This contract provided key certified staff required by the State to operate the Oxnard Wastewater Treatment Plant. These staff were required due to retirements of certified City employees and long, but unsuccessful, recruiting efforts to fill the vacant positions. This project also included an assessment of processes, procedures, staffing, and efficiency. In July 2014, AECOM Technical Services, Inc. began a Water Operations, Management and Assessment Project. This project was similar to the effort in Wastewater but did not include certified operators because the City has the required Chief Operator. These projects have already identified a number of maintenance, treatment process, and administrative improvements that are currently being implemented. The next step in these efforts is to begin the transition back to full City operation while implementing a philosophy of continuous improvement through the American Public Works Association Self Assessment Process. This will ensure that the

That City Council:

1. Receive a report on the Utilities Department and approve a Resolution amending Resolution Number 14,667, authorizing regular full-time positions and the creation of new full-time positions in the City Service.

2. Authorize the City Manager to make the necessary budgetary adjustments.

DISCUSSION

In 2013 an assessment of Water, Wastewater and Engineering operations and staffing began. The initial assessment indicated that there were significant maintenance and staffing needs but also significant opportunities for improved efficiency. In May 2014, Carollo Engineers, Inc. began a Public Works Integrated Master Plan to assess existing infrastructure, new Federal and State regulations, emerging technologies, and industry best practices. Also in May 2014, a Wastewater Operations, Management and Assessment contract was awarded to KEH & Associates, Inc. efficiencies being implemented now will be perpetuated in the future. The evaluation and continuous improvement process will also ensure that utilities and engineering services remain competitive in the future.

The transition to City staffing will include: converting twenty-seven filled and unfilled positions to positions that will increase flexibility, efficiency, and competitiveness; adding a Water Division Manager to oversee operations and maintenance of the water production, treatment and distribution systems; adding a financial manager position to manage budgets, grants, financial reporting, and rate studies; adding seven positions to support the recycled water system; adding five positions to run water conservation and water supply management programs; adding five engineering positions in order to save money and reduce reliance on consultants for critical functions; adding six maintenance and operations positions to provide regular preventative maintenance for Water and Wastewater facilities; and adding three positions for customer service that have historically been performed by limited benefit employees.

A review of water distribution operator, water treatment operator, and wastewater treatment operator classifications for recycled water requirements will be conducted and adjustments will be made as required for the recycled water system. Wastewater operator classifications will also be reviewed and adjustments made to ensure continuity of Chief Operators in the future.

Over the next six months a utilities capital improvement plan and rate model will be developed. Once these are approved, a review of engineering staff will be conducted to determine long term requirements. Recommendations will be made for staff adjustments in the 2015-2017 two year budget to provide an appropriate mix of City staff and consultants.

The cost of the staffing plan will be offset by reductions in required ongoing operations, maintenance and engineering contracts. In addition to the savings, the staffing plan will also: ensure that the City meets all water conservation requirements to be eligible for grant funding; provide staff to perform regular proactive maintenance on water and recycled water facilities; provide staff for maintenance of supervisory control and data acquisition (SCADA) systems which are essential to operation of treatment plants; provide adequate staff for contract management and technical oversight of consultants; and provide an increased level of customer service.

Staff is requesting that Council approve the staffing plan including reclassification of existing positions and the addition of regular full-time City positions. The requested action includes the addition of positions within the existing City classification plan and the creation of new positions not within the existing City classification plan.

Attachment No. 1 is the Resolution Amending Resolution No. 14,667, Authorizing Regular Full-time Positions in the City Service. Attachment No. 2 is a table that lists the required personnel actions to implement this plan.

FINANCIAL IMPACT

The cost of amending Resolution 14,667 will be determined once the positions have been recruited. At this time it is anticipated that savings from consultant contracts and other efficiencies will cover any additional costs. If approved, these positions will be paid from utility funds ..

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF OXNARD AMENDING RESOLUTION NO. 14,667 AUTHORIZING FULL-TIME EQUIVALENT POSITIONS IN ACCORDANCE WITH THE OPERA TING BUDGET OF THE 2014-15 FISCAL YEAR.

WHEREAS, on June 16, 2009, the City Council approved five (5) new staff positions required for Assembly Bill (AB) 1420 compliance as part of the Water Conservation Program that were not included in the Resolution authorizing full-time equivalent positions; and

WHEREAS, the City has built the Advanced Water Purification Facility and requires staff to operate the facility; and

WHEREAS, the Water Division has no dedicated maintenance staff to perform required preventative maintenance on the desalter and water treatment systems; and

WHEREAS, the ongoing need for engineering and construction management work greatly exceeds current City staff capabilities; and

WHEREAS, the efficiency and organizational effectiveness of the Utilities Department can be significantly increased by reclassifying existing vacant positions; and

WHEREAS, the staff has recommended amendments to Resolution No. 14,667, authorizing full-time positions in the City service; and

WHEREAS, the City Council has carefully reviewed the amendments and finds that they are desirable in the interest of maintaining an efficient, effective, and safe municipal organization.

NOW, THEREFORE, the City Council of the City of Oxnard resolves that Resolution No. 14,667 shall remain in force with the following amendments adding specified positions in the City Service, effective November 25, 2014.
