“A special session of theassembly should be calledand these three laws shouldbe rejected outright, on the

lines of Punjab. These lawsshould be discussed in theHouse so that people alsoknow which party and mem-ber stands with the farmer andthose who stand against them,”Hooda said.

The Leader of Oppositionsaid the resolution should bepassed in the Legislative As-sembly because agricultureand market system are in thejurisdiction of the state and thestate assembly has the legaland moral right to discuss thisand ensure the will of the peo-

ple.“Laws that dismantle the

existing market system andtake away MSP guarantee, arenot acceptable to the peopleand farmers of the state. Also,a bill should be brought in theAssembly, in which farmersshould be guaranteed MSP un-der Swaminathan's C2 formu-la. The provision of MSP withC2 benefits should be added. Ifa private agency buys a crop ofthe farmer for less than theMSP, then it should be readyfor the legal consequences,” hesaid. “If the government failsto stand with the farmers, theCongress will oppose it onevery platform, from thestreets to the House and willforce the government to with-draw the law. If the govern-ment is still insistent on itsmindless and heartless stub-bornness, then these blacklaws will be abolished as soonas the Congress government isformed in the state,” Hoodapromised.

For a month now, India has been consistently record-ing the highest daily infection rate in the world forthe Coronavirus pandemic. Thursday’s tally of

97,894 topped all such records and by an unfortunatelythin margin, adding to the prevailing atmosphere of fearand anxiety. The death toll is 83,198. The virus hasreached the heartlands and ICMR’s recently releasedsero-survey results suggest that for every infection spot-ted India missed 81 cases. Independent trackers are re-porting a slightly higher death tally than the health min-istry. According to Worldometer, India has 5,118,253confirmed cases and 83,230 people have died due toCovid-19. This is in addition to an independent estimateof 906 people who lost their lives amid a poorly enforcedlockdown. The government has denied data on this lastcount, even as families of these individuals in greatestdistress pinned their hopes on relief arriving in the formof a financial compensation. There will be no financialcompensation. The economy has shrunk massively andthe government is struggling to pay states GST compen-sation. West Bengal finance minister Amit Mitra alarm-ingly opined that the shrinkage is 32-33 per cent ratherthan 23.9 per cent as stated. The only hope for citizens lies in the quick discovery anddistribution of a Coronavirus vaccine. On this account,Hyderabad-based drug maker Dr Reddy’s Laboratoriesis ready for clinical trials of Russia’s Sputnik V vaccinewhile AstraZeneca has resumed trials for the “Oxfordvaccine” in India and the UK. In the US, it is Pfizer thathas assumed the lead in the vaccine race, which is nownearing its finish line, even as numbers at home stack upoverwhelmingly. Though experts believe a vaccine willat best have 40-50 per cent efficacy, it will lead to thebuilding up of herd immunity, which has now emergedas the best bet for our hapless populations. India needs acomprehensive Coronavirus vaccine strategy that willmobilise its fairly successful pharmaceutical industry tomass produce shots so that their price — initially astro-nomical — comes down and they can be administered tothe last man quickly and efficiently, after first coveringthe elderly and most vulnerable. With a crashing econo-my and a collapsing healthcare, this strategy will betricky not only to formulate but also to implement. Ad-vance planning can perhaps save the day, advises theOpposition, and the government must pay heed. It can-not afford to while away its time and needs must take itsbitter lessons from its failure to build capacity during itsvery costly lockdown. Science and politics are beingconflated in a sickeningly familiar manner in India asalso elsewhere.

Literature & HealthFriends, not family key

to human happiness

Think spending time with your kidsand spouse is the key to your hap-piness? You may actually be happi-

er getting together with your friends, ac-cording to a research conducted by SMUpsychology professor Nathan Hudson.

Hudson's research finds that peoplereport higher levels of well-being whilehanging with their friends than they dowith their romantic partner or children.

In fact, being around romantic part-ners predicted the least amount of happi-ness among these three groups, reveals astudy published in the Journal of Person-ality and Social Psychology.

Hudson stressed, however, that thefinding has more to do with the activitythan the person it is shared with. That'sbecause people tend to spend more oftheir time doing enjoyable activities withfriends than they do with family mem-bers, who occasionally find themselvestogether doing unpleasant tasks likechores or caretaking duties. "Our study

suggests that this doesn't have to do withthe fundamental nature of kith versus kinrelationships. When we statistically con-trolled for activities, the 'mere presence'of children, romantic partners, and friendspredicted similar levels of happiness," hesaid. "Thus, this paper provides an opti-mistic view of family and suggests thatpeople genuinely enjoy their romanticpartners and children," he added.

More than 400 study participantswere asked to think back on times withtheir friends or family - identify the activ-ity they shared - and rate whether thoseexperiences left them feeling variousemotions, such as happy, satisfied, andwith a sense of meaning. Each emotionwas rated from 0 (almost never) to 6 (al-most always). This information and otherresponses about how study participantsfelt at different times allowed Hudson andhis co-authors, Richard E Lucas and MBrent Donnellan, to estimate rates of hap-piness with their friends and family.

In a bid to break the Chi-nese monopoly on pro-cessing rare earth ele-

ments, the Indian-PacificQuad comprising of India,Japan, Australia and the Unit-ed States are working togeth-er and pooling resources torapidly build collective self-reliance in the sector.

There are 17 strategic ele-ments vital for the productionof anything ranging from lap-tops, electric car batteries tomissile guiding systems andlasers. "There are 0.15 gramsof palladium (a rare earth met-al) in an iPhone, 472 kilo-grams of combined rare earthin an F-35 fighter jet and fourtonnes in a Virginia-class sub-marine," the Sydney MorningHerald has reported.

So far China has exer-cised a virtual monopoly onprocessing rare earth ele-ments. Amid deteriorating re-lations with the United States,Beijing has signalled thatWashington may be deniedsupply of the minerals pro-duced in China.

The Quad countries arelooking forward to utilisingthis opportunity to rapidlybuild collective self-relianceas dependency on China incritical areas may be a gravethreat. It is believed that Aus-tralia, which is the second-largest producer of rare ele-ments is the fulcrum that canliberate the region's democra-cies and like-minded coun-tries from arm twisting bycommunist China, which canleverage its rare earth's mo-nopoly to exercise critical po-litical control. However, Aus-tralia output is much smallerso far when compared to the

mammoth quantities pro-duced by China. Yet this situ-ation of vulnerability maychange rapidly, as Australia ismounting a serious effort tobridge the production gapwith China. Four Australiancompanies have advancedrare earth projects. Three ofthem are in Australia, whilethe fourth is located in Tanza-nia. Their focus is to ferretneodymium-praseodymium--a combination of rare-earthmetals, which imparts highstrength permanent magnets.

These super-magnets areextensively used in electricvehicle engines. Funds havebeen allocated for further ex-ploration in Australia alongtwo massive 2500-kilometre-

long corridors. Australia, inJune, had inked a preliminaryagreement for supplying criti-cal minerals to push India'stransition to a new energyeconomy. Australian Re-sources Minister Keith Pittsaid that Canberra could be-come India's top supplier ofcobalt and zircon. Antimony, lithium, rare earth and tanta-lum could also be added tothe list. "India presents grow-ing opportunities for Aus-tralia's critical minerals, espe-cially as the nation looks tobuild its manufacturing sec-tor, defence and space capa-bilities," Pitt said. He pointedto the allure of New Delhi's'Make in India' programme, and its goal of moving to full

electric mobility by 2030--apolicy shift that would powerIndia's copious demand forcritical minerals. The dealfollows a major military lo-gistics agreement betweenthe two countries, which laysthe strategic foundation for aspecial relationship betweenNew Delhi and Canberra, both facing headwinds fromChina. The Mutual LogisticsSupport Agreement (MLSA),will allow the two militariesaccess to each other's mili-tary logistics facilities, takeon more complex joint mili-tary exercise and improve in-teroperability between thesecurity forces of the twodemocracies. Australia hasalso worked out a rare earth

elements deal with the US,the India-Pacific Quad's mostpowerful partner. The Aus-tralian rare earth miner Lynaswould process the minedminerals in a facility in Texas,in partnership with the Penta-gon. Besides, the Australiancompany Syrah has ear-marked a production line inthe US state of Louisiana toturn graphite into super-con-ductor graphene, for use inelectric cars. Australia's part-nership with Japan in the do-main of the rare earth is al-ready well established, fol-lowing Tokyo's spat with Bei-jing over islands in the EastChina Sea. Fearing that itshigh-tech industries could becompromised, the Japanese

decided to invest in MountWeld-- a mountain and amine site in Western Aus-tralia, with one of the richestmajor rare-earth deposits inthe world

Backed by funding by theJapanese government, Sojitz,a Japanese trading company, signed a USD 250 millionsupply deal for rare earthmined at the site. The agree-ment also spurred the rise ofAustralian firm Lynas, whichcould now fund constructionof a processing plant in Kuan-tan, Malaysia. Recently, Ly-nas has signed a 10-year loanextension on easier termswith its powerful Japaneseconsortium. With the loan re-payment extended to 2030,the company will be able torelocate its controversial pro-cessing facility fromMalaysia to Western Aus-tralia, not far from the MountWeld mine. With critical de-pendence on China no longeracceptable, the Indo-Pacificcountries have decided towork together to establishtheir own dedicated supplychains, free from Beijing's in-fluence. Earlier this monthtrade ministers of Japan, In-dia and Australia agreed tohammer out details of a newsupply chain network, whichis likely to include rare earthelements, by the end of theyear. They also invited othercountries in the region withshared views to join the ini-tiative. The three ministersagreed to reach out toASEAN countries as the nextstep to expand their orbit ofcritical resources and tech-nologies, free from Beijing'sinfluence.

Call to break Chinese monopoly

An international col-laboration involv-ing Monash Uni-

versity and Duke-NUS re-searchers have made anunexpected world-firststem cell discovery thatmay lead to new treat-ments for placenta compli-cations during pregnancy. While it is widely knownthat adult skin cells can bereprogrammed into cellssimilar to human embry-onic stem cells that canthen be used to developtissue from human organs-- known as inducedpluripotent stem cells (iP-SCs) -- the same process

could not create placentatissue. iPSCs opened upthe potential for person-alised cell therapies andnew opportunities for re-generative medicine, safedrug testing, and toxicityassessments, however lit-tle was known about ex-actly how they were made.An international team ledby ARC Future FellowProfessor Jose Polo fromMonash University's Bio-medicine Discovery Insti-tute and the Australian Re-search Medicine Institute, together with AssistantProfessor Owen Rackhamfrom Duke-NUS in Singa-

pore, examined the molec-ular changes the adult skincells went through to be-come iPSCs. It was duringthe study of this processthat they discovered a newway to create induced tro-phoblast stem cells(iTSCs) that can be used tomake placenta cells.

This exciting discovery, also involving the ex-pertise of three first au-

thors, Dr Xiaodong Liu,Dr John Ouyang and DrFernando Rossello, willenable further researchinto new treatments forplacenta complicationsand the measurement of

drug toxicity to placentacells, which has implica-tions during pregnancy."This is really importantbecause iPSCs cannot giverise to placenta, thus all theadvances in disease mod-elling and cell therapy thatiPSCs have brought aboutdid not translate to the pla-centa," Professor Polosaid.

"When I started myPhD five years ago ourgoal was to understand thenuts and bolts of how iP-SCs are made, howeveralong the way we also dis-covered how to makeiTSCs," said Dr Liu.

Study focuses on new discoveryin regenerative medicine

New research fromKing's College Lon-don has found that

COVID-19 may be diag-nosed on the same emer-gency scans intended to diag-nose stroke. The findingshave important implicationsin the management of pa-tients presenting with sus-pected stroke through earlyidentification of COVID-19.

In a paper published to-day in the American Journalof Neuroradiology, studylead and Senior Lecturer inNeuroimaging at King's Col-lege London, Dr Tom Boothsaid the emergency scanscaptured images of the top ofthe lungs where a fluffinessknown as 'ground glassopacification' allowedCOVID-19 to be diagnosed.225 patients were examinedfrom three London Hyper-Acute Stroke Units. Theemergency stroke scan con-sisted of computed tomogra-phy (CT) of the head andneck blood vessels. Dr Boothsaid the results show thatwhen the team saw thesechanges in the top of thelungs during the emergencyscan, they were able to reli-ably and accurately diagnoseCOVID-19 and the changes

also predicted increased mor-tality. "This is particularlyrelevant given the limitationsof currently available SevereAcute Respiratory SyndromeCoronavirus 2 (SARS-CoV-2) reverse transcriptase-poly-merase chain reaction (RT-PCR) testing as it takes timeto complete the test andsometimes it is inaccurate,"Dr Booth said. "Additionally, our data have prognostic in-formation given the in-creased mortality in thosewith lung changes shown in

our cohort. These are usefulresults because the changesare simple for radiologistsand other doctors to see. Thisis "free information" from ascan intended for anotherpurpose yet extremely valu-able," added Dr Booth. Pri-marily, the findings allowearlier selection of the appro-priate level of personal pro-tective equipment (PPE) andattendant staff numbers, triage to appropriate inpatientward settings, self-isolation,and contact tracing.

Stroke scans could revealCovid-19 infection

SalutationShe who ever hadremained in the depthof my being,in the twilight ofgleams and ofglimpses;she who never openedher veils in the morninglight, will be my last gift to thee, my God,folded in my final song.Words have wooed yet failed to winher;persuasion has stretched to her itseager arms in vain.I have roamed from country to countrykeeping her in the core of my heart, and around her have risen and fallenthe growth and decay of my life.Over my thoughts and actions, myslumbers and dreams, she reigned yet dwelled alone andapart. Many a man knocked at my door andasked for herand turned away in despair. There was none in the world who eversaw her face to face, and she remained in her lonelinesswaiting for thy recognition.

GAURAV GOELCHANDIGARH, SEPT 18

Punjab Chief Minister CaptainAmarinder Singh on Fridayslammed the farm legislations beingforced on to the nation by the centralgovernment as part of the `DestroyFarmers, Destroy Punjab’ (Kisanmaaru, Punjab maaru) conspiracyof the BJP-led NDA, of which theAkalis continue shamelessly to be apart at the cost of their own state andits people.

“I don’t know what enmity theBJP and the Akalis have with Pun-jab and why they are out to destroyus,” said the Chief Minister whilelaunching the Virual Kisan Mela ofthe Punjab Agriculture University,Ludhiana. The launch was held withvirtual connectivity at 100 locationsand participated by farmers, farmerrepresentatives and other stakehold-ers, including ministers, MLAs andPPCC chief Sunil Jakhar. Warningagain that the legislations will leadto growing angst among the peoplein the border state, thus giving Pak-istan the opportunity to stoke morefires, Captain Amarinder said the

anti-farmer move will spoil the abohawa’ (environment) of Punjab.Delhi has to rethink on this issue, hestressed, adding that the legislationswould undo the sacrifices made byPunjab and its farmers over 65 yearsto make India self-sufficient in food.

Accusing the Akalis of playingtheir own political games in this en-tire affair, Captain Amariner askedthe Badals why the SAD had failedto stand with the Punjab govern-ment on these Bills and even on thecritical water issue. “Did you notthink even once what will happen toPunjab without agriculture and

without water?” he asked the Akalis, pointing out that with the SYL issuehanging over the state, the situationwas perilous and the SAD had onlycontributed to the crisis by support-ing the farm ordinances. The ChiefMinister said notwithstanding theCentre’s denials these new laws willeventually pave the way for theelimination of the MSP regime andend of the FCI, leaving the farmersat the mercy of big corporates, asrecommended by the Shanta Kumarcommittee.

Strongly opposing the legisla-tions, the Chief Minister alsotrashed the Centre’s guarantee ofMSP not being tampered with, say-ing it was a Constitutional guaranteegiven by Parliament, which, in fact, the incumbent government at theCentre was trying to destroy withtheir brute majority. Even the MSPalready announced on items likeMaize is not being given to thefarmers, he noted, questioning thesincerity of the Government of In-dia. Categorically rejecting BJP andSAD claims that Punjab was onboard with the farm ordinances, theChief Minister made it clear that the

issue of any such ordinances or newlaws on agriculture was never dis-cussed at any of the meetings inwhich his government was repre-sented at the high-powered commit-tee set up by the Centre on agricul-tural reforms.

Politicians should not lie onsuch grave issues with serious im-plications for our future generations, said Captain Amarinder, in an obvi-ous reference to the false and mis-leading claims of Union MinisterRaosaheb Patil Danve and Shiro-mani Akali Dal (SAD) presidentSukhbir Singh Badal. Politics aside, this is an issue concerning the futureof our children, he added. With only13 seats in Lok Sabha, the Congresswas browbeaten and the dangerousand vicious Bills were passed by theCentre with brute majority, he point-ed out, adding that India’s futuregenerations will not forgive thedamage being inflicted on the nationby the NDA and its allies. The high-powered committee was clearly aneyewash, the Chief Minister said, waving the draft report shared withPunjab, which made no mentionwhatsoever of the ordinances.

Mumbai Indians, ACU chief Ajit Singh said that social media interactions will be closely monitored by his team."See, while the number of venues are less, the hurdles of physical movement due to the coronavirus pandemic also means that approaches if any will be made through social media. So, we are going to be closely monitoring the same and ensuring

that there is nothing that escapes the team's eyes," he said. But an issue in this regard is that most of the players' social media handles are managed by their PR teams. So how does that work out? The ACU chief is clear that there can be no excuse on that front. "Yes, it is handled by their teams in some cases. But at the end of the day, it is their accounts. So, the players must have a team around them which is aware of these things and no sooner they see anything suspicious, they should report the same to us. It has to be a joint effort," he explained.

Smith and boys take COVID test, set to begin training post results: RR officialDUBAI: Rajasthan Royals skipper Steve Smith and the rest of the players from England and Australia underwent their COVID-19 tests on Friday and they will start training if tested negative and on completion of their 36-hour quarantine cap. Speaking to a new agency, a Rajasthan Royals official confirmed that Smith and the rest of the boys immediately isolated themselves in their room after reaching their hotel late on Thursday night. "The boys took the bus from the tarmac itself and headed straight to their rooms after arriving in the hotel. Smith and the boys underwent their test today morning and results are awaited. Once that comes and they test negative, they will join the rest of the squad and start training for the opener," the official said. Asked if the RR unit had any confusion with regards to their travel to Abu Dhabi, the official said there was none. The diktat is very clear. The boys have done their respective quarantine here and when we leave for Abu Dhabi, we get a test 48 hours prior and then move in. The six-day quarantine rule is for those who travelled from Dubai to Abu Dhabi by road and were at risk of contracting the virus. For the boys who joined us directly from the airport, they already moved into the bubble and didn't take the three-hour odd journey to Abu Dhabi. So, there is no cause of any further quarantine," the official pointed. After days of speculation, the Indian Premier League (IPL) Governing Council on Thursday informed the franchises that the English and Australian players coming from the UK will only need to quarantine for 36 hours before they can join their teams and play in the league.

Dhoni determined, engaged ahead of season: Fleming

DUBAI: Chennai Super Kings (CSK) head coach Stephen Fleming has said that the skipper MS Dhoni is looking extremely determined to do well in the upcoming edition of the Indian Premier League (IPL). The IPL will be played from September 19 to November 10 in the UAE across three venues -- Dubai, Abu Dhabi, and Sharjah. Dhoni had announced his retirement from international cricket on August 15 and he would be making a comeback to the field after almost 14 months. The wicket-keeper batsman was last seen in action in the semi-finals of the 2019 World Cup against New Zealand. "It has been no different. He's very fit and mentally he's been very engaged and determined. In some ways, the break can work for the experienced and older players that we have. MS is fresh and ready to go," the official website of CSK quoted Fleming as saying. CSK will lock horns with Mumbai Indians in the tournament opener on September 19 in Abu Dhabi. Talking about his particular contest, Fleming said: "The first game is always full of anxiety, nerves, and excitement, and CSK-MI has added extra excitement and pressure and we enjoy that. We've earned the right to play the first game by playing well last year, and given the way the final finished last year, it's nice to have another crack at MI. They are a very good side and it gives you a good gauge as to how the pre-season has gone and the areas that need improvement.
