OUTREACH SUMMARY The Neighborhood and Housing Services Department (NHSD) solicited City‐wide community input for the Risk Mitigation Policy between September 2018 and February 2019. The purpose of the input, including a survey, was to identify the type of assistance needed for eligible relocation cases or emergency assistance. The survey included in this document was shared with community services providers, interfaith groups, grassroots organizations, neighborhood representatives, renters’ advocates, and residents.
Public outreach for the Risk Mitigation Policy began in the fall of 2018. Nearly 1,700 participated in the public outreach, including constituents in all ten districts.
Survey: Available online or as paper survey in both English and Spanish (from October 20 to November
16) Distributed through social media (Facebook, Nextdoor, and Mayor’s network) and community
partners including the San Antonio Housing Authority, Haven for Hope, and Interfaith groups Staff received 235 responses to the initial survey which provided information on community
needs
Public Meetings: Five public meetings were held from September 2018 through January 2019, one in each
geographic quadrant of the city The meetings were professionally facilitated and focused on gathering input on community
priorities and sharing ideas Staff and volunteers answered questions and took detailed notes Spanish interpreters attended each meeting All meetings were held in ADA‐accessible locations and live streamed on Facebook
Stakeholder meetings: Staff convened three technical working group meetings with service providers and
representatives from the property management community The purpose of these meetings was to hear about challenges each party experiences in
ensuring San Antonio residents are stably housed Staff held two focus groups with developers to understand reasons behind displacement and
to identify partnerships Staff met as needed with community organizations to talk specifically about the policy:
o Texas Organizing Project (TOPS) o COPS Metro Alliance o San Antonio Housing Oversight Coalition (SAHOC) o Esperanza Peace and Justice o Soapworks o Vecinos De Mission Trails o Texas Low Income Housing Information Service (Texas Housers)
Public Input on Policy Drafts: Draft policy online since January 18th for public comment Emailed stakeholders drafts for feedback

RISK MITIGATION SURVEY
235 survey responses received
The survey was available online and in paper (English and Spanish) on the City of San Antonio
main webpage and NHSD webpage. It was also distributed through community groups, service
providers, the Mayor’s Office and City Council District offices
Survey participation from all Council Districts, with the highest participation from District 5
64% of respondents experienced displacement or know someone who has been displaced
Respondents prioritized that the Risk Mitigation fund should cover:
1. Relocation/housing navigation (20.5%)
2. Emergency assistance and short‐term rent payment (20.3%)
3. Rental application fee and security deposit (20.3%)
4. Utility assistance (20.4%)
5. Counseling and case management (17.9%)
Respondents prioritized emergency assistance for:
1. Job or wage loss (42.7%)
2. Loss of wages due to medical related issues (24.8%)
3. Rising rent (17%)
Respondents prioritized the best way to access resources at the time of displacement is:
1. Physical location/one‐stop‐shop (30.2%)
2. 24/7 Hotline (26.4%)
Other programs or initiatives prioritized for the Risk Mitigation fund include:
1. Creating an affordable housing network of supportive services (28%)
2. Providing additional rehabilitation assistance for property owners (22%)
3. Incentives for landlords/owners to rent for displaced people (21%)

Priorities for relocation and emergency assistance eligibility:
o 42.7% due to job loss and low‐paying job (with 24.8% due to job loss, and 17.9% due to low‐paying job)
o 23.3% due to illness and/or increased medical expenses
o 17% due to rising rent
