DEPARTMENT OF AGRARIAN REFORM
Department of Agrarian Reform is the lead implementing agency of Comprehensive Agrarian Reform Program (CARP). It undertakes land tenure improvement and development of program beneficiaries. DAR conducts land survey in resettlement areas. It undertakes land acquisition and distribution and land management studies. The DAR also orchestrates the delivery of support services to farmer-beneficiaries and promotes the development of viable agrarian reform communities.

DEPARTMENT OF AGRICULTURE
The Department of Agriculture designated as
the lead agency to boost farmers' income and
reduce poverty incidence in the rural sector
through the Medium Term Philippine
Development Plan (MTPDP). With its
vision, "Prosperous rural communities, built on

industry and food security".

The Department of Finance(DOF) is the government’s steward of sound fiscal policy. It formulates revenue policies that will ensure funding of critical government programs that promote welfare among our people and accelerate economic growth and stability. The Department envisions that the effective and efficient pursuit of the critical tasks under its wings – revenue generation, resource mobilization, debt management and financial market development – shall provide the solid foundation for a Philippine economy that is one of the most active and dynamic in the world.

The Department of Justice (DOJ) derives its
mandate primarily from the Administrative
Code of 1987 (Executive Order No. 292). It
carries out this mandate through the
Department Proper and the Department’s
attached agencies under the direct control and
supervision of the Secretary of Justice.

GOVERNMENT
Assist the President in the exercise of general supervision over local governments;
Advise the President in the promulgation of policies, rules, regulations and other issuances on the general supervision over local governments and on public order and safety;
Establish and prescribe rules, regulations and other issuances implementing laws on public order and safety, the general supervision over local governments and the promotion of local autonomy and community empowerment and monitor compliance thereof;
Provide assistance towards legislation regarding local governments, law enforcement and public safety; Establish and prescribe plans, policies, programs and projects to promote peace and order, ensure public safety and further strengthen the administrative, technical and fiscal capabilities of local government offices and personnel;
Formulate plans, policies and programs which will meet local emergencies arising from natural and man-made disasters; Establish a system of coordination and cooperation among the citizenry, local executives and the Department, to ensure effective and efficient delivery of basic services to the public;
Organize, train and equip primarily for the performance of police functions, a police force that is national in scope and civilian in character.

DEPARTMENT OF LABOR AND EMPLOYMENT
The Department of Labor and Employment (DOLE) is the national government agency mandated to formulate and implement policies and programs, and serve as the policy-advisory arm of the Executive Branch in the field of labor and employment. It serves more than 38.51 million workers comprising the country’s labor force , including the 3.62 million temporary migrants working in about 215 destinations worldwide .

HIGHWAYS
The Department of Public Works and Highways (DPWH) is one of the three departments of the government undertaking major infrastructure projects. The DPWH is mandated to undertake (a) the planning of infrastructure, such as roads and bridges, flood control, water resources projects and other public works, and (b) the design, construction, and maintenance of national roads and bridges, and major flood control systems.

To provide social protection and promote the rights and welfare of the poor, vulnerable and the disadvantaged individuals, families and communities that will contribute to poverty alleviation and empowerment through social welfare development policies, programs, projects and services implemented with or through local government units (LGUs), non-government organizations (NGOs), people’s organizations (POs), other government organizations (GOs) and other members of civil society.

THE LOCAL GOVERNMENT
Decentralisation is usually referred to as the
transfer of powers from central government to
lower levels in a political-administrative and
territorial hierarchy (Crook and Manor 1998,
Agrawal and Ribot 1999).

Deconcentration – Administrative decentralization, i.e. a transfer to lower-level central government authorities, or to other local authorities who are upwardly accountable to the central government (Ribot 2002)
Devolution - The transfer of rights and assets from the centre to local governments or communities. All of these processes occur within the context of national laws that set the limits within which any decentralised or devolved forest management occurs (Sayer et al.)

THE BARANGAY
Local Government Code 1991 Sec. 384:
“As the basic political unit, the barangay serves as the
primary planning and implementing unit of government
policies, plans, programs, projects, and activities in the
community, and as a forum wherein the collective views
of the people may be expressed, crystallized and
considered, and where disputes may be amicably
settled.”

THE MUNICIPALITY
Local Government Code 1991 Sec. 440:
“The municipality, consisting of a group of barangays,
serves primarily as a general purpose government for
the coordination and delivery of basic, regular and direct
services and effective governance of the inhabitants
within its territorial jurisdiction.”

“The city, consisting of more urbanized and developed
barangays, serves as a general-purpose government for
the coordination and delivery of basic, regular, and
direct services and effective governance of the

CITY VS. MUNICIPALITY
A municipality or a cluster of barangays may be converted into a component city if it has an average annual income, as certified by the Department of Finance, of at least Twenty million pesos (P20,000,000.00) for the last two (2) consecutive years.

The territorial jurisdiction of a newly-created city shall be properly identified by metes and bounds. The requirement on land area shall not apply where the city proposed to be created is composed of one (1) or more islands. The territory need not be contiguous if it comprises two (2) or more islands.

THE PROVINCE
Local Government Code 1991 Sec. 459:
“The province, composed of a cluster of municipalities,

CIVIL SERVICE COMMISSION
The Civil Service Commission, as the central personnel agency of the Government, shall establish a career service and adopt measures to promote morale, efficiency, integrity, responsiveness, progressiveness, and courtesy in the civil service. It shall strengthen the merit and rewards system, integrate all human resources development programs for all levels and ranks, and institutionalize a management climate conducive to public accountability.

The Commission on Audit shall have the power, authority, and duty to examine, audit, and settle all accounts pertaining to the revenue and receipts of, and expenditures or uses of funds and property, owned or held in trust by, or pertaining to, the Government, or any of its subdivisions, agencies, or instrumentalities, including government-owned or controlled corporations with original charters, and on a post- audit basis

The Commission shall have exclusive authority, subject to the limitations in this Article, to define the scope of its audit and examination, establish the techniques and methods required therefor, and promulgate accounting and auditing rules and regulations, including those for the prevention and disallowance of irregular, unnecessary, excessive, extravagant, or unconscionable expenditures or uses of government funds and properties.
