The Department’s governance framework is underpinned by nine principles of governance.
Governance Framework and ModelCorporate governance describes the processes by which an organisation is directed, controlled and held to account for its actions. The Department’s Leadership Team uses the following model to depict its accountability framework as it clearly demonstrates the linkages between the three key parts of a good governance system: governance, risk and compliance. The Department’s governance framework is underpinned by nine principles of governance. These are based on the Australian Stock Exchange principles of corporate governance which have been reworked by the Office of Public Sector Standards Commissioner, Government of Western Australia for a public sector environment.

Management and Oversight: the Department’s management responsibilities and accountabilities, including its oversight mechanisms, are clearly defined.

People: the Department’s leadership in people management contributes to individual and organisational developments.

Communication: the Department communicates with all parties in a way that is accessible, open and responsive.

AuditsNorthern Territory Auditor-General AuditsThe Office of the Northern Territory Auditor-General did not select this Department for any audits this year. However, it was selected for a Review and an Assessment.
Performance Management System Review – Collections ManagementThe objective of this high-level review was to determine whether the systems and processes at MAGNT support the management of its collections.
Selected Agencies - Fuel CardThe objective of this assessment was to examine transactions for fuel purchases to identify transactions that displayed unusual characteristics. DoAM was one of several agencies selected for this assessment.
Internal AuditsThe following risk-based internal audits were conducted under the Department’s 2013-14 Internal Audit Plan. Management’s implementation of audit recommendations is monitored by the Department’s Audit and Risk Management Committee.
Compliance check of Cabinet Information and Security MeasuresThe objective of the audit was to assess the Department’s compliance with the required Cabinet Information Security Measures.
Physical File AuditThe overall objective of this audit was to evaluate the records management practices relating to Records Management Standard 3 – Discovery, which states: Records must be findable and accessible for as long as they are required.
Tier 2 and Major Procurements Internal AuditsFour Internal audits were undertaken to review procurement activities for compliance with the Procurement Act, Regulations, Procurement Delegations and adherence to procurement processes and procedures.
The audits focused on Tier 2 ($15 000 to $50 000) and major procurements (over $50 000).
Database Management and Information SecurityThe overall objective of the audit was to assess the Department’s production environment database management and information security practices against the NT Government IT Database Security Information Management Frameworks, policies and procures.
Compliance with Budget Management DelegationsThe overall objective of this audit was to form an opinion on if the Department’s budget management activities and practices comply with the Treasurer’s Directions and the Department’s Financial Delegations.
Compliance with Infrastructure Program DelegationsThis internal audit assessed the Department’s infrastructure management practices, specifically the minor new works and repairs and maintenance activities against the Treasurer’s Directions, Financial Delegations and the Financial Management Act.
Internal Audit of GST ComplianceThe overall objective of this audit was to assess whether the Department’s GST practices comply with relevant legislation, Treasurer’s Directions and NT Government GST policies and procedures.
Department Safety Management PractisesThe overall objective of this audit is to evaluate the adequacy and effectiveness of safety management systems as required under the national standard (AS/NZS 4801:2001) for the Department.
Screen TerritoryThe objective of this audit was to evaluate the administration and management of Screen Territory in line with the Public Sector Employment and Management Act and Financial Management Act, including the effectiveness, efficiency and appropriateness of services to the Northern Territory film industry.

Management EnvironmentThe Department Leadership Team (DLT) provides strategic direction and governance support to the Chief Executive, and makes decisions within appropriate delegated authority to act on behalf of the Department. The DLT provides critical advice on matters that have the potential to significantly impact on the Department’s performance and reputation. The DLT also reviews, endorses and approves corporate policies to provide a cohesive approach to the delivery of organisational strategies and to monitor and review the Department’s performance.

The Department of Arts and Museums receives corporate services through a shared service arrangement with the Department of Land Resource Management. Corporate Services include: • Human Resource Services - assisting the Department
to operate within legislative frameworks and provides support through the provision of comprehensive guidance and expert advice on all aspects of Northern Territory Public Sector employment;
• Financial Services - providing financial services, budgeting support and compliance reporting to the Department to facilitate responsible financial management, a standard approach to financial issues and high level corporate governance practices in a financial environment;
• Information and Business Systems - providing focused and innovative Information Technology, Information and Records Management services, and Business Systems that support and enhance the ability of Divisions to achieve their core objectives;
• Communications and Media - providing support, advice and coordination on a broad range of internal and external communications and media services to staff across all regions to support Department activities. The unit is also responsible for ensuring a consistent communications approach which aligns with whole-of-government directions;
• Corporate Governance - an independent, objective, assurance and consulting group designed to add value and improve the effectiveness of the Department governance, risk management and control processes.
The DLT met on 48 occasions during 2013-14 and on four occasions to consider the Department’s Audit and Risk Management.

Governing LegislationThe Department is responsible for administering four pieces of legislation, with two Acts and two pieces of subordinate legislation, on behalf of the Ministers for Arts and Museums.
This legislation provides an overriding direction for many functions that the Department performs and is the foundation to a number of its Output Groups. The Department has developed a program of review aimed at ensuring its legislation remains relevant to its functions and incorporates best practice in the areas it administers.

The Museums and Art Galleries Act was repealed on 30 June 2014. The Museum and Art Gallery of the Northern Territory Act commenced on 1 July 2014. The new Act establishes the Board of the Museum and Art Gallery of the Northern Territory (MAGNT) as a body corporate responsible for the management and financial affairs of the MAGNT and the venues it manages and delivers services through.
Work Health and SafetyThe Department is committed to providing and maintaining safe and healthy workplaces. Following the establishment of the Department, a considerable amount of work has been undertaken to ensure compliance with the Work Health and Safety (National Uniform Legislation) Act 2011 and the Workers Rehabilitation and Compensation Act (WRC Act).
Activities undertaken to implement the WHS legislation have included:• a gap analysis undertaken by an independent
WHS project officer to identify areas for review or amendments under the Work Health and Safety Act;
• awareness discussions conducted with staff to provide guidance on the statutory requirements placed on them; the importance of staff cooperation and compliance in reporting hazards was promoted to reduce the incidence of workplace injury and disease; and
• worker consultation through the Work Health and Safety Committee; Work Health Safety Representatives (where applicable) and information included within regular Chief Executive newsletters and/or the staff intranet.
The Department’s policies share strong linkages to work health and safety legislation and provide a flexible framework for the day-to-day management of work health and safety matters, with a focus on continuous improvement and strong governance.
The Department Leadership Team (DLT) acts as the Work Health and Safety approving body. The DLT is supported by a Work Health and Safety Committee, which is made up of executive membership, branch membership and staff elected representatives from across the Department.

Statutory Authorities and Bodies as at 30 June 2014Aboriginal Advisory GroupThe Aboriginal Advisory Group keeps the Government abreast of issues surrounding access to Northern Territory Government records by Aboriginal people researching their families. It administers the Protocol for Access to Northern Territory Government Records by Aboriginal People Researching their Families and represents Aboriginal groups that are signatories to the Protocol.

Museums and Art Galleries BoardThe Museums and Art Galleries Board of the Northern Territory (MAGNT Board) was established under the Museums and Art Galleries Act. The role of the MAGNT Board is a trustee role in relation to the maintenance and development of collections, responsible for developing community involvement with MAGNT, and informing and making recommendations to the Minister regarding the capacity of MAGNT to meet its strategic goals. The MAGNT Board is also responsible for management of the Meteorites Act in the Northern Territory.

Strehlow Research Centre BoardThe Strehlow Research Centre Board was established under Section 9 of the Strehlow Research Centre Act. Its purpose is to care for the collections of Central Australian cultural materials under its custody; assist researchers and the Aboriginal community to have culturally appropriate access to these collections; present displays and other interpretive material to the public; store culturally significant objects on behalf of Central Australian Indigenous people; and implement repatriation decisions. The Strehlow Research Centre Board consists of six members.

The Department continued to improve record management practices procedures and policies to ensure compliance with Part 9 of the Information Act and NTG Records Management Standards.
Records and Information Information ActThe Northern Territory Information Act 2002 came into operation on 1 July 2003. It combines freedom of information (FOI), privacy and records management legislation.
Access to Information In compliance with Section 11 of the Information Act, the Department makes its information available in several ways.
Information is updated regularly and published on the Department website. It describes the structure and functions of the Department and how these functions affect the public, and provides a comprehensive listing of information that is freely available and how to access other information that is not published on the website.
Part 3 of the Information Act formally sets out the process for access to government information and access to and correction of personal information held by the Department. Records Management During 2013-14 the Department:• continued to improve record management practices

Community EngagementThe Department undertook a range of community engagement activities during 2013-14, including:
Museum and Art Gallery of the Northern Territory• Organised and presented an exciting program of
15 exhibitions at the Museum and Art Gallery of the Northern Territory (MAGNT) to continue to engage with Territorians and international and interstate visitors.
• Of those exhibitions, three were on loan from lenders that MAGNT has never before formally engaged with, therefore generating greater awareness of the MAGNT and the Department in our national community of art and museum institutions.
• Commemorated the 100th anniversary of English naturalist and evolutionist Alfred Russel Wallace’s death by developing the major exhibition Wallace: the rEvolutionary Man. This exhibition was the only one to be developed by an Australian institution that marked this significant date. The project featured an interactive cabinet of curiosities, a digital cabinet that allowed visitors to ‘open’ and explore the contents of a number of species collected and mounted by Wallace.
• Attracted more than 270 entries, from all Australian states and territories, except Tasmania, to the 30th Telstra National Aboriginal and Torres Strait Islander Art Award with 78 finalists selected for display. The exhibition celebrates the important contribution made by Indigenous artists and helps to promote greater appreciation and understanding of the quality and diversity of Aboriginal and Torres Strait Islander art throughout Australia.
• Presented MAGNT’s first ticketed exhibition in recent times, Dinosaurs Alive, an outdoor educative exhibition, which featured robotic dinosaurs. The exhibition explored the 165 million-year journey of the Age of Dinosaurs. As at the end of the financial year, ticket sales were exceeding expectations with more than 4000 visitors attending in the first four weeks, resulting in more than $60,000 from ticket sales.
• Commenced a major project to present the first solo exhibition in recent years of a local, contemporary, non-Indigenous artist Evolution – a disrespective by Rob Brown, and in doing so, formally engaged with more than 50 private lenders from within the local and national community. As a result of these connections, more than 40 lenders have agreed to contribute works to the exhibition, raising awareness of MAGNT and the Department’s focus on community engagement.
• Attracted more than 60 entries from most Northern Territory senior secondary schools for the annual Exit Art exhibition. MAGNT, in conjunction with the Department of Education, presents this exhibition of Year 12 students’ final year artwork, which this year presented artworks by 45 finalists from 15 schools Territory wide. The exhibition and the official opening is a significant vehicle for engagement with the youth of the NT.
• Continued to use social media platforms and smart phone applications to enhance online engagement with the local, national and international community for the Telstra National Aboriginal and Torres Strait Islander Art Award.
NT Archives Service• The new Northern Territory Archives Centre held its
first public Open Day on 5 April 2014 with more than 300 people attending. Visitors learnt about the services and archival collections of the Northern Territory Archives Service and National Archives of Australia available to the public in the one location.
• The Northern Territory Archives Service partnered with the Genealogical Society of the Northern Territory to host 10 history seminars at the Archives Centre in August 2013 and April 2014.
Arts NT• In 2013-14, the Chan Contemporary Art Space
attracted more than 5540 visitors to eight Territory focussed exhibitions and 37 public program opportunities. The program provided showcasing and professional development opportunities for 254 visual artists and performers (98 Indigenous) through collaborative programs involving up to 27 organisations from the arts, community, corporate and educational sectors.
• Arts NT has distributed 251 grants through the Arts Grants Program to support arts and cultural activities for individuals, community arts organisations, festivals and events.
• Arts NT has convened seven grants assessment panels with community peers involved in decision making, recommendations and advice, including for the Project Rounds, NT Arts Program and Services (NTAPS) funding, Artists in Residence and for the Regional Arts Fund.
• Panel members are drawn from the NT Register of Peers, which forms an official pool of specialist advice in arts development. The approved Register achieves a broad, balanced and fair representation of art forms as well as arts management and community interests, including those of multicultural and remote Northern Territory and Indigenous arts.

Araluen Arts Centre• Developed, delivered and promoted the 2014 Araluen
Arts Centre Program of events to enrich the visitor experience in Central Australia for international and national visitors, as well as to engage and inspire the local community. The Program included art house cinema screenings, musical productions, art exhibitions and theatrical and dance performances, celebrating 30 years of the Araluen Arts Centre in 2014.
• Facilitated meetings of the Araluen Cultural Precinct Community Reference Group to develop a Master Plan for the Araluen Cultural Precinct.
• Worked with community organisations in the development and presentation of events at the Araluen Arts Centre, including the Alice Springs Beanie Festival, Desart Inc, Duprada Dance Company, ArtBack NT, the Alice Springs Art Foundation, the Central Australian Art Society, Central Craft, the Central Australian Aviation Museum Inc, the Centralian Eisteddfod, Charles Darwin University and local schools.
Northern Territory Library• Delivered more than 40 public events and exhibitions,
including talks, book launches, awards ceremonies, the Eric Johnston Lecture and National Simultaneous Storytime.
• Attracted more than 400 entries for the 2014 Northern Territory Literary Awards. The annual awards aim to cultivate a prosperous creative writing industry in the Northern Territory with award categories, including short stories, poetry, travel writing, essays and performance script writing.
• Partnered with a range of community organisations to deliver a program of exhibitions and displays on topics including Kahlin Compound, the photography of Paul Foelsche, Women at War and the Ryko Ride.
Screen Territory• Screen Territory distributed 45 grants from the Screen
Territory Grants Program to stimulate industry and professional development, and screen production in the Northern Territory.
• Screen Territory convened four meetings of the Screen Territory Advisory Panel to assess applications to the Screen Territory Grants Program.
• Members of the Screen Territory Advisory Panel are appointed from the Northern Territory screen industry by the Minister for Arts and Museums.
• With the support of Screen Australia, the Australian Government screen department, Screen Territory, hosted Low Means Low, a free one-day low-budget feature film development workshop, in Alice Springs and Darwin. Low Means Low was attended by seven people in Alice Springs and 11 in Darwin.
• With the support of Screen Australia, Screen Territory hosted IGLOW, a week-long intensive low-budget feature film development initiative in Alice Springs. Five Territory screenwriters took part.
• With the support of Screen Australia, Screen Territory hosted REALISATOR 2013, a three-day intensive documentary and factual program development initiative in Alice Springs. Seven Territory filmmakers took part.
• Through the Screen Territory Grants Program, support was provided to the Darwin International Film Festival, the Lens Flair 24 Hour Film Festival, Cinema by the River, Flix in the Wet, Flickerfest, Travelling Film Festival and Fist Full of Films, which were attended by more than 11,000 people.
