Background• The GNSSN project was initiated as result of

the Conference on Effective Regulatory Systems in 2006, Moscow; strong support from G8 and other Member States was received;

• The project was launched in the IAEA regular budget in 2008;

• Several CS were held to further develop the concept and the programme with the support of Germany (BMU/GRS);

• Official Announcement was made in the International Conference on Effective Nuclear Regulatory Systems, 14 to 18 December 2009 in Cape Town, South Africa

• Successful migration from GRS Server to the GNSSN Production Server at IAEA applying the SharePoint 2007 software;• reviewed the status of the system;• prepared a road map for installation of the necessary components for

the GNSSN portal at the IAEA• decided to establish a formal Joint Cooperation Team between

BMU/GRS and IAEA• Integration of more thematic areas and IAEA review services

into the GNSSN: such as IRRS, EPREV, INES, E&T…• Successful test case for the Regulatory Cooperation Forum

(RCF);• Release of public websites for GNSSN and its sub-sites;

• Four working groups worked in most important areas:• Group A: Strategy and policy, including the overall structure and

content of GNSSN and RegNet• Group B: Country Contributor Sites (National Nuclear Regulatory

What is the GNSSN?

The Basic Concept of GNSSN comes from the IAEA document:

What is the GNSSN?

• The GNSSN comprises a set of existing networks and information resources (public and restricted).

• GNSSN aims to ensure that critical knowledge, experience, and lessons learned about safety and security are exchanged as broadly as they need to be and to enable and support interaction and collaboration between professionals and organisations.

Implementation of the network

• The Production web site of the GNSSN has been divided in two parts – public and restricted.

• The public web site is exposed to the Internet without any restriction and is meant to host information of general nature which should give short presentation of the GNSSN and its components to a public visitor;

• The restricted site collection holds specialized and confidential information which is accessible only for users registered in the system. To every part of the restricted site collection an access control list applies. Access control lists are coordinated with the site owners.

Implementation of the network

•In order to allow controlled access to GNSSN parts a procedure for user registration and assigning access rights has been developed;

•Users access the GNSSN web site and its parts through a Single Sign On (SSO) mechanism which allows access to different sites, including NUCLEUS, with a single user name/password pair.•Three different user roles:

•Site owner or administrator, can change the design, register new users and make any changes•Member can upload and edit documents, announcements, participate in discussions.•Visitor can access site and download documents.

Implementation of the network

•The software product SharePoint of the Microsoft Corporation, which is the fundament of the GNSSN web site, can host not only the GNSSN web site collection but can serve as a platform for active collaboration by all involved stakeholders.

•New parts were introduced in the GNSSN system and started working successfully – Regulatory Cooperation Forum (RCF), Integrated Regulatory Review Service (IRRS), International Nuclear and Radiological Event Scale (INES), Education and Training.

•All these new parts and sub-sites have already been introduced by IAEA staff.

International Regulatory Network (RegNet)

• RegNet is based on the concept of the global nuclear safety and security framework and makes use of nuclear safety and security information provided in the worldwide web.

• RegNet supports national and international actors in sharing of regulatory knowledge, practices and information and in fostering collaboration on nuclear safety and security matters.

• The objective is to contribute to the effectiveness of Nuclear Regulatory Systems and to continuous enhancements.

• RegNet is an information and collaboration platform and is part of the Global Nuclear Safety and Security Network (GNSSN).
