Speaking to reporters on the sidelines of a wreath laying of a Central Reserve Police Force personnel who was killed last night at Pulwama in a militant attack, Inspector General of Police (IGP) Kashmir, S P Pani, said that with the help of the service providers police will nab those who are doing militant propaganda on social media. Pani said that the propaganda on social media of recent crimes is equal to these crimes commit- ted by the militants. "The killings are the reflection of the terror crimes and these are grue- some crimes of the terrorists and who else is doing propaganda on social media about these killings is also committing a crime", he said. The IGP said that the Police will nab these social media pro- pagandists with the help of serv- ice providers. "The case has been registered and whosoever is propagating the content as there are some handlers that are propagating it, we are investi- gating it and I am sure that with Excelsior Correspondent JAMMU, Nov 19: Union Home Minister Rajnath Singh today reviewed situation in the aftermath of blast in Amritsar, which reportedly had the backing of Kashmir militants, in which three civilians were killed and 10 others, all belonging to a religious sect, were injured even as reports surfaced that grenades used by the militants might have been supplied to Punjab from the Valley. Official sources told the Excelsior that top brass of Home Ministry, Intelligence and secu- rity agencies attended the meet- ing called by Singh to review the situation arising out of terror attack in Amritsar and possible link of the attack with Kashmir militants and steps required to prevent any flare up of militant activities in Punjab and Jammu and Kashmir. They also briefed the Home Minister on the explosion at a religious gathering. The Home Minister directed the officials to provide all assistance to the Punjab Government in their investigation to nab the perpe- trators of the crime, sources said. Singh was told that a team of the National Investigation Agency has already visited the blast site along with their inves- tigators and explosive experts. According to sources, securi- ty and Intelligence agencies were investigating as to whether an Innova car hijacked by unidentified gunmen at Madhopur after being hired from Jammu Railway Station carried the Kashmir militants, who might have supplied con- signment of arms and explosives to the local militants in Punjab, who executed the terror attack. The timing for polling is from 8 am to 2 pm. According to official sources, 4014 candidates are in the fray for 281 Sarpanch and 1286 Panch seats in Phase-II. He said 90 Sarpanchs and 1069 Panchs have already been elect- ed unopposed in Phase-II. Soruces said 601 polling sta- tions have been categorized as hypersensitive including 490 in Kashmir division and 111 in Jammu. (Contd on page 6 Col 5) Mohinder Verma JAMMU, Nov 19: Union Ministry of Drinking Water and Sanitation has sought Action Taken Report from Jammu and Kashmir Government on the Comptroller and Auditor General (CAG) of India find- ings whereby it had painted dismal scenario vis-à-vis implementation of National Rural Drinking Water Programme (NRDWP) in this State. In its Report No.15 of 2018 relating to performance audit of National Rural Drinking Water Programme of the Ministry of Drinking Water and Sanitation for the period between 2012 and 2017, which was tabled in the Parliament on August 7, 2018, the Comptroller and Auditor General had pointed out short- comings in 34 paragraphs in respect of Jammu and Kashmir State. The supreme audit institu- tion of the country had also made a number of recommenda- tions so as to overcome deficien- cies by the Jammu and Kashmir Government and to achieve the intended objective of the scheme. “Thereafter, the Union Ministry of Drinking Water and Sanitation vide communication dated August 21, 2018 had asked the State Government to go through the report, take nec- essary corrective and preventive actions and send Action Taken Report (ATR) on 34 audit paras to the Ministry by September 4, 2018”, official sources told EXCELSIOR. However, neither the State Government acted on the rec- ommendations of the CAG nor submitted Action Taken Report to the Union Ministry within the stipulated time- frame. Talking to media persons here today, Dr Jitendra Singh asked the NC leaders to have an introspection instead of making allegations against BJP and go through their past record. He said the grass root democracy has been strength- ened in the country after Narendra Modi took over the reigns in 2014 and spell a doom for dynastic parties. He said the people of Kashmir in the recent Urban Local Bodies (ULB) elec- tions have not only voted for strengthening of grass root democracy but also dynastic free democracy. He said in future such a political combination is evolv- ing in the State in which the dynastic parties will have no role to play and common masses will be at the helm of affairs and power will vest in their hands. Assistant Commandant waskilled and four others wereinjured in a blast at a BorderOutpost (BOP) Mangu Chakalong the International Border(IB) in Samba district today, anofficer said.

Ministry of Drinking Waterand Sanitation has soughtAction Taken Report fromJammu and KashmirGovernment on theComptroller and AuditorGeneral (CAG) of India find-ings whereby it had painteddismal scenario vis-à-visimplementation of NationalRural Drinking WaterProgramme (NRDWP) in thisState.

In its Report No.15 of 2018relating to performance audit ofNational Rural Drinking WaterProgramme of the Ministry ofDrinking Water and Sanitationfor the period between 2012 and

2017, which was tabled in theParliament on August 7, 2018,the Comptroller and AuditorGeneral had pointed out short-comings in 34 paragraphs inrespect of Jammu and KashmirState.

The supreme audit institu-tion of the country had alsomade a number of recommenda-tions so as to overcome deficien-cies by the Jammu and KashmirGovernment and to achieve theintended objective of thescheme.

“Thereafter, the UnionMinistry of Drinking Water andSanitation vide communication

dated August 21, 2018 hadasked the State Government togo through the report, take nec-essary corrective and preventiveactions and send Action TakenReport (ATR) on 34 audit parasto the Ministry by September 4,2018”, official sources toldEXCELSIOR.

However, neither the StateGovernment acted on the rec-ommendations of the CAG norsubmitted Action TakenReport to the Union Ministrywithin the stipulated time-frame. Now, taking seriousnote of the same the Union

here today, Dr Jitendra Singhasked the NC leaders to have anintrospection instead of makingallegations against BJP and gothrough their past record.

He said the grass rootdemocracy has been strength-ened in the country afterNarendra Modi took over thereigns in 2014 and spell a doomfor dynastic parties. He said thepeople of Kashmir in the recentUrban Local Bodies (ULB) elec-tions have not only voted forstrengthening of grass rootdemocracy but also dynastic freedemocracy.

He said in future such apolitical combination is evolv-ing in the State in which thedynastic parties will have norole to play and common masseswill be at the helm of affairs and

power will vest in their hands.He said the NC and other

parties who claim to stop theentry of BJP are challengingthe democratic credentials ofIndia, the authority ElectionCommission of India andmandate of the people.

Lambasting the NC leadersfor taking U turn on Article 35A, Dr Jitendra Singh said thatthe party which boycotted theULB and Panchayat polls bytaking a stand on Article 35 Atook a U turn suddenly and saidthat they want to stop BJP fromabrogating Article 35 A.
