
