Expressing strong reserva- tion over the recent developments in NC Hills, the Zeme Council in a press briefing held Friday here at Tourist Lodge, alleged that both the Central and Assam govern- ments are wooing the “subversive and ter- rorist elements (Dimasa militants) at the expense of the peaceful and law-abiding inhabitants (Zeme and other communi- ties) of NC Hills.” While welcoming negotiations or dia- logue with any group or community aimed at bringing peace to the conflict-ridden dis- trict, the ZC however cautioned that such negotiations should not affect the Zeme or their rights including their land if the Zeme are not taken into confidence. The council was of the view that the govern- ments should first address the plight of the “peaceful” minority communities of NC Hills before inking any deal with militants. Asserting Zeme rights and ownership of land in the district, the council’s president Ngauputlak said there are plenty of histori- cal evidences and writers to prove that the Zeme Nagas were the first inhabitants of the present NC Hills. In fact, Ngauputlak said that Varrier Elwin while penning for Nagas of North Cachar (page 409 Oxford Universi- ty Press) had commented that “Nagas were the earliest inhabitants of the soil.” He also quoted the words of Dr. H Bareh (Imperial Gazetteer of India) that “It was in 1536 AD that Kacharis (Dimasas) came to Maibong where they came in close con- tact with Zeme Nagas.” Also, the council’s vice president Raitu Elu said that there was no logic on the part of the Government of India and Assam government in trying to appease the Dimasa militants (Jewel’s and the other, Nunisa’s group). These groups had been on rampage in NC Hills for a de- cade, terrorizing innocent villagers and the minority communities besides siphoning off funds meant for development of the district, he said. “If this is the attitude of the governments, then the Zemes too can take up arms to attract the attention of GoI and Assam government. But so far we have restrained ourselves from such confron- tationist stance in the general interest of peace and development,” Raitu said. Israel’s Coun- ter-Terrorism Bureau at the National Security Council (NSC) in a travel warning for Israeli tourists in India rated the threat as “immi- nent and concrete”, putting special emphasis on the Jammu and Kashmir. “The terrorist group that carried out the seri- ous Mumbai attack in In- dia is planning to carry out a number of attacks across India, particularly against concentrations of Western or Israeli tourists,” warned a statement from Israel’s counter-terrorism unit. The bureau has recom- mended Israelis currently in India to avoid crowded areas, especially tourist ar- eas, which have no apparent armed security. The state- ment said the travel warn- ing was based on “a con- crete, very serious threat.” In view of potential ter- ror attacks across the entire country, Israeli travellers have been advised to “take precautions and remain alert”. Also, the discharge orders is- sued against the constables are also to be kept in abeyance. About 20 in-training women constables of the IR force were said to have been discharged for no other reason than for being pregnant or tested to be so. In a letter addressed to the DGP today, the Nagaland Women Com- mission took note of the discharged constables’ complaint. “On scru- tiny of the complaint letters there appears to be gross discrimination and gender insensitivity. The com- mission has conducted a prelimi- nary inquiry and has also obtained the statement of some of the aggrieved constables in presence of our legal consul- tants,” the NWC stated. The letter said the commission will submit its completed re- port, with observations and recom- mendations to the government after obtaining all official documents. (AP Photo) DIMAPUR, SEPTEMBER 18 (MExN): The discovery of an un- identified dead body from a house in Naharbari village in Dimapur on Friday morning led police to the unravelling of a shocking case of kidnap and murder. Two persons involved in the murder were arrest- ed, one Joharlal Masal and a Deep Mech. Both are said to be residents of Naharbari village, Dimapur. The Superintendent of Police of Dimapur Liremo Lotha while briefing the media at the East Po- lice station, informed that the police had received information from the residents of the village at around 9:30 am, about a dead body. On investigation, it was revealed that the murder victim was one Rokib Ahmed (27 years) a small time poultry dealer of Bokajan, Karbi Anglong. On contacting the Bokajan police, who were also on the trail, it was learned that the de- ceased was kidnapped for ransom by five persons from Dimapur near the Popular Bakery on September 13. On that fateful day, late Rokib Ahmed was said to have come to Di- mapur on a shopping trip. From there he was taken to a house in Naharbari where the kid- nappers called up his relatives in Bo- kajan demanding Rs 80 lakhs as ran- som for his release. It is believed the relatives, after negotiation were able to bring down the demand to Rs 1 lac. However, for reasons best known to the perpetrators, Ahmed was killed on September 15, most probably with a blunt weapon. What is more baffling is that even after he was mur- dered the SP said that the gang kept on contacting his relatives for the ransom money. After several rounds of negotiations it was learned that the date and time of the transaction was finally fixed for today. However, after the body’s re- covery in this morning, the police tracked their mobile phone con- versations taking the help of the network provider. As per the con- versations, police were able to trace the location and time of transaction at Kushia Bhil village, Dimapur on Friday afternoon. Based on the in- formation, police laid a trap and managed to nab two of the murder- ers. Bokajan police were also in- volved in the operation. Guns N’ Roses/Heart guitarist Gilby Clarke, Alice Cooper/Slash’s Snakepit singer/guitarist Eric Do- ver, noise-pounder for White Lion/ Hookers N Blow/ Fastmaster Troy Patrick Farrell and another trusted Clarke accomplice, bassist Muddy Stardust. Yes, them. Yeah. Them. This unusual assembly of some of America’s biggest and long-devoted curators of the 80s hard rocking era will be performing Dimapur District Sports Complex as part of an aid drive meant for the city’s children suffering from cleft-lip and deformed palates. The noble vision of the four mostly- from LA rock stars, means that the proceeds of the more than one Lakh watt sound-output hard rock explo- sion would also go toward assuaging a little of the little ones’ suffering. It was informed today that the show would enable funding Zion Hospital to fund the welfare of the affected children. Opening the evening for the group will be Lui Tzudir’s OFF and another horde of confirmed noise-mongers from Kohima, Eximious. The show is being organized by a well-known group of young entrepreneurs, The Event Factory. But The Event Fac- tory’s members promise that the once-in-a-lifetime-show will not be confined to the concert. On the 28th, Clarke, Dover, Farrell and Stardust will be holding an interactive session with local musicians (come with your guitars, shirts and at least 20 pairs of good Marker pens) in Dimapur.
