Going out in the morning, have you looked at the letterbox area, the car park, the flower beds, the

void deck and other common areas – before the cleaners start work? There's quite a lot of litter, isn't there?

We all want to live in a clean estate, yet many litter because they expect the cleaners to clean it up.

There's a difference between wanting to live in a clean estate and wanting to live in a cleaned one. A clean estate is a tight community of good neighbours who leave no litter and clean up after their pets and kids. In a cleaned estate the residents pay for a cleaner. (And then complain about his work and wages!)

Wanting to live in a safe estate is a little different, of course. We can’t pay for a safer or live in a safed estate. We must think safety to be safe. So we don’t leave our handbag by the window. We don’t cycle through the blocks. We don’t look at our mobile device while crossing the road, simply because doing those things might allow a crime or cause an accident.

If we think safety, we’re unlikely to be the victim of crime or accident.

If we leave no litter, no one need clean it up.

We all have a part to play in keeping the estates clean and safe. Let’s all pull together to make things better this year.

Bila anda keluar rumah pada waktu pagi, adakah anda melihat kawasan peti surat, tempat letak kereta, batas pokok bunga,

kolong flat dan kawasan-kawasan bersama yang lain – sebelum pekerja pembersihan mulakan kerja? Tentu ada banyak sampah, kan?

Kita semua mahu tinggal dalam sebuah estet yang bersih, namun banyak orang membuang sampah sembarangan kerana mereka menjangkakan bahawa pekerja pembersihan akan membersihkanya.

Terdapat perbezaan antara keinginan untuk tinggal dalam sebuah estet yang bersih dan keinginan untuk tinggal dalam sebuah estet yang dibersihkan. Sebuah estet bersih adalah sebuah masyarakat yang terjalin erat yang terdiri daripada jiran tetangga yang baik yang tidak membuang sampah sembarangan dan mengutip sampah yang ditinggalkan anak mereka. Dalam sebuah estet yang dibersihkan, penduduk membayar pekerja untuk membersihkan kawasan mereka. (Dan kemudian mengadu tentang kerja dan gajinya!)

Keinginan untuk tinggal dalam sebuah estet yang selamat tentulah agak berbeza sedikit. Kita tidak boleh mempunyai sebuah estet yang lebih selamat dengan menggajikan orang untuk memastikan jenayah atau kemalangan tidak berlaku dalam estet. Kita mesti memikirkan dan mengutamakan keselamatan untuk merasa selamat. Oleh itu, kita tidak harus tinggalkan beg tangan di tepi tingkap. Kita tidak akan mengayuh basikal melalui kolong blok. Kita tidak akan tatap telefon bimbit semasa melintas jalan, kerana melakukan perkara-perkara ini boleh mengundang jenayah atau menyebabkan kemalangan.

Jika kita memikirkan dan mengutamakan keselamatan, kita tidak mungkin menjadi mangsa jenayah atau kemalangan.

Jika kita tidak membuang sampah sembarangan, tiada sesiapa perlu membersihkannya.

Kita semua mempunyai peranan untuk memastikan estet-estet sentiasa bersih dan selamat. Marilah kita semua bekerjasama berganding bahu untuk menjadikan keadaan lebih baik pada tahun ini.

Dengue Awareness.We have 35 cases in Zone 6, so this afternoon

I got a few boards and drew several images of where the mosquitos breed inside HDB flats...

I gave the children each a set of 6 small stickers and asked them to draw mosquitos.

They took the mosquito stickers they drew and placed the stickers on the boards where mosquitos could possibly breed.

I explained to the children about Dengue and

encouraged the parents to also explain it to them. A few of the bigger children who can speak Chinese helped explain it to the younger ones in Chinese.

Quite a few children participated, aged from 1 to 14, then went off playing again. I was not counting but way over 50 kids participated.

Ms Gail Pantin has won a warm place in the hearts of residents living near Mandai Tekong Park. She's the Pied Piper for dozens of little litter-picker-uppers who follow her and her big black bag, cleaning up the neighbourhood. From about 3 to 13 years old, they walk the talk "Just Pick It Up" and, thanks to her efforts, they have fun. They play – or make things – with the recyclables they collect. Then wash their hands! They are always learning.

The Town Council would like to share with you two emails she recently wrote to her MP, Ms Ellen Lee. In the first she outlined something new she was teaching her children. In the second ... something her children had taught her.

Gail's first letter: Her second letter:Just wanted to share with you...Because of the rain, the children and I can’t

walk around and Just Pick It Up. However, when I am in the park or under the

HDB and I see groups of teenagers sitting eating, I remind them to throw their trash in the bins before they leave. Well, it hasn’t been going down well and I have been called numerous names.

To make matters worse, the teenagers leave a big mess after they leave.

Yesterday, I was exercising and passed several teenagers hanging out in the soccer court. I noticed they threw several plastic bottles on the track and grass so I went and picked up their trash and asked them, ever so politely, when they were done if they can pick the rest.

I was shocked to hear what they called me as I turned around. I couldn’t believe they called me a pig. And several times. I was so angry but, since one of the children just happened to be there, I walked away. As I met him he said, “Miss Gail, did you hear what the teenagers called you?” I said I did and it wasn’t a nice thing to say.

Today it was sunny and I was in the park doing a bit of Dengue Awareness. Actually I was still a bit annoyed by the disrespectful teens from yesterday, but a couple of the boys asked if we can Just Pick It Up after the Dengue Awareness.

So I decided to do so. I went back to the same area and, to my great surprise, a group of younger children were playing and as they saw me, about 30 feet away with the black garbage bag in my hand, they rushed up to help. They ran around picking up the litter nearby and I knew most of what they picked up they didn’t throw.

I only knew one of the children but was so surprised to see them all so willing to assist. And I didn’t even ask them to help.

Yesterday, I couldn’t believe the rudeness of the teens and, today, I couldn’t believe the respect we got from these younger kids.

When you least expect it something is different. And surprisingly good.

Counting down

“Shine on 2013” was the countdown party for Nee Soon GRC, held in the field opposite the Khatib MRT station. An

annual event since 2009, this party was organised and led by youth volunteers from various divisions. They handled the challenge of bringing in new ideas with enthusiasm. There was Paint My Wish – five huge boards for us to write our wishes in acrylics. There was the sight of thousands dancing Gangnam style. There was singing from pop to a capella to Auld Lang Syne. It was great!

to the new year!

Cheering in the New Year is always fun, but it's a special kind of fun when you're in the middle of a really huge crowd of happy people who've spent the last couple of hours watching great acts – or maybe just acting the clown themselves! We had not one, but two parties like that on the last rainy night of 2012. Both with a fireworks finale.

In Sembawang GRC we held a “Countdown into Cosmos” called Hypesteria on the field beside Woodlands Civic Centre. (When the MPs

came, they autographed a new telescope for the Woodlands CC observatory. We'll use it to view the cosmos in a little more detail!) There were plenty of tricky game stalls to keep us occupied, there was food and there were prizes. But, best of all, there was music. From 7 to just before midnight. About a dozen different groups. They were all good, but Sufie and EMRYE were awesome.

That's one of the Town Council's main responsibilities: To make it easier for you to do many things. Whatever your age, whatever your particular interests, the Council is there to make living in your HDB flat better.

The result? All the estates in the Council's care are constantly being improved.

Sometimes it's just the renovation of a playground, more bicycle racks, or a fitness corner.

Sometimes the improvements are bigger, more costly. For example, the construction of covered linkways or drop-off/pick-up points.

Sometimes it's the renewal of a whole neighbourhood at one go.

No one likes to see litter around their block. But few are willing to pick it up. Or tell the person who litters, “Please don't do that!”

But change is in the air. More and more people are realizing that other countries hire fewer cleaners than we do, but have less litter than we do.

Drop a candy-wrapper in Japan and you get frowns. There it is socially unacceptable to litter.

How can we change attitudes here? Keep Singapore Clean Movement head Liak

Teng Lit said, “It's the broken window syndrome. If you don't scold the person who breaks a window, more windows will be broken.”

He thinks about 60% of Singaporeans don't litter. Then there are the people who need to be reminded, scolded and naggged not to litter.

That's where community litter-picking events can help. Experience the cleaner's job and (1) you'll be more willing to pick up and bin any litter you see; (2) you'll be more willing to tell any litterer you see, “Please don't do that!”

On this page are photos taken at three community litter-picking events.

The evening of 5 January about 25 students from Northlands Secondary School joined Mr Patrick Tay, Mr Liak and residents at Block 323 Yishun Central.

Er Dr Lee Bee Wah invited National table tennis players and residents to pick up litter at Block 802 Yishun Ring Road on 27 January.

Over a hundred students from Canberra Secondary School cleaned up the precinct next to the school early on 23 February.

Mr Patrick Tay and Mr Liak Teng Lit filled their black bags.

Er Dr Lee Bee Wah and National Table Tennis star Feng Tian Wei joined residents in giving a thumbs down to the litter they collected. The event gave meaning to the slogan Hold on And Bin IT. Make it a HABIT!

The National Table Tennis players' support showed "Everyone has a part to play in keeping our country clean," said Er Dr Lee Bee Wah.

As they moved around the blocks, Northlands Secondary School volunteer picker-uppers were joined by several residents.

After a half-hour of litter-picking, Ms Bock Khai Xin (right) said, “We need more litter bins!” Her friend, Ms Denise Yap Deni (left) was more positive, “If everyone just tried not to litter, we could do without cleaners.”

The SCDF published some shocking news recently: almost a quarter of the total number of residential fires in 2012 involved discarded items in common areas like the corridors, lift lobbies, staircases and void decks of our blocks.And there were 18 casualties arising from these fires last year.Discarded items in the common areas, especially old furniture and

newspapers, can fuel a fire that could be started with just a glowing cigarette butt. Such fires can be very serious because the items burn quickly, developing a lot of heat and smoke near flats where people are living.

Often elderly people.Don't leave discarded items in the common areas of your block. And if you

have difficulty in moving them, call the Town Council.To learn about fire safety guidelines for common areas, visit www.scdf.gov.sg

Call that number between 8am and 12 noon, Tuesdays to Saturdays, to make an appointment for the Town Council to send workers to remove up to three items for you, between 1 to 5pm, Tuesdays to Saturdays.

This free service covers up to three bulky items per month. Things like a sofa, mattress, television or refrigerator. It is for HDB residents only and does not apply to house-moving or dismantling of built-in units – things like kitchen cabinets and wardrobes – or renovation debris.

If you have more than three items for removal, you can pay the contractor for the extras.

The Smoking (Prohibition in Certain Places) Act has been – and will be – progressively extended. The goal is to prohibit smoking at all public places, except in designated smoking areas.

In effect the law will move from a prohibitive list of places where you cannot smoke to a positive list of places where you can.

Cleanliness Maintenance Lift Performance S&CC Arrears Corporate Governance

The Ministry of National Development released the fourth Town Council Management Report (TCMR) at the end

of last year. Under a new reporting framework that was developed to meet concerns raised by residents in feedback sessions, the town councils are now graded on five key indicators.

A fifth indicator, corporate governance, has been added to the earlier four; estate cleanliness, estate maintenance, lift performance, and S&CC arrears management.

And the report is now colour-coded to better reflect performance and the severity of observations. Green is the top grade, followed by amber and then red. See Chart 1

indicators. It recognises the massive effort put into the maintenance of the estates in our Town, one of the largest in Singapore.

When the HDB officials inspect the estates for the Report, they look at the condition of wall tiles, benches, staircase railings, electrical fittings, playground equipment – everything in the common areas.

They note any defects they see – like corridor clutter, unauthorized fixtures (such as a laundry drying rack or a shelf for potted plants), damaged plaster, large cracks, spalling concrete, missing gratings, damaged floor traps.

The top five observations noted by the HDB inspectors for cleanliness and maintenance are listed in Charts 2 and 3.

Our Town Council will continue to be

vigilant in cutting down maintenance defects by enhancing work processes, stepping up routine maintenance, listening to residents’ feedback, working on feasible suggestions and brainstorming new ideas .

We can all play a role in keeping our corridors free of obstructions, removing unauthorised structures, picking up and binning litter and reporting any discarded items abandoned in the common areas of our blocks.

Without our feedback the Town Council cannot improve the upkeep of our estates!

Note: [1] If the result for lift performance is green, this generally means that for every 10 lifts, less than 2 breakdowns occur per month and less than 2 in 100 lifts have a non-functioning ARD. [2] If the result for S&CC arrears is green, this generally means that less than 4 in 100 households owe arrears for 3 months or more and less than 40% of the monthly collectible S&CC for the town is overdue.
