Proposed Development: National Paediatric Hospital Application SID-2015-DC-06 Application to An Bard Pleanala under section 37E for permission for a period of 10 no. years for the development of a proposed new National Paediatric Hospital which is an integrated health infrastructure development comprising 6 no. principal elements and ancillary developments. Paediatric Hospital developments to take place at the following four sites: St. James's Hospital Campus, James's Street, Dublin 8; the former Unilever site at Davitt Road, Drimnagh, Dublin 12; The Adelaide and Meath Hospital Dublin (Tallaght Hospital), Belgard Square North, Tallaght, Dublin 24; and Connolly Hospital Campus, Blanchardstown, Dublin 15.

On behalf of the Department of Arts, Heritage and the Gaeltacht, I refer to correspondence received in relation to the above.

Outlined below are the heritage-related observations/recommendations of the Department under the stated heading(s).

Archaeology

The Department has examined the archaeological component of the EIS (Section 15) submitted with the above application. On the basis of the information in the EIS and its conclusions the Department has no objections to the proposed developments subject to the implementation of the appropriate mitigation recommendations.

The Department further recommends that the developers appoint a suitably qualified archaeologist to co-ordinate the appropriate archaeological mitigation (archaeological monitoring/testing, EIS Sections 5.1.4, 5.2.6 and 15.3.6)) across the various locations. The archaeologist will agree the

mitigation methodologies with the National Monuments Service of the Department of Arts, Heritage and the Gaeltacht and with the Dublin City Archaeologist in advance of the commencement of enabling, demolition or construction works.

Reason: To ensure the continued preservation (either in situ or by record) of places, caves, sites, features or other objects of archaeological interest."

Architectural Heritage

The Department notes from the perspective of Architectural Heritage that a number of buildings on the site are to be demolished, none of which are referred to as protected structures. The Department recommends by way of mitigation that these buildings (including BH-21 , which is an early-nineteenth century villa) be fully surveyed and recorded and that copies of the record be lodged (in addition to any other repository requirements the Board may have) with the Irish Architectural Archive. It is noted that in the case of one building, BH-07 Chapel, it is proposed to salvage features/materials during the building works. No proposal is made as to where this salvage is to end up and the Department recommends that the Board seeks some certainty about this. In the case of the chapel's stonework, which appears to be granite, including squared rubble, the Department is of the view that this could be reused for boundary walls, landscaping dwarf walls or other features on site in the hospital project. In the case of BH-29, derelict building fronting James's Street, this is apparently constructed substantially of limestone including what is described as 'snecked limestone ashlar'. There is no proposal for salvage but again the Department recommends that the stone be salvaged for reuse on the site In a similar way to the granite from the chapel.
