Section 904 Municipal Recycling Program Performance Grants Grant applications must be on forms provided by the Department of Environmental Protection. Applications received by the department after the deadline will be returned to the applicant. Grant awards are predicated on the receipt of recycling fees required under sections 701 and 702 of Act 101 and the availability of moneys in the Recycling Fund. The primary goals of the Alternative Fuels Incentive Grant (AFIG) program are to improve Pennsylvania’s air quality and reduce consumption of imported oil using domestic alternative fuels that will help the state’s economy and environment. Examples of eligible projects include streambank fencing, streamside forest buffers, mine land reclamation and reforestation, and other projects designed to reduce non-point sources of water pollution. PennDOT Multimodal Fund Act 89 established a dedicated Multimodal Transportation Fund to provide financial assistance to municipalities, councils of governments, businesses, economic development organizations, public transportation agencies, rail freight, passenger rail, and ports to improve transportation assets that enhance communities, pedestrian safety, and transit revitalization. Eligible projects include bus stops, traffic signals, improved signage, access roads, bike lanes, streetscape, lighting, and sidewalk enhancements, and many more. For more information, click here. Funds may be used for the development, rehabilitation and enhancement of transportation assets to existing communities, streetscape, lighting, sidewalk enhancement, pedestrian safety, connectivity of transportation assets, and transit-oriented development. The kinds of eligible projects vary widely from improvements to traffic signals, to roadway improvements at signalized intersections, to school zones, guiderail, and roadside safety. Improvements recommended by LTAP programs such as the Local Safe Roads Communities and Walkable

Communities are also eligible. Multi-municipal submissions ore encouraged and will be given priority. Green Light-Go Traffic Signal Enhancement Program The Green Light-Go: Pennsylvania’s Municipal Signal Partnership Program (Green Light-Go Program) is designed to improve safety and mobility by reducing congestion and improving efficiency of existing traffic signals on state highways. The Program is comprised of the Local Grant Element (Designated only Corridors funded through Act 89 of 2013) and the PennDOT Project Element (Critical Corridors). Municipal applications for the Green Light-Go Program require a 20 percent match using municipal or private funds. Homeowner Septic Loan Program Expands Eligibility The Pennsylvania Infrastructure Investment Authority (PENNVEST) has teamed with the Pennsylvania Housing Finance Agency (PHFA) and the Pennsylvania Department of Environmental Protection (DEP) to offer this special funding program. Assistance is available to eligible homeowners who need to repair or replace their individual on-lot septic system OR to connect for the first time to a public sewer system. As of Jan. 20, 2016, there are no restrictions placed on household income. http://www.phfa.org/programs/repairs.aspx Small Water and Sewer Program The Commonwealth Financing Authority is accepting applications for the Small Water and Sewer Program. Eligible projects include those with a total cost between $30,000 and $500,000 that will construct, improve, expand, repair, or rehabilitate a water supply or sanitary sewer system owned and maintained by a municipality or municipal authority. A wide variety of projects will be funded. These may include, but are not limited to, programs to reduce homelessness; programs to make housing available to people on low and moderate incomes; mortgage or rental assistance programs; and housing counseling and foreclosure assistance programs, among many other possibilities. The program designates and funds communities that are implementing Main Street, Elm Street, Enterprise Zone efforts or other community development efforts by supporting physical improvements to designated and/or other communities that are undertaking revitalization activities within the community. Also, provides accessible modifications for the homes of persons with physical disabilities. Projects which involve the construction, improvement, expansion, repair, maintenance or rehabilitation of new or existing watershed protection Best Management Practices (BMPs). Emergency Services

Volunteer Fire Assistance Grant Program Rural or volunteer fire departments that serve communities with less than 10,000 people can apply for the Volunteer Fire Assistance Grant Program. The purpose of the grant is to prevent, control and suppress fires which threaten human life, livestock, wildlife, crops, pastures, orchards, woodlands, farmsteads, or other improvements in rural areas. This is a cost-share program. The maximum grant is $7,500 ($15,000 total project) per fire company. Applications must be submitted online at www.grants.dcnr.state.pa.us. DCNR has dedicated money to fund mitigation within Firewise Communities through Northeastern Area Hazard Mitigation Federal Assistance Funding. This grant is for Firewise Communities that have had a wildfire hazard assessment and an emergency action plan completed to mitigate wildfire risks in their community or for communities that would like

assistance to become a Firewise Community. The maximum grant awarded will be $20,000. Keystone Historic Preservation Project Grants The Pennsylvania Historical and Museum Commission (PHMC) is accepting applications for Keystone Historic Preservation Grants. A 50/50 match is required. Non-profit organizations with a significant interest in the development of tourism products that provide a visitor experience to a tourist region, destination and attractions are eligible to apply. Funds may be used to support events related to the above programs, and the development of marketing, advertising, and public relations campaigns. A primary goal of the program is to promote overnight stays. The maximum award is $40,000 for the two years, with a maximum of $20,000 per year. Only one grant application per college, university, municipality, school, or community organization throughout the Commonwealth may be submitted. The grant application is available here. FEDERAL GRANT OPPORTUNITIES Transportation TIGER Grants Municipalities can apply for the Transportation Investment Generating Economic Recovery (TIGER) competitive grant program. The 2016 TIGER grant program will focus on capital projects that generate economic development and improve access to reliable, safe and affordable transportation for communities, both urban and rural. The TIGER grant program supports innovative projects, including multi-modal and multi-jurisdictional projects. These federal funds leverage money from private sector partners, states, local governments, metropolitan planning organizations, ports, and transit agencies. Application period is closed. https://www.transportation.gov/TIGER Agriculture Community Facilities Direct Loan & Grant Program This program, through the U.S. Dept. of Agriculture, provides affordable funding to develop essential community facilities and improve the quality of life in rural areas with no more than 20,000 residents. Funds may be used to purchase, construct, and/or improve essential community facilities, as well as purchase equipment and pay related project expenses. Examples of projects include computer, technology upgrades; construction, acquisition, or rehabilitation of facilities; street, parking, and paving improvements; maintenance equipment; emergency generators; and training equipment. Applications are accepted to assist communities in identifying and planning for community facility needs; identify resources to finance community facility needs from public and private sources; and prepare reports and surveys necessary to request financial assistance to develop community facilities. Section 504 Home Repair Program Single Family Housing Repair Loans and Grants, also known as the Section 504 Home Repair Program, aims to provide loans for very-low-income homeowners to repair, improve, or modernize their homes. A 504 loan can reach a maximum of $20,000 at a fixed interest rate of 1 percent. The 504 Program also provides grants, which can be worth a maximum of $7,500 and may only be issued to eligible seniors aged 62 and older, and may only be used for the removal of health and safety hazards. To qualify for a 504 loan, an applicant must be the homeowner and occupy the house, be unable to obtain affordable credit elsewhere, and have a family income below 50 percent of the area’s median income. For grants, the only qualification is that an applicant must be 62 years of age or older and must be unable to repay a repair loan. For more information, call 717-237-2266. USDA Community Connect Grant Program The Community Connect program serves rural communities where broadband service is least likely to be available, but where it can make a tremendous difference in the quality of life for citizens. The projects funded by these grants will help rural residents tap into the enormous potential of the Internet. Eligible expenses include repairing or replacing electrical wiring, foundations, roofs, insulation, heating systems and water/waste disposal systems; handicap accessibility features; and labor and materials. The program is open to towns with less than 20,000 people. The application period is closed. https://www.rd.usda.gov/programs-services/housing-preservation-grants Environmental Clean Diesel Grants The U.S. Environmental Protection Agency funds projects to establish clean diesel projects aimed at reducing emissions from the nation's existing fleet of diesel engines, including for projects that significantly reduce diesel emissions and exposure, especially from fleets operating in areas designated as having poor air quality. Priority for funding will be given to projects that engage and benefit local communities and applicants that demonstrate their ability to promote and continue efforts to reduce emissions after the project has ended. Eligible applicants include regional, state, local or tribal agencies, or port authorities with jurisdiction over transportation or air quality. Technical services can be engineering, planning, social marketing, etc. The beneficiary only receives the technical services, not any direct grant funding. Brownfields Assessment and Cleanup Grants The U.S. Environmental Protection Agency (EPA) requests proposals for three types of brownfields grants: (1) Brownfields Assessment Grants to provide funds to inventory, characterize, assess, and conduct planning (including cleanup planning), and community involvement related to brownfield sites; (2) Brownfields Revolving Loan Fund (RLF) Grants to provide funding for a grant recipient to capitalize a revolving fund and to make loans and provide sub grants to conduct cleanup activities at brownfield sites; and (3) Brownfields Cleanup Grants to provides funds to conduct cleanup activities at a specific brownfield site owned by the applicant. The maximum grant award will be $600,000. Application period is closed. https://www.epa.gov/brownfields/apply-brownfields-grant-funding Brownfields Area-Wide Planning Grant EPA is authorized to fund research, technical assistance and/or training activities that facilitate the inventory of brownfields, site assessments, remediation of brownfields sites, community involvement, or site preparation. This request for proposals (RFP) solicits proposals from eligible entities to conduct research and/or technical assistance activities that culminate in an area-wide plan for brownfields assessment, cleanup and subsequent reuse. Flood and Pre-Disaster Mitigation Grants FEMA announced funding available through two Hazard Mitigation Assistance (HMA) grant programs: Flood Mitigation Assistance (FMA) and Pre-Disaster Mitigation (PDM). These two grant programs assist state, local, tribal, and territorial governments in strengthening our nation’s ability to reduce the potential cost of natural disasters to communities and their citizens.
