Why are we assisting?• New Zealand has governance, historical and cultural relationships with the
South Pacific
• New Zealand Government is committed to assisting in the improvement of security standards across the South Pacific
• Avsec NZ has a role to address aviation security standards in those countries
• We need to provide assurance to other larger States that the Pacific is not being ignored
• Philosophy is to address any vulnerabilities in the State to ensure ongoing economic development; and to
• Protect New Zealand airlines, passengers and economy by concentrating on Islands with direct air links to New Zealand
The Context
• New Zealand Civil Aviation Rules and Civil Aviation Act generally in place through the Pacific – commonality
• Advice and assistance readily available – sharing of knowledge
• Have the Auckland (AKL) ASTC available
• Generally small population base
• Low threat level from extremists
• Vulnerabilities due to less than ideal funding over many years
• High migration rates
• Variation between States due to differing levels of development and assistance
History – What has been done?
• Avsec NZ has assisted in the Pacific for many years
• South Pacific Games in 1999 an example
• Urgent requests for training assistance post Sept 11
• Funded through our airline levy – airlines consulted and agreed
• Major project in 2005 - 2006 to supply Dual view Hold Baggage X-ray machines to Samoa, Niue, Tonga for HBS compliance
• Solomon Island project - Cabin Bag X-ray, WTMD and HBS machine provided by PSF and DOTARS
• Project Coordinator role – need for a coordination role recognised in 2006 – Murray Breeze appointed in 2007 funded by MFAT
What are we doing?• Projects funded by MFAT Pacific Security Fund
• Regional Aviation Security Forums
• Equipment
• Training – Operational - Screeners– Specialist –ICAO, DG, Auditing – Development and Leadership – Managers, Supervisors and
potential leaders– Secondments – to New Zealand Avsec Stations
• Building units capability and capacity• Equipment maintenance and annual certification
Why only these Islands?
• No direct funding available for other than core business
• Funding for Pacific activities is through the NZ MFAT PSF
• Generally restricted to those States with direct flights to New Zealand
• Exception was the Solomon Islands – this was a joint project with Australia recognising the RAMSI project
• Internal resourcing issues
Further opportunities
• Ongoing involvement in a partnership arrangement
• Delivery of replacement or new equipment as required
• Training and up skilling opportunities
• Secondments to NZ airports
• Advice and assistance as required with Regulatory documentation, PPM’s, ASPs etc
• Providing more effective security environments a the airports
• Regional Aviation Security Forums
