Monitoring & impact assessmentMonitoring & impact assessment

Emergency relief sector is good at monitoring the delivery of assistance but poor at assessing the impacts on beneficiary households

CGIAR studies of seed aid show that conventional ‘seeds & tools’ distributions have less impact than assumed

Impact assessments are essential in developing and enhancing current RRR practice

Diagnostic & analytical toolsDiagnostic & analytical tools

Seed relief studies led to development of various tools & methodologies for assessing seed systems and seed needs

Other tools include Vulnerability Tracking Germplasm Biodiversity Mapping

Major challenge is in promoting the uptake of tools / methodologies by agencies who can make use of them

Market studies, baselines, reviewsMarket studies, baselines, reviews

Examples from S. Sudan and Somalia Field methods often need to be adapted

to conflict situations: Insecurity; lack of secondary data; lack

of trained national staff Changes in marketing and production

patterns due to crisis often renders earlier baselines out of date

Reviews are important due to high staff turnover and lack of institutional memory of relief agencies

Technical advice & supportTechnical advice & support

Various ways of providing advice and support

Most effective is when researchers are directly involved in design of RRR programmes and interacting with implementing agencies

E.g. Zimbabwe Protracted Relief Programme (Kizito)

Biodiversity conservation & restorationBiodiversity conservation & restoration

Examples from Somalia, Ethiopia.. Germplasm is rarely lost due to short-

lived, acute stress Germplasm is occassionally lost due to

chronic stresses such as plant diseases or drought

Lost varieties are most likely to be short-duration types and modern varieties (MVs)

Seed relief projects that aggressively promote MVs risk replacing local varieties

Institutional development & capacity buildingInstitutional development & capacity building

Institutional development in post-conflict situations might include: Public & private institutions for delivery of

inputs & services Market institutions Agricultural research systems Govt ministries / departments

Often a massive need for govt sector capacity-building after long conflicts

Capacity-building among NGOs also needed Training can include degree-level, general

awareness-raising, specific methods, etc

Policy guidancePolicy guidance

On-going engagement with FAO, NGOs and various donors has led to changes in the ways in which seed aid is programmed

Specific assessments in specific countries have also had an impact on RRR policy

Difficulty in promoting lasting policy changes at institutional (rather than individual) levels

Conceptual analysisConceptual analysis

CGIAR weakness is limited understanding of RRR processes and approaches

Research undertaken on the concept of rehabilitation can guide future work

Potential for analysis of post-conflict institutional development; enhancing resilience of agricultural & marketing systems…
