It is appreciated that aspects of the development are still to be confirmed; however it is considered that insufficient detail has been provided to warrant the issue of a development permit. The information requested is set out below: 1. Amended plans are to be provided showing the exact location of the proposed buildings. The plans should nominate setbacks from boundaries and include elevations of the buildings to demonstrate height and appearance. It is understood that this level of detail has yet to be confirmed, however, this is considered necessary to allow consideration of any impacts to be assessed, and allow the opportunity for the public to comment. 2. The scale of the submitted proposal plans does not demonstrate the proposed setbacks or buffers from the boundaries. Please confirm the proposed setback distance from each boundary to the use area. Further plans should be provided nominating setbacks, including vegetation areas and location of proposed security or solid fencing. 3. Further details are required in relation to the proposed vegetation screening proposed for Wide Bay Highway, including depth and location. Although this is a state-controlled road, Council's preference would be for any solid fencing proposed to be set back to allow for vegetation screening in front of the fencing. Upon review of the abovementioned development application and supporting information, further information is required to satisfactorily assess this application.

It is appreciated that aspects of the development are still to be confirmed; however it is considered that insufficient detail has been provided to warrant the issue of a development permit. The information requested is set out below:

4. Details are also required in relation to any proposed vegetation screening to the Gympie­Woolooga Road frontage of the site.

5. The reflectivity assessment identifies that there will be a level of reflectance experienced over short periods of time and that further analysis could be undertaken to consider specific houses or highway locations to quantify the extent and impacts. Please provide an amended reflectivity assessment that provides certainty in the type of panel to be used and the proposed layout/location etc. The report should then include the specific mitigation measures that are to be implemented.

6. Indicative perspective drawings are required to demonstrate the visual impact from the development, including panels/frame structures, inverters etc from all roads and affected properties, taking into account factors such as topography, vegetation etc.

7. The Road Impact Assessment report Table 8 lists Phillips Road with traffic generation for personnel - construction. However, Figure 16 - Development - Access Layout shows a proposed laydown area on Lot 3 RP183439. Does this mean that Phillips Road will be used by trucks delivering construction material to site? If so please supply the expected duration of use, traffic numbers and types of vehicles delivering materials via Phillips Road.

8. Section 3.3 of the Road Impact Assessment report contains a proposal that ongoing maintenance of Phillips Road will be included as part of the operational plan during the construction phase of the development. Details of the proposed maintenance regime for Phillips Road are therefore required including but not limited to a condition report, intervention levels before maintenance is carried out, traffic management and process for gaining approval from Council for works on Phillips Road.

9. The Road Impact Assessment report does not contain an intersection treatment warrant check for the Phillips Road - Gympie Woolooga Road intersection. Since it appears that construction materials will be delivered to a laydown area via Phillips Road, an intersection treatment warrant check for the Phillips Road - Gympie Woolooga Road intersection must be provided for the construction phase of the development.

10. Is it proposed that Phillips Road is used during the operational phase of the development? If so, details of traffic figures and types of vehicles expected to use Phillips Road should be provided.

11. Further information is sought with respect to the Operational Noise Assessment, in particular:-

• Confirmation that all noise sources have been identified including but not limited to inverters and the substation;

• Confirmation that there will be no operational noise emissions from the inverters and substation before 6:00am and after 7:00pm (the extended day);

• Considering section 10 of the Environmental Protection (Noise) Policy 2008-(Controlling background creep) - which states: To the extent that it is reasonable to do so, noise from an activity must not be­(a) for noise that is continuous noise measured by LA90, T-more than nil dB(A)

greater than the existing acoustic environment measured by LA90, T

Confirmation that this criteria can be achieved is requested.

12. The noise impact assessment identifies that there will be exceedances above the existing acoustic environment. A number of mitigation strategies that could be considered are mentioned including orienting or relocating the inverters further from residences, noise barriers, purchase of properties etc. An amended report should be provided that is based on a specific layout of panels, invertors, buffers, vegetation etc. This report should then include any specific mitigation measures to be implemented.

13. The indicative solar panel cleaning methods are noted within the application. Further information is sought as to the volumes (if any) of waste water generated and the proposed disposal methods waste water, if applicable.

Pursuant to section 278 of the Sustainable Planning Act 2009, the applicant has three options available in response to this Information Request. The applicant must give the requesting authority (in this case the assessment manager):

1. All of the information requested; or 2. Part of the information requested, together with a written notice asking the requesting

authority to proceed with the assessment of the application; or 3. A written notice:

a) stating that the applicant does not intend to supply any of the information requested; and

b) asking the requesting authority to proceed with the assessment of the application.

The information response should also include a statement indicating which of the above options describes the response you are providing. Your response to this Information Request should be forwarded to the:

Pursuant to section 279 (l)(b) of the Sustainable Planning Act 2009, the application lapses if the applicant does not comply with section 278 of the Sustainable Planning Act 2009 within six (6) months after receiving the information request (the response period) or the further period agreed between the applicant and the requesting authority.

If the application lapses in accordance with section 279 of the Sustainable Planning Act 2009 (i.e. no response to the information request is received), it may be revived in accordance with section 280 of the Sustainable Planning Act 2009.

Please note: The notification stage for the application cannot commence until the applicant gives:

a) all information request responses to all information requests made; and b) copies of the responses to the assessment manager.
