140TH NATIONAL EXECUTIVE COMMITTEE MEETING HELD AT PHQ, QUETTA ON 30 SEPTEMBER, 2016

National Executive Committee Meeting was held on 30th September, 2016 at Quetta. Ms. Rahila Hameed Khan Durrani, Chief Commissioner, PBSA & Speaker Balochistan Assembly Chaired the Meeting. The minutes of 139th Meeting of National Executive Committee, PBSA were confirmed by the house. The House has given formal approval of revised Service Rules of PBSA, Additions / Amendments in the revised Rules of its subsidiaries. Annual Budget Statement for the Year 2016-17 and Recommendations of the Finance Sub-Committee were also approved. Hafiz Tariq Mahmood, Sr. Deputy Chief Commissioner, PBSA,Syed Abid Ali Shah, Deputy Chief Commissioner, PBSA, Mr. Abdul Mannan, International Commissioner, PBSA, Syed Akhtar Meer, Honorary Treasurer, PBSA, Mr. Zahid Mahboob, Secretary, PBSA, Mr. Muhammad Rafique Khattak, Provincial Commissioner, KP BSA, Mr. Imtiaz Khan, Provincial Secretary, KP BSA, Mr. Sarfraz Qamar Daha, Provincial Commissioner, Pak. Railways BSA, Mr. Muhammad Tariq Qureshi, Provincial Secretary, Punjab BSA and Mr. Awan Hussain, Acting Secretary FATA BSA were present in the meeting.

the participants about their Role as Scout Commissioner, to understand the fundamentals of Scouting, POR, Training and Youth Programme Policies & System.During the Seminar the participants also made an educational / recreational tour of Murree where they closely observed the nature and striking environment. 4th Meeting of Provincial Secretaries Committee was held on 30th September,

2016 at Quetta. Sr. Deputy Chief Commissioner, PBSA Chaired the Meeting. Scouting matters were discussed in length. Mr. Zahid Mahboob, Secretary, PBSA, Syed Akhtar Meer, Provincial Secretary, Sindh BSA, Mr. Sabir Hussain, Provincial Secretary, Balochistan, Mr. Muhammad Tariq Qureshi, Provincial Secretary, Punjab BSA, Mr. Imtiaz Khan, Provincial Secretary, Khyber Pakhtunkhwa BSA, Prof. Dr. Abdul Hayee Sheikh, Provincial Secretary, IBSA, Mr. Awan Hussain, Acting Provincial Secretary FATA BSA were present in the meeting.

FROM 4 - 7 SEPTEMBER 2016 Pakistan Boy Scouts Association organized Commissioners' Seminar at its Global Village, NHQ, PBSA, Islamabad from 04 -07 September 2016. In this Seminar a total of 18 Scout Commissioners from Sindh-BSA, KP-BSA, PR-BSA and PIA-BSA participated.The Commissioners' Seminar was inaugurated by Hafiz Tariq Mahmood, Senior Deputy Chief Commissioner PBSA. Avisado,1st Vice-Chairman of RSC and the Regional Director JR C Pangilinan. Charles Ng and Abdullah Rasheed of the Global Support Centre were taking part in the

event.The workshop was a joint partnership of Persekutuan Pengakap Malaysia and World Scout Bureau Asia-Pacific Support Centre. Malcolm Tan Ban Hoe, Chairman of APR Strategy Monitoring Task Force, shared his knowledge and ideas as resource person. Seminar Director was Mr Jamal Harim Bin Abdullah supported by Mr S. Prassanna Shrivastava of Asia-Pacific Support Centre.Following participated from Pakistan:- Mr. Zubiar Al Farooq Lodhi, Commissioner Special Initiatives, PBSA- Mr. Abdul Qayyum Babai, Provincial Commissioner, Balochistan BSA- Mr. Nizam ud din Mengal, Member National Councel, PBSA- Syed Atif Ali, Scout Leader, SindhBSA

Commissioner, PBSA was the Chief Guest. On this occasion Mr. Mustanser Ahmad Khan, PS PR-BSA was also present and distributed T-shirts as souvenirs amongst the participants of the Seminar.

ASIA PACIFIC REGION FORUM ON RISK MANAGEMENT – MALAYSIA 05-8

APR Forum on Risk Management held at the International Youth Centre in Kuala Lumpur from 5-8 September, 2016. In which 39 Scout Leaders participated from seven countries – Brunei Darussalam, Cambodia, Scouts of China, India, Pakistan, Philippines, and Malaysia.At this forum, participants focused on re-emphasizing the importance and

advantages of implementing a risk management approach to Scouting, including a review of the guideline on Safe from Harm – Child and Youth Protection. Maj General (Rtd) Prof Dato' Dr. Mohd Zin Bidin, National Chief Scout Commissioner of Malaysia, graced the opening ceremony. As a risk management practitioner, he st ressed the importance of r isk management for young members, which is an integral element in all Scouting activities. Asia-Pacific Region, in collaboration with the National Scout Organization of Thailand, organized the APR Workshop on Environment Education in Scouting on 19-

23 September 2016. The workshop addressed three levels: the regional level for the promotion of the World Scout

Environment Program to NSOs in APR, the national level for the development of educational program, and the unit level where Scouts implement the program at their local communities. INTERNATIONAL PEACE DAY - 21ST SEPTEMBER, 2016

Each year the International Day of Peace is observed around the world on 21 September. At National Headquarters, Pakistan Boy Scouts Association was also celebrated

Peace Day with zeal and zest. Flowers were presented to the office staff by Mr. Usman Pasha, Deputy Director Programme, PBSA & Mr. Asif Mahmood, Global (SgS) Coordinator. In this way peace was delivered through love amongst the employees of PBSA.

On 21st September, 2016, in collaboration with Matta Scouts Open Group a Peace Ceremony was organized at SGS College.

In which Peace Songs, Speech Contest on Peace, Peace Tableau were presented by Scouts of SGS College. Haji Muhammad Musa Khan Paspban briefed about Peace Day. Mr. Haider Ali, Principal SGS College thanked the participants. Mr. Bahadur Khan was the Chief Guest of the ceremony. At the end Mr. Rahim Ullah Shaheen, Station Manager FM Radio offered prayer for peace all over the world. Certificates were distributed amongst the winners.

SCOUT ACHIEVEMENT

Scout Saleem Khan from Ismaili District Boy Scouts Association Gilgit has summited Minglik Sar (6050m) in Pamir

Valley near Shimshal pass adjacent to Pak-China border. This expedition was the first expedition to Minglik Sar for the year 2016. This expedition was completed in an unexpected time frame. The expedition started on 9-June-2016 from Shujraab, on reaching the Advance Base Camp (ABC), the weather got very bad and heavy snow fall tended the team to back out to Shujraab, which is three hour down from base camp for Minglik Sar.
