The annual report on U .B .C . Continuing Education Activities for 1983-8 4

had been circulated for information . Dean Birch, Chairman of the committee ,

stated that this year the report contained only the non-credit activities o f

Report on Diploma Programs 1983-84 (continued )

ADULTEDUCATION

There were 26 new students admitted to this program during the year .

Two additional courses on this program (ADED 327 and EDPS 301) were mad eavailable by G .I .S . in this past year, thus making a total of four course s(6 units) available in this way . Two further courses, ADED 330 and EDP S401, are under preparation .

With assistance from C .I .D .A ., the Diploma program is being offered to agroup of educators in Brazil . This project was launched in June, 1984 .

As of June 30, 1984, the time limit had expired for those who were alreadyin the program when the revised Diploma Program was introduced in th espring of 1980 .

COUNSELLING PSYCHOLOGY

The introduction of the revised graduate program has been postponed unti lthe fall of 1985 . The diploma in Counselling Psychology will continue t obe offered until that time .

EDUCATION OFTHE DEAF

Enrolment remained strong in this program and there was an increase i nattendance under the Interprovincial contract . Five Saskatchewan studentsand four from Manitoba successfully completed their studies at UBC .Employment statistics for graduates of this program continue to indicat ethat the job market is strong for teachers of the deaf . U .B .C .'s diplomaprograms continue to attract high calibre students from across Canada .

EDUCATION OF THE MENTALLY RETARDE D

The diploma in the Education of the Mentally Retarded is not available i n1984-85 . The program will resume in the fall of 1985 when its coordinato rreturns from sabbatical leave .

EDUCATION OF THE VISUALLY IMPAIRE D

Three students came from Manitoba, one from Ontario and one from Alberta .All graduates are working in the field and maintain the 100% employmen trecord in a difficult year . Two students have been employed a sresource/itinerant teachers for visually impaired, multihandicapped/blin din Ontario and one in each of Manitoba, Saskatchewan, Newfoundland ,Vancouver, Surrey, and Terrace, British Columbia .

In the summer of 1984 the B .C . Ministry of Education helped sponsor thesecond program in orientation and mobility . In this last phase o ftraining, the program participants learned to develop independent mobilit yskills in multihandicapped blind persons . The program received excellen tsupport from the Field Development Office, the CNIB and the community .Practica were carried out at Woodlands School in New Westminster .

ENGLISH EDUCATION

This program is of greatest interest to practising teachers who do therequired coursework on a part-time basis . These teachers seem mor einterested in taking professional courses related to Language Arts afte rthe completion of their B .Ed . degrees than they do in beginning work o nMaster's degrees .

Of those students enrolled in courses during 1983-84, 10 completed therequirements in the Spring and another three will be awarded diplomas thi sFall . In 1984-85 five students are taking courses leading towards th eDiploma in English Education .

THE CENTRE FOR METALLURGICAL PROCESS ENGINEERIN G

Past and Present Activitie s

The Department of Metallurgical Engineering at U .B.C . wishes to foster th eestablishment of a Centre for Metallurgical Process Engineering . TheCentre initially will formally place an umbrella over existing researc hactivity which is both far ranging and internationally recognized . Thu smetallurgical process engineering is not new to U .B .C . but stems fro mpioneering research conducted in the 1940's and 50's by Frank Forward .This early work on pressure leaching of sulphide minerals led to th edevelopment of the Sherritt Process which was implemented by Sherrit tGordon and continues in use today . In recent years process research ha sbeen expanded and strengthened in the extraction and forming of bot hnon-ferrous and ferrous metals . Processes currently under study includ eon the non-ferrous side :

(1) flash smelting(2) copper convertin g(3) slag cleaning/reduction(4) direct-chill casting(5) hydrometallurgy processing(6) refractorie s

and on the ferrous side :

(1) cokemaking(2) limestone calcination(3) coal-based direct reduction(4) electric furnace s(5) ladle (injection) metallurg y(6) continuous casting (billets, blooms, slabs )(7) ingot casting(8) remelting processe s(9) reheating furnace s

(10) rolling(11) heat treatment (microstructural engineering )(12) welding, joinin g(13) refractorie s

In all, fifty research projects are being conducted on these processes bynine faculty members together with graduate students, research associate sand technicians . Many of the projects are interdisciplinary requiring th ecooperative efforts of faculty within the Metallurgical Engineering o rjoint work with members of other departments such as Chemical or Civi lEngineering .

" Process engineering research at U .B .C . is characterized by closeinvolvement with co-operating metallurgical companies in Canada and th eU .S .A . Currently joint projects are being pursued with companies such a sStelco, Cominco, Noranda, Kennecott, Union Carbide, Inspiration Copper ,Consarc and Cameron Iron Works . Thus many projects involve measurement sin plant on operating processes . At the same time there has been a nincreasing emphasis on mathematical modelling of metallurgical processe susing the computer, on physical modelling aided by advanced technique ssuch as laser-doppler, velocimetry and on the development of pilo tplants . In the Department, a rotary kiln, electroslag remelting furnac eand electroslag welder are being operated on a pilot scale ; plans ar eunderway to construct a pilot flash smelting furnace .

Support for this process research is garnered from both industry an dgovernment . Currently the annual budget for these activities is of th eorder of $1 million .

Research activities in process engineering at U .B .C . are recognize dinternationally . In the last five years, fifteen major internationa lawards have been give to metallurgical engineering faculty for thei rresearch . Each year students and researchers are attracted from all part sof the globe ; for example students are frequently sent from Japanes esteel companies to study process engineering in the Department . In 197 9Stelco, Canada's largest steel company, endowed U .B.C . with the StelcoChair in Process Metallurgy, in recognition of the research beingconducted on iron- and steel-making .

Plans for the Centr e

The Centre for Metallurgical Process Engineering is being proposed t osustain the existing research activities and to foster new programmes i nareas where there are weaknesses . The Centre formalizes the nature andextent of our research and enhances our ability to developinterdisciplinary projects within the Department and with othe rdepartments in the Faculty of Applied Science and Faculty of Science .Thus it is expected that increased research funding and new people will b eattracted by the creation of programmes in hot rolling, microstructura lengineering, flash smelting, slag reduction and so on .

The Centre will place emphasis on our strengths while showing up ou rweaknesses . It will continue to encompass both extractive- andphysical-metallurgy processes, that is spanning metal concentrate t ofinished metal products . It will be involved equally in ferrous an dnon-ferrous processes to facilitate cross-transfer of technology and basi cknowledge . For too many years these giant industries have stood togethe rlike two solitudes . Emphasis will be placed on interdisciplinary studie swhich reflects the complexity of both metallurgical unit operations an doverall process routes . The Centre will continue the tradition o femphasizing quality and excellence in the pursuit of metallurgical-proces sresearch . The Centre will strive to develop further the close links tha talready exist between our Department and the metallurgical industry ; andjoint projects with Canadian (and other) companies will continue to b esought .

By its nature the Centre will operate close to the university/industr yinterface and will be involved in the transfer of technology to industr yas well as in the creation of basic knowledge . This will include thepresentation of courses to industry with which we have considerabl e

experience . An example is a recent three-day short course on th econtinuous casting of steel billets offered by the Department . Based

largely on our own research, the course attracted thirty-five steelmaker s

from all parts of North America .

Most of the research conducted will involve graduate students and facult y

as is currently the case . However this does not preclude undertakin g

contract research, subject to university regulations .

The Centre will make no demands of either space or finances from th e

university, at least initially . Indeed it is expected that the Centr ewill have quite the opposite effect, by virtue of generating researc hfunds of the order of $2 million per annum within a few years o f

inception . A long-term goal of the Centre will be to attract sufficien tsupport to justify the building of a large pilot-plant facility whic hcould be shared with other Departments having a need for such space .Chemical Engineering is an obvious candidate .

Organization

In accordance with university requirements the Centre will be headed by a

Director . A person has not yet been chosen for this position and in themeantime the organizing of the Centre has been the responsibility o f

Prof . J .K . Brimacombe . An interim Management Committee has also beenorganized to assist with the establishment of the Centre . If approved theCentre will have a Board of Management comprising the Dean of Graduat eStudies (Chairman), the Deans of Science and Applied Science and the Hea d

of the Department of Metallurgical Engineering . In addition, a Technica l

Advisory Council is being formed to provide effective communication wit h

the Canadian metallurgical industry . The Council will consist primaril yof the Research Directors, or their designates, of the major Canadia nferrous and non-ferrous companies as well as government and universit yrepresentatives .

" The composition of the Council reflects the balance to be struck in theCentre between ferrous and non-ferrous processes . The Council will meetannually to assess research in progress and to review new proposals fo rresearch programmes . The Council also will provide advice on researchavenues that should be pursued .

Because the Centre will be interdisciplinary in nature, the cooperation o fother departments at U .B .C . has been sought . Letters have been sent tothe following departments .

In response to a query, the Chairman of the Agenda Committee stated

that the Agenda Committee had agreed that the proposal be circulated t o

Senate for information and that only the proposed Calendar statemen t

Vice-President Smith stated that he was in the process of reviewing al l

Centres on campus and that the question of Senate approval of such unit s

would also be considered .

In response to a further query, Dean Suedfeld stated that there will b e

a Board of Management which will consist of several of the Deans of th e

University in related areas and the control of policies will be in th e

hands of the Board of Management . He also stated that there will be

technical advice concerning the kind of research that will be done from

Research Directors in the various major corporations involved . The

specific research projects and contracts will be in the hands o f

individual faculty members in accordance with the general procedures o f

the University for contract research . Student research associated with

the Centre will be on the same basis as student research for Graduat e

students, primarily working with faculty members on any kind of funde d

research on the same basis as any other part of the University .

The report on enrolment for 1984-85 had been circulated fo r

information . The Registrar reported that the official enrolment reportin g

date had been changed from December 1st to November 1st . In response to a

request the Registrar agreed to circulate at the December meeting the

enrolment as of December 1st, 1984 in order that a comparison could be mad e

with last year's December 1st enrolment figures .

The scholarship ,in the amount of $500, will be awarded on the recommendation of th efaculty . Eligible students must have completed the B .Sc . (Agr .) degree a tThe University of British Columbia, and must be proceeding to graduat estudies at this University in a field relating to the scientific basis o fagriculture and food production .
