    Executive Summary:

    1. Background: The Green-Kecamatan Development/Green-KDP is a national program

    within the Program Pemberdayaan Masyarakat(PNPM) - Rural aimed to develop andintegrate sustainable natural resource management (NRM) strategy into the PNPM-

    Rural. The objective of the Green KDP is: for villagers to benefit from improved local

    governance, equitable access to, and sustainable use of, natural resources. The Operation

    Wallacea Trust (OWT) is a Civil Service Organization (CSO) subcontracted by the

    World Bank (Bank) to conduct environmental awareness and training to local

    community and Green-PNPM actors at village and sub district level and mainstreaming

    sustainable development at district and province level in the Pilot Green-PNPM in South

    East Sulawesi Province.

    2 Project Management

    3. The focus of awareness raising activities during the reporting period are: (1) Green PNPM NRM

    II. Project Background

    The Green-Kecamatan Development Program/G-KDP is a pilot program within the Program

    Nasional Pemberdayaan Masyarakat (PNPM) - Rural aimed to develop and integrate sustainable

    natural resources management (NRM) strategy into the PNPM-Rural. The objective of the Green

    PNPM is: for villagers in rural Sulawesi to benefit from improved local governance and

    equitable access to, and sustainable use of, natural resources. The Operation Wallacea Trust

    (OWT) is a Civil Service Organization (CSO) subcontracted by the World Bank (Bank) to

    conduct environmental awareness and training to local community and Green-PNPM actors at

    village and kecamatan level and mainstreaming sustainable development at districts and province

    Green-PNPM Pilot in SE Sulawesi Province is implemented in three districts, i.e. Buton, Muna

    and Kolaka. Three kecamatans (Sub-Districts) were selected for each district, Pasarwajo,

    Sampolawa and Mawasangka for Buton, Tongkuno, Lawa and Napabalano for Muna, and

    Ladongi, Baula and Watubangga for Kolaka.

    The project has two main components, i.e. environmental training and awareness. Both activities

    are inserted to the existing PNPM system to mainstreaming NRM at village, (sub) district and

    province level. To make tangible outputs of environmental awareness, the activity has been

    supported by facilitating local community to develop community based NRM models. The

    objective is to provide life examples of community based NRM which are applicable and

    affordable to rural community. Those have been successfully inspired local community to

    replicate the initiatives by proposing the activities to be funded by Green PNPM block-grant.

    Now, we have arrived on the up-scaling, mainstreaming phase and preparation of the exit

    strategy, to make the local best-practices initiatives being replicable to sub-district, district,

    province levels through training, workshop and publication.

    After two years effective implementation, our awareness campaigns in Buton District have,among others, resulted: (a) The improvement of the selected sub-project types, from planting

    trees by purchasing seedlings from tree breeders, to seedlings (nursery) development/generative

    propagation; (b) The great enthusiasm of local community to replant Jantropa (Jarak) as Green-

    PNPM sub-project. The large scale planting campaigns ofJarak on community land during2005-2006 had been considered as a failed government project, as the government was unable to

    market the seeds for biofuel as promise. In response to the disappointment, local community in

    some areas had converted the plant to other crops. Our intensive campaigns to use Jarak seeds

    for domestic biofuel (using Jantropa stove), have made community undertanding the economicbenefit for renewable energy; (c)We successfullypromoted the commercial use of Coconut shell

    charcoal briquette (CCB) and facilitated the establishment of community based CCB industry in

    Balabone Village (Mawasangka). With Green-PNPM block-grant, the cooperative hasestablished large scale CCB processing machine (IDR 180 millions); (d) Theestablishment of a

    community based cashew nursery (65,000 seedlings) at Oengkolaki Village (Mawasangka) to

    rejuvenate 30 ha of the old cashew plantation. The nursery is located at the FLER Mawasangka(Pak Lasamira garden). The nursery has absorbed 3 tons of organic fertilizer (Bokashi)

    developed by Tunas Harapan Farmer Group.

    The impact of CSO interventions on the selection of Green PNPM sub-projects is presented in

    Appendix A. The most pressing capacity building needs on planning and implementation of

    NRM/RE activities among (a) rural communities, (b) PNPM facilitators, and (c) local

    government have been identified and presented in Appendix D, while summary of ourachievements and follow-up actions during 2011 and 2012 is provided inAppendix E.

    During the reporting period, however, especially during the month of August and September

    2010, as we waited the Grant Agreement(TF-090977) amendment for no-cost extension, we did

    not conduct training and workshops which affect to considerable funding support, as we could

    not withdraw new funding from the Bank until the GA extended. As such, during August and

    September 2010, which were associated with fasting time (Ramadhan), we concentrated our

    activities on: (a) strengthening demplot and funded (BLM) Green-PNPM sub-project institution

    development and maintenances; (b) Intensive facilitations of several steps of Green-PNPM

    Cycles (Training of Verification Team, Sub-project verification process, MAD II and MAD III);

    (c) Training and facilitation ofRPJM-Desa; (d)Training for TPK, KPMD, TPS (Maintenance

    Team), and radio-communities; (e) Monitoring of funded Green-PNPM sub-project

    implementation.

    On the coming semester, which is the last semester of the Green-PNPM implementation

    (November 2010 to April 2011), the main emphasis will be given on the training and workshopfacilitations at sub-district, district and province level to mainstream Green-PNPM beyond the

    pilot program.

    The report outlines our training and awareness facilitation progress during OctoberDecember2010.

    B.1.1 Published Green PNPM Smart Practices on Kendari Pos and Bakti News

    As the form of speed up implementation of no-cost extension project life due to April 2011,

    during this reporting period we accelerated Green PNPM dissemination of information of NRM

    and RE smart practices to wider community through regular publication on Kendari Pos and

    frequent contribution atBakti News. The publication on Kendari Pos has been commenced since

    January 2011 for twice a month as the following: 24 January editionSaving Energy in a

    Natural Way with CCB, andPrevent Environmental pollution with Biogas. 31 January

    Reducing the Snail Population, 28 February edition Apiculture Development in Muna

    and Development of Community Nursery as the Way to Preserve Teak Forest in Muna District,

    7 March editionLambiku Spring Water, Development of Community Based Ecotourism and

    Environmental Preservation to Elevate Community Welfare.

    And the article contribution published on Bakti News was entitled Mainstreaming the Green

    PNPM smart practices written by Edi Purwanto. Volume V, edition 63 ofJanuary February

    2011.

    B.1.2 Facilitating Journalists Trip in Muna and Kolaka District

    Apart from regular publication on Kendari Pos, we also facilitated journalist trip of local TV

    (Kendari TV) and Newspaper (Kendari Pos, Kendari Ekspres, Media Sultra) to Green PNPM

    pilot Sub districts in Kolaka and Muna District. The trip in Kolaka was conducted in two days

    (15 and 16 January) visiting three Sub districts (Ladongi, Baula and Watubangga), and Muna

    District was on the 18-19 February visiting Napabalano, Lawa and Tongkuno Sub district. The

    sites visited in Kolaka were customary forest, biogas, chicken eggs hatchery, and apiculture and

    community radio in Ladongi and Watubangga Sub district, biogas and bokashi demplot in Baula

    Sub district. The sites visited in Muna District were apiculture group in Napalakura Village,

    Biogas and Community forestry model in Tongkuno Sub district and Cashew nut processing

    economic group in Lalemba Village, Lawa Sub district. The result was published on Kendari Pos

    on the 28 of February entitled Apiculture Development in Muna and Development ofCommunity Nursery as the Way to Preserve Teak Forest in Muna District

    B.2 Environmental Awareness at District Level

    B.2.1 Buton District

    B.2.1.1 Participated MAD I in Pasarwajo Sub District(27 January 2011)

    We participated MAD I meeting in Pasarwajo Sub district, attended by sub district head, PJOK,

    FK, FKL, UPK, village headmen, and village representative composed of 70 male and 62

    female. The meeting focus of discussion was the strategies of synergizing integration ofRPJMdes with Green PNPM implementation, aimed to build the same perception among actors

    and facilitators from sub district to village level. The underlined results of the meeting were: (1)

    All PNPM proposals should refer to RPJMdes document, OWT was given responsibility by the

    MAD forum to ensure the submitted sub-project proposals are in accordance with RPJMdes

    document. (2) As the PEGAS is abolished in the new PNPM process, the responsibility of

    KPMD enhanced to involve at all stage of Green PNPM implementation at village level.

    B.2.1.2 Garbage Separation Movement Socialization in Laburunci Village, Pasarwajo Sub

    district (11 February 2011)

    Understanding poor/not existence of garbage management in Buton District, we are aware that it

    is urgent to develop garbage management demplot to mainstream change in practices of the

    communities in dealing with garbage. In the present situation, the town dwellers mostly throw

    garbage at the sea and the house yard due to unavailability of garbage lorry from district cleanagency to transport domestic garbage from communities garbage bin to the landfill. Concerning

    the impact it may bring to the costal ecosystem as well as potential of such habit turning into a

    new culture; we started to figure out possibilities to overcome the problem. We called a small

    meeting to discuss possibilities of tackling the matter (conducted on 11 February 2011 attendedvillage headmen, PNPM actors and facilitators). As the result, we made commitments as follows:

    (1) Participants will separate organic and non organic garbage starting from their home (2) OWTwill provide training on making handicraft from garbage when the home plastic garbage are inconsiderable amount (3) OWT will conduct training for making compost for food remnants.

    B.2.1.3 Monitoring and Evaluation the Mahoni Plantation Sub-project Implementation in

    Jaya Bakti Village, Sampolawa Sub District (8 and 15 January 2011)

    We cannot deny that, the implementation of plantation sub project still poor in quality in most of

    the village. This is reasonably as the lack of technical assistance given by facilitator regarding

    planting technique and maintenance. FK-L in many times only concern on the disbursement of

    the budget, and the responsibility of FK-L seems to end at the hand-over meeting. So that, when

    problems exist by then, FK-L excluded himself. Concerning the situation, we have never stopped

    our intensive monitoring and evaluation to all sub-projects. On January 8 and 15, we conducted

    monitoring to the mahoni plantation sub-project in Jaya Bakti Village. The village received the

    amount of Rp.80.400.000 for planting mahoni on the area of 16 ha. The following are our

    monitoring results: (1) the plantations do not grow well due to insufficient light reach the

    plantation (2) the beneficiaries have less motivation to look after as the impacts of (i) climate

    uncertainty, due to high intensity of rainfall (2) more than 1000 seedlings were dead when

    transported from the breeders to the plantation sites (3) from the settlement to the sites is far

    enough, beneficiaries can not afford to monitor the plantation frequently (4) beneficiaries has

    very limited knowledge with planting and maintenance technique (5) no maintenance cost.

    We have decided to provide assistance on nursery development to replace the dead plantation.

    We will train them on: (a) the making of germination bed; (b) how to transfer seeds from

    germination bed to poly-bags; (c) how to define contour line; (d) maintenances of the plantedtrees.

    B.2.1.4 Monitoring Green PNPM Project Implementation of Sengon and Mahoni

    plantation in Bangun and Wawaongi Village, Sampolawa Sub District (16 and 23 January

    2011)

    As you can inspect (B.2.1.3), we also conducted the same activities in Wawoangi and BangunVillage to observe and provide technical assistance of Green sub-project implementation. From

    this observation, we noted several problems as follow: (1) inconsistency of planting space (2)

    beneficiaries were not trained with maintenance technique.

    Our technical assistances are composed of: (a) generative propagation: (i)preparation of growth

    media; (ii) making germination beds; (iii) transplanting seedlings into poly-bags; (b) tree

    planting:(i) the use of bamboo stake/ajir(to ease maintenance); (ii) planting along the contour

    line; (iii) tree species which are suitable and not suitable to be planted on shading areas; (iv)

    develop agro-forestry (multiple cropping system); (c) Maintenances: (i) installed announcement

    board; (ii) application of organic fertilizer; (ii) fencing (to prevent pig raids). Apart fromtechnical assistances, we also conduct awareness to raise ownership spirits and the benefits of the

    planted trees on future income generation.

    B.2.1.5 Monitoring Green PNPM Solar Panel (PLTS) Sub project Implementation, in

    Mawasangka Village, Mawasangka Sub District (16 January 2011)

    Mawasangka Village is the capital of Mawasangka Sub district, several household in the village

    has not electrified due to the distance with electrical pole, they also can not afford to access the

    electricity. As for the solution, the Mining agency has also provided free solar panel to pre

    welfare unellectrified family. But in many occasion, villagers turn to sell the panel when running

    out of cash. In Green PNPM block grant 2010, Mawasangka Village implemented sub-project of

    solar panel installation at ten households. To understand the situation/impact of the sub project,

    we visited three beneficiaries. Most of them expressed gratitude to the Green PNPM, but some of

    them are unhappy that they were asked to pay Rp 100.000 for the technician. The payment

    supposed not to be exist as it has been covered in the budget plan.

    B.2.1.6 Participated Sub district Musrembang in Pasarwajo (2 February 2011)

    In response to the issues of synergy, integration, and optimalization with Government

    development plan, Musrembang become an important process for PNPM in directing village

    development plan and strategies. We participated the Musrembang involving head of regionaldevelopment plan agency/BAPPEDA, social agency, district community empowerment

    facilitator/Faskab, ASTAL, sub district head, PNPM actors and facilitators at village level

    (KPMD, TPK), composed of 46 male and 20 female. The objective of OWT involvement were

    (1) to ensure environmental issues discussed and taken into priorities within village development

    plan (2) to socialize OWT smart practices and lesson learned of Green PNPM to inspire the

    government (3) to present future awareness raising and training strategies to get input from the

    government/Musrembang forum.

    B.2.1.7 Awareness during Inter-kecamatan Sub project Handover Meeting (MDST) in

    Holja (10 February 2011)

    The objective of the meeting: (1) to witness the hand over of project implementation result from

    TPK to the beneficiaries; (2) to remind the village government to formulate regulation relating

    with rumpon management; (3) to assert responsibilities of maintenance team (Tim

    pemelihara/TP).

    B.2.1.8 Conducted Green PNPM One Day Evaluation Workshop at Sub district Level

    (Pasarwajo 17 February 2011), Sampolawa (24 February 2011) and Mawasangka (28

    February 2011)

    We conducted workshop of Green PNPM evaluation in three sub districts, in Pasarwajo,

    Sampolawa and Mawangka, involving Green PNPM stake holder, actor and facilitators at sub

    district and village level (Head of sub districts, FK, FK-L, UPK, KPMD, TPK and villagers).

    The objectives of the workshops were: (1) to socialize the three years implementation of Green-

    PNPM to various parties; (2) to socialize the principles of Green-PNPM sub-projects; (3) to

    learn the success and failure of Green-PNPM sub-projects and its underlined causes; (4) to learn

    good and bad practices of Green-PNPM sub-projects implementation; (5) to improve

    coordination among Green PNPM actors, facilitators and stakeholders.

    The underlined results of the workshop in all sub districts are: (1) Many people are stillunfamiliar with the scheme, principles and objective of PNPM; (2) The coordination among

    facilitators of Green PNPM and Government is still lacking, the government need to play their

    role to control implementation progress; (3) The community expect that OWT will conduct more

    training for the communities; (4) Transparency and accountability in sub project implementation

    need to be improved; (5) forest boundaries should be cleared to avoid planning land

    rehabilitation and regreening sub project at forestry area; (6) For Sampolawa Sub district, the

    community participation within the PNPM process and implementation should be more frequent;

    (7) For Mawasangka, the mangrove rehabilitation has been successfully implemented and need

    to be maintain by the community; (8) Each villages failure implementation should be taken as

    lesson learned such as Tamarind plantation in Wasilomata I Village, Mawasangka Sub district,

    Biogas sub project implementation in Saragi Village, Pasarwajo, Seaweed farming in Tira

    Village Sampolawa Sub district; (9) The use of environmental board at UPK and all villages

    should be optimalized to display information; (10) OWT should be involved in selection, training

    to increase capacity of verification team to avoid funding inappropriate sub project such as

    Mangrove plantation in Kanapanapa and Oengkolaki Village; (11) For the case of Mawasangka,

    9 villages headmen to prioritize rehabilitation of critical bare land with regreening sub project

    B.2.1.9 Assisting Perdes Formulation in Holja, Pasarwajo Sub district (18 February 2011)

    We conducted meeting with village government, BPD, and PNPM actor and facilitator at villagelevel aimed to discuss village regulation (Perdes) regarding Green PNPM sub project of rumpon

    development. The underlying results of the meeting are: (a) enhanced in participation of

    communities in maintaining the sub project; (2) establishment of informal regulation and

    management which will be follow up into perdes document, punishment will be imposed to those

    who violated; (3) the BPD understood procedure and phases of developing village regulation-

    Perdes; (4) The BPD, KPMD and TPK started to draft the village regulation-Perdes.

    B.2.1.10 Group Discussion on Coastal Abrasion with Key Villages in Kancinaa (20

    February 2011)

    We visited Kancinaa Village to fulfill invitation from villagers to discuss coastal abrasion

    occurred in the village. The abrasion has caused worries of people who live around the coast,

    many coconut farmlands began to eroded, and many coconut plantations collapsed. In addition,

    the abrasion has threaded the coastal village settlement. Some of these people have done and

    initiated voluntary work to plant mangrove around the estuaries and the coastal area, somehow

    very small percentage are successful. The discussion results are as follows: (1) The coastal

    dwellers are aware on the coastal abrasion (2) the villagers has started to overcome the problem

    with planting mangrove at river banks/muara and the beach even though they havent succeed

    (3) OWT will assist them on developing mangrove nursery.

    B.2.1.11 Awareness during MD Sosialisasi in Gunung Sejuk, Lipumangau and Jaya Bakti

    Village (2-3 February 2011)

    We participated MD sosialisasi in Gunung Sejuk, Lipumangau and Jaya Bakti Village aimed at :

    (1) reminding local NR potential and environmental problems of each village (2) presenting

    lesson learned on strength and weaknesses of previous sub-project implementation. The meeting

    in three villages were participated by 95 male and 63 female.

    B.2.1.12 Awareness on Spring Water Protection in Makolo Hamlet, Jaya Bakti Village (10-

    14 February 2011)

    We conducted group discussion with villagers in Makolo hamlet regarding spring water

    preservation with planting trees arround the spring water. The meeting was attended by 26 male

    and 2 female. The emphasize of the awareness was on the importantance and the urgency

    preserving Makolo streams as the villagers source of water supply. As the result, the meeting are;

    (1) increased in awareness of protecting Makolo spring, the villagers will start to plant

    information board (2) The villagers will continue tree plantation and will develop village

    regulation relating to the spring protection (3) the village will set up voluntary work regular

    schedule for the spring protection.

    B.2.1.13 Garbage Separation Movement Campaign in Saragi Village, Pasarwajo Sub

    district (19 March 2011)

    As the continuation of garbage separation campaign in Laburunci Village (inspect B.2.1.2), we

    conducted the same awareness campaign in Saragi Village in collaboration with village

    government. The village head formally opened the campaign. We made use the time to inspire

    the communities the negative impact of garbage by screening the film entitled Garbage

    Management presenting the garbage separation movement in Sukunan Village, Yogyakarta. The

    participants were very inspired with films and since then some of them has initiated to sort

    organic and non-organic garbage starting from their home.

    B.2.1.14 Participated Reguler Village Quarterly Meeting in Jayabakti Village (18 March

    2011)

    We participated the reguler quarterly village meeting in Jayabakti Village. The objective of the

    meeting was to discuss village development plan. We made use the meeting to share

    environmental isuses and Green PNPM sub project implementation. We encourage the

    communities to activley involve in Green PNPM cycle. The meeting was participated by 38 men

    and 10 women.

    B.2.1.15 Developing Village Library and Regreening movement in Gunung Sejuk Village

    To intensify the use of the learning house, we added mini library contains various environmental

    contented books. The library aims to provide reading materials and information for villagers and

    school (elementary, junior high and senior high) students. The followings are the activities

    conducted during the handover meeting: (a) socializing the importance of the libraries (2)

    signatories of hand over legal document by the village government (3) installing announcement

    B.2.1.16 Group Discussion with Beringin Farmer Group in Oengkolaki Village,

    Mawasangka Sub district (26 March 2011)

    We conducted group discussion with Beringin farmer group in Oengkolaki Village aimed to : (1)

    introduce smart practices developed by OWT in Green PNPM (2) encourage the farmer group

    to actively participate in development program within the village such as PNPM (3) discuss

    activities of the farmer group and training plan for the group. The meeting was attended by 17

    male and 8 female.

    B.2.1.17 Awareness Raising through Informal discussion with Village Government at All

    Villages in Mawasangka Sub district (26-27 March 2011)

    We conducted discussion with village head and PNPM actor at all villages in Mawasangka Sub

    district take place at headmens house, aimed to refresh environmental knowledge and identify

    trend of village sub-project listed within RPJMdes documents, that is going to be submitted to

    Green PNPM in 2011. We initiated to identify those proposals in order to understand the

    appropriateness of each proposal with village problem and potential, beside, by understanding

    the trend; it will ease our work in deciding awareness and training topic as well technical

    assistance. Based on our discussion, observation on RPJMdes document, the villagers still favor

    planting sub-project. Fourteen out of seventeen villages proposed re-greening/planting sub

    project as the following: (1) Gumanano Village will propose 30.000 seedlings teak plantation;

    (2) Kancebungi Village will propose 30.000 seedlings teak plantation; (3) Napa Village will

    propose 10.000 seedlings teak plantation; (4) Wakambangura Village will propose three units

    rumpon development; (5) Banga Village, will propose 50.000 seedlings teak plantation; (6)

    Oengkolaki Village will propose cashew nut processing equipment; (7) Wasilomata II Village

    will propose planting mango trees; (8) Wasilomata I Village will propose planting shielding trees

    surround the village with Trambesi plantation; (9) Matara Village will propose mango tress

    plantation, 10.000 seedlings; (10) Dahiango Village will propose cocoa trees development; (11)

    will propose teak plantation.

    B.2.2 Muna District

    B.2.2.1 Intensive Facilitation on Honey Bee Culture in Napalakura Village, Napabalano

    Sub District (15 January 2011)

    Developing honey bee culture is not one day work, ability to identify the queen and to move the

    queen from its natural life into the box is prerequisite. At the other hand, honey bee culture is

    prospective in creating income generation for the villagers. Understanding these, since we

    established the honeybee culture demplot in Napalakura Village, we also havent stop providing

    intensive facilitation, enabling to monitor progress and challenges and lesson learned faced by

    the group. During our last visit on January 15, we discovered that the group has recently

    harvested four bottles from five boxes; they sold each bottle for one hundred thousands rupiah.

    They predicted that in the next harvesting period of July, they will produce 15 bottles of honey.

    Several households in the village such as La Ode Tamri have developed his own honey bee. He

    has started honey bee culture with one box that he hunted by himself. The village has prioritized

    honey bee culture to be developed through future Green PNPM block grant.

    B.2.2.2 Mainstreaming Renewable Energy Issue of Biogas during the meeting of NGOs

    and BLH to Discuss District Government Development Plan (17 January 2011)

    We participatedNGOs meeting with BLH in Muna District. The objective of the meeting was

    for BLH to obtain recommendation from all NGO in Muna District regarding BLHs

    environmental development plan. We made use the time to present our Green PNPM awareness

    mission for Muna District Toward Sustainable and Self Sufficient Energy Village. We

    acquired positive response from BLH. As the result, on May 2011, the BLH will start developing

    ten units biogas at different selected sub districts. We have also committed to provide training,

    technical assistance and selecting the location.

    B.2.2.3 Technical Assistance during Biogas Demplot Monitoring in Lahontohe Village,

    Tongkuno Sub district (27 January 2011)

    During our monitoring on biogas demplot in Lahontohe Village, we uncovered the biogas

    demplot installed at the village was not functioning properly due to the leakage in the digester.

    To solve the problems, we initiated to conduct meeting with beneficiaries to replace with new

    digester. The previous digester used was fibber water tank branded Profilein which this brand

    wasnt suitable to be used for biogas digester. We replaced the digester with another stronger

    water tank brand Excel. One week after the replacement (February the tenth), the biogas has

    functioned properly. Inspired from this demplot, the villagers have developed a proposal for

    replication using Green PNPM block-grant.

    B.2.2.4 Assisted The World Bank Team Conducting Monitoring and Evaluation on the

    Impact of Green PNPM Implementation in Lawa and Tongkuno Sub district (10-11

    February 2011)

    We assisted the World Bank team Mr. Sundjaya, Mr. Nassat D Idris, Mr. Fransiskus Harum

    and Mr. Goran visit in Tongkuno Sub district (Oempu and Fongkaniwa Village), Lawa Sub

    District (Latugho and Lalemba Village) to conduct Environmental Impact Assessment of Green

    PNPM aimed at: (1) understanding impact of Green PNPM implementation, (2) evaluating

    effectiveness of Green PNPM implementation. The study was conducted through group

    discussion with Sub districts head, PJOK, Village headmen, BPD, UPK, TPK, KPMD, FKL andvillagers. The questions were emphasized on the Impact of Development of Forest Plantation

    in Lawa Sub district and Erosion Control and Planting Teak Crops at Degraded (Teak) for

    Tongkuno. Numbers of villagers attended the meeting were 15 male and 8 female for Tongkuno

    Sub district and 39 male and 15 female for Lawa Sub district.

    B.2.2.5 Mainstreaming Environmental Issues through Village Development Plan Meeting

    (Musrembang) in Lawa (14 February 2011) and Tongkuno (15 February 2011)

    Responding the issue of synergy and integration of PNPM implementation commenced in 2011,

    we have played our role ensuring RPJMDes document developed in the right manners so that all

    environmental potential covered and also considered in all development subjects. On the 14 and

    15 February, we participated Musrembang in Tongkuno and Lawa Sub district. The meeting was

    attended by Vice regent, District Legislative (DPRD) Head of BPMD, Sub district head, Village

    headmen, BPD and the villagers. The participant in Lawa was 79 male and 11 female, in

    Tongkuno was 62 male and 13 female. The objectives of our involvement were: (1) to ensure

    that the environmental issues of Green PNPM discussed in the meeting (2) to ensure that any

    development plan and development implementation in the village will consider environmental

    impact (3) to ensure that OWTs best practices such as biogas, CCB, village nursery, cashew nut

    processing is further discussed and adopted by the government (4) to inspire the government at

    District level to consider including environmental preservation into Districts government policy.

    B.2.2.6 Participated Discussion to Develop Collaborative Action Plan with BAPPEDA in

    Garbage Management (22 February 2011)

    We participated meeting with Environmental Impact Assessment Agency-BAPPEDALDA,Development Plan Agency, and Gajah Mada University Alumni Association (KAGAMA) on the

    22 February 2011 take place in BAPPEDA auditorium and is organised by KAGAMA. The

    objective of the meeting was to discuss and develop action plan of garbage management in Muna

    District. Our involvement in the meeting was to fulfill an invitation from the agency to givecontribution. We made use the time to deliver presentation on garbage separation movement

    (separating organic and non organic waste and the making of handicraft from garbage). We alsointroduced OWT best practices on renewable energy such as biogas and CCB, Economic

    productive such as Virgin Coconut Oil (VCO). The participants of the meeting were NGO,

    Government and boy scout consist of 16 male participants. The participants were very

    enthusiastic and they keen to develop cooperation with OWT.

    B.2.2.7 Participated Announcement Meeting of BPKP Investigation Result of 2008 Green

    PNPM Implementation (28 February 2011)

    We participated Green PNPM facilitators meeting organized by BPMD. The objective of the

    meeting was to acknowledge the audit result of BPKP. According to BPKP result of audit

    revealed a diversion of budget with the total amount of Rp. 42.961.600 explained in thefollowing: (1) Eco tourism sub-project implementation in Latugho Village, Lawa Sub District,

    the BPKP found the purchasing of material (cements) was inappropriate in the number of

    cements and the total amount of money spent. The BPKP recommended PJOKab to ask TPK toreport the budget expenditure of the remaining amount of Rp. 1.928.500,-. (2) The Green PNPM

    has no Technical Facilitator (FT) which makes it difficult-less in accuracy when developing

    budget plan regarding physical conservation building, (3) in the implementation of mangrove

    rehabilitation in Tampo Village, Napabalano Sub district, the BPKP found a marked up on the

    price of stake of the amount of Rp. 24. 750.000 and mangrove seedling of the amount of Rp. 5.100.000. BPKP recommended the amount to be returned to the states cash (4) Marked up on the

    price of teak seedling in Tongkuno Sub district, far too expensive when compared to the groundprice (5) BPKP noted that Green PNPM working group are very poor in controlling

    accountability and transparency of the project implementation. The BPKP recommended Green

    PNPM team work from BPMD to imposed punishment to Astal, FKL, and TPK who violated theGreen PNPM Operational Guideline. The meeting was attended by PJOK of all pilot Sub

    districts, FKL, TPK of Latugho Village, Lawa Sub district. Acting as moderator was Faskab of

    PNPM MP and PJO Kabupaten.

    B.2.2.8 Regreening Movement in Barangka Sub district (4 March 2011)We conducted interschool regreening movement of SMA 1 Lawa and SMA 1 Barangka Sub

    district took place at SMA 1 Barangka (SMA 1 Barangka is located in Barangka Sub district, theneighbouring Green PNPM area). We facilitated this activity to fulfil request from SMA 1 Lawa

    internal school students organisation (OSIS) for their interschool students organisation working

    program. The objective of the program was to raise awareness and increase participation of SMA1 Barangka in planting movement. We made use the meeting to: (1) Explain the global warming

    and the way individual can participate in reducing the global emission (2) Raise motivation ofthe students in green campaign (3) Promote OWT and Green PNPM best practices outside Green

    PNPM area. The movement was involving the school principal, and students organisation of

    both schools consist of 32 men and 18 women. The activity was conducted half day, started with

    opening speech by school principal of both school, presentation from OWT and planting mahonitrees at the school yard.

    B.2.2.9 Develop CCB Production Unit in Lambiku Village, Napabalano Sub district (12

    March 2011)

    We facilitated the development of production unit of CCB in Lambiku Village, Napabalano Subdistrict. The development of CCB production unit was aimed at supporting the CCB group to

    develop CCB business. We support with promoting the CCB to wider community by ordering

    150 kg distributed them freely to the villagers. We expect the villagers aware the effectiveness of

    use of CCB, so that they will either produce or purchase from the production unit.

    B.2.2.10 Development of Environmental Kiosk (Warling) In Wamelai Village, Lawa Sub

    District (2731 March 2011).

    We facilitated development of environmental kiosk aim to (1) sell community green products

    such as CCB, organic fertilizer, EM-4, Virgin Coconut Oil, honey bee, Jantropa Stove, Energy

    Saving Stove, coconut shell charcoal, tree seedlings and nentu handicraft, (2) promoteenvironmental issues by displaying books, brochure, factsheets etc. We aim to develop one

    environmental kiosk at all sub districts.

    B.2.2.11 Awareness on the Impact of Mining Activities to the Environmental Services

    Reduction through Media Sultra (24 March 2011)One of the programs of SE Sulawesi provincial development plan in elevating the income of

    APBD is through expanding the mining areas by reducing the size of production forest namely

    Special Economic Zone (Kawasan Ekonomi Khusus-KEK). This development plan has raised

    pro and cons from environmental activist and NGO such as WWF, Lepmil, Yascita, WomanAliance-Alpen etc in SE Sulawesi. As an NGO actively empowering communities for

    environmental preservation in SE Sulawesi, we also have justification on the issues.We predict

    that the program will bring much negative impact rather than the benefit, especially when the

    program implementation put aside the environmental impact assessment. In order to announceour justification to the public, La Ode Rabiali, Muna District Environmental AwarenessCoordinator, stated his opinion of disapproval Media Sultra (Local daily newspaper) published

    on the 24 of March. The author suggested the government to review the plan.

    B.2.3.3 Assisted World Bank Evaluator Team in Watubangga and Ladongi Sub district

    (27-28 January 2011)

    We assisted the World Bank team (Pak Bahtiar Tim Dirjen PMD Jakarta, Ibu Kirana Dewi from

    PMD Jakarta, Pak Zoran, Pak Fransiskus, Pak Nazad. Pak Sanjaya) to study the impact of GreenPNPM project implementation in Watubangga and Ladongi Sub district. During the course of

    each visit, the team started with group discussion with UPK, PJOK, SPK, Astal, FK, FK-L, Sub

    district head. The sites visit in Watubangga Subdistrict were: (1) Green PNPM coconut oil

    economic group in Lamundre Village (2) SPH, FLER, biogas, community radio (CR) in Gunung

    Sari Village (3) Communal biogas demplot in Sumber Rejeki Village.

    In Ladongi Sub-district (January 28, 2010) the team visited durian plantation sub-project in

    Anggalosi Village. From the evaluation we underlined : (1) The team encourage OWT works on

    the ground such as demplot development of biogas, community radio, CCB etc (2) For the case

    of Lamundre Village, Watubangga Sub district, all actor should be more careful with theselection of beneficiaries (Lamundre Village received BLM for developing coconut oil business,

    during the visit the group was no longer produce oil. The coconut oil produced is shorter in

    endurance period compared with palm oil). On the other hand, the villagers get more profit when

    they sell the coconut in the form of copra.

    B.2.3. 4 Introducing OWT Best Practices on Garbage Separation during Health

    Socialization in Puulemo Village, Baula Sub district (19 January 2011)

    We participated the meeting with District Health Agency, Health Promotion division takes placeat Puulemo Village meeting hall, attended by village woman group and village government

    consist of 3 males and 13 female. The health socialization conducted in Puulemo Village

    because the village is selected to represent Kolaka District as the cleanest and healthiest village

    competition organized by Province Health agency. The objectives of the meeting was for Healthagency (Promotion Division of Health) to socialize program so called Standard Practices on

    Living Healthy Life/PHBS as follow: (1) Maternity is helped by health personnel (2) mother

    breastfeeds their babies only (3) The family have health Insurance (JPKM), (4) Family membersdo not smoke (5) Exercise or regular physical activity (6) Eat a balanced nutritional menu

    (vegetable and fruits every day), (7) sufficient/available of clean water (8) availability of toilets;

    (9) Conformity between a total floor size and residents (10) No grounded floor houses.

    We made use the meeting to introduce OWT best practices on garbage separation movement. As

    the result, we developed joint action plan to deliver training on garbage separation on February.The others villagers appointed to represent Kolaka District were Watalara and PuundohoVillage; both villages situated in Baula Sub district.

    give free assistance to those who aims to develop biogas with their own money.Participant of

    the discussion were head of the village and the farmer group, consists of 13 Male, and 4 female.

    B.2.3.6 Participated Meeting with PNPM Stakeholder and Facilitators at Sub district Level

    in Ladongi (03 January 2011)

    We participated a coordination meeting with PNPM Stakeholder and facilitator on January 3,

    2011 at UPK office, Ladongi Sub district. The outputs of the meeting were: (1) commitment to

    enhancing transparency and accountability of PNPM implementation in 2011 (2) commitment to

    consider as lesson learned of implementation failure occurred within the previous years.

    B.2.3.7 Awareness during KPMD Monthly Meeting in Ladongi Sub District (23 January

    2011)

    Objective of the meeting: (1) to strengthen KPMD rules as an important facilitator who plays an

    important role in determining the direction of village development (2)

    Synergize the integrationof Musrembang Desa and implementation of PNPM (3) Socialize OWT awareness plan and

    intensify the use of Green Trust Radio (CR) to socialize PNPM to enhance participation of the

    communities.

    B.2.3.8 Awareness during MAD I PNPM-MP 2011 in Ladongi Sub district (30 January

    2011)

    During MAD I PNPM in Ladongi, we were given one hour to deliver presentation. We made use

    the opportunity to remind the meeting participants on several things: (1) to take into account

    environmental impact of each PNPM sub project (2) to remind the participant the urgency and

    benefit of sub project for the communities, especially targeted beneficiaries of PNPM (3) to

    remind appropriateness of village proposal and existing problem and potential. This is the case

    for Green PNPM, some villages proposal was not suitable with NR problem and potential.

    B.2.3.9. Awareness on Garbage Separation with Districts Health Agency in Watalara and

    Puulemo Village Baula (05-08 February 2011)

    Together with District Health Agency, woman group at village and sub district conducted health

    extension in Watalara Village. We made use the chance to train several household to makegarbage bin from rice sacks and to separate organic and non-organic garbage. Thirteen

    households managed to make their garbage bin from rice sacks.

    The result of the training were: (1) they understood simply practical way of health living (2)

    they differentiated types of garbages (2) they separate different type of garbage, between

    organic and an organic (3) They made garbage bin from rices sacks

    B.2.3.10 Organized Green PNPM exhibition at Gelora Football Field in Kolaka (21-28

    February 2011)

    We promoted Green-PNPM smart practices in the KolakaExpoat Gelora Football Field. Theannual events aim to promote development of all government agencies in the Kolaka District.We made the event to socialize: (a) Pilot Green-PNPM in terms of its specific strategies and

    approaches; (b) Green-PNPM smart practices (biogas, CCB, Jantropa stove,energy saving stove,

    Nentu, high quality seedlings) produced by SPH and FLER;(c)Market home industries productsfacilitated by the program, such as CCB (wooden milling residual, rice husk, and coconut shell),

    Food and beverages from PNPM Woman group (peanut crispy, banana crispy made by group in

    Ladongi and Baula, Cassava crispy from Maju Jaya dua Putra woman group in Ladongi, Ginger

    drink with chocolate taste from Baula and Puulemo Village, nata decoco,bokashi made ofwooden milling residual, honeybee, VCO from Buton, Janthropa stove from Buton and Baula,

    handicraft made of plastic garbage; (d)Film screening. The visitor of our stall was 250 men, 118

    women, and 33 children. The committees awarded OWT as the third runner up.

    B.2.3.11Socializing Green Menu during MAD I in Watubangga Sub district

    We participated MAD I in Watubangga conducted at the sub district meeting hall. We made use

    the meeting to (1) Socialize Green Menu (2) Presented lesson learned of previous

    implementation.

    B.2.3.12 Participated Musrembang Desa at all villages in Watubangga Sub district (14-17

    February 2011)

    We facilitated meeting of Village Development Plan (Musrembang) of all villages in

    Watubangga Sub district aimed to: (1) ensure the villages discussed environmental issues in

    Musrembang and consider environmental impact when proposing any development subject (2) to

    review the RPJMdes, as noted in the RPJMdes document that all villages are given time to

    review the document until April 2001. We made use the opportunity of Musrembang to remind

    environmental issues such as bokashi, seaweed farming mangrove crabs farming, teak plantation,

    biogas development, apiculture development, and village nursery.

    B.2.3.13 Socializing the Role of OWT in Green PNPM during MAD 1 in Lambandia Sub

    District 2011 (24 March 2011)

    Starting from the mid of March 2011, Baula Sub district is not longer selected for Green PNPM

    beneficiaries. As the substitute, the BPMD has selected Lambadia Sub district (the sub district is

    neighboring with Ladongi, about 25 minutes from Ladongi). In response to the situation, on the

    24 March 2011, together with FK-L, we conducted MAD 1 in Lambandia Sub district, attended

    by KPMD, UPK, TPK, Village woman group, and villagers representative (38 men, 26 women).

    We had one hour and we made use the time to present the following: (1) Introduce Green PNPM

    (2) Introduce Green Menu (3) Introduce the role of OWT in Green PNPM (4) Introduce OWT

    smart practices.

    From our presentation on the best practices, the meeting participants were very enthusiastic on

    best the demplot and best practices we have developed, they said that they could not wait

    training from OWT.

    C.1 Environmental Awareness at District Level

    C.1.1 Buton District

    C.1.1.1 Training of Trainer on Permanent Biogas Installation in Kancinaa Village,

    Pasarwajo (17-18 January 2011)

    In response to the frequent problems of plastic (Poly-ethyl Propylene) digester (easily leakagedue to animal disturbances), we started to develop permanent biogas using fibre water tank

    with capacity of 200 litters as digester, using circular concrete and drum as gas storage to ease

    the gas outflow toward the stove. The average construction cost is IDR 7,200,000. It is four

    times higher than plastic digester (IDR 1,750,000), the predicted life time is about 20 years, it is

    much longer than plastic digester which is about 3 years, and in many cases were only several

    months. The training participants are KPMD, TPK, Headmen and beneficiaries. The output we

    expect from training are (1) the villager are able to install biogas (2) Villagers develop their own

    biogas with their own money.

    C.1.2 Muna District

    C.1.2.1 Training on Making Energy Saving Stove and CCB in Lalemba Village, Lawa Sub

    district (8 January 2011)

    We were invited by TPK of Lalemba village to act as trainer on Making Energy Saving Stove

    using BLM. The training topic focused on: (1) explaining participant on the Renewable energy

    of Green PNPM and renewable energy issues (2) assisting training participants on making

    energy saving stove and CCB. We expect that the training will bring economic benefit to the

    villagers. We encourage them to form energy saving stoves economic group producing and

    selling energy saving stove and CCB. The training participant was 20 male and 15 female.

    We organized Green PNPM evaluation workshop involving Head of PMD, PJOKab, Faskab, AllSub district head, and Village headmen, BPD, BKAD, PJOK, FKL and UPK. The objective of

    the workshop were: (1) to socialize Green PNPM outputs and best practices of both componenets

    (2)

    to build the same perception and understanding of facilitators, actors and stakeholders on theobjective and principle of Green PNPM for better implementation (3) to reduce

    misunderstanding among actors and facilitators (4) to socialize the role of OWT.

    The underlying recommendations from the workshop are: (1) Green PNPM sub project

    implementation at village level should be transparent and accountable, the villagers suspect and

    found budget misuse, but they have less authority to question. This also caused by bidding

    process (2) Many TPK do not report implementation progress to the village government. Therecommendation suggested by Napabalano Sub district head, that in the future implementation,

    the TPK should report progress with Village Government. The same case also occurred in LawaSub district, in which certain activities such as hand over meeting-MDSTrarely coordinated with

    Sub district head and village government.

    C.1.2.4 Training of Trainer and Biogas Demplot Development in Langkumapo Village,

    Napabalano Sub District (26 - 28 February 2011)

    We organized training and developed biogas demplot in Langkumapo Village, Napabalano Sub

    district. The reason we selected Langkumapo Village for demplot location are (1) many villagersraise cow, the cow are uncaged so that the dung scattered everywhere and caused unfavourable

    smell (2) to inspire the villagers the use of cow dung, so that they will cage the cow and use the

    dung for biogas. Objective of the trainings were: (1) to develop biogas demplot for learning

    center for villagers (2) to introduce an example of the use alternative energy to reduce the

    dependency on wooden fire, kerosene and LPG.

    C.1.2.5 Development of Bokashi in Wamelai Village, Lawa Sub district (28 February 2011)

    The result of the training were :(1) Participants understood the use and the benefit of using

    bokashi (2) Participants understood technique of making bokashi (3) Participants form an

    economic group of bokashi making. The participants consist of11 male and 4 female. The

    material uses for making bokashi are mixing of manure, rice husk, EM4, sugar.

    C.1.2.6 Practical Exercise on Making Biogas Outflow in Langkumapo Village, Napabalano

    (9 March 2011), Lahontohe Village, Tongkuno (10 March 2011)

    We conducted practical exercise of making biogas outflow container made of PE plastic, the

    height is two metres and diameter one metre. The training participants are those who involved inthe previous biogas training. The exercise was aimed to make gas storage container made of PE

    plastic to enable the biogas used by more than one house hold. As the result, the permanentbiogas is now are able to be used by three households.

    C.1.2.7 Training for Maintenance Team (TPS) in Tongkuno Sub district (31 March 2011)Trainings objectives (1) provide technical instruction on the maintenance of Green PNPM Subprojects (2) Remind the TPS the reason behind each sub projects such as Spring water

    rehabilitation, teak planting etc (3) Develop action plan for TPS, FKL and CSO. Participant ofthe training was 46 men and 7 men consist of KPMD, TPK, BPD and project beneficiaries.

    C.1.2.8 Develop Patchouli Nursery in Wamelai Village, Lawa Sub district (1 March 2011)

    Patchouli (Pogostemon cablin) is a species from the genus Pogostemon and a bushy herb of the

    mint family, with erect stems, reaching two or three feet (about 0.75 metre) in height and bearingsmall, pale pink-white flowers. The plant is often used for fragrance. Patchouli is native to

    tropical regions of Asia, and is now extensively cultivated in Indonesia including SE Sulawesi.

    In Muna District, as they heard the business potential of patchouli, many farmers (Green PNPMpilot area) such as in Lawa Sub district, has looking for to cultivate patchouli, even they have

    less knowledge how to get the seedlings and to cultivate patchouli. Responding the demand,under assistance from OWT, the Bukit Harapan nursery group has started to develop patchouli

    nursery in order to fulfil request from the farmer.

    C.1.3 Kolaka District

    C.1.3.1 TOT on making Nata de Coco and CCB in Baula Village, Baula Sub district ( 21-22

    January 2011)

    We conducted two days Training of Trainer on making nata de coco and CCB in Baula Village.

    The training involved villages woman group of five villages (Baula, Puulemo, Watalara,

    Puubunga, Pewutaa and Puuroda Village). From this training, the participants learnt: (1) Making

    Nata de Coco and CCB (2) Understood business potential of Nata de Coco and CCB (3) to

    utilize the coconut waste as income generation activities. The participant of the training was

    consisting of two male and twenty female including Head of the Sub district.

    C. 1.3.2 on the Job Training to Madu Rasa Apiculture group in Tandebura Village,

    Watubangga Sub district (11-13 January 2011) and (18-19 February 2011)

    As stated previously that the hard part of cultivating honeybees is ability to distinguish

    honeybees caste (queen, worker, drones) and ability to move colonies from its natural life into

    man made wooden box. We have conducted frequent training and not to mention technical

    assistance, somehow the villagers (honeybees group) were still reluctant to hunt. On January 11,

    we conducted collective honeybees hunting lead by Pak Made and Pak Ediana involving eight

    villagers (7 male and 1 female) from the honeybee farmer group. As the result, the groupmanaged to move two colonies into the box without Pak Mades help. The group conducted

    similar activities on February. They managed to catch ten boxes.

    C. 1.3.3 Training on Making Handy Craft from Garbage to Village Woman Group in

    Gunung Sari Village, Watubangga Sub district (23-24 January 2011)

    During the reporting period, we conducted training on garbage separation and making handicraft

    from garbage located at Smart Practices Houses (SPH) in Gunung Sari Village, Watubangga Sub

    district, involving Village Woman group of Tandebura Village and Gunung Sari Village. Thebenefit of the training: (1) The woman group understood making handicraft such as flower vases,

    pencil cases, bags etc (2) The woman group understood the importance to separate organic and

    non-organic garbage. After the training course, they distributed garbage bin at public places such

    as school, and village health clinic. The participants of the training was 5 male and 20 female,

    consist of PJOK, village headmen, village woman group of Gunung Sari and Tandebura,

    kindergarten teacher and Kindergarten pupils.

    C.1.3.4 Proceeding OJT to Community Radio (CR) Green Trust Crew in Ladongi (28

    February 2011)

    During the reporting period, the management of Green Trust Community radio encountered two

    important issues as follows: (1) The stop of financial support from JRKI (2) Two announcer

    resigned due to the tight up school schedule toward the national exam. We have recruited two

    volunteer to overcome the later. We conducted OJT for new announcer and refresher for old

    announcer. The subjects of the training were: (1) the broadcasting manner (2) making ILM (3)

    radio management as the input from JRKI, financial and marketing strategies.

    C.1.3.5 Training on Making Bokashi to Sumber Sari farmer Group in Atula Village,

    Ladongi Sub District (12 February 2011)

    Due to the scarcity of fertilizer and high demand on the product has made the farmer starting to

    look for alternative fertilizer. Many of them are also aware the impact of using chemical fertilizer

    to destruction of soil structure and humans health. One of the farmer group in Atula Village

    asked OWT to teach them on making bokashi. We taught them making bokashi from rice husk,

    wooden milling disposal, leaves, and cow dung. All material needed for the training prepared by

    the farmer group. We only help them with technical assistance. Somehow, the group still find

    difficult to purchase EM4, they asked OWT to train them on making EM4. The bokashi

    produced during the training used in vegetable plantation. We asked them to observe the result

    on plantation with and without non-organic fertilizer and bokashi.

    C.1.3.6. Training on Making Bokashi and and Organic Pesticide to Sidomuncul farmer

    group in Watubangga Sub district (18 March 2011)

    The training was attended by farmer group association-GAPOKTAN from three villages

    (Gunung Sari, Tandebura and Peoho Village) and university students from Kolaka consist of 18

    men and 7 women. The underlying result of the training are: (1) The farmer group understood

    technical on making bokashi and organic pesticide (2) The farmer group produce bokashi for

    their personal use.

    C.1.3.7 Strengthening RGS Community Radio (CR) Institution in Gunung Sari Village,Watubangga Sub district (20-25 March 2011)

    Due to the weakening of the community radio coverage and the retirement of radio crew, we

    initiated to have a meeting with the crew to discuss on problems faced. The result of the meeting

    are (1) to move the radio station to the SPH from the previous studio, the previous studio was at

    Pak Mades house, and the crew was reluctant go there (2) Increase the coverage areas (3)

    restructure the radio organization, and develop strategies for good management.

    C.1.3.8 Fixing Biogas Demplot in Lalowosula Village, Ladongi Sub district (14-19 March

    2011)

    During the last quarter, we developed permanent biogas demplot using tofu residual, since its

    establishment, the demplot has not functioned properly due to the leakage in the digester caused

    by wrong selection of fiber water tank. On 14 to 19 March, we replaced the digester with the

    stronger digester, and since 25 of March, the biogas has functioned properly.

    IV. Challenge Faced, Remedial Action taken and Lessons Learned

    1. Poor Implementation on Planting sub-project. From our monitoring result to several

    sub-project at all district in SE Sulawesi, the implementation of planting sub project was

    still very poor, this problem reasonably occurred as the project executors (TPK) and

    beneficiaries are still lack of knowledge and skill on nursery development, plantingtechnique i.e deciding planting space and maintenance. On the other hand, the seedlings

    were purchased from the breeders which frequently are not feasible to plant, andsometimes the seedling was even damaged during the it was transporting from the

    breeders to the planting location.Remedial Action taken: We have trained the Green facilitator on Catchmentmanagement on vegetative and generative propagation technique etc. We aimed to

    deliver this kind of training to the TPK and project beneficiaries and encourage the

    village to develop their own nurseries.

    2. Wrong Selection of Fiber Water Tank for Permanent Biogas Digester. Several

    permanent biogas demplot developed in Buton, Muna and Kolaka district, because of thewrong selection of fiber water tank for the digester, the biogas were not able to functionproperly.

    Remedial Action Taken: We have replaced the digester and we have developed

    standard, select certain brand.

    3. Poor Domestic Garbage Management. The Green PNPM sub project in SE Sulawesi

    hasnt put attention on garbage management in which at certain sub district such as

    Pasarwajo Sub district in Buton badly need garbage management.

    Remedial Action Taken: We have several time delivered socialization on garbage

    management with village government, sub district government and related Governmentagency at district level.

    4. Less Coordination of Village Actors and Facilitator with Sub district and VillageGovernment. The case for Muna district, in many time the hand over meeting conducted

    without notification with the Sub district and village government. These generatesuspicion to TPK and facilitator.

    Remedial Action Taken: We have facilitated evaluation workshop to discuss allchallenges and lesson learned for future implementation.

    V. Conclusion1. The awareness raising and training activities has raised awareness of the communities in

    protection of the environment which can observe from the arising planting sub projectsuch as (regreening, forest rehabilitation, agricultural development, spring water

    protection) as well as the using of renewable energy such as biogas, CCB,janthropa,

    energy saving stove.

    2. The topic of awareness and training gradually evolved over time. During the reportingperiod, the new activities for awareness is the development of community library, help

    with promotion and marketing of environmental friendly product such as CCB, nata

    decoco and bokashi in which we expect it will develop into active economic group.

    3. The biogas demplot has evolved to permanent biogas which are able to use collective of

    three household.4. The dissemination of Green PNPM smart practices frequently conducted during the

    reporting period through Kendari Pos, Media Sultra and Bakti News Magazine. We alsoconducted Green PNPM Evaluation workshop at Sub district level aimed to summarize

    challenges and lesson learned in previous implementation to improve the future

    implementation of 2011 and 2012.

    5. The implementation of planting sub-projects is still poor due to lack of skill in planting

    technique, nursery development, and maintenance of project executor and beneficiaries.
