National Water Issues Panel Discussion - Moderated by Garrett Wallace

Ken Reid, Executive Vice President of AWRA National, summarized the results of several water policy dialogues put on by AWRA in an effort to determine how best to address the aging water infrastructure, changing population dynamics, climate change, and environmental sustainability. The results were submitted to federal officials and recommended the use of sound science in developing a national water policy. Next Dr. Chip Laymon of NASA described that agency’s use of satellites and space-age technology to measure surface soil moisture, changes in groundwater storage, surface water storage, and precipitation. Rob Renken from the US Geological Survey discussed lessons learned from the Exxon Valdez oil spill which may be applicable to the BP oil spill, including the value of long-term planning, focusing on the entire food chain, and the use of pre-spill data. David Hobbie with the Jacksonville District of the US Army Corps of Engineers spoke of how beach restoration can be complicated by crude oil contamination of sand borrow areas. Steve Kopecky of the US Army Corps of Engineers, Washington, described lessons learned from hurricane Katrina and the future of navigation in light of dredging needs associated with Panamax super tankers becoming more abundant in world commerce.

Wise Sages Thoughts on Florida Water Management - Moderated by David Watt

After providing thorough - and thoroughly amusing - introductions of one another, Henry Dean, Bill McCartney, John Shearer, Sonny Vergara and Woody Wodraska, provided sage advice and counsel from their professional and personal experiences working as leaders of the Florida Department of Environmental Protection and its predecessors and various Water Management Districts in Florida. They described the challenges faced and lessons learned in the formative years of water management and regulation in the state. Their recommendations included better planning for the future, being creative, pushing government agencies toward better communication and cooperation, with less litigation, and striving to “do the right thing.”

Numeric Nutrient Criteria Panel Discussion - Moderated by Sandy Walters

Roman Gastezi, County Administrator of Monroe County, Florida, enumerated some of the difficulties the Keys are facing in meeting the expected EPA standards for nutrient reduction. Jim Reynolds of the Florida Keys Aquaduct Authority spoke of the advanced waste water treatment systems being constructed in the Keys that, in spite of high costs and formerly positive expectations, will not meet the anticipated EPA numeric nutrient criteria. Alice Rankeilor of Gainesville Regional Utilities described restoration efforts involved with 1,300 acres of the Payne’s Prairie Preserve in Alachua County. Charles Shinn of the Florida Farm Bureau Federation summarized the success of best management practices concerning nutrient pollution in the agricultural industry and the negative economic impact that numeric nutrient criteria are expected to have on Florida’s agricultural community.

Comparison of States’ Responses to the TMDL Planning Process with the Advent of Numeric Nutrient Criteria - Ann Shortelle, MACTEC Engineering & Consulting, Inc.

EPA has mandated that states adopt numeric criteria for nutrients to replace the narrative standards used by most states, and Florida has been singled out to have its criteria promulgated first. Many

water bodies across the nation that have been identified as “impaired” for various parameters. Florida does not appear to have a greater number of impaired waters than other states in EPA Region IV. Most impairments in the US are from fecal coliforms or related microbes. Mercury and other metals are responsible for impairment in thousands of impaired water bodies. Nutrients are also responsible for thousands of impaired waters across the nation. EPA Region IV has approved Total Maximum Daily Loads (TMDLs) for many hundreds of parameter/water body combinations, but the numbers of TMDLs vary widely among the states. As with the impairments, there are more TMDLs for coliforms than any other parameter, with turbidity/sediment, dissolved oxygen and nutrients comprising most of the other TMDLs. Data from Florida indicate that nutrients are the predominant cause of impairment in the state, but this is not reflected in the figures from other states; this is likely the result of differences in monitoring programs and procedures from state to state. States other than Florida in EPA Region IV are in the process of developing numeric nutrient criteria, but none have completed the process, and most are far behind where Florida was in the process when EPA stepped in to set criteria for Florida. Overall, it is puzzling that Florida was singled out by EPA to have nutrient criteria essentially given to it by the federal agency. Florida has more water quality data than any other state, which may be a factor for EPA’s push to adopt criteria for Florida first.

The State of Water in Florida, The Secretary’s and Executive Directors’ Perspectives - Moderated by David Watt

Mimi Drew, Deputy Secretary of the Florida Department of Environmental Protection, reported on Florida’s response to the BP oil spill in the Gulf of Mexico. Governor Crist assigned Secretary Mike Sole of FDEP the responsibility for coordinating the State’s response. FDEP staff have spent many thousands of hours responding to the spill on a wide variety of efforts in Florida’s coastal waters. More than 600 state employees have worked on the spill in some capacity, including extensive water and sediment quality sampling to establish ambient conditions before oil or tar arrives in Florida waters, relocation of turtle eggs and hatchlings from Panhandle beaches to Atlantic beaches, and management of oil booms and other exclusion devices in sensitive coastal areas. The State has opened five temporary branch offices in the Panhandle to deal with spill issues and may open others if necessary.

Carol Wehle, Executive Director of the South Florida Water Management District, reported on the District’s changes in organizational structure and the implementation of an updated Water Supply Action Plan. Components include enhanced stakeholder involvement, inclusion of more incentives for water conservation, and greater communication with the agricultural community. The District is increasing its scrutiny of potential wetland harm resulting from water withdrawals. In addition to its high-profile activities associated with Everglades restoration and management, the District is refocusing on managing water consumption to ensure a sustainable water supply for the southern portion of the State.

Ms. Lou Kavouras, Deputy Executive Director of the Southwest Florida Water Management District, summarized current priorities within that District. The District currently has depressed aquifer levels, lake levels and stream flows as a result of human influences and lower than normal rainfall, but conditions are improving. The District recently relaxed its restriction on lawn watering from one day to two days per week. She discussed an anomalous water management situation that occurred earlier this year. An unusually long cold spell in January of this year resulted in very high groundwater withdrawals in eastern Hillsborough County for freeze protection of strawberries and other crops. As a result, some 750 private wells went dry, causing damage to hundreds of pumps. Under their District permits, farmers who pumped the freeze protection water are responsible for repairing or replacing those wells, resulting in tens of thousands of dollars of liability to the farmers. In response to this challenge, a new planning, prevention and contingency process was put into place to prevent a similar situation in the future.

David Still, Executive Director of the Suwannee River Water Management District, acknowledged the contributions of Governing Board members of all districts and the importance of AWRA’s emphasis on education and student support. He also provided an overview of issues facing the SRWMD. Just a few years ago, the District thought it had ample water for its environmental resources and human uses. But after establishing some Minimum Flows in 2007, it suddenly realized there are stresses on

District water resources that it were not previously apparent. In light of this realization, the SRWMD Governing Board just voted to increase its ad valorem tax rate, and is earmarking all of the increase for establishing additional Minimum Flows and Levels. Numeric nutrient criteria proposed by EPA pose a particular challenge for the District because many of its springs cannot meet the nitrate criterion currently being proposed. The District continues to see great value in acquiring environmental lands as a tool for water resource protection.

Doug Barr, Executive Director of the Northwest Florida Water Management District, reported on progress with the Apalachicola-Chattahoochee-Flint Rivers (ACF) conflict between Florida, Alabama and Georgia. Recent court decisions effectively ended the “Phase 1” litigation, and the parties are now dealing with “Phase 2” litigation that addresses US Army Corps of Engineers operating procedures associated with reservoirs in the watershed. Florida is pleased with the current status of the ACF issues. A new wellfield was opened in the Panhandle, which allowed the retirement of other wells that were causing impacts in coastal areas.

David Fisk, Deputy Executive Director of the St. Johns River Water Management District, pointed to serious budget concerns for the SJRWMD arising from the expectation of very little financial contribution to the District from the state. This change in state funding is expected to cause a decline of some 20 percent in overall district funding in 2011, relative to 2010. The same pattern is likely to be seen in other water management districts. Such reductions hamper a water management districts’ ability to react to emerging issues, challenges and emergencies.

Once again we were treated to excellent island hospitality, good weather (including a little liquid sunshine!), great people and interesting topics. I especially appreciated the history lessons provided by the “wise sages” and the addresses from the executive managers of DEP and all five WMDs. Thanks to all who presented, sponsored and the more than 100 registrants and guests who attended this event. Thanks to those who contributed to our education fund by attending the wine tasting or bidding in the silent auction. In spite of tough economic times, we still raised a couple thousand bucks thanks to you! Congratulations to those who received president’s awards for their participation in AWRA last year: CDM, BCI and SJRWMD!

Our next meeting is in Ft. Lauderdale at the historic Riverside Hotel. I want to thank Luna Phillips and her team from the Gunster Law Firm for chairing what promises to be an excellent event. Luna has assembled a great lineup of presentations covering topics such as water quality trading, climate change and an update on the Gulf oil spill. Registration fees are very affordable at $50 and free for student members, so I encourage you to take advantage of this valuable opportunity. Many thanks to our sponsors. President’s Message

Each year, the previous year’s section president has the distinct honor of recognizing an individual member, a corporate entity and a public entity that made significant contributions to the State Section over the term of their presidency. I took this opportunity seriously, especially in light of economic conditions. The individual member award was given to Gerry Ward. Gerry’s the kind of member that helps keep an organization like ours running and interesting. Gerry attended nearly every meeting during the year (as usual), helped plan a meeting, annually helps develop the technical meeting calendar, generously supports our education programs and asks more questions of technical session presenters than anyone I know but me. I admire that.

This year I thought that it would be appropriate to award two corporate participation awards – one for a large corporate entity and one for a small corpo-rate entity - because it’s probably a little harder for a small company to maintain its level of participation in a poor economy. The large corporate participa-tion award was presented to CDM for their sponsor-ship of every meeting, the membership directory and sponsorship of student events. The small corporate participation award was presented to BCI for their ongoing high level sponsorship of meetings and the membership directory. The public entity participation award was presented to the SJRWMD for their high level of support of employee participation in section meetings and membership. Congratulations to all the recipients and all the other individuals, compa-nies and agen-cies that helped the Florida Sec-tion accomplish its mission of furthering water resources educa-tion in 2009.

Rosanne Clementi Education Program

The Florida Section of AWRA has a mission to support education through the Rosanne Clementi Education Program funded through the generosity of our valuable and supportive members. We offer a heartfelt thank you to all those who donated baskets and items to the silent auction and to those who bid on those items. We raised over $2,600 to benefit our teachers and students. Special recognition goes to Rick Powers, BCI Engineers and Scientists, Inc. Mr. Powers placed the winning bid for the AWRA National Meeting student registrations. This will allow six of our student members to attend the AWRA National Conference, November 1-4, in Philadelphia, Pennsylvania. Students will have the opportunity to participate in a student orientation, a student presenter competition and a student career night as well as making valuable professional connections that will assist them as they begin their careers.

Special Recognition goes also to Mr. Ed Finch, Diversified Drilling. Mr. Finch again kindly donated several wines to the Friday afternoon Wine Tasting and served as the sommelier. As in previous years, this was a well attended, informative and fun event. Proceeds from the Wine Tasting support the Sanford N. Young Scholarship Endowment Fund.

Your continued support helps us continue the mission of the AWRA Florida Section: to promote understanding of water resources and related issues by providing a multidisciplinary forum for information exchange, professional development and education.

Congratulations to Mr. Miguel Morales, the 2010 Sanford N. Young Scholarship recipient.

At the Awards Ceremony held in conjunction with the 2010 meeting in Key West, Ms. Kay Young and Dr. Doug Durbin presented Miguel Morales from the University of Florida with the Sanford N. Young Scholarship. Mr. Morales, a student from the University of Florida, will begin his PhD studies at UF in August 2010. Mr. Morales’ work deals primarily with evaluating water use in the commercial, institutional and industrial sectors and developing methods to analyze their historical water use patterns and water conservation potential.

The nineteen (19) member board is composed of seventeen (17) elected directors and the past presidents for the previous two (2) years. Board members determine the policy and lead the activities of the Section in accordance with its Articles of Incorporation and Bylaws. Directors are expected to actively participate in association activities and to attend regularly scheduled board meetings.

There are several members of the Florida Section American Water Resources Association who seem to be the personification of AWRA. One of them is Robert W. Higgins, whom we are pleased to report was inducted as an AWRA Florida Section Fellow Member at the annual meeting in Key West. While no one seems to remember how long Bob has been a member of the Florida Section, if he were not involved since its inception, he certainly has three decades or more of commitment serving as a member, board member and past President. Bob became president in 2006, a year when the tradi-tional succession of the Section’s officers was interrupted. Bob stepped into the void and brought his expertise, experience, time and effort to furthering the goals and success of the Section. He initiated the annual Strategic Plan, worked to ensure that the Section’s financial surpluses were prudently in-vested and made sure that the Sanford N. Young Scholarship fund was separately accounted for. In addition to his commitment to the Florida Section, Bob has been active with National AWRA over the years and has always been a strong supporter of its annual conference. An accomplished water resources engineer with his own very successful firm in West Palm Beach, Bob is also active in the Florida Engineering Society. Given his professional acumen and his personal commitment to the Section and its members, we are proud to name Robert W. Higgins as a Fellow Member of the Florida Section.
