Meet Randy Covey New Manager of Animal Services The moment it became clear I was on the correct career path was shortly after I had won the contract to provide animal control services to the Kodiak Island Borough in Alaska. I was about 22 years old and out on a frozen lake in the middle of winter responding to a call that a dog was on the ice. Its howling had been heard for hours. The Husky got his bushy tail wet in an ice-fishing hole. The tail subsequently froze to the ice essentially trapping the dog on the ice. It was a simple matter for me to safely run my knife between the tail and the ice, cutting through the bushy fur to free the dog. For the dog, and the owner who claimed him later, it was a rescue of massive proportions! Thirty-plus years of experiences and opportunities later I’m grateful to be in a new position that allows me to continue my commitment to animal welfare and help move the animal care and control field forward – encouraging improvements in training, professionalism, safety, animal handling skills and customer service. Prior to my recent promotion to Animal Services Manager, I thoroughly enjoyed my position as the Field Services Supervisor where I provided support and direction to six field officers and often other staff as part of the WCAS management team. In my new role, I have the pleasure of providing a greater level of guidance and support to the full team of professionals and volunteers that make up the operations of Animal Services. We’ll continue to collaborate with our peers and colleagues in the Portland-area animal welfare organizations, participate in the Animal MAC-G (Multi-Agency Coordination Group) for animal disaster response and provide top quality customer service for the citizens of Washington County who visit the animal shelter or call for assistance with animal welfare concerns across the County. We are all the sum of our collective experiences, and I am always looking for opportunities to grow my skills and those of my fellow employees. Meet Randy Covey New Manager of Animal Services The moment it became clear I was on the correct career path was shortly after I had won the contract to provide animal control services to the Kodiak Island Borough in Alaska. As I write this, we are well into spring, and summer is just around the corner. School will be out, the sun will be shining bright, and the days will be full of summer activities in the yards, parks and playgrounds all over Washington County. This is the time of year when we see an increase in unfortunate encounters between dogs and people, marring an otherwise fun time of year. We’re talking about dog bites. Whether big or small, young or old, well trained or not, all dogs can and will bite people given the right set of circumstances.

In 2017, we responded to over 460 reported dog bites, most of them completely preventable. Now, I understand sometimes dogs bite because they were scared, hurt or startled. Maybe somebody tripped and fell on them, or a Good Samaritan tried to rescue an injured dog out of the street and was bitten in the process. But these are just a small number of the cases.

I’d like to ask for your help in reducing the number of dog bites we investigate each year in Washington County. My request today is directed toward those of you who own dogs. Most dog bite prevention is focused on the potential victims and how to avoid being bitten. My intent here is to appeal to those of you who own dogs and ask you to consider some simple truths we’ve discovered in the course of our dog bite investigations. I’ll repeat my earlier statement: Given the right set of circumstances, all dogs can and will bite. If we had a chew toy for every time a dog owner told us they can’t believe their pet bit somebody, our toy bin would be overflowing!

Can’t Come to the Shelter? We’ll Come to You! Not surprisingly, when groups contact us about presentations, they want to come to the shelter (hello, that’s where the animals are!). Unfortunately, it isn’t always possible to accommodate every group. Additionally, with the recent lower numbers of animals in the adoption area (this is good news!), it can be a bit of a letdown for those expecting to see adorable pets. Also, it can be overwhelming for the animals to have more than a couple of new people in their area at a time. Many times, it’s much better for us to come to you! Of course, community members are always welcome to come by and visit the adoptable animals any time the shelter area is open.

We offer a wide variety of presentations for your classroom, club, group or organization. In addition to career day talks, we also love talking to groups about emergency preparedness for pet owners, dog bite prevention, and general information about our shelter and the services we provide to the community and for the animals. We’ve presented to groups as small as a single Girl Scout troop to a schoolwide assembly. We’ve spoken with senior citizens, business owners, teenagers, elementary kids and more. We love connecting with our community to keep them informed and helping people and their pets stay safe in Washington County. So here are a few suggestions:• Be cautious about allowing

people to pet your dog. In spite of your best efforts at socialization, your pet still has a strong instinct to protect you and your property. It’s perfectly acceptable, and often best, to politely decline requests from strangers to pet your dog.

• Keep your fence in good repair, because a dog at large does not act the same way they do when sleeping at the foot of your bed at night.

• When FedEx, UPS or your mail carrier comes to your door, take a minute to secure your dog in another room before you open the door. We respond to a large number of delivery-person bites that result from the dog charging past the owner when they open the door.

• When you take your dog for a walk, give other pedestrians room to pass outside of your dog’s reach, and always keep them (your dog, not the pedestrians) on a leash!

• And when your friends, your kids’ friends or your in-laws come to visit, set some time aside to make sure your dog is comfortable around them, or set your pet up safely and comfortably in another room.

We’ve seen it all when it comes to dog bites, and we’d like to see a lot less of it! I hope those of you who share your home with a canine friend will help us reduce the number of bites by taking proactive steps to keep your dog out of trouble and your friends and neighbors bite-scar free. Together we can make Washington County a safer place to live and enhance the compatibility between pets and people.

Our Veterinarian Joins the Oregon Veterinary Medical Examining Board

Animal Services is proud to share that our staff veterinarian, Dr. Allison Lamb has been honored by being appointed to serve on the Oregon Veterinary Medical Examining Board for a four-year term beginning March 1 2018. This is a professional achievement that will give shelter animals a voice at the State level and is a testament to her education, experience and reputation.

Dr. Lamb has been the staff veterinarian for Washington County Animal Services and the Bonnie L. Hays Small Animal Shelter since June 2013.

She is a graduate of The Ohio State University College of Veterinary Medicine class of 2010. Throughout her veterinary school and employment, she has worked with animal shelters, animal rescue groups, participated in programs for feral cats, and programs that provide services to animals belonging to low-income populations.

“Being appointed to the OVMEB is a huge honor and one that I do not take lightly,” said Dr. Lamb, “Serving on this board allows me to share my professional expertise in a way that protects animal health and welfare in addition to public health and the consumers of veterinary services.”

The board is comprised of eight volunteer members: five veterinarians, two members of the public and one Certified Veterinary Technician. The board protects the public and the public’s animals by making and enforcing rules for competency as well as health and safety standards for veterinarians and facilities.

Volunteer Program Will Be Better Than Ever!Some of you may have noticed that we haven’t had any volunteer orientations in a while and that our website says we are not currently recruiting volunteers. The last thing we want is for people to think we don’t need volunteers — we absolutely couldn’t do what we do without our volunteers! The reality is that we’ve been without a volunteer coordinator since September of last year. Other staff members have stepped up to take good care of our existing volunteers, but we haven’t been able to bring in new volunteers, attend many events, or welcome tour groups like we have in the past.

Here’s the good news: First of all, the animals have still been getting walks, training, clean litter boxes and attention from their favorite people. Secondly, when filled, the volunteer coordinator position will be full time, instead of two days per week as it was in the past. We are using this in-between period to take stock of our program and decide what works well and what might be due for an update.

For any of you who have wanted to volunteer and haven’t been able to, we’re sorry and we thank you for your patience. We are in the process of hiring and hope to introduce you to our new volunteer coordinator in the next Animal Tales. In the meantime, keep an eye on our website and Facebook page for updates on volunteer recruitment and let us know if you have any suggestions or ideas for our volunteer program.

Our Volunteers Rock!Michael Melhoff has been a volunteer at the Bonnie Hays Animal Shelter for almost 7½ years. Michael does laundry and dishes on Tuesday and Thursday mornings at the shelter. As you can imagine, there are a LOT and they can be pretty messy. Michael always shows up, is always on time, works hard and does it with a great attitude.

Washington County celebrated National Volunteer Appreciation week in April with a 50’s sock hop themed event. Volunteers were treated to entertainment by Tony Starlight, fun photo booth pictures, raffles, games and refreshments.

“Leap and the safety net will appear.” That may be just what Lex was thinking prior to his arrival to the shelter. You see, Lex arrived at the shelter with an injury to his right hind leg. Found by a Good Samaritan and originally brought to Cat Adoption Team in Sherwood, Lex’s journey had only just begun.

Cat Adoption Team (CAT) and the Bonnie Hays Animal Shelter frequently work together, so the staff at CAT called to give us a heads up about a stray cat heading our way with an injury. That advance notice about his arrival to the shelter allowed us to quickly make arrangements to have access to additional diagnostics not available at the shelter.

Once radiographs were taken, it became obvious that Lex had sustained a segmental fracture of the right femur; the bone in the upper portion of the hind leg had a section in the middle that was disconnected from the two ends of the bone. While Lex received care during his stray holding period at the shelter, including good pain management, a plan was developed to determine the best treatment for the long term.

While most organizations have a dedicated foster coordinator, the staff at Bonnie Hays each share in these responsibilities and rely on good communication with one another to support special cases like Lex’s. Fortunately, when he arrived at our shelter, one of our experienced foster families was available to care for him, since they didn’t already have a litter of kittens.

Lex was quickly moved to foster care, where he could have a normal family environment and consistent monitoring to help him adjust and become comfortable before his surgery. Being in the shelter can be a very stressful situation. When an animal is recovering from an injury or surgery, they have the best prognosis when they are accustomed to their family and surroundings.

Dr. Alon Kramer with Oregon Expert Vets performed an extensive surgery on Lex. Dr. Kramer says, “Repair of the fracture required significant manipulation of the bone segments, stabilization with an intrameduallary pin, bone plate and screws construct, and a moderate dose of creativity.” It also took several hours to complete.

Lex spent just over 115 days in foster care. Foster mom Sonia Redmond and her son Evan gave Lex glowing reports and clearly enjoyed their time with him. “He is quite the charmer and a flirt,” says Sonia. She added that he is “pretty much perfect.” It was his foster family working closely with us at the shelter that allowed Lex the healing time and space he needed for a full recovery.

After fully recovering from surgery, Lex returned to see Dr. Kramer for one remaining medical visit and removal of the pin. “I take great joy in cases such as Lex’s because it brings what I like about veterinary medicine to light,” says Dr. Kramer. “A Good Sam finds an injured animal, a shelter takes the animal under its wings, a shelter vet cares for the animal, a specialist vet helps and a great foster family joins to care for the animal. It’s a beautiful chain of care and compassion!”

It turns out that the foster family wasn’t the only one charmed by Mr. Perfect. Shortly after the pin removal and seeing him featured for adoption on KOIN 6, Dr. Kramer and his family adopted Lex. Now Lex shares his cuddle time with his new family in their home.

Although we will never know how Lex’s injuries occurred, we do enjoy being part of the safety net that appears when pets like Lex leap into danger and find their way to our shelter.

I Love Hillsboro+ were all smiles after their visit to the shelter

Lifelong Learners Visit the Shelter

The longer your life, the more opportunities you have to learn and to give back to your community. This idea rings true for the I Love Hillsboro+ program and their organizer, Cindy Cosenzo. The program is a partnership project between Cindy’s AgeCelebration organization, the Hillsboro Community Senior Center and Ride Connection. Each

month, the program takes local residents from the senior center to a variety of Hillsboro area businesses and organizations to learn more about what is going on in our local area and to show them how they can support local enterprise.

In January, 14 individuals visited the Bonnie Hays Animal shelter where they received a tour of the facility and adoption areas. Jen Keene, animal behavior and outreach coordinator, gave a presentation about the work that Animal Services does both at the shelter and throughout the community. “They asked great questions and made for a wonderful audience,” says Keene. “It was an honor to spend time with these lifelong learners and have them help us with a project.”

The group members worked together to create adoption bags filled with important information for those who find their new pet at the shelter. Organizer Cindy Cosenzo talked about the importance of her organization and the trip to the shelter saying, “Creating community is a great predictor of health and success for each of us. When we create community with local businesses and organizations, we are always welcomed with such graciousness and generosity. It really is wonderful!”

It is always nice to meet our community members, and we appreciated the wisdom and experience they brought with them to the shelter that day. For more information about I Love Hillsboro+ contact the Hillsboro Community Senior Center at 503-615-1090.

Buxton Woods Disc Golfers Support Bonnie Hays This past January, more than 40 disc golfers (along with 15 dogs) braved the weather to participate in a fundraiser tournament to benefit the Bonnie Hays Animal Shelter. Thomas Deen, one of the tournament directors and staff members at Buxton Woods Disc Golf Course, explains, “I am an animal lover who appreciates the work Bonnie Hays Animal Shelter does for animals. The owners of Buxton Woods are happy to make Bonnie Hays our local charity of choice for the very same reasons.”

The event raised over $760 as well as donations from our wish

list including food, beds and other much needed supplies. “Buxton Woods did a fundraiser for us once before, so we were excited when they contacted us again this year,” says Animal Behavior and Outreach Coordinator Jen Keene. “We love seeing diverse groups of people with shared interests come together and harness their love of animals like this.”

Buxton is off of Highway 26 toward the western edge of Washington County, and the Buxton Woods Disc Golf Course is regarded as a world class 18-hole course. For more information, go to

Homeward Bound 3: Oh, This Dog Is Microchipped! By Darrell Poole Let’s face it — Homeward Bound would have been a pretty boring story if Chance, Shadow and Sassy had microchips when they arrived at that shelter. They would have been scanned, their owners would have been contacted, and Shadow wouldn’t have had to fall into that pit and hurt his leg after they escaped “the pound.” Thankfully, animal care and sheltering have come a long way since that movie first aired in 1993. However, that doesn’t mean that in this day and age of licensing and microchipping, dogs can’t still have incredible journeys.

Over a year ago, many miles away in Williston, North Dakota, a beautiful three-year-old Border Collie by the name of Marley went missing. When she resurfaced here in Oregon, she was brought to a vet clinic where she was successfully scanned for a microchip. We

can only assume that the year-long,1,200-mile journey was fraught with talking bears, waterfalls and porcupines, which were all successfully navigated by Marley’s intelligence and nimble herding agility, leading her here unscathed.

Marley’s owners were ecstatic to hear that their dog had been found safe. We helped arrange for her trip home, including a travel health certificate from a veterinarian, an airline ticket and the appropriate carrier for her journey. Unfortunately, there was neither an in-flight movie nor a packet of airline Snausages for her trip.

Since being back at home, Marley has adjusted very well. Her owners say she is probably one of the most energetic dogs ever (which is saying a lot for the always energized Border Collie) and that she keeps busy with toys and going to work with them.

This is just one of 230 stories of pets we have reunited so far this year. Last year we successfully reunited 956 pets with their owners. It’s not just Hollywood films that have happy endings; the Bonnie Hays Animal Shelter has plenty of them, too!

ALUMNI SPOTLIGHTAbbyAbby was a scraggly and skinny 5 ½ pound senior kitty when her new family found her at our shelter. They had been looking at shelters all around the area, but knew right away from Abby’s sweet disposition and beautiful face that they’d met their new family member. Since her adoption, Abby’s coat has become full and shiny and she’s put on a couple

of much needed healthy pounds. She’s also revealed a spunky and even a bit naughty side, but her family says that she is absolutely delightful and that she loves to just melt on their laps and they all couldn’t be happier.

MollyWhen Molly came into our shelter, she was in bad shape. She’d been left in a crate and was matted and covered in filth. It was necessary for us to shave her all the way down for her health and comfort, but it wasn’t the best look. Fortunately, her new family saw past all that and welcomed her into their home. They say that she loves sleeping with her humans, tolerates her dog sister Sadie the Boxer, and loves to shadow anyone going in to the kitchen. Despite her challenges in life, Molly is a trooper and her family says she has one of the best and happiest dispositions. Molly is the epitome of a “rags to riches” story.

What’s a Catio and Why Should I Want One? To answer this for you, we talked to Meg Viezbicke, project manager for Cats Safe at Home, which is a unique partnership between Feral Cat Coalition of Oregon, Audubon Society of Portland, Multnomah County Animal Services and Washington County Animal Services.

What is a catio? Cat + patio = catio! Catios are outdoor enclosures for cats to safely enjoy some fresh air. They range anywhere from removable window units the size of an air conditioner to full yard enclosures, professionally made to artful do-it-yourself. What some people don’t realize is the positive impact catios can have and how simply they can be made.

Why do I want a catio? For an indoor/outdoor cat or former feral, the catio is a happy middle ground in providing the outdoor living they may desire in a worry-free environment. We relish the opportunity to relax outside, and so do our cats. Catios allow for the expansion of an indoor cat’s world to include experiencing the full spectrum of the change of seasons while protecting them from cat fights, disease, cars, predators and pesticides.

What kind of cats would benefit from a catio? Fussy, happy, fat, skinny, skittish, confident, old, young, sassy, funny, spunky, snarky and lovey (all!).

Any other reasons I should want one? More than 40 percent of the 3,000 animals brought to the Audubon Society of Portland’s Wildlife Care Center receive their wounds from cats, and of those wounded, only 16 percent survive. Portland is a natural habitat for a menagerie of rodents and birds — migratory and resident. We have endangered species, threatened species, and a steep decline in general bird population. When a safe outdoor enclosure is provided, you’re doing so much more than letting kitty get some fresh air! Not only are you spoiling kitty a little, but you’re providing them with a safer life and doing your part for the welfare of our remarkable local wildlife.

What if I’m not very handy at building things? There are many online videos demonstrating do-it-yourself catios, but if you don’t feel comfortable tackling it on your own, there are options. Pre-built, store-bought window units and portable structures are available in stores and online through various outlets. There are several handymen and builders in the Portland area who build catios, too!

This catio was constructed from basic

materials, but gives the cat safe access to fresh air and sunshine.

Catio TourCatios are more than just a fad for feisty felines - Get ready for the 6th Annual Catio Tour on September 8th, 2018 from 10 am to 2 pm. The Catio Tour is a self-guided tour that showcases a variety of catios around the Portland Metro area. Admire as many of these structures as you like – they are as unique as the cats who call them home.
