“By 2014, Devon and Somerset Fire and Rescue

Service (DSFRS) will be saving lives and limiting

the number of injuries from preventable fires and

accidents because people and communities in

Devon and Somerset will be making better

informed decisions about their safety and spending

their time in safer buildings.

When local, regional or national incidents do occur,

our emergency response teams will be sufficiently

agile to deploy the skills and resources needed to

deal effectively and safely with the range of

challenges they face.

Our trained and qualified staff, our key

partnerships and the sustainable processes they

operate, will be responsive to a constantly

changing environment and will be recognised as

examples of good practice, as well as contributing

to wider society and the DSFRS reputation for

organisational excellence.”

This document sets out the activities happening in your local area to keep

your community safe.

The map below outlines the location of Paignton Fire Station and its station

ground. All activities mentioned in this document relate to the area below.

Overview

This plan presents the risks in your area and

the actions that Devon & Somerset Fire &

Rescue Service (DSFRS) will take to make the

community safer. Our actions are a mix of

activities based on prevention (community),

protection (business) and emergency

response, all undertaken by the people that are

best suited for each activity.

This plan links into our strategy ‘Towards

2014’ which says we will:

Work with people, communities, businesses

and partners to make Devon and Somerset a

safer place to live work and visit

Respond to local, regional and national

emergencies with the appropriate skills and

resources

Work hard to be an excellent organisation

Paignton is located within the Western Command. The local Authority is Torbay Council which has unitary status.

The station ground also covers an area outside of Torbay, which form parts of Teignbridge and South Hams District Councils. Paignton has a static population of 50,710. Approximately 1% of the population are made of small ethnic groups composed primarily of Asian, Black, Eastern European and other ethnic groups.

The population figure will rise significantly with the influx of visitors during the holiday seasons. During the very busy summer months, the population can swell to almost double that of the static population.

Paignton has a higher proportion of elderly/retired persons compared to the national average. Paignton has a significant and growing number of migrant European workers employed within the lower paid service sector industries Approximately a third of the adult residents of Paignton are in receipt of some form of benefit (DWP) and a higher percentage number of people are unemployed.

Paignton is the second largest town in the Torbay area and has an extensive tourism and leisure industry. There is significant holiday trade based around many hotels, bed and breakfasts, restaurants, nightclubs, theatres and other tourist attractions. A small harbour is used primarily for private pleasure craft.

Paignton is accessed primarily via A roads and a main line rail link and railway station. In addition to the main line rail link, there is also a steam railway running through to Kingswear. On the outskirts of the

town there are villages, parishes and extensive areas of open fields and woodland, which can present additional risks.

Below are the Watch Managers in charge of each watch at this station.

Our behaviour and values

New core values and an associated behavioural framework have been agreed

following discussions with employees. We are working hard to ensure that

these important principles underpin everything we do and the way we

operate. To see the full behavioural framework, click here.

Risk To understand how we can best use our public resources we analyse

community risk and identify who would benefit most from our services.

This assures that we also remain as cost effective as possible and

continue to provide value for money. The following groups of people

have been identified as high risk by using a database (Experian

MOSAIC):

Residents of small and mid-sized towns with strong local roots

Key Risks

This group have an above average likelihood of having a Chimney Fire. This is because of the lack of access to mains gas in the rural areas in which these households are located

Residents with sufficient incomes in right-to-buy social houses

Key Risks

This group have a higher than average likelihood of being killed or serious injured in a road traffic collision.

Elderly people reliant on state support

Key Risks

This group have an above average likelihood of having an accidental dwelling fire. This fire is most likely to be related to cooking.

This group have an above average likelihood of having a smoking related dwelling fire.

For ease of interpretation, average figures have been used to produce the pie charts

above and have been rounded up or down to show whole numbers only. In some

instances this has resulted in some minor variances in the data by a maximum of +/-

3. Detailed incident data is available on request.
