A resolution expressing dis-sent with the states appoint-ment to the local ElectionCommission has been sentfrom the Unicoi County Com-mission to the State ElectionCommission, Unicoi CountyElection Commission, stateSen. Steven Southerland andstate Rep. David Hawk.
County commissioners vot-ed unanimously on Monday,April 27, to draft the resolu-tion relaying its disagreementwith the appointment of threemen from the same district Unicoi and not longtimeresidents of the county. TomReeves, Charles Apple andRick Parshall were appointedto the local Election Commis-sion in April.
The state Election Commis-sion gives the final approvalof the local selections and forUnicoi County, the state lead-ers went against the wishes ofthe local GOP to appoint twolongtime election commis-sioners Jim Buchanan and J.R.Bowman, along with project-ed new member Bill Gaines.
Doug Bowman, the son ofJ.R. Bowman, made the mo-tion to the county commis-sion, which was unanimouslyapproved.
This legislative body be-lieves the state election com-mission erred in failing toconsider the proposed list ofwell-qualified candidates, andin appointing individuals whoare not long-term residents ofthe county and who all residein the same voting precinctto the local election commis-sion, the resolution from thecounty commission reads.
The resolution was alsosent to the local newspapersand to all nine county com-missioners.
Last Monday, ChairmanDavid Boone made the lead-ers aware that if the new elec-tion officials decide to replacecurrent administrator SarahBailey, a Democrat, with a Re-publican administrator, thenthe county could face paying
$18,000 of that persons sal-ary until he/she passes a statecertification test within thefirst six months.
Certification is not requiredby the state, but if the adminis-
trator does achieve this mark,then the state reimburses thecounty $18,000 of the salary.Bailey obtained her certifi-cation after she was hired in2005.
