499 new COVID-19 cases in UP, active tally at 4,948

LUCKNOW: A total of 499 new cases of COVID-19 reported in Uttar Pradesh in the last 24 hours, taking the total number of active cases to 4,948, said Amit Mohan Prasad, Principal Health Secretary, on Sunday. Prasad said that the state's recovery rate is over 60 per cent and 8,268 patients have recovered from the disease so far."499 new cases of COVID-19 recorded in Uttar Pradesh in the last 24 hours, taking the total number of active cases to 4,948. COVID-19: Haryana registers459 fresh cases,tally 7208

Haryana on Sunday registered459 fresh coronavirus cases,raising the infection tally to7208.

Of the fresh cases, 191 havebeen reported from Faridabaddistrict, 169 from Gurugram, 13from Palwal, seven from Bhi-wani, four each from Jhajjarand Yamunanagar and two newcases each from Jind and Sirsadistricts, an official morninghealth bulletin said.

Of the 78 fatalities till now,28 deaths have been reportedfrom Faridabad district, 25from Gurugram, six fromSonepat, four each from Pani-pat and Rohtak, three each fromAmbala and Jind, two fromKarnal, while one death eachwas reported from Palwal, Re-wari and Charkhi Dadri district.

Gurugram has reported thehighest number of infections inthe state with 3,190 confirmedcases, followed by Faridabad

A total of 2801 patients, in-cluding 1161 from Gurugram,348 from Faridabad, 263 from

Sonepat, 128 from Rohtak, 104from Jhajjar, 97 from Nuh, 85from Mahendergarh, 79 fromPalwal, 70 from Ambala, 65from Hisar, 61 from Panipat, 50from Bhiwani, 47 from Karnal,46 from Kurukshetra, 42 fromSirsa, 30 from Kaithal, 29 fromFatehabad, 26 each fromPanchkula and Jind, 20 fromYamunanagar, twelve from Re-wari, seven from Charkhi Dadridistrict and two US returneeHaryana citizens have been dis-charged from hospitals till now.

As many as 88,958 patientshave been put on surveillancetill date, of which 52,192 havecompleted their surveillanceperiod and presently, only36,766 patients are under sur-veillance.

Total 6,955 positive casesexclude 14 Italian nationals.Thirteen of them had been dis-charged after their initial testwas negative and one later test-ed negative for COVID-19.However, he died due to someother reason, the bulletin added.

When a Mercedes Benz E Class stopped outsidethe gates of my house one evening, I thoughtthe owner must have lost his way. But when

the rear door opened and the sole passenger steppedout, I got a surprise, for it was my old friend Murthy,whom I'd last spoken to on the phone when he waslocked down in Thiruvananthapuram. I was thrilled,because this was my first visitor since the lockdownbegan, and, besides, the Merc was a sight to behold!

Murthy made himself at home in my drawing roomin a matter of minutes. He took the most comfortableseat, eased the cat off an ottoman so that he could puthis feet up, got me to fetch him a large peg of hisfavourite whiskey (of which I had limited stocks, be-cause it’s so expensive), turned on the TV with thesound off so he could watch the ticker tape of a newschannel at the bottom of the screen, and persuaded mywife to start frying snacks.

When he had made himself truly comfortable, Iasked him what brought him this way. "An inaugura-tion," he replied. "A sort of temple."

“A temple!” I said, surprised, for I’d somehow gotthe impression that he was an agnostic.

“Not a temple, exactly,” he said, taking a largeswig of my whiskey. “A monument to a leader. One ofthose fellows who turned a local community into avote bank.”

“Why did you say temple, then?” I asked, irritated.“Because that’s what it is,” he said, smiling in a

way that set my teeth on edge. “You can’t go in thereas you wish, there are lots of rules about it, like leavingyour shoes outside, and being quiet and respectful in-side, and saying the right words, and placing flowerson pictures, and so on, regardless of whether the per-son in question was a devil or a saint.”

The amendments in theAPMC have now also providedmuch needed independence tofarmers from vastly regulatedagricultural markets in thecountry. The farmers are nowfree to sell their produce out-side their defined APMC mar-kets. These decisions wouldnow also empower our farmersto engage with processors, ag-gregators, large retailers, ex-porters etc without fear of ex-ploitation. Additionally, reformof the APMC system wouldhelp them connect with newtechnologies, varieties and farmpractices which will bring moreincome and sources of revenueto our farm andrural sector. Theordinance to promote contractfarming is another landmarkmove which will enable greaterprivate sector participation inagriculture. Farmer producergroups can now enter into

agreements with large retailers,exporters, and aggregators forpurchase of crops on a largescale. With corporates support-ing production with better in-puts and technology, the stageis set for enhancing yield andoutput of crops including fruitsand vegetables. As a significantagri producer, India can alsoaddress global food marketsmore successfully through thislinkage introduced in the newpolicies.While the facilitativelegal framework is a move inthe right direction it is hopedthat this framework would betransparent and fair to both theseller and the buyer. The othermeasures such as to accept therecommendation of Dr M SSwaminathan Committee, toenhance the MSP to 50% high-er than input cost would greatlyadd to the cheer of our farmerbrethren. While Governmentof India has surely undertakenagriculture reforms in the rightdirection, the states now havethe onus to move forward byfacilitating inter and intra statetrade of agri commodities with-out any disruptions. I do hopethat states will also expediteand fast track the reforms pend-ing at their end which will al-low the Industry and the farm-ing fraternity to join forces andunlock the opportunities tomakeIndia's agriculture sectorglobally competitive.

China’s different tacticsin Hong Kong

As Hong Kong citizens continuetheir pro-democracy battleagainst the city's leadership and

mainland China, Beijing is using allmeans to convince the world that theanti-national security law will benefitthe city's economy including the tourismsector.

Tourism is one of Hong Kong's fourpillar industries. According to a govern-ment data stated by the South ChinaMorning Post, tourist arrivals dropped40 per cent in August 2019.

"There is no peaceful environmentfor us to do business here. The unresthas resulted in a series of social prob-lems and has scared visitors away. Thebusinesses in Hong Kong generally un-derstand and support the central authori-ties' decision to enact national securitylaws for Hong Kong and expect the leg-islation to bring back stability to thecommunity," Xinhua quoted FelixChung, a LegCo member representingthe business sector.

In the name of strengthening the'one country, two systems' and ensuringthat the freedoms granted to Hong Kongcan be extended beyond 2047, Chineseauthorities has said that the national se-curity legislation will be banning sub-version, secession, terrorism and foreigninterference.

While China is using such tactics toimpose the national security law inHong Kong, the city's citizens are fight-ing tooth and nail to maintain their spe-cial status. For over a year, Hong Kongcitizens have been out on the streets

protesting against the extradition bill,which would have allowed criminal sus-pects in the city to be sent to mainlandChina for trial.

On June 9 last year, more than onemillion people held demonstrationsagainst the government's attempt to le-galise extradition from Hong Kong tomainland China. In September that year,Chief Executive Carrie Lam announcedthe withdrawal of the extradition bill.

The five demands of the protestorsare -- withdrawal of the extradition bill,an independent commission of inquiryto investigate rights abuses, an end tothe prosecution of protesters, an end tothe false labelling of the protests as "ri-ots", and genuine universal suffrage inthe elections of the Chief Executive andLegislative Council of Hong Kong.

However, the rest of the demandssuch as universal suffrage and an inquiryinto alleged police brutality -- have beenrejected by the city's leadership and Bei-jing, Al Jazeera reported.

According to the Sino-British jointdeclaration, signed in Beijing on De-cember 19, 1984, by the Prime Ministersof China and Britain, Zhao Ziyang andMargaret Thatcher, it was agreed thatChina would reassume control of HongKong from July 1, 1997.

The main body of the treaty haseight articles and three annexes and itstates that China's basic policies regard-ing Hong Kong "will remain unchangedfor 50 years", including the promise thatthe city would retain a high degree ofautonomy.

According to a reportpublished by The Lancet, In-dia has the world's largestshortage of blood, with allstates together battling ahuge shortfall of 41 millionunits and demand outstrip-ping supply by over 400 percent. The demands are ris-ing, mention the report.

"We have to bring in theaspect of blood donation andhealth awareness for safeblood as a part of the charac-ter-building exercise. Thereare sections who will getmotivated by this and comeforward to donate blood. Anadequate supply of safeblood can only be assuredthrough regular donations byvoluntary unpaid blooddonors if you regularly do-nate blood at the age of 18that means you could be giv-ing a chance to at least 120

people," said Professor (Dr)SK Sarin, Director, Instituteof Liver and Biliary Sci-ences, Delhi.

"In the post-pandemicCOVID-19 era, India needsto adopt better screeningpractices in prevention ofdisease propagation as it isone of the worst thalassemiaaffected countries in theworld," added Sarin.

An increase of 11.6 mil-lion blood donations fromvoluntary unpaid donors hasbeen reported from 2008 to2015. In total, 78 countries

collect over 90 per cent oftheir blood supply from vol-untary unpaid blood donors;however, 58 countries col-lect more than 50 per cent oftheir blood supply from fam-ily or replacement or paiddonors according to WHO.

"Due to COVID-19 in-duced lockdown, bloodbanks across India are facinga shortage of blood compo-nents, with demand from pa-tients with thalassemia, can-cer, trauma, and emergencyinterventions largely unmetin the current pandemic situ-

ation. It is essential to haveat least one good blood bankin each district of India withgood regulation and assuredthe safety of blood transfu-sion," said Professor K Sri-nath Reddy, president ofPublic Health Foundation ofIndia and a member of theICMR COVID-19 taskforce.

"The oversight has to beprovided by the State BloodTransfusion Council and theFood and Drug Administra-tion. There is also a need toinitiate the right dialoguewith the involvement of

multiple stakeholders to es-tablish a robust policy envi-ronment for safe-bloodtransfusion, prioritising thepatient's safety uppermostand thereby preventingdeaths from transfusion-transmitted infections,"added Reddy.

Speaking on the issue,Delhi based TPAG member,Anubha Taneja Mukherjeesaid, "As a citizen of thiscountry, a tax-payer and a le-gal professional, it is diffi-cult for me to understand asto how can so many re-

sources invested in tha-lassemia pre and post NHMbe allowed to be sacrificedto a single bag of infectedblood!"

"It is equally difficult forme to understand as to howa patient of thalassemia get-ting transfusion in a govern-ment hospital in Bengaluruget NAT tested blood (Sev-eral studies show how NATalong with conventionalserological testing can re-duce the residual risk whileblood transfusion to a greatextent and help to get safeblood to patients) and anoth-er one sitting in Jharkhandget whole blood. The situa-tion with blood donationpractices is the same. Are weone country?" Mukherjeeadded.

According to a study bythe ICMR, one out of every18 births is a thalassemiacarrier in Delhi. In Delhi,around 200 births of Thalas-saemia major takes placeevery year. All these patientsrequire repeated and regularblood transfusion (every twoto four weeks) and ironchelation therapy for sur-vival.

The average cost per pa-tient is Rs 50,000-Rs2,00,000 per year, which isbound to increase furtherwith inflation. A thalas-saemic child on average re-quires 30 units of bloodevery year. All these thalas-saemia major births can becompletely preventedthrough awareness/sensitisa-tion and timely screening.

search team found that thenetwork simulations be-came unstable after con-tinuous periods of unsu-pervised learning.

When they exposedthe networks to states thatare analogous to thewaves that living brainsexperience during sleep,stability was restored. "Itwas as though we weregiving the neural net-works the equivalent of agood night's rest," saidWatkins.

The discovery cameabout as the research teamworked to develop neuralnetworks that closely ap-proximate how humansand other biological sys-tems learn to see.

The group initiallystruggled with stabilisingsimulated neural networksundergoing unsuperviseddictionary training, whichinvolves classifying ob-jects without having priorexamples to comparethem to.

"The issue of how tokeep learning systemsfrom becoming unstablereally only arises when at-tempting to utilise biolog-ically realistic, spikingneuromorphic processorsor when trying to under-stand biology itself," saidLos Alamos computer sci-entist and study coauthorGarrett Kenyon.

"The vast majority ofmachine learning, deep

learning, and AI re-searchers never encounterthis issue because in thevery artificial systemsthey study they have theluxury of performingglobal mathematical oper-ations that have the effectof regulating the overalldynamical gain of the sys-tem," added Kenyon.

COVID: 19-yr-old, who diedin Shimla, tests positive

SHIMLA, JUN 14

A 19-year-old Delhi boy, who died at IGMCHospital Shimla on Saturday night after suffering amajor fracture, also tested positive for SARS-CoV-2 during the treatment, official said here onSunday. Information given by districtadministration said that deceased had come fromDelhi to Indian Institute of Advance studies (IIAS)Shimla. He was engaged by some contractor in theconstruction of a shed at IIAS.

He reportedly suffered fracture in foot duringunloading of a heavy pavement stone.

During the treatment to undergo a majorsurgery on Saturday midnight, he had testedpositive for Covid-19.

The teenager passed away between 0230 to0300 hrs. IGMC administration also confirmed hisdeath and his COVID-19 report.

However, it is not clear whether he succumbeddue to coronavirus or other complication.

The victim, identified as resident of OklhaIndustrial area of Delhi, was shifted to IGMCEmergency ward immediately.

The protocol require to quarantine the area andstaff of hospital, vehicle used to ferry victim fortreatment followed immediately as he was treatedas normal patient in the general ward before testedpositive.

SEC makes certain additions and amendmentsin quarantine requirements

as per the amendments, the personcovered under SOPs for inter-statemovement of industrial workers,industrialists, factory owners, traders,raw material suppliers, serviceprovider, inspecting authorities will beexempted from purview of homequarantine. The persons visiting theState for bonafide purpose of trade,business, job, project, service purpose,commission agents and arhtiyas withsupporting documents and enteringthe State with valid permit/e-pass andnot coming from high COVID-19 caseload cities and other containmentzones from rest of the country will also

be exempted from the purview ofquarantine. He said that themanagement, incharge or head of anyNGO or any charitable organisation,which has branches in the State andtravels to the State of HimachalPradesh in connection with its affairsor for an official meeting, for a shortduration not exceeding 48 hours anddon't mix with general masses, followsall social distancing and otherCOVID-19 prevention protocols/norms, does not organize anysocial/cultural or any other gatheringof any sort, shall be exempt fromquarantine requirement in the State.

India sees record jump in COVID-19 casesNEW DELHI, JUN 14

India saw the highest single-dayspike of 11,929 novel coronaviruscases in the last 24 hours, takingthe number of infections to over3.20 lakh on Sunday, while the tollcrossed the 9,000 mark with 311more deaths, the Health Ministrysaid This is the third day in a rowthere were more than 10,000 casesof the coronavirus disease(COVID-19) in India, which is thefourth worst-hit nation by thepandemic There are 1,49,348active COVID-19 cases, while1,62,378 people have recoveredand a patient has migrated. Thetotal confirmed coronavirus casesrose to 3,20,922, including 9,195deaths, according to the ministrydata updated in the morning

The number of recoveries aremore than the active cases as 50.60per cent of the patients haverecovered so far, an official said.

As many as 113 out of the 311more deaths were fromMaharashtra, followed by 57 inDelhi, 33 in Gujarat and 30 inTamil Nadu. Toll rises over 9000, over 1.62 lakh recovered

133 fresh cases in RajasthanJAIPUR: Rajasthan registered 131 fresh COVID-19 cases onSunday taking the tally to 12,532, while the death toll climbed to 286with four new fatalities, officials said. Two deaths were reportedfrom Bharatpur and one each from Jaipur and Sriganganagar, theysaid. Among the fresh cases, 40 were reported from Dholpur, 34 fromBharatpur, 15 from Alwar, 12 from Jaipur, nine from Bikaner, fivefrom Nagaur, three each from Dausa and Swai Madhopur, two fromUdaipur and one each from Kota, Karauli and Chittorgarh besidesfour patients from other states, health department officials said. Thenumber of active cases in the state stood at 2,815 and 9,059 patientshave been discharged from hospitals till date, they said.

Under this schemeWater Supply & Sanitation Department offers an opportunity to Consumers, for Voluntary Disclo-sure and free of cost regularisation of their unapproved connection. As per the policy no chargeswill be taken from consumers for the previous usage of water if any.
