Pay Telephone ManagementDuring the past year pay telephone vendors have

become more aggressive in their efforts to place tele-phones in postal facilities. This increased level of market-ing is due to competition and market conditions. Paytelephone agreements are usually established with termsand conditions which stipulate the length of the agreement,commission rates, and the long-distance carrier for directlydialed calls.

Before making an oral or written agreement with a paytelephone provider, the installation head must ensure thatthere are no existing agreements or contracts which obli-gate the Postal Service to a specific provider. If the installa-tion head is unsure about the agreement with the

incumbent pay telephone provider, he or she should con-sult the District Information Systems Manager. If Informa-tion Systems is unable to provide any information onexisting pay telephone systems, the installation headshould consult the Purchasing and Materials Service Cen-ter. Failure to research completely any existing agreementor contract may result in the Postal Service violating con-tractual agreements with incumbent providers and maylead to legal action. Follow the policy of ManagementInstruction AS-840-95-6, Acquiring Pay Telephones, for allagreements or contracts involving pay telephones.

Training Video for Postage MetersRetail Systems and Equipment, which has responsibil-

ity for the administration of the postage meter program, hasdeveloped a training video for employees on the licensing,setting, and examination of postage meters. The videoshould be viewed by all postal personnel involved withpostage meters and meter customers.

The videos are available from your local District Man-ager, Customer Service and Sales.

Ordering Postage Validation Imprinter (PVI) LabelsBecause MOS Scale International, Ltd., can no longer

use USPS G-10 permit labels, the cost of postage will beincluded in the label price. Effective March 15, 1996, theprice of Postage Validation Imprinter (PVI) labels isincreased and the contract terms are changed to “FOBOrigin — Prepaid.”

Beginning March 15, 1996, postal personnel can orderPVI labels using the following shipment options:

1. Express Mail for emergencies, using the orderingfacility’s account number. The price is $43 per box.

2. First-Class Priority Mail for expedited service. Theprice is $57.75 per box postpaid.

3. Fourth-class mail for regular mail service. The priceis $53.10 per box postpaid.

4. Government Bill of Lading for large shipments. Theprice is $43 per box.

MOS Scale International, Ltd., remains the mandatorysource of supply for Postage Validation Imprinter labels.

Contract 169990-93-B-C003 with Grand Rapids LabelCompany for Parcel Barcode Sorter Labels and Ribbonshas been extended for 6 months and will now expire onOctober 18, 1996.

Grand Rapids Label Company remains the mandatorysource of supply for PBCS labels.

The 24″ x 36″ posters provide our customers andemployees with information on the features and benefits ofinternational postal money orders. The posters also high-light the March 1, 1995, policy change whereby domesticmoney orders are no longer sold for payment outside the

New Postage Meter and Indicia ApprovedAll postmasters are advised that a new Pitney Bowes

postage meter and indicia have been approved formanufacture and distribution. The Model B-700 Fox meterwas introduced to the market on September 1, 1995. Theindicia used in the B-700 differs from the traditional indiciacurrently in service. A copy of the new indicia is displayedbelow.

Please advise all employees immediately that the newindicia has been approved and is valid postage payment.

The following responsibilities pertain to the general integ-rity and security of the mails and the handling of personalmail in the workplace.

Note: Refer to 274 for additional mail security require-ments.

271.62 Employee Requests for Mail

Mail addressed to a postal employee or an employee’sfamily may not be withdrawn from the mail without approvalfrom a supervisor.

271.63 Placing Mail on Person or in PersonalReceptacles

Employees must not place mail in their pockets or clothing,in their lockers or desks, or in any other personal recep-tacles.

271.64 Employees’ Personal Mail

271.641 Guidelines

Employees must not receive personal mail at their place ofemployment. Mail that is addressed to an employee at anypostal facility’s address is generally considered to beaddressed to and intended for the Postal Service, ratherthan the employee. This mail may be opened by the PostalService, without the employee’s knowledge or consent,after it is delivered to that facility. Mail that is addressed toan employee at a postal facility’s address and that is knownor appears to be intended for the employee personally maybe refused, but must not be opened.

271.642 Exceptions

Exceptions are as follows:

a. Official USPS mail or circulars and other mail or cir-culars that appear to relate to postal employment(such as mail or circulars from the employee unionsor from postal uniform vendors) and are intended forindividual employees must be delivered withoutbeing opened.

b. In the case of an apparent emergency, the PostalService must accept delivery of personal mailaddressed to an employee, and the head of the facil-ity (or designee) must attempt to deliver the mail tothe employee.

REMINDER

Prohibited Use of G-10 LabelsEffective March 1, 1996 (except as noted in Postal

Bulletin 21907 (11-23-95)), Postal Service contractors andsuppliers are prohibited from using G-10 permit labels toship ordered supplies. Accordingly, contracting officers areresponsible for modifying the method of delivery in affectedcontracts and agreements. Use account number 52155to record postage reimbursement charges (f.o.b. origin —

prepay and add) if contracts and agreements are modifiedto reimburse contractors for prepaid postage used to shipordered supplies.

POM REVISION

Philadelphia Mail Recovery Center to CloseEffective May 31, 1996, Postal Operations Manual

652 is revised to reflect the closing of the Philadelphia MailRecovery Center and the transfer of its function to theAtlanta Mail Recovery Center.

The transition begins on May 31, 1996, and all arrange-ments associated with the closing of the Philadelphia MailRecovery Center will be completed no later than August 30,1996.

The closing of the Philadelphia Mail Recovery Centerwill reduce the current number of mail recovery centers tothree.

Zone Chart Program on DisketteThe National Customer Support Center (NCSC) is

pleased to announce that effective immediately, the officialnational USPS zone charts are available on diskette. Thisprogram was written by the NCSC and may be used on anyDOS, Windows, or OS/2 computer.

Zone chart data on diskette is a new feature of the ZoneChart Program. This new feature does not require a pro-gram to be written to execute the data. This diskette wascarefully designed for customers who do not have a pro-gramming staff.

The diskettes are sold for $50. This product is copy-righted and unauthorized copying is forbidden; however, a

licensee agreement is available to customers for authoriza-tion to make additional copies. Diskettes may be orderedfrom the NCSC by calling 800-238-3150 or by sendingForm 8184, Zone Chart Data Order Form (March 1996,see pages 13–14), to the address below:

Reassignments Affecting the Zone Chart ProgramEffective immediately, several ZIP Codes have been

reassigned that require the modification of the OfficialNational USPS Zone Charts. These changes may be ren-dered manually. The 1996 issue, due in July, will reflectthese changes. The realignments were necessary to facili-tate the processing of military mail and enhance the pro-cessing of mail addressed to Evanston IL 602. Theserealignments will help the Postal Service provide moreeffective, efficient service to customers and will meetoperational needs.

The reassignments include ZIP Code 340, which hasbeen assigned to the New Jersey bulk mail center (BMC)from the Jacksonville, Florida BMC. Mailers who depositmilitary mail (340) at the New Jersey BMC qualify for aDBMC rate (Zone 5). The other assignment affects ZIPCode 602 (Evanston IL), which consists of a single three-digit zone chart. ZIP Code 602 will be combined with 600,601 and 603–608. The new zone chart will reflect 600–608.

Mail addressed to, from, or between military postoffices overseas is subject to certain conditions or restric-tions of mailing regarding content, preparation, andhandling. The tables below outline these conditions byAPO/FPO ZIP Code through the use of footnoted mailingrestriction codes, which appear on the page followingTable 2.

Acceptance clerks should use these tables with the

integrated retail terminal (IRT) to determine whether anAPO/FPO ZIP Code is active and which conditions ofmailing apply. For Express Mail Military Service (EMMS)availability, refer to Handbook PO-514, Express MailMilitary Service, and the local EMMS directory.

B1. Form 2966-B is required. Articles are liable for customs duty and/orpurchase tax unless they are bona fide gifts intended for use by militarypersonnel or their dependents. When the contents of a parcel meet theserequirements, the mailer must endorse the customs form, “Certified to be abona fide gift, personal effects, or items for personal use of military personneland dependents,” under the heading, Description of Contents.

B2. Form 2966-A is required except on official mail, which does notrequire customs declaration or exemption endorsement. The AAFES willfurnish a computer listing of all items mailed from its activities to PhilippineAPOs. Other mail order companies must either use Form 2966-A on each itemor provide computer lists. Computer listings must include a description of theitems, the dollar values of the items, and complete address including the PSCbox number and APO of the addressee, the date of mailing, the insuranceregistry number, if applicable, and the serial number of any item over $25 invalue and any electrical item with a plug over $15 in value.

B3. Form 2966-A is required for mailing between MPOs. As a community service, the Postal Service offerspictorial cancellations to commemorate local events cele-brated in communities throughout the nation. A list ofupcoming events for which pictorial cancellations areauthorized appears below. If available, the sponsor of thepictorial cancellation appears in italics under the date.Also provided, as space permits, are illustrations of thosecancellations that were reproducible and available atpress time.

People attending these local events may obtain thecancellation in person at the temporary post office stationestablished there. Those who cannot attend the event,but who wish to obtain the cancellation, may submit amail order request. Pictorial cancellations are availableonly for the dates indicated, and requests must be post-marked no later than 30 days following the requestedpictorial cancellation date.

All requests must include a stamped envelope orpostcard bearing at least the minimum First-Class Mail

postage (32 cents per envelope or 20 cents per postcard).Items submitted for cancellation may not include postageissued after the date of the requested cancellation. Suchitems will be returned unserviced.

Customers wishing to obtain a cancellation should affixstamps to any envelope or postcard of their choice,address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcardin a larger envelope and address it to: PICTORIAL CAN-CELLATIONS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP + 4 CODE, exactly as listedbelow (using all capitals and no punctuation, except thehyphen in the ZIP + 4 Code).

After applying the pictorial cancellation, the Postal Ser-vice returns the envelope or postcard through the mail.Customers who want their serviced item returned underprotected cover should include a larger, stamped, self-addressed envelope.

Products and Pictorial Cancellations Featuring Olympic-Related SubjectsThe Postal Service will issue stamps commemorating

the 1996 Centennial Olympic Games on May 2 and July 19in Atlanta, Georgia. As we approach the issuance of thesestamps, it is important that we abide by the terms of thePostal Service’s agreement with the United States OlympicCommittee (USOC). Following is information on the limita-tions on the use of the stamp and its design in products andpictorial cancellations.

The Postal Service obtained authorization from theUSOC to incorporate the Olympic rings and other Olympicmarks on the stamps, specific philatelic products producedor coordinated at the Headquarters level, and the advertis-ing and promotion of those products. Except for theseitems, THE USE OF ANY OLYMPIC MARK IS STRICTLYPROHIBITED. This restriction applies to pictorial can-cellations and local philatelic products, whether or notactual stamps or stamp reproductions are used.Olympic marks include, but are not limited to, the followingwords and graphics: Olympic, Olympiad, Olympic Games,Olympic Centennial Games, United States OlympicCommittee, USOC, Atlanta Centennial Olympic Games,ACOG, Atlanta Centennial Olympic Properties, ACOP,

Atlanta 1996, Olympic rings, USOC wreath, Atlanta torch,Whatizit character, Izzy character, or Olympic pictograms.

The Postal Service will issue a 32-cent Cal Farley defini-tive stamp (Item 1079) on April 26, 1996, in Amarillo, Texas.The stamp goes on sale nationwide April 27.

Designed by Dennis Lyall of South Norwalk, Connecti-cut, the stamp features a portrait of Cal Farley, a greathumanitarian who founded Boys Ranch near Amarillo,Texas, to help disadvantaged, homeless, or troubled boys.

Farley was born on Christmas Day in 1895 to a familyof six children. Raised on a Minnesota farm where timeswere hard, Farley left home as a young boy to pursue acareer of semipro baseball and wrestling. He later settledin Amarillo, Texas, and during the Depression helped orga-nize the Maverick Club, which provided organized athleticsto boys as an alternative to the streets. Years later, Farley’sdream was realized when an Amarillo businessmandonated the land on which he could establish a home fordisadvantaged boys. Since Farley’s death on February 19,1967, the Ranch, which began admitting girls in 1992, hasbecome the home of over 400 boys and girls. In addition tohomes, the Ranch also includes numerous facilities forhealth, education, athletics, and worship.

The Postal Service will issuetwenty 32-cent 1996 CentennialOlympic Games stamps (Item 5503),in a pane of 20, commemorating the100th anniversary of the modernOlympic Games on May 2, 1996, inAtlanta, Georgia. The stamps go onsale nationwide May 3.

Designed by Richard Waldrep ofSparks, Maryland, the stamps featuretwenty Olympic athletes in action dur-ing men’s cycling, women’s diving,women’s running, men’s canoeing,the decathlon, women’s soccer,men’s shot-put, women’s sailboard-ing, women’s and men’s gymnastics,freestyle wrestling, women’s softball,women’s and men’s swimming,men’s sprinting, men’s rowing, beachvolleyball, men’s basketball, eques-trian, and men’s hurdles. Explanatorytext is printed on the back of eachstamp.

The modern Olympic Games, con-ceived by Frenchman Baron Pierrede Coubertin, were held for the firsttime in Athens, Greece. The OlympicGames represent one of only twoplaces today where people from allparts of the world gather, the otherbeing the United Nations. These athletes represent analmost complete economic cross section of the world’spopulation.

Sales Policy

Sales are restricted to full panes of 20 stamps. No indi-vidual, single-stamp sales are permitted.

These stamps should be available at regular servicewindows until they are officially removed from sale, gener-ally 1 year from date of issue. All post offices must initiallyacquire at least a 60-day supply of each new commemora-tive stamp before the sale date and have the stamps avail-able at all service windows on the sale date. If supplies runlow, post offices must reorder additional quantities throughthe normal ordering procedures.



INTERNATIONAL MAILIMM REVISION

Global Priority MailGlobal Priority Mail is an expedited airmail service pro-

viding fast reliable, and economical delivery of all itemsmailable as letters. Although a Global Priority Mail item willtravel in the normal airmail stream between the UnitedStates and the destination country, the item will receivepriority handling in the United States and, typically, in thedestination country. In the United States, after the item isdeposited, the Postal Service will transport it in a dedicatedstream to the appropriate gateway for dispatch. Uponarrival in the destination country, the item will also receivepriority handling. Service is available only in certain ZIPCode areas in the United States and only to certaincountries.

The Postal Service is now expanding the number ofacceptance points to make the service more widely avail-able. The new acceptance points are set forth below. ThePostal Service is also adding weight variable rates. Withthe new rates, customers may use their own packaging foritems weighing up to 4 pounds. Each variable weight itemmust bear a Global Priority Mail sticker provided by thePostal Service. These changes will make Global PriorityMail available to more customers and should make the ser-vice more useful, by making it easier to mail items otherthan documents or letters.

A transmittal letter making the changes in the pages ofthe International Mail Manual will be published and trans-mitted automatically to subscribers.

Global Priority Mail is an expedited airmail letter serviceproviding fast, reliable, and economical delivery of all itemsmailable as letters or merchandise up to 4 pounds. GlobalPriority Mail items receive priority handling in the UnitedStates and in destination countries. Service is availableonly to destination countries identified in 226.2, from postoffices identified in 226.3.

226.12 Permissible Items

All items sent as letter class mail (see 221.1) areaccepted in Global Priority Mail provided the contents are

mailable and fit securely in the envelope. Global PriorityMail items may contain dutiable merchandise unless thecountry of destination specifically prohibits dutiable mer-chandise in letters (see 224.51). Any item that is prohibitedin international mail is prohibited in Global Priority Mail.Refer to the “Country Conditions of Mailing” in the individ-ual country listings for individual country prohibitions.

226.13 Packaging

Items must fit comfortably within the flat-rate envelopewithout distorting or bursting the container. No excessiveuse of tape to keep the envelopes from bursting, only onepiece of tape may be used to secure the flap.

226.5 Payment Methods

226.51 Postage Payment Methods

Nonidentical weight piece mailings must have the appli-cable postage affixed by adhesive stamps, meter stampsor if presented at a post office, postal validation imprinter(PVI labels). Identical weight piece mailings may be paid bymeter stamps, adhesive stamps, PVI labels or permitimprint subject to certain standards. To use permit imprint,the mailing must consist of 200 or more pieces and be ofidentical weight. The 200 pieces criteria for permit imprintapplies to both volume rate and flat-rate mail. Mailers mayuse permit imprint with nonidentical weight items only ifauthorized by the USPS under a Manifest Mailing System(MMS), in Domestic Mail Manual (DMM) P710.

226.52 Postal Marking Related to Volume RatePostage

When pieces are paid at the volume rate and paid bystamps or meter impression, each piece must be legiblymarked with the words “Volume Rate Global Priority Mail.”If stamps are used the endorsement must appear on theaddress side of each piece and must be applied by a print-ing press, hand stamp or other similar printing device. Ifmeter impression is used the endorsement must be in thead plate or the slug area. If part of the slug, the abbreviationGPM Vol. Rate may be used. See DMM P030.4.14 forspecification of size requirements.

226.53 Permit Imprint Content and Format

All permit imprints on Global Priority Mail must show cityand state, “Global Priority Mail,” U.S. Postage Paid, andpermit number. They may show the mailing date, amountof postage paid or the number of ounces for each postage.

226.54 Meter Stamps Content

At a minimum, a meter stamp must show the month, dayand year in the postmark, city and state designation of thelicensing post office, the number, and the amount of post-age. See DMM P030.4.6.

226.6 Preparation Requirements

226.61 Addressing

All items must bear the complete delivery address of theaddressee and the full name (no abbreviations) of the des-tination country. See 122.

226.62 Marking

Global Priority Mail items must be mailed in special en-velopes (EP-15A, EP-15B) or with the Global Priority Mailsticker (DEC-10) provided by the Postal Service. (Thesesupplies may be obtained by calling 800-222-1811.)Unmarked pieces are subject to the applicable LC/AO air-mail regular rates and treatment. Pieces paid at the GlobalPriority Mail sticker rate must be affixed to the address sideof the package.

A green customs label must be affixed if the package is1 pound or more, regardless of its contents. Only docu-ments and correspondence under 1 pound do not requirea customs form.

Global Priority Mail claimed at the volume rate must beseparated by geographic rate zone (Western Europe,Pacific Rim, and Canada) when presented to the businessmail entry unit unless otherwise authorized by the USPS.All pieces in a permit imprint mailing and metered mail mustbe facing the same direction.

226.82 Deposit of Mail

Global Priority Mail pieces paid by permit imprint andpieces claimed at the Global Priority Mail volume rates

must be deposited at a business mail acceptance unit asauthorized by the postmaster in the designated GlobalPriority Mail sites for weighing. Flat-rate envelopes withpostage affixed may be deposited in any Express MailStreet collection or other such place where Express Mail isaccepted. Metered mail must be deposited in locationsunder the jurisdiction of the licensing post office except aspermitted under DMM P030.

226.83 Pickup Service

On call and scheduled pickup service are available forGlobal Priority Mail from the designated Global Priority Mailacceptance cities. There is a charge of $4.95 for eachpickup stop, regardless of the number of pieces picked up.(See DMM D010 for standards of pickup service.) Pickupis not available for Global Priority Mail pieces if paid by per-mit imprint or claimed at the volume rate.
