DearOCON3Participants,Threeyearsago,inDecember2015,acallwentouttoallthosewhocaredaboutthewell‐beingofournewestneighbors,“Come,letusworktogetherforthebettermentofourneighborhoods,cities,andregion”.Thus,beganourcollectivejourneytogetherthroughtheOurCityofNations(OCON)experience.Itiswithgreatpleasurethatwewelcomeyouto“OCON3”wherewecometogetheragainasacommunitycalledtoserveourregion’snewestneighbors.ThethemeofOCON3is“Arriving,Surviving,Thriving:JourneyfromNewtoNeighbor”.Wegathertogetherinhopesofstrengtheningourcapacitytoextendsocialservicestoournewneighborsandtoprovideasmallmeasureofrelieftotheirongoingeffortsingainingstabilityforthemselvesandfortheirfamilies.Yet,sadly,therearemanyvoiceswhocallforthesel ishwithholdingofourregion’sabundanceandwouldratherkeepournewestneighborsfromsharinginourregions’stabilityandhope.Thechoicebecomesincreasinglystark:shallournewneighborsbewelcomedandhelpedintheirjourneyorshunnedandostracized?OCON3takesaclear‐eyedviewofthischoiceandlookshardathowwecanhelpourvulnerableneighborsthroughtheir irstfewyearsoflifeintheUS.OCON3hasnationallevelspeakers–someofwhomwilljoinustocontinuetheirpastconversationsandsomewhowillbenewtoourconference.Wehavecreatedbreak‐outswherewecanrollupoursleevesandtalkwitheachotheraboutwhatworksandwhathasyettobetried.Andwehavecreatedanexcellentparallelprogram,especiallydesignedforstudents,wherewecannetworkandshowcaseourscholarlyefforts.ThegoodwillandpositiveenergythatOCONhasgeneratedsinceitsinceptionspeakstothepowerofcooperativeactivity.BylinkingourselvesandouragenciestosharedpurposeswehavecollectivelyrealizedtangibleoutcomessuchastheOCONconferencesandthestrengtheningofourregionalrefugeesafety‐net.Pleasetakeamomentandreviewtheprogrampagesdedicatedtothoseindividuals,agencies,andinstitutionsresponsiblefortheorganicgrowthoftheOCONspiritandthemagnifyingeffectithashadonallofourindividualwork.Simplyput,thisconferencewouldnothavebeenpossiblewithoutthesupportofdonors,numerousvolunteers,andourregisteredparticipants.Wearegratefultothemandtoyouforbeingpartofthisimportantconference.

BestPracticesforRefugeeCareinSoutheastWisconsinSandersJ,ChavezH,CohenM,EnrightM,FlynnM,FrazerT,HoormannK,RaderB,SsempijjaS,WilsonS.ConsensusStatementonBestPracticesforRefugeeCareinWisconsin.BMCProceedings2017,11(Suppl5):5.‐Refugeeresettlementrequiresaprivate‐publicpartnershipinanongoingprocessinvolvingcommunityengagement.‐Tomeettheneedsoftheincreasingnumberofnewrefugees,agenciesneedtoworksmarterandfasterinacollaborativefashiontointegratethebestpossibleexperienceoftheserefugees.‐Inworkingwithrefugees,recognizetheindividualdifferences(i.e.thateachrefugeeisuniqueevenwithinhis/herculture)butremainmindfulofcustomsanderrtowardsmodestyandsimplicitywithself‐expression.‐Thestatedgoalofresettlementisself‐suf iciency.It’snotjustsafetyorhospitality;it’sworkingwithrefugeessotheyareabletobecomeself‐suf icientcitizensofourcountryandachievetheirhopesanddreams.‐Therefugeeexperienceoftenincludescircumstancesthatdisrupttheirculturalnormsandreducesocialsupport.Collectively,thesemaycausealossofidentityanddistrustingovernmentorlargersystems.‐Beawareofyourownnarrative(culturalbackgroundandpersonalexperiences)inyourencounterswithrefugees,andbepreparedtolistentorefugees’narrativesattheirownpace.‐Thesocialcontextofinterpretationismulti‐faced;assuch,considerthepotentialimpactofwhoprovidesinterpretiveservices.Avoiddualrelationships,andconsidertheclient’scomfortlevelwiththeinterpreter.‐Differentculturesmayconceptualizepain,illness,anddiseasedifferentlyfrom“western‐based”frameworks;onesizedoesnot itall.Wemust indcriticalelementsthattranslatewhentheusualwordsandWesternde initionsfail.‐Providersmustseektomaintainculturalhumilitywhenassessingindividualpatients.Providersmuststrivetoknowsomethingabout:history,andculture,socialstructure,basichealthandillnessconcepts,thespiritualaspectsofhealthandillness,andkeyWesternandculturalpsychiatric/psychologicalconceptsBEFOREaskingquestions.‐Tomovetowardshealthequity,weneedtoimplementhealthinallpolicieswithhealthequityasanexplicitgoal.‐Healthcareneedstochangeitsfocalpointtohelpingcommunitiesbetterutilizeprimarycareteamsandcommunityhealthworkerssoastoreducerelianceonemergencymedicine.‐Weneedtokeepcommunicationbetweenthegovernmentandcommunitiesstrongsothatprioritiessetatacommunitylevelcanbere lectedingovernmentpoliciesandbudgets.‐Morecommunitynavigatorsareneededtobuildrelationshipswithcommunitymembers,articulateandanticipateobstacles,andadvocateforcommunities.‐Manyrefugeesareeagertoseekhealthservicesandtolearntonavigatethehealthcaresystem;wemustworktoaddressthechallengesforbothprovidersandrefugeestohelpachievethismedicalself‐suf iciency.

ThesedepicttheBhutaneserefugeeexperienceoflivingincampsinNepalforovertwentyyears.TheBhutanesehavebeenresettlinginMadisonsince2009andintoearly2018.Bhutaneseresettlementhasnownearlycometoanend,ascampshaveslowlyclearedoutandbeencloseddown.Thirteenartistscontributedto“MemoryDrawings”,allofwhomresettledinMadisonsometimeduringthepastsevenyears.Therearenearly400formerBhutaneserefugeeswhonowcallMadisonhome.Theyworkinmanysectorsandparticipateintheciviclifeofthecityinavarietyofways.“MemoryDrawings”wasalsoondisplayattheOvertureCenter’sInternationalFestivalinFebruaryof2018.

KarambuRingeraBornandraisedinMeru,Kenya,Dr.RingeraearnedherPhDinInterculturalCommunicationin2008fromtheUniversityofDenver.SheearnedaMastersDegreeinMediafromNatalUniversity,SouthAfrica,aswellasaMasterofTheologicalStudies(withapeaceandjusticeemphasis)fromtheIliffSchoolofTheologyinColorado.ShereceivedherBachelorofEducationdegreeandPostgraduateDiplomainMassCommunicationfromtheUniversityofNairobi,Kenya.Dr.RingeraisalsoalecturerattheUniversityofNairobi.Dr.Ringeraisa2016CordesSocialEntrepreneursFellow;a2015/16NextGenerationLeaderFellowoftheMcCainInstituteforInternationalLeadership,USA;the2015LifeAchievementAwardand2015MasterScholarAwardwinner,UniversityofDenver,USA;andthe2012AfricanAchieversAward,UK–forhercuttingedgeworkininnovativeandsustainablemodelsofdevelopment&peacebuilding,women’shumanrights,andgloballeadershipprogramsaroundtheworld.
RichardMollicaDr.MollicaisthedirectoroftheHarvardPrograminRefugeeTrauma(HPRT)ofMassachusettsGeneralHospitalandHarvardMedicalSchool.HereceivedhismedicaldegreefromtheUniversityofNewMexicoandcompletedhisPsychiatryresidencyatYaleMedicalSchool.WhileatYalehealsotrainedinepidemiologyandreceivedaphilosophydegreefromtheDivinitySchool.In1981,Dr.Mollicaco‐foundedtheIndochinesePsychiatryClinic(IPC).OverthepasttwodecadesHPRTandIPChavepioneeredthementalhealthcareofsurvivorsofmassviolenceandtorture.HPRT/IPC’sclinicalmodelhasbeenreplicatedthroughouttheworld.Dr.MollicahasreceivednumerousawardsforhisworkandistheauthorofHealingInvisibleWounds:PathstoHopeandRecoveryinaViolentWorld.In2000hewasawardedavisitingprofessorshiptoWasedaUniversity,Tokyo,Japan,forhiscontributionsduringtheKobeearthquake.In2001hewasselectedasaFulbrightNewCenturyscholar.Dr.Mollicahaspublishedover160scienti icarticles.Heandhisteamoverthepast30yearshavecaredforover10,000survivorsofextremeviolenceworldwide.Throughhisresearch,clinicalworkandtrainingsheisrecognizedasaleaderinthetreatmentandrehabilitationoftraumatizedpeopleandtheircommunities.
