In the nine phases, Jammu recorded 83.5 per cent voter turn out, Ladakh 67.8 per cent and Kashmir 41.3 per cent, they said. The polls passed off peace- fully amid tight security with no untoward incident despite a boy- cott call given by separatists and the lurking threat of violence by terrorists, they said. Voting for the final phase was held today at 452 polling stations spread across seven dis- tricts of Kashmir division and it ended peacefully at 2 pm, the officials said. North Kashmir’s Kupwara district registered the highest polling at 53.6 per cent and the lowest was in South Kashmir’s Pulwama district at 1.4 per cent. Bandipora recorded 46 per cent polling, Baramulla 38.9 per cent, Budgam 38.8 per cent, Anantnag 24.8 per cent and Ganderbal witnessed 20.9 per cent voting, the officials said. In the ninth phase, 430 can- didates were contesting for 55 Sarpanch and 138 Panch posts. Sixty- eight Sarpanchs and 433 Panchs had already been elected unopposed in this phase. An elec- torate of 68,745 was eligible to vote for Sarpanch con- stituencies and 20,688 for Panch constituencies in the ninth phase. “With the completion of vot- ing, overall 74 per cent polling was recorded in all the phases of panchayat elections in the State. Jammu witnessed an impressive 83.5 per cent voting, Ladakh 67.8 per cent and Kashmir 41.3 per cent in all the phases,” an official said. The official said the first phase on November 17 recorded 74.1 per cent voting overall, fol- lowed by 71.1 per cent in the second phase on November 20, 75.2 per cent in the third phase on November 24 and 71.3 per cent polling in the fourth phase on November 27. In the fifth phase, 71.1 per cent voting was witnessed on November 29, 76.9 per cent on December 1, 75.3 per cent on December 4 and 79.9 per cent voter turnout was recorded in the eighth phase on December 8. In Jammu region, the first phase recorded 79.4 per cent 74% polling in 9 phases, 38.8% in final phase Fayaz Bukhari SRINAGAR, Dec 11: Four policemen were killed and their rifles snatched in a mili- tant attack at a Police Post in Zainapora area of South Kashmir's Shopian district today. A group of militants opened fire at the Police Post, resulting into on spot death of three secu- rity guards and injuries to anoth- er at Zainapora. The injured cop was taken to a local hospital where from he was referred to a hospital in Srinagar. However, he suc- cumbed on way to Srinagar. The slain cops were identi- fied as Constable Anees Ahmad (Belt No. 480/ SPN), resident of Kulgam, Selection Grade Constable Abdul Majid (193/ SPN), resident of Ganderbal, Constable Mehraj- ud-din (477/ SPN), resident of Hajin, Bandipora and Constable Hameedullah (860/ SPN), resident of Anantnag. The militants after carrying out the attack decamped with four service rifles from the policemen. The cops were guarding the minority communi- ty in the area when they were attacked. Soon after the attack, army and SOG of Jammu and Kashmir Police launched a mas- sive hunt to nab the militants behind the attack. In the meantime, the house owner where seven civilians died in a blast after three mili- tants were killed during a gun- fight in October this year, was found dead this morning after he was abducted last month. Sheeraz Ahmad Bhat was abducted by gunmen nearly a week after the blast and the gun- fight from his Lanoo village on October 27. The body bearing torture marks was buried in an orchard in Awahatoo village and was recovered by the police. The information was collected dur- ing the investigation of the case and on the disclosure made by few persons arrested during the course of the investigation revealed about his killing and burial. Governor Satya Pal Malik expressed grief over the loss of lives of policemen who were killed in the attack on a Police Post at Zainapora in Shopian. In a message, the Governor has prayed for eternal peace to the departed souls and conveyed his sympathies to the bereaved families. In a shock result, the Congress ended Chief Minister Raman Singh's uninterrupted 15-year rule in Chhattisgarh. It won 22 and was leading in 46 in the 90-member House while the BJP was relegated to a distant second spot winning 3 and ahead in 13, according to latest trends available with the Election Commission. Raman Singh submitted his resignation to Governor Anandiben Patel and said he accepts responsibility for BJP's poor showing. Rajasthan Chief Minister Vasundhara Raje too handed over her resignation to Governor Kalyan Singh in Jaipur. The Congress was heading towards majority in the desert State, winning 87 seats and leading in another 12 out of 199 seats. The BJP had 72 seats in its kitty and was ahead in one. As voting trends and results slowly trickled, the Congress, which had just 58 seats in the outgoing Assembly in Madhya Pradesh, was set to cross the 100 mark in a House of 230. The Congress was winning or leading in 113 seats while for the BJP this was 110. According to Election Commission data, both the BJP and the Congress had around 41.2 per cent votes each. Three-time Chief Minister Shivraj Singh Chouhan, who was battling anti-incumbency, won the Budhni seat but a dozen ministers were trailing behind Congress candidates. Even the time-frame fixed for the preparatory activities has been missed by the Housing and Urban Development Department. Under Smart Cities Mission, which is an innovative and new initiative of the Union Government to drive economic growth and improve the quality of life of people by enabling local development and harness- ing technology, both the capital cities of Jammu and Kashmir were selected by the Union Ministry of Housing and Urban Affairs in the third round of competition held in the month of June 2017. As per the guidelines of the Smart Cities Mission, the Housing and Urban Development Department of the State Government was required to set up Special Purpose Vehicles (SPVs), engage Project Management Consultants, hire necessary human resources, call tenders and issue work orders within a period of 12 to 18 months. Though 18 months have lapsed since the selection of Jammu and Srinagar cities under Smart Cities Mission, yet only Special Purpose Vehicles have been established for both the cities under the title---Jammu Smart City Private Limited and Srinagar Smart City Private Limited, official sources told EXCELSIOR.
