EDITOR’S NOTEOURBLOK FALL 2013

Do you ever wonder why so many publishers run Best of Lists? Best Burgers, Best Tacos, Best Pizza, Best Parasitologist’s. I am willing to bet the average person never stops to think about what constitutes the “Best Of” in these lists. Is it really a competition? Is the criteria set out ahead of time or is it more often awarded to business whose advertising budgets support the publications!

In the end this is really about integrity and transparency. So let us be transparent with our “Greater Heights Challenge.” OurBlok has been soliciting ideas from local residents about “100 Things To Do In The Greater Heights.” We are not saying that these are the only things to do, or the coolest, or the most fun, or worse yet THE BEST. What we are saying is that these businesses agreed to pay $300.00 to participate and we think that if you get out and enjoy the businesses we have on our lists you will be entertained, well feed, you will have more fun, you will know the area better than most and no doubt you will Be All In...in The Heights!

As a resident of the area for the last 35 years I thought I really knew everything in the area. I personally have had more fun meeting with these businesses and helping put together this list. The number of great restaurants and crazy and unique businesses is staggering. So we thought we would roll out the first 50.If you want to experience The Greater Heights like never before pull out our poster and have some fun in 2014. We encourage you to participate! As an individual, family or as an office getting all your staff involved. To see how you can be a part of ”The Greater Heights Challenge” take a close look at the poster insert. Who knows you may win $100.00 in gifts and prizes that will be given out weekly and a grand prize of $1500.00 at the end of the campaign. The Challenge starts December 1, 2013 and runs through November 30,2014.

What better time than now for you to be” ALL IN THE GREATER HEIGHTS “

Start the Music. Involve the Family. Build a Community. Why care i f we make music or just

l isten? The answer l ies in research

studies over decades that have l inked

active participation and education in

music, especial ly during the cr it ical

development years of birth to s ix, to

greater progress in areas such as logic,

body, and intrapersonal ski l ls . Study

after study show that start ing young

and making music (versus just l istening)

does make a difference.

Two examples of this are from preschool

studies by Music Together®, which

showed that chi ldren who participated

in an early chi ldhood music and

movement program made signif icantly

greater progress in problem solving,

language acquisit ion and verbal f luency,

and coordination than the chi ldren

who did not participate. They also had

larger gains in self-esteem and self-

confidence. Participating chi ldren

took class materials home (songbook,

CDs) in order to engage parents and

caregivers in music making. Parents

surveyed reported they were s inging

more at home and playing more with

their chi ldren through music. The

researchers made a strong l ink to these

improvements to the act of making

music as a community and with parents

and caregivers modeling musical play

with the chi ldren.

B efore the advent of the phonograph, i f

humans wanted to hear music, we had to

actively make it . Maybe that meant playing

an instrument ourselves or just gathering

the whole family around to s ing songs.

People actively participated in the music

making process.

Fast forward 130+ years and much of how

we experience music today is typical ly

passive. We l isten to songs on an mp3

player or on the radio and for many of us,

gathering the family around to s ing songs

together just does not happen on a regular

basis. The language of making music is

often lost or underdeveloped at best.

10 OurBlok Fall

Page 13: OurBlok Greater Heights Winter 2013

I t is s imilar to when a chi ld learns to

talk. When chi ldren learn a language,

would you consider just having them

l isten to people talking in order to

learn without any feedback on what

they are expressing, especial ly during

their “ language babble” stage? Of

course not. One of the main ways

chi ldren develop language ski l ls

and verbal competence is by people

echoing back the sounds they make

in a playful way, even if i t sounds l ike

nonsense.

It is the same with music. We start

with the phi losophy that al l chi ldren

are musical, and therefore can achieve

basic music competence – or the

abi l ity to s ing in tune and move with

accurate rhythm. And just l ike with

spoken language, the participation

and modeling of parents and

caregivers, regardless of their musical

abi l ity, is essential to a chi ld’s musical

growth.

So put away the CDs. Turn off

Pandora. Bring out some pots and

pans as drums. Put some dry beans in

a soda bottle and use it as a shaker.

Be your own instrument by drumming

on your legs or chest or making funny

sounds with your l ips. Use Mom’s

scarves to dance. Most importantly:

start the music, involve the family,

and bui ld a music community in which

chi ldren can develop and grow.

For More Information: Garden Oaks Montessori Magnet

Garden Oaks Montessori’s first annual Shindig was a smashing success! Parents, teachers, and community members met at Haven to enjoy a night of live music by Trey Clark, and a delicious dinner by local chef and Garden Oaks dad Randy Evans of Haven. Funds for the school were raised through an auction, gift card buy-it-now boards, a wine pull, and an iPad raffle.

This night would not have been possible without the help of our generous sponsors. Thanks to these local businesses we were able to raise almost $40,000! Please keep them in mind, and support them with your patronage when you can!

It was Monday, November 4th 2013 when The OurBlok Team trickled into the office for their weekly meeting when the subject came up: “Where’s our Thunder? “Thunder’s missing?” “Yes. Someone stole our Thunder.” “It’s on.”

Thunder is a 5 foot tall cow statue inhabiting the front lawn of the OurBlok offices. With fiery eyes and flame-like patterns, she stands proud as a common landmark for Heights Residents and visitors to enjoy. She was purchased by OurBlok’s Grand Pooh-Bah, Scott Talley at a charity fundraiser in the early 2000’s from CowParade (https://www.facebook.com/cowparade). CowParade specializes in using cows as a template for creating beautiful and intriguing art.

When we found out she was stolen we were all sullen and downtrodden by the idea that we may never see her again. However, the good creative thinkers at OurBlok are not one’s to allow a negative situation come without a silver lining. We decided to launch a small campaign involving milk cartons and FaceBook.

We soon found out that word travels quickly, and the following morning we received a call from Demond Fernandez of ABC13 saying that he wanted to do a story on the disappearing bovine. We invited Demond over to the OurBlok Headquarters with open arms, thinking that

this would be our silver lining.

The ABC 13 report was ended with the phrase “…beefing up security…” thus prompting an onslaught of Cow Puns in any article or comment revolving around our story.

“Moooove on…”, “… this is udderly ridiculous…”, “… stole their thunder…” ,”… Moo-Dunnit?”,”… time for the cows to come home…”, “…they're going to really have beef with whoever stole it… Milk this story for all it's worth. ”

You get the idea.

We had all but accepted the disappearance of Thunder, when we received another call from Demond saying that the Cow had been located in Northwest Houston. Not even a week after the report aired someone had called in a tip to

the police department. The next morning Thunder hitched a ride home in a catering truck provided by our friends at the Post Oak Grill.

OurBlok would like to thank The Police Department, ABC13, Demond Fernandez, Post Oak Grill and everyone involved in bringing Thunder back to her home in The Greater Heights. Her presence here is testimony to vigilance and integrity of the Houston Community! Thank you for being you!

We’ll stop milking this story with the release of this article. We just couldn’t be happier with having her back. Thank you so much Houston!

TwoprocessesaremovingforwardthatwillaffecttheneighborhoodsinandaroundMemorialPark.Thefirstisthedrafting of the Long-Range Master Plan for Memorial Park, being done by the Memorial Park Conservancy. This will specify development and maintenance of the Park for the next decade or so. The second is the Bayou Greenways 2020 project which will create 150 miles of trails along Houston’s major bayous. One goal of these trails is to connect City parks along the bayous.ThisincludesMemorialParkandBuffaloBayouPark.

The drafting of the Master Plan is in its early stages, and public input is being solicited. Several meetings have been held by the Conservancy where the public and stakeholders have voiced their desire for the Park. A website has been setup that allows users to contribute ideas, suggestions, and concerns regarding the future of Memorial Park. The website is located here: memorialparkmasterplan.mindmixer.com. Interested residents are encouraged to use the website, so as to better understand how Memorial Park will evolve from what it is today to what it might become in the future. The Bayou Greenways 2020 project promotes the creation of linear green parks along the bayous and will contain all-weather trails connecting major City parks. However, paths within the bayous does not seem to be the method to be used to connect MemorialParkwithBuffaloBayouPark.Instead,amulti-use trail is envisioned along Memorial Drive from Shepherd to the east edge of Memorial Park at Crestwood. Both of these processes are well funded and have broad public and local government support. The result will be a Memorial Park that attracts many more visitors, and the connection along Memorial will provide a means for pedestrians and cyclists to access the Park. It also means there will be increased pedestrian andbicycletrafficthroughourneighborhood, particularlyonBlossom. The Master PlanA City ordinance was passed in May of this year, authorizing the Uptown Houston Tax Increment Reinvestment Zone (TIRZ #16) to annex Memorial Park. $151M of the TIRZ budget was authorized to be spent in Memorial Park over the next 20 years. The Houston Parks and Recreation Department (HPARD) authorized $1M of these funds to be spent by the Conservancy to prepare the Master Plan. The Conservancy retainedthelandscapearchitecturalfirmofNelsonByrdWoltz(NBW) to oversee the drafting of the Master Plan. The cultural professional practice of Lord Cultural Resources (LCR) was also hired to coordinate input from the public, stakeholders, and other concerned parties.

NBW (www.nbwla.com) was chosen because of their success in large scale projects. The Summit Bechtel Family National Scout Reserve in West Virginia (www.summitbechtelreserve.org) is a 10,000+ acre facility belonging to the Boy Scouts of America, andwasdesignedbythefirm.TheConservancyconsidersthisanexemplaryprojectbythefirm, whichweighedheavily in the selection of Woltz for the project. LCR has started conducting outreach meetings to solicit public input. Meeting participants were asked what they liked about the Park, what they want in the future of the Park, and their concerns about the Park. Two topics emerged in the discussion. The overriding desire of the people present was preservation of Memorial Park as an urban green space. The second most important desire was better access to the Park. The discussion of preservation included reforestation, better irrigation to avoid future droughts, better maintenance of amenities, and bettererosioncontrolalongBuffaloBayou.ThediscussionofaccessincludedtrailconnectingBuffaloBayouParkwithMemorial Park, better pedestrian and bicycle access across IH-10, better trail access from the Uptown area, a multi-use aerial bridge across Memorial Drive on the east side of the Park, similar to the bridge on the west side of the Park. The memorialparkmasterplan.mindmixer.com website was recommended as a means of continued input by attendees. Another meeting was held and conducted by LCR. RepresentativesfromtheArboretum, thepolofield, andBayou Bend were invited, as well as representatives from the Camp Logan, Crestwood, Arlington Court, Rice Military, and Woodcrest neighborhoods. There was a good exchange of ideas and topics were discussed in much greater detail. The overwhelming priority is preservation, followed by access, parking, and transportation. Changes are going to be made in Memorial Park, and because of the funding available, they are expected to be the most fundamental changes to the Park since it was founded. Anyone who cares about the Park and cares about the park should use the mindmixer website to gauge public sentiment and provide your own input. The best way to avoid future surprises is toget engaged now!

Bayou GreenwaysIn the November 2012 election, voters approved Proposition B, making $166M of bond funds available for City parks. $66M is to be used by the Parks and Recreation Department for operations and maintenance, and the remaining $100M is to be matched with private sector funds and used for the creation of linear parks along the major bayous in Houston.

Memorial Park Conservancy is starting to draft a new long-range Master Plan for Memorial Park. Previous Master Plans described Park amenities that were funded by private donations through the Conservancy which resulted in limited growth of the Park. Now, considerable tax dollars have been made available, and the changes in the Park may be very large-scale in nature. We hope you will consider getting involved in the Master Plan drafting process. This Master Plan will likely have a much larger impact on our community than previous plans. Take a look and let us know what you think at [email protected].

In June of this year, City Council passed an Interlocal Agreement between the City of Houston and the Houston ParksBoardLGC(HPBLGC),aprivatenon-profitorganization.This agreement authorizes the City to appropriate the $100M in seven annual public commitments as the matching private sector funds become available. At the time the agreement was signed, HPBLGC had accumulated more than $20M inmatchingfunds.Thisagreementspecifiesthatprivatesector funds are to be used to acquire rights of way for the construction of the linear parks along major bayous, and public funds are to be used to realize the parks and trails within those parks. In October, City Council passed an ordinance establishing an economic development agreement between the City and HPBLGC. This 30 year agreement is a commitment of the City to provide up to $9.4M annually for the maintenance of the linear parks and trails along the bayous to be constructed by the Bayou Greenways 2020 Project. This money would come

from the expected increase in ad valorem taxes of property within ¼ mile of the bayous. It was disclosed at this Council meetingthatan“angledonor”hadoffered$50MthroughHPBLGC, and that these funds were contingent upon approval of the maintenance agreement.

In a public meeting prior to the passage of Proposition B, MayorParkerstatedthataconnectingtrailbetweenBuffaloBayou Park and Memorial Park would be built. And that unlike other Bayou Greenways linear parks, this trail would notbebuiltintheBuffaloBayourightofway, but along Memorial Drive. Uptown TIRZ #16 also annexed Memorial Drive from Memorial Park eastward to a point just west of Shepherd. This means there are two potential funding sources for a trail along Memorial Drive. The HPBLGC website now has a map that shows a trail connecting the two parks along the south side of Memorial Drive.

Originally from Kingstree, South Carolina, Alli Jarrett grew up immersed in her father’s family business, a retail store and wholesaler to convenience and specialty stores, until a golf scholarship took

her to the University of South Carolina.

Now a longtime Heights resident, Alli still has a lifelong love of family business, playing golf and enjoying delicious food. This brought Alli full circle to where she once began, in a family business. Where she landed is the Heights General Store, her neighborhood market, restaurant, bar and delicatessen complete with coffee, beer, wine, and natural and prepared foods. After months of renovating the iconic former Harold’s building on 19th street, the store celebrated its grand opening on Nov. 9 and 10.

The Heights General Store’s concept is “fresh, local and natural” with almost all of its market inventory and kitchen ingredients sourced locally or regionally in Texas. The first floor market will offer fresh produce, prepared foods, artisan breads, fresh meats and cheeses, household items and gift items. Breakfast and lunch will be served from the first floor counter, which includes a coffee and juice bar. Homemade pizzas are fired in a wood-stone pizza oven.

Upstairs features a restaurant, bar, main dining room, private dining room and an outdoor covered terrace. The full bar menu includes a wide selection of wines, craft beer, specialty cocktails, and house-made margaritas and Bloody Marys.

Jarrett said, “Whether you need a loaf of fresh artisan bread, supper from our selection of prepared foods, or a fine meal on our rooftop terrace, we want everyone to feel like the Heights General Store is their neighborhood home.”

Since that meeting Tiffanie has represented me on two tough negotiation deals in River Oaks and Bunker Hill and did as flawlessly as I would expect at this level.
