Letter from Your Orthopaedic PAC Chair

DEAR COLLEAGUE,

What a year! What a cycle! We earned support from over 5,200 of your colleagues,

raised over $3.56 million dollars and supported 31 Senate candidates and 231 US

House races, winning over 94% of all races we invested in. We had resounding wins

because of your generous support.

Whether you’re a solo practitioner, part of a group practice, or a clinician in

academics, you know well the enormous power legislators can have on physicians

and how we practice. It’s our job as your Orthopaedic PAC to protect all of our

orthopaedists; your practice is our priority.

Now we turn our focus to the executive and legislative branches as they roll out

their agenda, especially as it relates to health care. As always, we’ll use every dollar

you contribute—every single one—to protect our specialty, advocate for meaningful

advancements to our health care system, protect in-office ancillary services, and

fight for medical liability reform and delays for both Meaningful Use and CJR.

Special thanks to members of the Orthopaedic Executive Committee, named in

this report, who work exceptionally hard at raising money and guiding our electoral

strategy. We have broad representation and are proud to be the second largest

medical community PAC, and in the top ten of all association PACs. We are steadily

climbing back to the top of the ranks, where we belong.

Every one of us, and our patients, benefit from our efforts. We all need to be involved

and to contribute to our PAC. To those who have supported in 2016, I thank you. I

welcome ALL of your support and participation in 2017. Let’s make our voice heard

this election and protect our profession.

Financial Highlights

T he PAC Executive Committee approved over $300,000 to be used for independent expenditures to

elect pro-surgeon candidates in tough races.

The PAC Executive Committee launched two new programs at the NOLC, the resident’s Futures Capitol Club, and the Advisor’s Circle. The Futures Capitol Club gives residents access to the Capitol Club in a variety of ways including an annual contribution of $100 or three years of consecutive participation in the PAC and we picked up 25 members in our first year. The Advisor’s Circle offers group practices or specialty societies enhanced political opportunities. The Advisor’s Circle is geared to rebuild our soft dollar account and provide our membership with the ability to have a more active voice in our political activities. At launching we enjoyed two top tier 75K members: the Rothman Institute and Ortho VA; the following quarter we picked up a $50,000K Member: Resurgens; in 2017, we have picked up a top tier donor: Premier Orthopaedics, at $75,000.

In the 2015-2016 cycle, the PAC dispersed over $2.6M to members of Congress and candidates for office supportive of orthopaedic issues to 60% Republicans and 40% Democrats.

Priorities for the 2015-2016 cycle included increasing the average donation amount, increasing our soft dollars, increasing resident participation in the PAC, and increasing specialty participation, as well as further development of a peer-to-peer solicitation program.

The Orthopaedic PAC completed the 2015–2016 cycle, closing out for 2015 with just over $1.7M and with

2016 over $1.8M, over $3.56 million for the complete cycle. This figure includes $2.6M in hard (personal)

receipts and $898,959 in soft (corporate) receipts. While receipts are annual, elections are reported on

a two year cycle. It is critical our members support on an annual basis.

Individuals can contribute up to $5,000 to a PAC per calendar year. Corporate contributions (soft receipts) include checks and credit cards processed on a physician’s business account including LLC, PC, or Inc. Personal contributions (hard receipts) are checks and credit cards from a physician’s personal account. All contributions to the Orthopaedic PAC—whether written on a personal or business (corporate) check—are welcome and important.

However, corporate contributions can only be used for PAC-related operational expenses. Only those contributions written on a personal check can be used to support political candidates—and it is these contributions that help make the Orthopaedic PAC powerful.

The PAC is a nonpartisan entity that contributes to Democrats, Republicans and party committees who share and support the views of the AAOS.

The Ortho PAC Advisor’s Circle is the AAOS’ premier PAC Corporate Donor Program.The Orthopaedic PAC Advisor’s Circle is designed to provide AAOS Members’ group practices with a leadership role within the Political Action Committee of the American Association of Orthopaedic Surgeons (Orthopaedic PAC). A donation allows orthopaedic group practices to work together to maximize political opportunities on issues of importance to the orthopaedic community.*

Orthopaedic PAC Advisor’s Roundtable offers orthopaedic group practices affiliated with AAOS Members the ability to bring their particular expertise to the political process to help drive the advocacy agenda of the American Association of Orthopaedic Surgeons. The PAC Advisor’s Roundtable advises the Orthopaedic PAC Executive Committee on initiatives that directly impact orthopaedic surgery.

The Orthopaedic PAC Advisor’s Roundtable will meet annually to bring forth action items to the PAC Executive Committee, collectively nominate one advisor to serve on the PAC Executive Committee, and weigh in on critical political issues.

The Orthopaedic PAC carefully considers many factors before

contributing to federal candidates and legislators. PAC decisions

are based only on advocacy issues as directed by the AAOS

Council on Advocacy committee which includes specialty

society representation. The PAC Executive Committee is guided

by a specific document edited each election cycle outlining

criteria for making political contributions. Among these criteria

are committee assignments, leadership positions, accessibility

in Washington and in the state/district and most importantly,

positions on orthopaedic issues.

C andidates that fall outside of the established criteria are carefully reviewed by the PAC

Executive Committee ensuring PAC money is put where it will best represent the profession. As a PAC member, we value your input on these decisions. The insights and viewpoints of our contributors are always welcome and play a vital role in the decision to support a candidate or officeholder.

ORTHOPAEDIC PAC WINS BIG IN 2016 ELECTION!In addition to advancing legislative and regulatory priorities, the American Association of Orthopaedic Surgeons (AAOS) supports pro-surgeon candidates through the Orthopaedic Political Action Committee (PAC), the only PAC in Washington, D.C., dedicated to solely representing and fighting for orthopaedic surgeons on Capitol Hill.

The Orthopaedic PAC’s tiered structure for political giving ranks issues, below, leadership, committees with key health jurisdiction, and physician relationships. Every contribution is determined, with thoughtful consideration, by the AAOS office of government relations, PAC Chair,

and the PAC Executive Committee. This election season, the Orthopaedic PAC invested more than $2.5 million toward candidates from both political parties who are important to the orthopaedic specialty, often on different issues. Although one of the largest healthcare

PACs, the Orthopaedic PAC does not endorse or support presidential or vice presidential campaigns. Instead, Orthopaedic PAC funds are directed to House and Senate races, which provide more visibility and access.

The Orthopaedic PAC supported 231 candidates running for seats in the House and enjoyed a 97 percent win rate. It also invested in independent expenditures for seven candidates—including surgeon Neal Dunn, MD (R-Fla.), and internist Ami Bera, MD (D-Calif). Six of the seven were successful. Due to a large spike in retirements from the House this year, at least 11 percent of the lower chamber will be new to Congress. The Orthopaedic PAC plays a major role in these seats, supporting these candidates early and helping connect and grow relationships with AAOS members back in their congressional districts.

The Orthopaedic PAC played a prominent role in 31 Senate races, with a 91 percent win rate. Considering that Republicans had 24 seats to protect, and incumbents were expected to face difficulties in holding their seats, AAOS support made a noticeable difference.

In 2016, the Orthopaedic PAC continued to host fundraising events

for members of Congress who are dedicated to protecting access

to specialty care and solving high priority issues. These events

are held at the AAOS Office of Government Relations and near

Capitol Hill in Washington, DC and invitations are extended to

a variety of corporate and Association PACs. By holding these

events at the AAOS office and reaching a broad range of industry

professionals, the PAC helps facilitate events that raise larger

contribution amounts for AAOS’ advocacy champions while

promoting orthopaedic issues beyond the medical industry.

Expanding the PAC’s Political Footprint

T hese events have helped the AAOS raise over $350,000 (over $700,000 for the election cycle) for 40 key

members of Congress(s) throughout the

2016 election cycle.

2016 PAC THANK YOU LUNCHORLANDO, FL GOVERNOR RICK PERRY SPEAKS AT AAOS PAC LUNCH

On Wednesday, March 2, 2016, former governor Rick Perry spoke to supporters of the Orthopaedic Political Action Committee (PAC)

during the annual PAC luncheon at the 2016 AAOS Annual Meeting. Mr. Perry, who served as the 47th governor of Texas from 2000 to 2015, was a candidate for the Republican nomination in the 2016 U.S. presidential election. He also served as chairman of the Republican Governors Association and had been outspoken on issues related to health care and tort reform. In addition to discussing issues like federalism, Mr. Perry reminded PAC supporters of the importance of being involved in the political process and that their engagement in the PAC is integrally important to the future of the practice of medicine.

“I promise you [that if you are not engaged in the process], the powers that are out there on the other side are going to raise the money,” Mr. Perry stated. “And when

it comes time to make decisions that are

going to affect your practice of medicine,

you’re not going to be at the table.”

Before starting in public service, Mr. Perry

was commissioned as an officer in the U.S.

Air Force where he was assigned as a C-130

pilot. He explained how his background led

him to work in politics and contributed to

his particular interest in medical liability

reform, sharing that his father-in-law

was a physician and his wife is a nurse.

“I have had a lifelong relationship with

medicine,” Mr. Perry commented, adding

that the practice of medicine has changed

drastically in the last 45 years. But most

important, he said, was “access to care.”

In introducing the former governor, current

PAC chairman John T. Gill, MD, stressed

the work that Mr. Perry did on tort reform,

which Dr. Gill said “continues to work

quite well and should be the model for

all the states in the nation.” Dr. Gill also

commented on the work the PAC has done

over the past year, highlighting its goal

for 2016 and the importance of getting

residents involved at an early point in their

career. In 2015–2016, the PAC saw a nearly

200 percent increase in resident activity.

Like Mr. Perry, Dr. Gill urged AAOS members to get to know their members of Congress. He highlighted the PAC’s ambitious goal and overviewed the different receipts and disbursements. AAOS President David D. Teuscher, MD, praised the recent accomplishments and thanked members for their support in all the advocacy efforts. As the only PAC dedicated solely to representing orthopaedic surgeons before Congress, Dr. Teuscher stated he is proud and excited about the direction of the PAC, adding that the work could not be done without individual AAOS members.

As a past presidential candidate, Mr. Perry provided PAC supporters with insight into the presidential election. Despite joking that voters don’t seem interested in a lot of experience, Mr. Perry insisted the future of America is brighter than it’s ever been. Still, he said, “we have to do the hard work of making sure that our philosophy and our values are indeed guarded.”

CAPITOL CLUB MEMBERS ATTEND DC RECEPTIONFor the second year in a row, the Orthopaedic Political Action Committee (PAC) congressional reception kicked off the American Association of Orthopaedic Surgeons (AAOS) National Orthopaedic Leadership Conference (NOLC). Members of the Orthopaedic PAC’s top donor level, the Capitol Club, joined members of Congress and congressional staff on the roof of the W Hotel in Washington, DC for a reception to thank our capitol club donors for their generous support of the PAC. Members of Congress who attended included Reps. Ami Bera (D-CA), Don Beyer

(D-VA), and Barbara Comstock (R-VA).

“The Orthopaedic PAC has grown to be one of the most recognizable and respected PACs in DC,” said Dr. Gill. “It is great to see our fellows visiting with some of our closest friends on the Hill and building new relationships. This is what the PAC is all about.”

2015 PAC PARTICIPATION AWARDS PRESENTED TO PUERTO RICO AND DELAWARE

states with the highest PAC participation rate as well as the individual state that has demonstrated the greatest improvement in PAC participation from one year to the next. Congratulations to Puerto Rico for achieving the highest participation rate in the Orthopaedic PAC at an unprecedented 80 percent! Meanwhile, congratulations to Delaware for seeing the greatest improvement in their PAC participation, up from 30 percent in 2014 to 43 percent in 2015.

Orthopaedic PAC Chair, Dr. John Gill, presented the awards to both states and praised their efforts on a grassroots level to encourage their colleagues to get involved in the PAC. “Grassroots, peer-to-peer fundraising is one of the most significant ways to continue the growth of the Orthopaedic PAC and expand our influence in Washington. Emphasizing the importance of participating in the PAC at the state level through education efforts and personal outreach requires dedication, commitment, and most importantly, persistence.” noted Dr. Gill before representatives from each state took the stage.

In 2014, the Orthopaedic PAC

unveiled its new Capitol Club

donor level honoring the

PAC’s highest donors. The PAC

established the Capitol Club to

recognize AAOS members who

contribute $1,000 or more on an

annual basis to the Orthopaedic

PAC. Since its inception over

1,400 members have joined or

renewed their membership in

the Capitol Club program.

In order to recognize these club members, the PAC is committed to offering and enhancing Capitol Club membership benefits which currently include the following:

2016 In Review: Federal Legislative Accomplishments

The American Association of Orthopaedic Surgeons (AAOS) Office of

Government Relations monitors a wide variety of issues related to

advancing the highest quality musculoskeletal health. Each year, the

Council on Advocacy reviews and updates its Unified Advocacy and

Regulatory Agendas, which guide the Office of Government Relations’

work in the legislative and regulatory arenas. With the primary

objectives of enhancing access to and quality of orthopaedic care

for our patients, major legislative and regulatory initiatives include

Medicare reimbursement reform, addressing health information

technology, increasing research funding, protecting in-office ancillary

services, and increasing congressional awareness of the large and

growing prevalence of musculoskeletal diseases.

2016 was a year of important wins for healthcare

policy. In the wake of the repeal of the sustainable growth rate (SGR) formula, the AAOS Office of Government Relations worked hard to continue to ensure physicians would still be able to prioritize patient needs over government regulation. Below is a list of some accomplishments achieved during 2016 and 2017.

MEDICARE ACCESS AND CHIP REAUTHORIZATION ACT (MACRA) OF 2015On October 14, 2016, the Department of Health and Human Services issued its final rule with comment period for the Medicare Quality Payment Program, which implements the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA). MACRA replaced the SGR formula, which exposed clinicians participating in Medicare to potential payment decreases for 13 years. AAOS in June submitted comments to the Centers for Medicare & Medicaid Services (CMS) that outlined a number of areas of concern with the original proposal, including the

implementation timeline, restrictive requirements for Advanced Alternative Payment Models (APMs), and the impact on smaller or solo practices.

In addition to working on these issue with CMS, AAOS approached members of Congress with concerns about MACRA implementation. AAOS explained that it would be “burdensome, if not impossible, for physicians to get ready for the first performance year of 2017” and that

“physicians who find this time frame too difficult to comply with may not participate in the MIPS program at all.” As a result of this pressure, CMS in 2016 announced additional implementation flexibility. For clinicians participating in the Merit-based Incentive Payment System (MIPS), 2017 (the first performance year) is a transition year. Provided clinicians choose to report one measure in the quality performance category, one activity in the improvement activities performance category, or report the required measures of the advancing care information performance category, they can avoid a negative MIPS payment adjustment for the 2017 performance year and the 2019 payment year. This enables small- and medium-sized physician practices to gradually build up to the reporting requirements.

MEANINGFUL USE EXEMPTIONSignificant strides were made on Capitol Hill to help lawmakers and their staff understand the challenges that health care providers face when interfacing with their electronic health care records (EHRs). Several pieces of legislation were passed to help ease burdens and reduce EHR system-related penalties. For example, a bipartisan group of senators and

representatives introduced legislation to limit meaningful use (MU) reporting periods to 90 days for hospitals, physicians, and other eligible professionals in 2016, giving providers and hospitals time to prepare for the changes in the MU program that begin in 2017. CMS recognized the importance and interest of the proposed legislation and changed regulations to allow such a reporting period.

In the rule, CMS also finalized 90-day MU reporting to increase flexibility for eligible professionals who participate in the Medicare and Medicaid EHR Incentive Programs. In addition, CMS is finalizing policies to implement section 603 of the Bipartisan Budget Act of 2015, which requires that certain items and services furnished by certain off-campus hospital outpatient departments will no longer be paid under the outpatient prospective payment system (OPPS) beginning Jan.1, 2017. Currently, CMS explained, Medicare pays for the same services at a higher rate if those services are provided in a hospital outpatient department rather than in a physician’s office and “this payment differential has provided an incentive for hospitals to acquire physician offices in order to receive the higher rates.” AAOS supported the MU and site- of-service changes.

COMPREHENSIVE CARE FOR JOINT REPLACEMENT (CJR) PROGRAMOrthopaedic surgeons—especially hip and knee surgeons—are particularly concerned about the Comprehensive Care for Joint Replacement (CJR) program, which was conceived by CMS in 2015 as a mandatory bundled payment program. AAOS created significant awareness of the potential pitfalls of the program through letters to Congress and meetings with legislators, which resulted in several positive changes.

MEDICAL LIABILITY REFORMIn the fall of 2016, the House of Representatives overwhelming passed a bipartisan bill that would provide licensure

clarity for sports medicine professionals. H.R. 921, the Sports Medicine Licensure Clarity Act—introduced by Reps. Brett Guthrie (R-KY) and Cedric Richmond (D-LA)—will clarify medical liability rules to ensure team providers are properly covered by their professional liability insurance while traveling with athletic teams in another state. From high school to college to professional levels, it is important that the men and women who are trained to protect and care for athletes and who best know the players’ medical histories are able to engage in the treatment of injured athletes. Sens. Thune and Klobuchar introduced similar legislation in the Senate. AAOS worked closely with members of Congress on introduction and through passage of the legislation, participating in markups and congressional hearings. AAOS also worked closely with other groups including the American Orthopaedic Society for Sports Medicine (AOSSM), the American Medical Society for Sports Medicine (AMSSM), and the National Athletic Trainers’ Association (NATA).

The House of Representatives again passed the legislation on January 9, 2017.

Additionally, AAOS continued to build a list of co-sponsors for the Good Samaritan Health Professionals Act,

the Provider Shield Act, the Quality Health Care Coalition Act, and more. Already in 2017, Rep. Steve King (R-IA) has introduced the Protecting Access to Care Act, a comprehensive medical liability reform bill that ensures full and unlimited recovery of economic damages in cases of medical negligence, allowing for payment of past and future medical expenses, lost wages, rehabilitation costs, and other out-of-pocket expenses. The legislation also permits the additional recovery of up to $250,000 for non-economic damages, such as damages awarded for pain and suffering.

IN-OFFICE ANCILLARY SERVICESAAOS prevented the in-office ancillary services (IOAS) exception from being used as a pay-for in any legislation, despite legislative and the President’s Budget. AAOS also established an IOAS Working Group to pursue an aggressive legislative strategy, which resulted in a Congressional Doctors Caucus letter, meetings with targeted Hill staff, and a physician fly-in. Further, the AAOS successfully rolled-out an IOAS study, which has armed AAOS with positive data for efforts to preserve the IOAS exception. The AAOS also worked with the Government Accountability Office (GAO) on its physical therapy self-referral report, recruiting

physicians to review the document prior to publication and offer comments.

21ST CENTURY CURES ACTOn Dec. 13, 2016, President Obama signed the 21st Century Cures Act (H.R. 34) into law. The legislation is focused on increasing research dollars for the National Institutes of Health (NIH) and streamlining aspects of regulation at the U.S. Food and Drug Administration (FDA). Before arriving at the president’s desk, the bill passed the U.S. House of Representatives by a vote of 392-26 and the Senate by a vote of 94-5. In addition to the funding, authors of the 21st Century Cures Act hope the legislation will be an “innovation game-changer” by reducing the administrative burden for researchers, increasing data sharing, improving opportunities for new researchers, and modernizing clinical trials (by, for example, requiring the NIH to better incorporate minority groups and update guidelines for the inclusion of women in clinical research studies).

AAOS congratulated members of Congress for passing this bipartisan legislation to accelerate innovation, boost research, and modernize physician practices, all of which will advance patient care exponentially. The Office of Government Relations aggressively supported the legislation,

writing numerous letter of support—including to Speaker of the House Paul Ryan (R-WI) and conducted meetings throughout the year on the issue.

INDEPENDENT PAYMENT ADVISORY BOARD (IPAB)As a result of AAOS and coalition groups’ pressure, two bills to eliminate IPAB have already been introduced in the U.S. Senate in 2017, one by Senator John Cornyn (R-TX) and another by Senator Ron Wyden (D-OR). An IPAB repeal resolution has also been introduced in the U.S. House by Congressmen Phil Roe (R-TN) and Raul Ruiz (D-CA), with a full repeal bill expected imminently. AAOS has conducted outreach to all House members to encourage them to join Congressmen Roe’s (R-TN) and Ruiz’s (D-CA) bipartisan bill.

EXTREMITY WAR INJURIES (EWI) AND APPROPRIATIONSAAOS successfully advocated for $30 million in funding for the Peer Reviewed Orthopaedic Research Program through the Department of Defense Congressionally Directed Medical Research Program. Once the FY2017 defense appropriations money is allocated, this program will have received more than $300 million in funding since its inception in 2009. Additionally, AAOS

hosted the twelfth annual EWI symposium, Homeland Defense as a Translation of War Lessons Learned, focused on disaster preparedness as well as an ongoing research agenda that highlighted state-of-the-art research and identified gaps in the treatment of extremity trauma.

TRAUMA CAREAAOS has worked with Representative Burgess (R-TX) and Representative Green (D-TX) to introduce two trauma care bills to ensure that Americans have access to necessary medical services. The bills passed the House of Representatives unanimously. AAOS is now working with appropriators to fund the programs. The Orthopaedic Trauma Association (OTA) is supportive of the bills.

EMERGENCY MEDICAL SERVICESH.R. 4365, the Protecting Patient Access to Emergency Medications Act, was introduced by Reps. Richard Hudson (R-NC) and G.K. Butterfield (D-NC) and referred to the Energy and Commerce Committee. The AAOS-supported legislation would provide a statutory framework to allow emergency medical services (EMS) agencies, professionals, and medical directors to fulfill their mission to save lives and alleviate pain, while also enabling the Drug Enforcement Administration (DEA) to continue with appropriate oversight to prevent drug diversion. Specifically, the bill would permit medical directors to issue standing orders to allow EMS professionals to administer and deliver controlled substances. It would also clarify and codify who is authorized to provide verbal orders for controlled substances. In addition, it would provide the option for a single EMS agency registration as well as guidance and clarification regarding receipt, movement, and storage of controlled substances for the EMS agency. The bill would also provide the EMS community with a clear set of rules and the DEA with auditable records and the necessary authority to prevent drug diversion. Most

importantly, H.R. 4365 would enable physicians to continue serving our vulnerable emergency medical patients and providing the best possible care to those who need immediate life-saving and pain medications.

VA PROVIDER EQUITY ACTThe House introduced legislation that would have included language elevating podiatrists to the same status as physicians under the Veterans Health Administration (VA). AAOS worked diligently with the American Orthopaedic Foot & Ankle Society to ensure that no such language was included in the Senate companion bill.

NIH RESEARCH FUNDINGAAOS works with the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) coalition to secure additional research funding for musculoskeletal health. The Ruth Jackson Society and the Gladden Society have also been involved.

PHYSICIAN-OWNED HOSPITALSThe AAOS supports legislation to repeal the provisions in the ACA relating to physician-owned hospitals. Section 6001 specifically prohibits the construction or expansion

of hospitals owned in part or in full by physicians. Repeal would provide patients greater access to quality health care, more provider options and lower costs. AAOS has helped with a number of physician fly-ins on this issue, and as a result, Reps. Sam Johnson (R-TX) and Sheila Jackson-Lee (D-TX) introduced the Patient Access to Higher Quality Health Care Act of 2017, which would repeal Section 6001 of the Affordable Care Act (ACA) and lift a ban on creation and expansion of physician-owned hospitals. A Senate version is expected imminently.

“Hospitals owned by physicians are currently restricted under law from expanding their capacity to treat more patients,” stated Gerald R. Williams, Jr., MD. “These physician-led, patient centric hospitals consistently rank higher under current quality measures than other hospitals and include seven out of the top ten hospitals in the country. They also save Medicare money—$3.2 billion over ten years—and inject funds into local economic activity. The inability of physician-owned hospitals to address growing demand for health care services is bad for our entire health care system and penalizes patients who deserve the right to receive care at the hospital of their choice. We thank Reps. Johnson and Jackson-Lee for their leadership on this issue and implore Congress to lift the restrictions on physician-owned hospitals so more patients can benefit from them.”

Resident involvement is crucial in strengthening the stature and influence of the AAOS and the Orthopaedic PAC in our nation’s capital.

Over 330 residents across 54 residency programs supported our PAC in 2016, up from over 100 donors and 11 programs in just one year. Congratulations to the six following residency programs that have reached the Gold 100% participation level this year:

INTRODUCING THE BRING A BUDDY PROGRAM Want to get more involved in advocacy but unsure where to start? Interested in attending an upcoming local event for your congress member but intimidated to go by yourself? Anxious about the lack of youth present at the recent fundraising events you have attended?

These are common scenarios that present themselves to those who are interested in becoming more active with advocacy and often deter folks from becoming involved in advocacy altogether. However, they do not need to and the American Association of Orthopaedic Surgeons (AAOS) Political Action Committee (PAC) has worked to put together a program to assist. The ‘Bring-a-Buddy’ program is designed to encourage participation of orthopaedic residents and young orthopaedic staff in the political efforts of the Orthopaedic PAC and advocacy in general. The premise of the program is quite simple. We will help pair a member of AAOS who has more experience with advocacy and fundraising events with an inexperienced member of the AAOS who is interested becoming more involved. The younger member would not be expected to pay the normal feel to attend the fundraiser, simply attend, converse and learn.

This program will be focused towards improving the participation of resident and candidate members of the AAOS within their local political scene. This will provide younger members of the AAOS with great opportunities to gain hands on experience with advocacy, political fundraising and the development of relationships with elected officials on a local, state and national level. It will also provide the more experienced member of the AAOS with a new contact in their area with whom they can work.

For those inexperienced members who are looking to get more involved in advocacy and health policy efforts, the following criteria are desired:

› Have a desire to learn about the AAOS’ political efforts and contribute to the Orthopaedic PAC through active involvement in advocacy events.

› Willingness to demonstrate a long-term commitment to these goals by encouraging participation by others in AAOS advocacy activities over the course of their careers

› Communicate and engage other residents/fellows about the importance of involvement in the political process through professional advocacy efforts.

PROGRAM DESCRIPTIONWe will also encourage each beneficiary of the ‘Bring a Buddy’ program to create a 500 word article with an accompanying picture that could be used in an AAOS publication about his or her experience at the advocacy event. It is also possible that resident and candidate members who participate in these events may be asked to collaborate in future projects if they desire.

THE FUTURES CAPITOL CLUB FOR RESIDENTSThe Orthopaedic PAC Capitol Club was established in 2014 as a way for the AAOS PAC to recognize those individuals who have shown a strong commitment to advocacy. The Capitol Club has grown yearly since its inception but it has largely been unattainable for residents secondary to their monetary constraints.

In an effort to help recognize those residents who have also shown a strong commitment to the PAC, the AAOS PAC Executive Committee has recently approved the Futures Capitol Club. This club is exclusively for residents and will provide them with the same benefits bestowed upon members of the Capitol Club. Some of these benefits include:

› Complimentary entry and drink tickets to the resident reception that will be held at the annual meeting in 2017;

› A ribbon signifying Future Capital Club participation at the annual meeting (and NOLC) in 2017;

› A group picture with the PAC luncheon keynote speaker in 2017;

› Invitation to Capitol Club events such as the reception at NOLC and similar events throughout the year;

› Each individual’s name will be listed in the PAC annual report, on the PAC website and at the PAC booth at the annual meeting.

› Residents are eligible for inclusion into the Futures Capitol Club by meeting any of the following criteria:

› $100 donation in one calendar year › $250 in total contributions

during residency › Donation of any amount to the PAC for

four years in a row during residency › A donation of $25 and a ‘grand rounds’

talk to your residency about advocacy › Coordinating the donations of at least
