It is no exaggeration that the English-speakingcommunity lives under fear. Fear of beingmisunderstood by not being politically correct and
judged inaccurately. At times, that judgment couldhave severe repercussions for the rest of one’s life.
People live in fear of calling women “girls”,opening doors for them afraid they will be judged malechauvinists, doctors are afraid of doing exams onwomen without a nurse present, even teachers can’tcradle a sick child as a mother would afraid of beingaccused of touching inappropriately.
For those living in Lawrence, there’s one morefear to add: that of being called a racist.
There’s discrimination in employment andhousing and, (while there is plenty of hatred among asegment of society preventing us from moving up inthe world), not everything can use that blanketstatement.
Parking tickets have been blamed to racism, evenif in front of a fire hydrant, because it is estimated thatthe standard is not the same for others.
For the members of the Lawrence City Council isextremely difficult to be themselves and vote theirconscious because it may ruffle some feathers in theSpanish-speaking community. A perfect example ofthat was last Tuesday’s meeting where commercial lotsizes were going to be discussed.
There was the largest display of misinformationand confusion ever seen. We had to seat throughthree hours of testimony from the public on residentialissues that were totally irrelevant to the agenda.
To make matters worse, some members of thecouncil seemed to be equally confused with the topicand grandstanded competing for videotape timespewing meaninglessness diatribe.
Councilor Michael Sweeney did a greatpresentation of his proposal and it was nice to seethat he recognized the audience confusion by thankingthem for coming, glad to have heard from so manyabout something they hold dear but that it was not theissue being brought forth that evening.
Councilor Sweeney presented maps of the citywith clear information of his proposed compromisewhich he took the time to discuss with other councilorsin advance to make sure they understood it. In theend, after the show mounted by the audience,councilors were afraid to admit that he had somethinggood going.
Soon into the meeting, Council President MarcosDevers passed the gavel to Vice President PatrickBlanchette to be able to speak on the misguided subjectof residential lots and did not take it back until the

No es ninguna exageración que los americanos vivenatemorizados. Temor a un malentendido por no serpolíticamente correcto en una expresión y ser juzgado
incorrectamente. A veces, ese criterio puede temer repercusionespor el resto de nuestras vidas.
Los hombres viven atemorizados de llamar a una mujer“muchacha”, de abrirles puertas por temor a que piensen que sonmachistas, los médicos no examinan a una mujer a menos que hayauna enfermera presente, aún maestros no abrazan a un niñoenfermo de la forma que su madre lo haría por temor a ser acusadosde tocarlo en forma inapropiada.
Para aquellos viviendo en Lawrence, hay un temor más queañadir: el de ser llamado racista.
Hay discriminación en empleo y vivienda y (mientras que síhay mucho odio dentro de un segmento de la sociedad que nosimpide llegar a donde se nos antoje), no se le puede acatar esealegato a todo.
Multas de estacionamiento han sido culpadas al racismo, aúncuando estén frente a una bomba de agua, porque estiman que lasnormas no son iguales para todos.
Para los miembros del Concilio de Lawrence es extremadamentedifícil usar su propio criterio y votar de acuerdo a su concienciaporque puede disgustar a alguien en la comunidad de hablaespañola. Un ejemplo perfecto de esto fue la reunión del martespasado donde discutirían los lotes comerciales.
Ese fue el despliegue más grande de mala información yconfusión que se haya visto. Tuvimos que ver tres horas detestimonio del público sobre asuntos residenciales que erantotalmente irrelevantes a la agenda.
Para empeorar las cosas, algunos miembros del concilioparecían estar igualmente confundidos con el tópico y se lucieroncompitiendo por tiempo del video lanzando unos discursos sinsignificado.
El Concejal Michael Sweeney hizo una magistral presentaciónde su propuesta y nos agradó ver que él reconoció la confusión dela audiencia dándoles las gracias por venir, satisfecho de poderescuchar a tantas personas expresar cosas que son importantespara ellos pero que ese no era el tema que se iba a discutir esanoche.
El Concejal Sweeney presentó mapas de la ciudad coninformación clara de su propuesto acuerdo el cual se había tomadoel tiempo de discutir previamente con los concejales paraasegurarse que lo entendían. En un final, después del espectáculomontado por la audiencia, los concejales tuvieron miedo de admitirque él tenía algo meritorio.
Apenas empezada la asamblea, el Presidente del ConcilioMarcos Devers le pasó el martillo al Vicepresidente PatrickBlanchette, para hacer uso de la palabra en el equivocado tópicode lotes residenciales y no lo tomó de nuevo hasta que el tema fuecerrado. ¡Muy inteligente por su parte!
El Concejal Blanchette, quien por lo regular es muy libre consus expresiones para con sus compañeros en el concilio y elpúblico, no se movió mientras que el circo estaba en función,teniendo el derecho de hacerlo. El debe haber tenido miedo dedecirles, aunque en forma respetuosa, que por favor se ajustaranal tema que iba a ser discutido esa noche, porque lo acusarían deracismo por no permitirles hablar.
Los concejales de Lawrence tienen miedo a ser llamadosracistas porque esa es la palabra escogida cuando alguien está endesacuerdo con ellos. Esa no es una forma eficaz de gobierno ylas decisiones que ellos tomen afectarán la vida de todos nosotrospor largo tiempo.

Councilor Blanchette, who is usually veryoutspoken with his fellow councilors and the public,did not make a move while the circus was playing,having the right to put a stop to it. He must havebeen afraid of telling them, even if respectfully, toplease stick to the matter being discussed heretonight, because he would be judged a racist for notallowing them to speak.
Lawrence councilors are afraid of being calledracists, which is the word of choice when someonedisagrees with them. That is not effective governmentand the decision taken as a result of that fear willaffect everyone’s way of life for a long time.

El Cónsul José Osiris De León admitióque la falsificación con la firma del Sr.Reynoso fue debido a un error.
Me gustaría saber qué tipo de error,porque si esto no parece un caso decorrupción, entonces, ¿qué es? Cómopuede ser que poner un nombre y falsificarsu firma se traduzca como un error.
Para mí un error es cuando yo deletreouna letra mal en un nombre, no por trece(13) letras y una firma. Un error es cuandoyo calculo mal los números en una ecuaciónmatemática que me lleva a obtener una notamenor en mis exámenes. La Ciudad de Lawrenceestá haciendo un gran esfuerzopara hacer posible másviviendas para familias de bajosrecursos y recientemente inau-guraron el edificio localizado enel 333 de Haverhill St.
Diez familias ocuparán losapartamentos que han sidoreconstruidos con ese fin. Elplan es crear 46 unidades entotal en solamente cincoedificios de la zona.
Dignatarios municipalesrevisaron los apartamentos ytuvieron que admitir que esacuadra llamada Orange Wheelerpor la famosa residencia en laesquina de Haverhill y Franklin,será la zona más bella pararesidir. Varias casas estánsiendo remodeladas a través dela oficina de Community Development. “Los propietarios de esta calle que no
cuidan sus casas, ahora van a tener unestímulo al ver que el resto se embellecen,”dijo Paula Stuart directora de viviendas dela ciudad. “Esperamos tener treceapartamentos listos para junio y otros 23para el año entrante.”
El Alcalde Michael Sullivan agradecióal Representante Estatal José Santiago y alos Concejales Nilka Alvarez y MichaelSweeney por su ayuda en lograr que esteproyecto se realizara.

Los cuatro personajes principales en la obra de San Patricio fueron, desdela izquierda: Arlene Santos (St. Patrick); Amm Chum y Sommorith Sor(dieron la Bendición Irlandesa); y Manny Tejada (también de St. Patrick.)

El pasado miércoles 13 delcorriente, la Escuela LawrenceFamily Development CharterSchool, localizada en el 34 de lacalle West, efectuó su loteríaanual de admisión.Todos los años sucede lo mismo,hay más padres interesados enque sus niños estudien en laCharter School, que espaciodisponible. Este año, no fuéexcepción, por lo que la escueladecidió llenar las vacantesmediante una lotería.
Los primeros nombres ensalir, tienen asegurado un pupitreen la escuela, los menosafortunados, pasan a la lista deespera, por lo que siempre hayesperanza. Catherine Castillo y ErickAndrickson son dos estudiantesaventajados de 8vo. grado de la CharterSchool y vinieron a ayudar con la lotería.Ellos les hablaron a los padres de sus
San Patricio con Mrs. GalloStreet y también tuvieron un Irish SodaBread Bake Off, como parte de un tipo decompetencia llamada Connected Math. Elresultado fue dos ganadores: ElizabethSantiago y Jennifer Therrien.
Este año, la Sra. Gallo se jubila y es unatradición que se va con ella. La echaremosde menos.

El candidato a gobernador deMassachusetts por el Partido Demócrata,Steve Grossman, visitó Lawrencerecientemente. Esta no es la primera vezque el Sr. Grossman viene a esta ciudadpues, de ser electo, quiere llegar a conocera personas latinas que puedan tomarposiciones dentro de su administración.
“La comunidad latina es especial por lainfluencia política que está adquiriendo enaños recientes,” dijo el Sr. Grossman. “Yoquiero tener líderes latinos en posicionesclaves dentro de mi gobierno.”
El está visitando las comunidades dehabla española del estado como Worcestery Springfield, porque está tratando deaprender qué es importante dentro denuestra sociedad y así establecer relaciones.
El Sr. Grossman vive orgulloso de haberpasado su vida creando empleos y enfrentán-
dose a una nómina de pagos. “Esas sonmis principales y más inmediatas metas,”me dijo. “La creación de buenos empleoscon buena paga, entrenamiento y eldesarrollo económico del estado son áreas enlas que me siento muy cómodo. El segundo foro de candidatos aGobernador, auspiciado por la ActivistaComunitaria Isabel Meléndez y NilkaAlvarez-Rodriguez, se llevó a cabo en LaBiblioteca Pública de Lawrence, el pasadolunes 11, con la asistencia de la Tesoreradel Estado, Shannon O’Brien y WarrenTolman, el único candidato postulado bajoel nuevo sistema de elecciones limpias(clean elections candidate).
Shannon O’BrienShannon O’Brien, la mayor de cinco
hermanos, creció en Easthampton,Massachusetts. Cursó estudios en laUniversidad de Yale y recibió su título enleyes de la Universidad de Boston. Ella estácasada con Emmet Hayes y ambos viven en
Whittman con sus hijas Jill, estudiante deenfermería y la pequeña Regan, de dos añosde edad.
En 1986, con sólo 27 años, se postuló yfué elegida Representante Estatal, cargo quedesempeño por tres términos consecutivos,pasando luego al Senado, donde sirvió porun año. En 1994, se postuló contra JoeMalone, para Tesorera General y perdió. En1998 se postuló de nuevo; esta vez ganó.
Poco después de comenzar su mandatocomo Tesorera General, ayudó a exponer lamayor malversación en la historia de laTesorería del Estado, escándalo en que sevieron envueltos varios funcionarios de laanterior administración del Tesorero JoeMalone, el cual la había derrotado a ella ensu primer intento por esa posición.
O’Brien se acredita con haberreorganizado la administración de la Loteríadel Estado que resultó en beneficio de lasciudades y pueblos que reciben ayudaeconómica de esa institución, para serutilizado en educación y seguridad pública.Además, ella fué la que desenmascaró a losadministradores del “Big Dig” y los obligóa revelar el gasto de 2 billones de dólarespor encima del costo estimado del proyecto.
Por lo anteriormente expuesto, O’Brienasegura que como Gobernadora ella
continuará siendo una fuerte administradorafiscal, demandará presupuestos a tiempo yproveerá por los ciudadanos másvulnerables. Otras de sus prioridades son:• Reducirá el costo de los medicamentosprescritos y se asegurará de que hospitalesy asilos de ancianos permanezcan abiertos,para que todos tengan acceso a tratamientomédico de calidad.• Proteger el medio ambiente,conservando el espacio abierto y garantizaraire y agua puros.• Trabajar con las ciudades y pueblosdel estado, para garantizar de que contamoscon adecuadas viviendas para personas debajos recursos, y• Exigir más responsabilidad al gobiernoestatal y trabajar duro para brindar un mejorservicio a los que pagan impuestos.

En la legislatura, Tolman sedistinguió como un fuertepartidario de la educacióntemprana, incansable luchador en contra dela industria del tabaco y niños fumando.

Tolman está postulado paraGobernador, primero, porque él “Cree queel sistema está quebrado y cree tener lapasión, la independencia, el conocimientoy la experiencia para corregirlo. Yo soy elúnico clean election candidato y noaceptaré contribuciones de más de $100”.
Tolman se refirió a la necesidad de elegira un gobernador que tome un interésespecial en el proceso político. “Ustedesno saben lo dichosos que son, porquetienen a un individuo que no puede sercomprado en José Santiago, luchando porustedes. Con más personas tratando deinfluenciar a los políticos en Beacon Hill(sede de la Casa de Estado) y menospersonas participando en las elecciones, esuna combinación que huele a desastre”.
Necesitamos un gobernador que tomede nuevo las riendas del gobierno. “EnBeacon Hill:• Yo derroté los intereses de la industriadel tabaco;• Luché contra los intereses deMassachusetts Water Resources Authority,(MWRA) porque le estaban costandomucho dinero a los contribuyentes de sudistrito’• Me costó 4 años lograrlo pero loconseguimos, introducir una ley queestableciera vigilar el proyecto del Big Dig;• Luché por campaign finance reformpara hacer a los políticos más responsablesdel proceso político. Y ahora quierocontinuar esa batalla.”
Education:De ser electo, Tolman aseguró a los
presentes que hará de las escuelas públicaslas mejores, por ser él un producto de lasescuelas públicas y ser el único candidatocon hijos en las escuelas públicas.“Cuando yo vengo a Lawrence, veo
cantidad de gente buena que necesita unaoportunidad, una buena educación ynuestras escuelas no siempre proveen unabuena educación. Necesitamos buenosmentores, buenos maestros y educacióndesde una edad temprana, tal comoKindergarten de día completo a nivel estatal.Esa será nuestra prioridad”, aseguró.
Cuidado de la Salud:“Necesitamos a alguien que tome
acción en contra de los laboratorios demedicamentos. Es el gasto que más hacrecido en nuestro presupuesto estatal deMedicaid y los ancianos no pueden sufragarel alto costo de los medicamentos”.
Rent Control:“Lawrence no es la única ciudad con
escasez de viviendas económicas,considerando que desde 1990 ha habido unareducción de un 40% en la construcción deestas viviendas. Tenemos que estimular laconstrucción de viviendas múltiples,proveyendo una reducción de impuestos alos constructores”, dijo el Sr. Tolman.
Y continuó, “Con mis contrincantesgastando miles de dólares en esta campañay yo con menos de $500 para gastar, necesitode la ayuda de todos ustedes, ya que estoyen desventaja. Si gano (la nominación),todos tendrán un emparedado (hamburger)esperando por ustedes afuera enWorcester”, terminó Tolman.

Hi, folks! I must tell you about the latestfarcical saga concerning the WetherbeeSchool. So many lies I just don’t know whereto start.
Let’s see, at the February meeting ofthe Construction Building Committee, anupdated report was verbally presented byMr. Jorge Cruz, of Flansburgh Associates,showing the next phase of the plans.Everything was presented as being a goahead with the replication of the roof andcupola. Within one short month everythinghas suddenly changed and now they aregetting rid of the cupola and putting on aflat roof. Why? Were feathers ruffled byan article I wrote in Rumbo, showing thatthe truth really hurts? Last month,everything was fine and moving forward(how I hate that phrase!). Now, suddenly,the roof could cost over $900,000 up from400,000. Come on, guys; you need arefresher course in basic math - passingmark vs. cheating.
A very reliable source told me that mythinking on this latest bit of news wascorrect. Well, folks, in December, a bit of anovercharge scam was noticed. EasternConstruction (don’t forget that name) wasovercharging the city by $500,000 for acommon laborer at $85 per hour. At thattime, it was a substantial amount. Now thatcharge has dwindled down to $150,000 oncecorrections were made. Who are theykidding? I have never seen the originalcontracts, although I intend to ask to seethem.
Let me give you an example of anintelligent statement. At the Decembermeeting Design Partnership, David Capaldostated that even though EasternConstruction had overcharged for the $85per hour worker, they felt there was a goodworking relationship between DesignPartnership and Eastern Construction. Thewords sound too pathetic to be comical.Now, there is so much more to tell. However,I must go into the State House to obtainsome more information which I think willforce some honesty if not embarrassment.
The Wetherbee School cupola will besold to the highest bidder, no doubt, or hasbeen sold already. However, the people whoreside directly across from this warehouseshould be given remuneration from the profitof selling the cupola considering the damageto their homes not to mention the lack ofpeace and quiet, for those who work nights
(remember, they are only twenty five feetaway), as well as the inconvenience for theneighbors of not having a place to park.
Furthermore, not even the trash can bepicked up while the workers with their bigSUVs are parked on both sides of the street.
Suzanne Piscitello claims to be frugal.Which side of her mouth is she speakingfrom now?
This is a woman who takes every freeride out of town, and with her years on theSchool Committee still hasn’t she learnedanything? The latest trip to the schoolcommittee convention in New Orleans nextmonth will be at the expense of the children.What else can she learn? Not to mentionWillie, who as Superintendent didn’t evenknow how many cell phones the schoolemployees had been allotted? Please!
Why is it that we weren’t told at thetime, the loss of the high schoolaccreditation was not because of schoolconditions, but rather the teaching quality?What improvement has come about, otherthan the English language programs?
The children need a well balancedschool curriculum as well as green space.But the powers that be don’t care. Lawrenceis just a stepping stone to be thrown away,but only after their pockets are full. Don’thand us any more garbage. We do havesome very capable teachers, but apparentlythey are not the favored ones. Bring backeducators, not used car salesmen.
The only good thing to happen in ourschool system is the arrival of Dr. Sharkey.Much more to follow on this latest saga ofdestruction.

It is so comforting to know thatLawrence is not unique in ineptness andcorruption.
Let’s talk about the State Legislatorsof Massachusetts. I’m so impressed to readthat the legislators are willing to give upeight days’ pay of their easily made dollarsso that the state will save $300,000.
This latest saga is hilarious. Better thanany comedy show on television. Comeon, you have to admit this is laughable!After all, it is our money they are saving,not their own non-earned so-calledentitlement. Now, they want to tax us more,instead of going after the guilty partiesinvolved in the Big Dig, with overspendingand contractual favors.
If ever we need to look seriously at howNew Hampshire handles things, now is thetime. Not only do they receive a smallstipend and only work six months per year.They truly function! AMAZING! We needadequate service for the elderly, which wedon’t have, we need stiffer monitoring ofour nursing homes, and we need our agendato be served, not our legislators’.
Another perfect example of our taxdollars at work is the newest park we will begetting – Pemberton Park; however, thestate cannot afford to keep up the state parkproperty we already have. We have todepend on our own neighborhood group,help from Sheriff Cousins, and last summerthrough the help of Harold Magoon andthe LMCC, the problem of graffiti, drugdeals, harassment, broken glass, thrownaway left-over food snacks would have beenfar more severe.
But we are now back to the normal filth.
Yes, we really must thank the state for givingus the Riverfront Park which is being takencare of by the Carltonville NeighborhoodAssociation with no help to preserve,whatsoever. What a favor! Now, we willhave two. Perhaps it would be too sensibleto put the money into needed repairs,cleaning up, and trying to establishLawrence as a self-sufficient city is toosensible for our so called legislators at work.
The only true representation we haveis Jose Santiago, but he is only one person.Secondly, why do they keep dumping theseso-called state agencies in the city the likesof Lawrence Groundworks, creating jobswith no results? Stop wasting my money.
The latest fiasco is the trying to bumpup the Lawrence High School because ofaccreditation. Well, guess what? Now itcomes out exactly as we have thought allalong that the condition of Lawrence HighSchool has nothing to do with accreditation.Boy what a new genius thought. No onelistens, but we, Lawrencians should.Remember, this is an election year. Don’tthrow your vote away foolishly. Check onthe credentials of our so-called caringlegislators. Let them know that we are not,as they think, stupid.
One of our representatives just recentlybought a home for a price in the vicinity of$600,000. Do you think he understands ourproblems? Think about it.
Lawrence problems deserve Lawrencerepresentation, not out-of-towners.

The raises proposed by CouncilorHenrick failed. The most interesting partwas that even if the council voted to grantthese three raises, it was reported thatSharon M.oney Pollard has already goneon record saying that she would not fundthe appropriation needed to extend theraises. Talk about naked power! I havebeen telling you all along it is the queen’sway or it is the highway. We need a chartercommission. No official should wield thisamount of power. Remember: Powercorrupts, absolutely power corruptsabsolutely. Override here we come!
Next HOG DAM, we are accepting agrant, The Edward Byrne Memorial Grant,Executive Office of Public Safety, for$56,250, to purchase four Harley Hogs! Ifyou all remember I had been telling you ofmy plight to listen to the Budget HearingTapes. Well my request finally came tofruition. Interestingly enough the tape wascued up to the Capital Improvement line itemdiscussion. I was checking just how muchwe spent on the HOGS last year. The lineitem was for $518,000. $137,000 went for thethird year payment on a new pumper,$287,000 was to be for the department ofpublic works for equipment. Add it up folks,that leaves $94,000 big ones for the HOGS.So let me recap for you. Last year we spent$94,000 on Hogs and Togs. This year weare going to buy our own four hogs for$56,250? Dam do I smell a HOG? By theway, this resolution was tabled, which means
it was passed for first read, there will bediscussion next meeting. Also, there havebeen hog sightings as of late. Now,according to the public information that wassupplied last year, the lease for the $94,000worth of hogs ran out in December. So doesthat mean we have already purchased thenew $56,250 worth of hogs, even thoughcouncil has not yet approved the item? Ordoes that mean we are sporting around onunregistered, uninsured hogs?
I know I keep saying this but grantmoney is OUR money! So when the counciland the queen tout the fact it is grant money,do they honestly think we do not get theconcept?
Another grant is winging Methuen’sway. It is for $423,913 for the FY 2002Community Policing Grant, again from theExecutive Office of Public Safety. I doubtvery much if the community policingdivision of the Methuen police is feelingthe pinch any other department isexperiencing. They seem to rolling in thedough. I think I would be interesting torequest exactly how this grant money andlast year’s grant has been spent, what domy loyal readers think? What’s that I smell?OH, it’s overtime!
Let me end on this note. Olde Shar hadrequested that the council give her thepower to transfer money from account toaccount to satisfy the budgetary require-ments. To Billy Manzi’s credit, and you allknow I do not say this much, but he referredback to the old council days and added anoversight codicil to the resolution. Howconvenient of olde Shar to forget this line!
Sharon M.oney Pollard MUST submitweekly reports to the council due by 3pmon Friday, or this resolution will become nulland void and she can no longer transfermoney around. It remains to be seen if theinformation supplied to the council will beaccurate, but Billy was trying on this one.
If I were you Councilors, I would scourthis information with a fine tooth comb,knowing what public information hasbecome since the Keeper of All PublicInformation in the Town of Methuen hascome on board!

The issue regarding the DominicanConsulates and the alteration of documentsdisturbs me greatly. What is so painful forme to read is that this occurred to a colleagueand friend.
Consul Osiris De Leon admitted thatthe falsification with Mr. Reynoso’ssignature was due to an error.
I would like to know what type of error,because if this does not sound like a caseof corruption, then what is? How canplacing someone else name and falsifyinghis signature be construed as an error.
See, for me an error if when I misspell aname by one letter, not by thirteen (13)letters and a signature. An error is when Imiscalculate numbers in a mathematicalequation that leads me to obtain a lessergrade on my term paper. There are so manyexamples of errors I can come up with, but
clearly the consulate’s excuse does notcut it.
Many people may not care about theseissues, but the fact is that this affects manypeople. Especially, if we are talking aboutimmigration, which begs this question:What other documents were altered andpossibly fabricated and did any of thosedocuments have anything to do with theimmigration of unauthorized individualsreaching our shores or obtaining benefitsthat would otherwise go to residents of thisnation who have worked so hard to claim?
Next question: How can Osiris De Leonmake that assessment in such little time?Was a formal investigation conducted byan independent agency/auditor (other thanArthur Anderson) to come up with suchconclusion that this was a one-time-error?
Please someone give me a break.
Computers GoingUnused
Remember the 15 computers that NunzioDiMarca and José Santiago wanted to sendto the Dominican Republic? Because of thecontroversy created in Rumbo and on theradio, Fifi García has sent a letter to the CityCouncil asking that they not donate thecomputers to her because the publicity ishurting the credibility of her program onLawrence Street.
I am not real familiar with Ms. García’swork in the community but I am giving herthe benefit of doubt that she does providean honorable service. My only questionnow is: Are these computers going todisappear like the fire truck that was illegallysent to the Dominican Republic a year ago?They should be donated to the Boys Clubso that kids in this community can benefitfrom them. I am waiting for Mr. DiMarca tofight as vigorously for that kind of donationas he did when he KNEW they were goingout of the country.

State Representative Barry Finegold, (D)Andover, has secured $100,000 in state moneyto conduct a survey of nursing home care inthe state. Finegold will use the informationcontained in the survey results to change theway nursing homes care for the elderly.
Finegold is also sponsoring a bill tomake it mandatory for nursing home workersto report abuse and neglect of the elderly ina nursing home. I know some people willsay it must be election time again but theresults of Finegold’s efforts coulddrastically improve the way nursing homesperform the function of caring for residents.

I attended the Historic DistrictCommission meeting on Thursday, February28, 2002. I was late in arriving and missedthe beginning of the meeting but, I was stillpresent to watch the board excitedly viewthe plans for Little Egypt. I am sure no oneout there in pork town knows of what Ispeak. Let me explain.
If anyone missed the Tribune last week,it was reported that Senator Baddour hasrescued the monies to finish the GreystonePark Project, to the tune of $1.3 million. I amappalled that the state would be so frivolouswith our tax dollars, in a time of recession.The recession part is what the politicos,state and local are whining about. Thenthey have the audacity to come with $1.3million to make little Egypt. Little you say!Well the plans for the old castle ruins includewalkways and viewing platforms, where youcan see where the footprint of the burnedout castle once stood.
It is now that every horse is out of thebarn theory. It is also a real gem to put onone’s resume. I can see it now; Olde Sharstates that she single-handedly has createda park that is magnificent! What apreservationist that girl is! All I can say isthat it would have been better if the castlewas still standing. Who is going to maintainthis park, pay for the electricity to light thesecurity lights through the night, and lastbut not least be the keeper of the gate?
Give me an addition to our watertreatment plant any day, which the DEP hassaid the plans are presently on the drawingboard to increase the size by half again!With all these apartments coming on line,Archstone, Stonecastle, PrincetonProperties AKA another Archstone, MillsFalls (if it ever becomes completely rented),the proposed senior housing on GleasonStreet, and the way what’s left of Methuenis being developed, the water treatmentplant could soon become an emergency.There is a time a place for preservation, nowis not the time and Little Egypt is a sin.
I am not against preservation; I trulyfeel it is a noble cause. I admire and respectthe true preservationists in our town, whowear their hearts on their sleeves and extenda great deal of their time and effort to try
and save our past. My roots, however,began with the environment. If we do notstart correcting the damage that we havedone to our neighborhoods from pastignorance it doesn’t really matter whathistory we preserve, we will all have perisheddue to poison air, water, and soil.
So in this time of our governmentpreaching cut backs and fiscalconservativeness, it is a sin that we wouldspend 1.3 million dollars to create viewingplatforms to view the castle ruins. A goodfriend told me that the girl scouts hadoffered to do some cleaning and plantingsin Greystone Park. They were turned down.Wouldn’t it be so much more poignant forour girl scouts and boy scouts to investtime into civic pride, offer their time andtalent to our community to make it a betterplace to live and raise a family? Just thinkhow meaningful it would be for out childrenand their families to visit Greystone Park topicnic together and proudly point out theirwork!
Unfortunately it appears the work doneby children would not be classy enough forolde Shar and the preservationists for profit,hence the 1.3 million dollar price tag. Thatshould be classy enough!
One good thing about spending all thismoney and making sure this property staysa park, it keeps all that nasty low-incomehousing from ever coming in behind whereSharon used to live! And that keeps hervery happy I’m sure.

Ranger Road is the entrance to the highschool, running parallel to the TimonySchool. It is disgraceful! Can you imaginethe people who are coming in from out oftown to see their children compete againstMethuen in many sports?
I see Ray has the boys out spitpolishing the front of Town Hall, with dustbusters, but I guess the hell with RangerRoad! Everybody should take a trip downthis street and see for yourselves what animage we must portray to visiting hockey,basketball, wrestling parents. Methuen cutsquite a swath.

is to be yet more development up near oldeShar’s house, (OZ). Charles (BeautyWellness Salon), has been telling his clientsthat he has plans to construct two houseson his property. Do any of you rememberdown on Rte. 114 many years ago there wasa place for children called Santa’s Village?Santa’s Village had many, many little housesall over the place.
Anybody that was making the trip tothe old North Shore Mall knew of this place.I can remember my mother and father tellingme that if I were good while they shopped,we would stop there on the way back home.
Well folks, Santa’s Village has beengone for many years, but just think we willhave a replica very soon according tosources. I doubt very much there will bemuch opposition, after all permission will begranted through the Historic DistrictCommission, the very same board that gaveour queen and her little load permission to

New ChariotsHas anybody noticed that the queen
has updated her SUV to the new currentmodel? God forbid her butt be in anythingthat is over two years old. With her carallowance up to $4,900 a year and mileageat $3,600, queenie needs to ride in style.What would the other mayors think?! Iknow what Bill Patenaude would think; hesaid he was going to drive his own car.
I find it interesting that on the samepage in the mayor’s budget the item forElderly Tax Relief Fund was cut. So for youseniors out there deciding whether or notto eat or buy your prescription drugs, resteasy the queen is looking good. Hey, maybewith the queen now sporting new wheelsand a mileage allowance of $3,600, she couldpick up the seniors and take them for theirdrugs; after all on Friday she is done atnoon, which leaves at least half a day Fridayand all day Saturday to do this. Also, I did find this amusing. I wasgetting gas the other day and who did I seevacuuming out his car. None other thanlittle load Lussier himself. His car was alsonew! So for those of you who thought thecar was gone alone with the lifetimeappointed job as Director of the TeachersUnion Pension Plan, think again. It appearsthat the boy has not missed a beat. Wordalso has it that the royal couple is onvacation this week, (3/18/02). I wonderwho’s in charge; do you think it is BillyManzi, Chairman of the Council? Silly me,we all know that it’s Toody, Keeper of AllPublic Information in The Town of Methuen.

Representative Jose L. Santiago,Representative David Torrisi, andRepresentative Barry Finegold announcedthat the City of Lawrence has received a$17,903 grant to promote recycling. Thegrant money will be used to pay for 25,000consumer education mailers, 1,502 set-outcontainers, and 100 wheeled recycling carts.
Lawrence is one of 194 Massachusettsmunicipalities and regional groups awarded$1.47 million in grants to promote wastereduction and recycling in the fourth roundof state recycling grants to be awarded thisfiscal year.
“The Swift Administration, through itsSolid Waste Master Plan, has set anaggressive goal of reducing the amount ofsolid waste Massachusetts generates by 70percent over the next 10 years,” said BobDurand, Secretary of Environmental Affairs.“Increased recycling has to be a major partof that effort, so we applaud the successfulapplicants for helping us move toward ourgoal.”

Accompanied by SuperintendentWilfredo T. Laboy, Principal Gayle Williamsand Assistant Principal Mary Hargreaves,the visitors observed and participated inliteracy activities in Mrs. Ellen Keiley’skindergarten classroom.
Mary Ann Fleming, the Breakthroughto Literacy coach, explained theBreakthrough to Literacy program whilesome of the students demonstrated.
The guests observed a shared readinglesson and an interactive writing lesson onthe book Mrs. Wishy-Washy. The childrenalso worked on rhyming words and otheremergent literacy skills.

Commissioner Lauren A. Liss. “That is whyit is so important that we continue investingin municipal and regional waste reductionand recycling programs.”
“The Recycling program will not onlykeep our environment clean but will alsosave cities and towns money,” saidRepresentative Jose L. Santiago. “Thisfunding will increase participation in andaccess to recycling in our city. It iswonderful to hear that our community isdoing all it can to further these goals,” saidRepresentative Torrisi. “Now more than everwe need to avoid waste in our community,”commented Representative Finegold. “ Byencouraging recycling, we are investing inthe communities of tomorrow.”
DEP grants to cities, towns, andregional entities – totaling more than $29million over the last 12 years build the state’srecycling infrastructure, make it more cost-effective for communities to recycle, andreduce the environmental and health impactsof waste management. Most of these awardshave been financed through the CleanEnvironment Fund (CEF), which consistsof unclaimed bottle and can deposits.

I am writing to express my positionon the contradicting informationreported by your Columnist, TomDuggan, in his column entitled “TomDuggan’s Notebook” in your February8, 2002 edition.
I have generally ignored the falseand often insulting articles written byMr. Duggan in your newspaper duringthe two years I have served as a CityCouncilor, only because I feel that torespond to them would only dignify theperson writing them. However, I cannotallow Mr. Duggan to write misleadinginformation about an issue where I wasnever approached to respond as to theevents that took place nor one where thewriter was not present when the allegedincident took place. Furthermore, I willnot tolerate being accused of usingprofanity when I always maintain a highlevel of dignity.
As a City Councilor, a resident anda businesswoman in Lawrence, I amalways accessible to anyone wishing tospeak to me. I have yet to receive a phonecall from Mr. Duggan regarding anyissues in which he has chosen to includeme as a scapegoat.
As individuals, people can havedisagreements because we are humans.However, when a newspaper chooses toallow their writers to write articles thatdamage the reputation and the moralcharacter of any individual because aperson has not given in to theirunfounded accusations, then, it is timeto take a closer look at the ill motivescausing this behavior. It is also time totake a closer look at the newspapereditors who allow this type ofaccusations to take place without makingsure they verify the informationpresented to the readers.
I would like to invite Mr. TomDuggan to stop his childish accusationsand to get his facts straight. There aretoo many important, positive issuesgoing on in this city for him to bewasting time on gossip. If he truly wantsto be a voice for this community, he mustaddress the substantive issues thataffect the quality of life for allLawrencians. Let him step up to the plateand be a team player, rather than anuisance.
I will not be distracted from doingmy work as a Councilor and as a residentto help the City and my constituentsmove forward. I would like to encourageyou to find more objective writers foryour paper. The kinds of writers whoare willing to bring forth the best of ourcity and its people.
The City needs writers who will writeactual facts and not write stories forsensation sake and to damage thereputation of others.

Computers issueI have been reading with curiosity the
recent events of the so called “freecomputer” story in each of the major newsmedia that caters to Lawrence life.
I was so disappointed to see some ofour most trusted leaders state positionswhich had no relevance on the prosperityour city except to embroil many leadersinto a petty political battle.
The fact is that during this entireconflict, I did not read any statements fromanyone asking that these computers bedonated to the children of Lawrence or toother children within our 50 states of thisprecious union.
I am not saying that I do not wish tohelp those who are less fortunate than I,but we have less fortunate right here inthe United States. Why would any of ourelected leaders want to send thesecomputers to the Dominican Republic?Why not to any non-profit organizationthat helps our kids (here in the good ‘oleUS of A).
I read Casa Dominicana, Inc. pressrelease. There is a phrase that says“Speech is Silver, Silence is Golden.” So,of course, as soon as I read the pressrelease it immediately sounded like morepolitical issues.
As you can see from the firstparagraph of Casa Hispana’s press releaseit clearly states that its “fundamentalobjective of promoting the integraldevelopment of the Dominican communitythat reside in the State of Massachusetts,especially in the City of Lawrence”. Pleasehence notice to resides in the State...especially in the City of Lawrence.
That statement was clearly not CasaHispana’s position on the day that it wasreleased that the computers were beingsent to the Dominican Replublic.
First, any computer that serves a childis not obsolete. If only to teach that childto type, a computer can serve its purpose.Many of us would be amaze to see what asecondary student can create with anobsolete computer. People may seeobsolete computers when it does not runfast enough for their use. Some childrenhave not even had the opportunity toexperience “obsolete computers” no lessa new computer.
Second, it was very interesting to seea former mayoral candidate’s name spelledout on the bottom as “member/by lawssubcommittee”. Where are the rest of themembers of this board? Or did CasaDominicana just want the readers to seethat this non-profit agency has a memberwho opposes “the other” political leader,who just happens to be the person to startthis entire commotion.
Finally, if Casa Dominicana, “Is in aposition to execute activities in favor ofdonating computers to poor communitiesin the Dominican Republic,” then why didsomeone (at Casa Dominicana) not tell theState Representative, “Thank you, but nothanks”. It wasn’t until this computer storywent full blast, with issues, that theypublicly stated their position to distancethemselves from the real story.
I am very disappointed in many ofour senior and rookie leaders, especiallythose who have not been elected as of yet.

recientes eventos de las llamadas“computadoras gratis” en cada uno de losmedios de comunicación mayores que cubre lavida de Lawrence.
Me sentí defraudado al ver que algunos delos líderes en quien más confiamos tomaronposiciones que no tenían ninguna relevanciaen la prosperidad nuestra ciudad exceptoembrollar a muchos líderes en una batalla políticapequeña.
El hecho es que durante este conflicto, yono he leído ninguna declaración de cualquierapreguntando que estas computadoras se donena los niños de Lawrence o a otros niños dentrode los 50 estados de esta preciosa unión.
Yo no estoy diciendo que no deseo ayudara aquéllos que son menos afortunados que yo,pero nosotros tenemos menos afortunados aquíen los Estados Unidos. ¿Por qué nuestroslíderes electos han de querer enviar estascomputadoras a la República Dominicana? Porqué no a cualquier organización sin fineslucrativos que ayuda a nuestros niños (aquí enlos EE.UU. de América).
Yo leí el parte de prensa de Casa Domini-cana, Inc. Hay una frase que dice el “El discursoes color de plata, pero el silencio es dorado”.Por lo tanto, en cuanto lo leí inmediatamente mepareció que sonaba como un problema político.
Como usted puede ver claramente desde elprimer párrafo del parte de prensa de CasaHispana declara que su objetivo “fundamentalde promover el desarrollo íntegro de lacomunidad dominicana que reside en el Estadode Massachusetts, especialmente en la Ciudadde Lawrence”. Favor de notar el aviso de quereside en el Estado... sobre todo en la Ciudadde Lawrence.
Esa declaración no era claramente laposición de Casa Dominicana en el día quedijeron que las computadoras serían enviadas ala República Dominicana.
Primero, cualquier computadora que sirvea un niño no está obsoleta. Si sólo le enseña aese niño a teclear, una computadora puede servirsu propósito. Muchos de nosotros nosasombraríamos de ver lo que un estudiantesecundario puede crear con una computadoraobsoleta. Las personas piensan que unacomputadora es obsoleta cuando no es losuficientemente rápida para su uso. Algunosniños no han tenido la oportunidad de experi-mentar con las “computadoras obsoletas”,mucho menos con una computadora nueva.
Segundo, fue muy interesante ver elnombre de un ex candidato a la alcaldía firmandoel artículo como “miembro del subcomité deleyes”. ¿Dónde está el resto de los miembros deesta junta directiva? O es que la Casa Domini-cana quiere que los lectores vean que estaagencia sin fines lucrativos tiene un miembroque se opone a “el otro” líder político quien esla persona para empezó esta conmoción.
Finalmente, si Casa Dominicana, “Está enuna posición ejecutar actividades para donarcomputadoras a las comunidades pobres en elRepública Dominicana”, entonces por quéalguien (de la Casa Dominicana) no le dijo alRepresentante Estatal, gracias, pero no noshacen falta.” No fue sino hasta que el asuntode las computadoras explotó lleno de problemas,que ellos declararon su posición públicamentepara distanciarse de la verdadera historia.
