MINUTES OF 358th MEETING OF REGISTRATION COMMITTEE (RC) HELD ON
24.09.2015 IN COMMITTEE ROOM NO. 1 GROUND FLOOR, ICAR, KRISHI
BHAWAN, NEW DELHI.
The 358th Meeting of Registration Committee (RC) was held under the Chairmanship of
Dr. J.S. Sandhu, Deputy Director General (Crops Science) & Chairman of RC on 24.09.2015 at
1430 hrs. in the Committee Room No. 1, Ground Floor, ICAR, Krishi Bhawan, New Delhi. Dr.
S. N. Sushil, Plant Protection Adviser, Dr. P. K. Chakraborty, ADG (PP), ICAR, Dr. Shalini
Chawla, Professor, Maulana Azad Medical College, Dr. K.K. Sharma, Project Coordinator,
MPRNL, Dr. Rahul Mishra, Assistant Industrial Adviser, Ministry of Chemicals and Fertilisers,
Shri Vinay Kumar Gupta, Drugs Inspector representative of DCGI and Dr. B.S. Phogat, Addl.
Plant Protection Adviser & Secretary (CIB&RC) attended the meeting. Following officers from

At the outset, the Chairman welcomed the Members and requested APPA & Secretary
(CIB&RC) to take up the agenda, item-wise, for discussions.
Each issues were deliberated in detail and following decisions were taken by the RC:-

The minutes of the 357th meeting were confirmed with slight modification in the decision
on agenda item No. 2.3 regarding waiver of health monitoring studies on d-allethrin
21.91% mosquito mat of M/s. Agri Care, Gujarat where it was decided that sub acute
inhalation study of 24 weeks exposures, 6 hours per day, 5 day per week may be
conducted. The applicant made a representation to the committee that this study is not
required as per the guidelines of RC in any formulation , may be for use in agriculture
and/or in house hold/public health. After detailed deliberation committee decided that a
condition be incorporated in the CR, that the registrant shall submit post marketing
monitoring study within two years of its registration. The firm shall submit the protocol
for these studies for approval of RC prior to initiation of the study. Thus Committee
decided to waive of the requirement of health monitoring studies in this case. Further the
guidelines of house hold pesticides used in open area be formulated in totality.
Accordingly the complete case be put up to the committee in its next meeting for
consideration.
2.0 Follow up action on the decisions taken by the Registration Committee in its 357
meeting.
The Committee noted the action taken by the Secretariat and appreciated the efforts of
Sectt. of CIB&RC in completing all the follow up action in a time bound manner.
2.1 Applications pending under various sub-sections of the Insecticides Act, 1968.
The Committee noted the status of all the various applications with great satisfaction and
applauded the systematic approach applied by the Secretary (CIB&RC) in bringing the
pendency at a very manageable level i.e. below eight hundred.
2.2 Request of M/s Gharda Chemical Ltd., for making presentation before RC for
registration of Acetamiprid 1.1% w/w + Cypermethrin 5.5% w/w EC u/s 9(3).
Representative of M/s Gharda Chemical Ltd., made a presentation on the issues raised
in 356th meeting of the Committee. The committee decided to constitute a Sub-
Committee under the Chairmanship of Dr. S.N. Sushil, PPA with following members as
under:

2. Dr. S. Vanila, Principal Scientist, NCIPM- Member
3. Dr. K.R. Kranthi, Director, CISR, Nagpur- Member

The term of reference of the committee shall be as under:
(i). In view of recent developments regarding outbreak of heavy infestation of white fly in
cotton, it was decided to review the performance and/ or otherwise of all the already
registered combinations of insecticides for use in cotton crops for controlling of white fly.
(ii). In view of above (i) the possibilities of registering new combinations of insecticides

for use in cotton (applications of M/s. Gharda Chemicals Ltd., Mumbai for Acetamiprid
1.1% + Cypermethrin 5.5% EC & M/s. UPL Pvt. Ltd., Mumbai for Acephate 45% +
Cypermethrin %% DF) shall also be looked in to by the above Sub-Committee.
2.3 Request of M/s Arastya Life Science India Pvt. Ltd., for making presentation before
RC for registration of Sodium paranitro phenolate 1.8% & 0.3% SL.
Representative of M/s Arastya Life Science India Pvt. Ltd., made a presentation on the
issues raised in 357th meeting of the Committee by the toxicology Experts. The issues
were technical clarified by the representatives and after detailed deliberations, the
Committee approved the case subject to fixation of MRL.
2.4 Request of M/s Indian Small Scale Paint Association, for making presentation on
draft guidelines for registration of paints containing pesticides.
Representative of M/s Indian Small Scale Paint Association made a presentation on the
draft guidelines for the registration of Biocides for use in the paints by the paint industry.
The representatives explained that the paint industries uses biocides in a very small
concentration and never claims its Insecticidal benefits, hence needs separate and relaxed
guidelines for the industrial uses of pesticides as preservatives in the paints. They further
explained and agreed that if, paint industry is claiming the insecticidal benefits of
pesticides, that has to be governed by the separate guidelines under Insecticides Act,
1968. They also requested that their input may also be sought while framing the
guidelines.
Accordingly, the committee constituted a Sub-Committee under the Chairmanship of Dr.
P.K. Chakraborty, ADG (PP), ICAR to revisit the guidelines. The other members of the
Committee shall be as under:

The term of reference of the Sub-Committee shall be as under:
1. To suggest guidelines for use of biocides in the paint by the paint industry as
preservatives to enhance the shelf-life of the paint.
2. To suggest the guidelines for registration of Biocides OR Pesticides to be used in
paints for killing or repelling the Insect with label claim.

2.5 Request of M/s UPL, for making presentation before RC for registration for
indigenous manufacture of Acephate 45% (w/w) + Cypermethrin 5% (w/w) DF.
The Committee deliberated the agenda in details and observed that this matter is also
similar to the agenda item No. 2.2 of M/s. Gharda Chemicals Ltd., hence this matter may
also be looked into by the Sub-Committee constituted by the RC under the Chairmanship
of Dr. S.N. Sushil, PPA.
3.0 Government Business
3.1 Guidelines for registration of Technical indigenous Manufacture (TIM) where
pesticides formulation is registered for import or indigenous manufacture without
registering its Technical in India.
The Committee deliberated the agenda in detail and observed that since the long term
studies on toxicity of the product had already been submitted by the registrant at the time
of registration of Formulation for Import/FIM without registering technical, hence the
same may not to be insisted upon provided pesticides are chemically similar.
Accordingly, keeping in view the directives of the Hon’ble High Court of Gujarat
regarding framing of guidelines in a transparent manner and considering the safety
aspects as well as the concerns of all the stakeholders, the proposed guidelines be
expeditiously revisited by the Secretariat of CIB&RC and placed before the Committee in
its in the next meeting so as to apprise Hon’ble High Court of Gujarat at Ahmadabad.
3.2 Consideration of the report of the Committee under the Chairmanship of the Plant
Protection Adviser regarding various guidelines of the Registration Committee
The committee deliberated the agenda in detailed and approved the same w.e.f
01.10.2015 in case of FIM too.
3.3 Follow up of Expert Group recommendation under the Chairmanship of Dr. C. D.
Mayee reviewed Monocrotophos.
The committee deliberated the agenda in detail approved the same. The approved
proposal may be sent to the firm for initiating the required study urgently.
3.4 Follow up action of Dr. C. D. Mayee Committee recommendations on Butachlor.
The committee deliberated the agenda in detail and decided that M/s. Monsanto India
Ltd., New Delhi may be asked to make a presentation in the next RC meeting on the
above matter.
3.5 Presentation of Mathematical Modeling for spray operators studies.
The committee deliberated the agenda in detail and approved the proposal for conducting
the pilot study on the issue by Crop Life of India.

3.6 Consideration of request from Paint Industries Association for permitting use of
Biocides in Paint as preservative till finalization of Guidelines/transition period.
The Committee deliberated the agenda in detail and decided that till guidelines are
finalized by the RC on the recommendation of Sub-Committee constituted vide Agenda
item No. 2.4 under the Chairmanship of Dr. P.K. Chakraborty, ADG(PP), ICAR, some
interim permission be given to the paint industry, keeping in view the use of biocides by
the paint industry since long. Accordingly, committee decided to allow quantity based
import in view the global uses of biocides in paint. The committee further decided that on
the similar lines of import of biocides, permission may also be granted for indigenous
manufacture of biocides for use in the paint as preservatives. The application performas
for import as well as indigenous manufacture are annexed as Annexure - I&II and
proformas for issuance of Import Permit & Permit for Manufacture of biocides are
annexed as Annexure – III & IV respectively.
3.7 Revision petition no. 5 of 2014 under section 11 of the Insecticides Act, 1968 filed by
Adv. K. V. Biju and revision order dated 14.08.2015 passed by revision order of
Hon’ble Provisional Authority at DAC.
The committee deliberated the agenda in details and decided to constitute a Sub-
Committee for reviewing the case under the Chairmanship of Dr. Shalini Chawla,
Professor, Maulana Azad Medical College along with following members:

3.8 Follow up action on the decision of Registration Committee in its 354th meeting on
‘Minor Changes in formulation of Pesticides’.
The agenda was withdrawn by the Secretary (CIB&RC).
3.9 Inclusion of requirement for allergy/sensitization study and deletion of acute oral
mice study from Toxicity data requirement.
The Committee deliberated the agenda in details and observed that many guidelines have
been approved by the committee in different meetings and many modifications in
guidelines are also approved in piece meal, therefore the committee decided that all the
up to date unified guidelines/revised guidelines related to the different categories of
pesticides/biopesticides may be put up in the next meeting of committee.
4.0 Export Cases

The Agenda was deliberated in detail & it was decided that all the cases stand approved
(except Sr. No. 65&66 of list 4.1.1.A for which last notice be issued providing last
opportunity to submit correct and relevant information and Sr. No. 29 of list No. 4.1.1.B
being incomplete) as per Annexure 4.1.1.A & 4.1.1.B, 4.1.2.A&4.1.2.B, 4.1.3.A &
4.1.3.B, 4.1.4.A. & 4.1.4.B of agenda. The Committee further decided that the applicants
of import for export category except Star Export category should submit the details about
the Import and Exports thereof against the Certificate of Registration issued during last
three years under the Import for Export category from already registered sources for the
pesticides registered for use in country along with relevant authentic custom documents
and/or physical verification of manufacturing/ importing sites & material imported be
undertaken by a team deputed by APPA & Secretary (CIB&RC). The Certificate of
Registration (CR) under this category shall be issued only after verification of
documents/sites as applicable.
4.2 Consideration of an application of M/s Tagros Chemicals India Ltd for grant of
registration of indigenous manufacture of Sulfentrazone 39.6% SC under section
9(3).
Approved.
4.3 Consideration of an application of M/s UPL Ltd., for grant of registration of
indigenous manufacture of Propanil 60% + 2-methyl-4chlorophenoxy acetic acid
(MCPA) 7.5% DF under section 9(3).

4.4 Consideration of an application of M/s Indofil Industries Ltd., for grant of
registration of indigenous manufacture of Zoxamide 33% + Cymoxanil 33% WP

registration for indigenous manufacture of Cypermethrin Technical under section
9(4).
The Agenda was deliberated in detail & the case was approved.
