Dr Jitendra Singh was addressing a mammoth public rally organized by State Unit of BJP in connection with Accession Day at Parade here today to pay tributes to Maharaja Hari Singh, the last Dogra ruler of the State for tak- ing a historic decision by sign- ing the instrument of accession with Government of India. Dr Jitendra Singh took Congress and National Conference (NC) leaders to task, who are repeatedly accusing BJP that it didn't struggle for declaration of State holiday on Maharaja's birthday, and said that when the statue of Maharaja was unveiled near Tawi bridge the then Mayor of Jammu and BJP leader Kavinder Gupta had invited the leaders of both the parties to attend the function but they boycotted it. Excelsior Correspondent JAMMU, Oct 26: Finally, the Government has constitut- ed three Empowered Committees for scrutinizing the applications for regular- ization of illegal/ unauthorized constructions in the capital cities of Jammu and Srinagar and holy town of Katra under the new policy. The policy was notified by the Housing and Urban Development Department vide SRO-391 dated September 20, 2017 in exercise of the powers conferred by Section 3 of the Jammu and Kashmir Civic Laws (Special Provisions) Act, 2014. However, the General Administration Department was soft-paddling on framing of Empowered Committees, which otherwise are supposed to play vital role in the implementation of the policy. The dilly-dallying approach was exclusively highlighted by EXCELSIOR in its edition dated October 24 mentioning that delay in fram- ing of Empowered Committees by the General Administration Department was creating hurdles in imple- mentation of the policy. The Commissioner/ Secretary to the Government, General Administration Department Khurshid Ahmad today issued Order No.1376 framing three Empowered Committees---one each for Jammu City, Srinagar City and Katra town. As per the order, Divisional Commissioner Jammu is the chair- man of the Empowered Committee for Jammu city with Vice-Chairman Jammu Development Authority, Chief Engineer R&D, Chief Engineer, Irrigation and Flood Control, Deputy Commissioners of Jammu and Samba, Commissioner of Jammu Municipal Corporation and Chief Town Planner, Town Planning Organization Jammu as its members. Similarly, Divisional Commissioner Kashmir is the chairman of the Empowered Committee for Srinagar city with VC SDA, VC Lakes and Waterways Development Authority, Chief Engineer R&B, Scrutinization of unauthorised constructions in Jammu, Srinagar, Katra Suhail Bhat SRINAGAR, Oct 26: In the uplands of Pulwama district in South Kashmir, two dams at Karpora and Tujan are lying abandoned for last three decades owing to Government's failure to resume the construction work. The project has been crying for attention for decades but its completion has remained in abeyance. The locals alleged that the project was started only to siphon off money from the public exchequer and was left out soon after the money was withdrawn for the work done. "Everyone might have taken their share otherwise how would a project like this evade the eye of authorities," a local said. While explaining the impor- tance of the project, the locals said with an aim to irrigate the Karewa lands of several villages including Rahmo, Parigam, Newa and Wahibug, the con- struction work was started some three decades ago, but the proj- ect turned out to be a big failure. "Over the years the absence of proper irrigation facilities for which it was constructed, the crop production has dwindled. The dams would have been proved beneficial during the droughts," Ashiq Ahmad, a local said, adding that for last three years, different departments have conducted surveys several times but to no avail. The locals also said the land that was acquired by the Government for the project has been encroached upon and the farmers, who have already been compensated, have turned the site into dense orchards. "All machinery and raw material were looted by vested interests in nexus with some employees who were guarding the site," said Rehman, another resident of Rahmo village. He, however, added that almost 90 percent of the con- struction work on the dam was completed in the early 90s but the rest of the work was never completed as the authorities abandoned the project after the outbreak of militancy in Kashmir. "I think it was the only project which was aban- doned. Moreover, the Government of India has agreed to further extend non- tax incentives under Industrial Development Scheme for Jammu and Kashmir till 2020. Official sources told EXCELSIOR that ever since the implementation of Goods and Service Tax (GST) in Jammu and Kashmir, serious concern was being expressed by the industrialists that after Excise Duty ceased to exist under new tax regime, the exemptions extended to them under the duty will end and this would have adverse impact on the industries. The industrialists raised this issue at different forums in the State Government and even sought the intervention of Chief Minister Mehbooba Mufti. Finding the concern of the industrialists as genuine, the Department of Industries and Commerce started putting pres- sure on the Finance Department for granting tax incentives to the industry sector under new tax regime. After several rounds of dis- cussions, the Finance Department prepared a proposal and placed the same before the State Cabinet, which on October 23, 2017 held detailed delibera- tions on the same. Finally, the Cabinet vide its Decision No.199/12/2017 put seal of approval on J&K GST Budgetary Support Scheme. "The Cabinet has decided reimbursement of remaining 42% of the Budgetary Support Scheme of the Union to the units located in the State till the period the Union Scheme is valid", reads the Decision No.188/12/2017, the copy of which is available with EXCELSIOR. The Cabinet has also decided reimbursement of 100% of SGST paid by the eligible units after utilization of input tax credit and the Finance Department has been asked to issue a detailed notification specifying the eligibility and mode of disbursement, which is likely in next some days. Moreover, the Cabinet has directed the Finance Department to consider mak- ing an allocation in the next year's budget to nullify the impact of erstwhile Central Sales Tax (CST) for industries in Jammu and Kashmir, sources informed. It is pertinent to mention here that the Cabinet Committee on Economic Affairs chaired by Prime Minister Narendra Modi had on August 16, 2017 given nod to the scheme for providing Budgetary Support under Goods and Service Tax regime for the eligible industrial units located in J&K, Uttarakhand, Himachal Pradesh and North Eastern States. The Scheme has been approved for the period from July 1, 2017 till March 31, 2027 for such industrial units located Govt approves tax incentives for industry sector under new regime Sanjeev Pargal JAMMU, Oct 26: Union Home Minister Rajnath Singh and Chief Minister Mehbooba Mufti today held high-level review of security situation and Prime Minister's Development Package (PMDP) for Jammu and Kashmir and a way forward in dialogue after the announce- ment of Dineshwar Sharma, retired Intelligence Bureau (IB) Director as Centre's Special Representative on Jammu and Kashmir. Rajnath and Mehbooba also had one-on-one meeting after the meeting of security and PMDP review, which was attended by top officials of Ministry of Home Affairs (MHA) and Jammu and Kashmir Government, in the Union capital. In the evening, Dineshwar Sharma met Mehbooba Mufti at Kashmir House in New Delhi for about half an hour in which they were reported to have dis- cussed some modalities on initi- ating dialogue in Jammu and Kashmir. Sharma has already stated that he would be visiting J&K after about eight to 10 days for initiating dialogue. Sources said both of them were reported to have discussed facilitation of dialogue with var- ious stakeholders in Jammu and Kashmir to carry forward the process initiated by the Centre by appointing Dineshwar Sharma as its Special Representative for talks on J&K. Significantly, Dineshwar has been given the rank of Cabinet Secretary and mandate to talk to anyone he wants to in the State. No time-frame has been fixed for the dialogue. After the meeting, Sharma said that the main focus of his visit will be engaging with the youth and providing them with a platform to air their views. Sharma said that he will talk to all stakeholders in a bid to resolve the Kashmir imbroglio. major decision aimed at pro-viding respite to the industri-alists, the State Governmenthas approved tax incentivesfor industry sector and adetailed notification specifyingthe eligibility and mode of dis-bursement will be issued innext few days. Moreover, theGovernment of India hasagreed to further extend non-tax incentives under IndustrialDevelopment Scheme forJammu and Kashmir till 2020.

Official sources toldEXCELSIOR that ever since theimplementation of Goods andService Tax (GST) in Jammuand Kashmir, serious concernwas being expressed by theindustrialists that after ExciseDuty ceased to exist under newtax regime, the exemptionsextended to them under the duty

will end and this would haveadverse impact on the industries.

The industrialists raised thisissue at different forums in theState Government and evensought the intervention of ChiefMinister Mehbooba Mufti.Finding the concern of theindustrialists as genuine, theDepartment of Industries andCommerce started putting pres-sure on the Finance Departmentfor granting tax incentives to theindustry sector under new taxregime.

After several rounds of dis-cussions, the FinanceDepartment prepared a proposaland placed the same before theState Cabinet, which on October23, 2017 held detailed delibera-tions on the same. Finally, theCabinet vide its DecisionNo.199/12/2017 put seal ofapproval on J&K GSTBudgetary Support Scheme.

"The Cabinet has decidedreimbursement of remaining42% of the Budgetary SupportScheme of the Union to theunits located in the State tillthe period the Union Schemeis valid", reads the DecisionNo.188/12/2017, the copy ofwhich is available withEXCELSIOR.

The Cabinet has also decidedreimbursement of 100% ofSGST paid by the eligible unitsafter utilization of input taxcredit and the FinanceDepartment has been asked toissue a detailed notificationspecifying the eligibility andmode of disbursement, which islikely in next some days.

Moreover, the Cabinet hasdirected the FinanceDepartment to consider mak-ing an allocation in the nextyear's budget to nullify theimpact of erstwhile CentralSales Tax (CST) for industriesin Jammu and Kashmir,sources informed.

It is pertinent to mentionhere that the Cabinet Committeeon Economic Affairs chaired byPrime Minister Narendra Modihad on August 16, 2017 givennod to the scheme for providingBudgetary Support under Goodsand Service Tax regime for theeligible industrial units locatedin J&K, Uttarakhand, HimachalPradesh and North EasternStates.

Home Minister Rajnath Singhand Chief Minister MehboobaMufti today held high-levelreview of security situationand Prime Minister'sDevelopment Package(PMDP) for Jammu andKashmir and a way forward indialogue after the announce-ment of Dineshwar Sharma,retired Intelligence Bureau(IB) Director as Centre'sSpecial Representative onJammu and Kashmir.

Rajnath and Mehbooba alsohad one-on-one meeting afterthe meeting of security andPMDP review, which wasattended by top officials ofMinistry of Home Affairs(MHA) and Jammu andKashmir Government, in theUnion capital.

In the evening, DineshwarSharma met Mehbooba Mufti atKashmir House in New Delhifor about half an hour in whichthey were reported to have dis-cussed some modalities on initi-ating dialogue in Jammu andKashmir. Sharma has already

stated that he would be visitingJ&K after about eight to 10 daysfor initiating dialogue.

Sources said both of themwere reported to have discussedfacilitation of dialogue with var-ious stakeholders in Jammu andKashmir to carry forward theprocess initiated by the Centreby appointing DineshwarSharma as its SpecialRepresentative for talks on J&K.Significantly, Dineshwar hasbeen given the rank of Cabinet

Secretary and mandate to talk toanyone he wants to in the State.No time-frame has been fixedfor the dialogue.

After the meeting, Sharmasaid that the main focus of hisvisit will be engaging with theyouth and providing them with aplatform to air their views.
