ADMISSIONS POLICY – OCT 2012 It is our intention to make Orton Longueville Playgroup accessible to all children and families from the local community. In order to accomplish this, we will:

• Ensure that the existence of the Playgroup is widely known in all local communities. We will

place notices advertising the Playgroup in places where all sections of the community can see

them.

• Arrange the waiting list in order of date of birth, or where applicable date of application.

• Describe the Playgroup and its practices in terms which make it clear that it welcomes both

fathers and mothers, other relations, and other carers, including childminders, and people

from all cultural, ethnic, religious and social groups, with and without disabilities.

• Make our equal opportunities policy widely known.

• Be flexible, wherever possible, with attendance patterns so as to accommodate the needs of

individual children and families.

• In the event of the Playgroup being over subscribed we will use the following system to

allocate places-

1) Siblings within the catchment area

2) Children living in the catchment area

3) Siblings living outside the catchment area

4) Children living outside the catchment area

Within each category consideration will also be given to age, where children are claiming the 3

and 4 year old grant ( for example if a child was claiming their full 15 hours entitlement

elsewhere priority would be given to a child wishing to claim 15 hours at our setting) and special

needs or disability requirements

Catchment area is the same as for St Botolph’s school.

ALLERGY POLICY – OCT 2012 Orton Longueville Playgroup takes the care of each child very seriously and strives to meet all their dietary and medical needs.

In order to accomplish this, we will:

• During the visit to Playgroup by the parents/carers, before the child is registered, any

medical or dietary needs will be discussed.

• Parents will complete the medical registration form giving details of any allergies, both

medical and dietary.

• All staff will be made aware of these allergies.

• A notice will be displayed in the kitchen and in the food folder giving details of food

allergies.

• Food will be checked for ingredients before serving.

• Special food, goat’s milk for example, will be provided if needed.

• Menus will be on display for parents to see.

• Parents will give written agreement that necessary treatment may be given.

• Staff will be trained to administer medication.

• In the case of extreme adverse reactions an emergency response procedure will be put into

action and all staff will be aware of their role.

BEHAVIOUR MANAGEMENT POLICY – OCT 2012 We believe that children and adults flourish best in an ordered environment in which everyone knows what is expected of them, and children are free to develop their play and learning without fear of being hurt or hindered by anyone else. We aim to work towards a situation in which children can develop self-discipline and self-esteem in an atmosphere of mutual respect and encouragement. In order to achieve this:

• All adults will try to provide a positive model for the children with regard to friendliness,

care and courtesy and to offer strategies for handling any conflict.

• Rules governing the conduct of the group and the behaviour of the children will be discussed

and agreed within the Playgroup and explained to all newcomers, both children and adults.

• All adults in the Playgroup will ensure that the rules are applied consistently, so that children

have the security of knowing what to expect and can build up useful habits of behaviour.

• Adults in the Playgroup will praise and endorse desirable behaviour such as kindness and

willingness to share.

• We will take positive steps to avoid a situation in which children receive adult attention only

in return for undesirable behaviour.

When children behave in unacceptable ways:

• They will be given one-to-one adult support to see what was wrong and how to cope more

appropriately. Where appropriate, this might be accomplished by a period of “time out” with

an adult.

• Physical punishment, such as smacking or shaking shall neither be used nor threatened.

• Children will never be sent out of the room by themselves.

• Techniques intended to single out and humiliate individual children such as ‘the naughty chair’

will not be used.

• Physical restraint, such as holding, will be used only to prevent physical injury to children or

adults and/or serious damage to property. Any significant event of this sort will be

recorded, and the parent informed on the same day.

• In cases of serious misbehaviour, such as racial or other abuse, the unacceptability of

behaviour and attitudes will be made clear immediately, but by means of explanations rather

than personal blame.

• In any case of misbehaviour, it will be made clear to the child or children in question that it

is the behaviour and not the child that is unwelcome.

• Adults will not raise their voices or shout in a threatening way.

• Adults in the Playgroup will make themselves aware of, and respect, a range of cultural

expectations regarding interactions between people.

• Any behaviour problems will be handled in a developmentally appropriate fashion, respecting

individual children’s levels of understanding and maturity.

• Recurring problems will be tackled by the Playgroup staff in partnership with the children’s

parents, using objective observation records to establish an understanding of the cause.

• Adults will be aware that some kinds of behaviour may arise from a child’s special needs.

Anti-Bullying

• Bullying, either verbal or physical, is not accepted at Orton Longueville Playgroup

• Bullying is unacceptable by children, staff or adults within the setting

• Staff will ensure no form of bullying occurs at Orton Longueville Playgroup by the monitoring

of behaviour, linked to the behaviour management policy

• Bullying will be dealt with swiftly in the same manner as any unacceptable behaviour. Those

involved will be supported, listened to and details recorded

• If bullying occurs parents will be informed and strategies put in place to prevent situations

occurring again

CHILD PROTECTION AND SAFEGUARDING POLICY – OCT 2012 We comply with the procedures approved by the Peterborough Safeguarding Children’s Board. We intend to create in our Playgroup, an environment in which children are safe from abuse and in which any suspicion of abuse is promptly and appropriately responded to. The setting has a named safeguarding officer, Miss Sarah Jones, who in liaison with the manager and committee support, ensures the welfare of the children. All staff and parents are made aware of our safeguarding policies and procedures. In order to achieve this we will:

Prevent abuse by means of good practice • The layout of the playrooms will permit constant supervision of all children and we will

provide adequate and appropriate staffing resources to meet the needs of all children.

• It will be made clear to applicants for posts within the Playgroup that the position is exempt

from the provisions of the Rehabilitation of Offenders Act 1974.

• Candidates are informed of the need to carry out Criminal Record Bureau “enhanced

disclosure” checks with Ofsted or an appropriates organisation

• Where applications are rejected because of information that has been disclosed, applicants

have the right to know and to challenge incorrect information.

• All applicants for work within the Playgroup, whether voluntary or paid, will be interviewed

before an appointment is made and will be asked to provide at least two references. All

references will be followed up. In the case of applicants with unexplained gaps in their

employment history, or who have moved rapidly from one job to another, explanations will be

sought to ensure no disqualified or unsuitable person works at the setting or has access to

the children.

• All appointments, both paid and voluntary, will be subject to a three month probationary

period and will not be confirmed unless the Playgroup is confident that the applicant can be

safely entrusted with the children.

• We abide by the Protection of Vulnerable Groups Act (2006) requirements in respect of any

person who is dismissed from our employment, or resigns in circumstances that would

otherwise have lead to dismissal for reasons of child protection concern.

• Volunteers, students, parents or any other persons, who are not a staff member, will not be

allowed unsupervised access to children.

• We have procedures for recording the details of visitors to the setting.

• The setting is secure while children are present so no unauthorised person has unsupervised

access to the children.

• Staff will not be left alone for long periods with individual children or with small groups. An

adult who needs to take a child aside, for toileting or for time out after bad behaviour, will

leave the door ajar.

• The use of mobile phones by staff and parents is prohibited within the areas occupied by

children. Staff mobiles should be kept in the staff cupboard during working hours and should

be turned off or on silent, Phones should only be checked and personal calls made during the

lunch break in the committee room, office or outside the building.

• Photographs may only be taken using the Playgroup memory cards and on the Playgroup

cameras to ensure that the Manager is aware which photographs have been taken and why.

Respond promptly to all incidents and concerns • The setting will follow procedures set down in “What to do if you’re worried a child is being

abused” (HMG 2006). A copy of this document is kept at the setting giving detailed

guidelines.

• We acknowledge that abuse of children can take different forms, physical, emotional and

sexual as well as neglect.

• Changes in children’s behaviour and appearance will be investigated as will direct or indirect

disclosure

• The first concern will be the child. Children whose condition or behaviour has given cause

for concern will be listened to, reassured and helped to understand that they themselves are

valued and respected and have not been at fault.

• Children will be encouraged to develop a sense of autonomy and independence through adult

support in making choices, and in finding names for their own feelings and acceptable ways to

express them. This will enable children to have the self-confidence and vocabulary to resist

inappropriate approaches.

• Whenever worrying changes are observed in a child’s behaviour, physical condition or

appearance, a specific and confidential record will be set up, quite separate from the usual

ongoing records of children’s progress and development.

• Staff will listen to the child, offer reassurances and gives assurance that action will be

taken. Staff will not question a child.

• A written record is completed The record will include, in addition to the name, address and

age of the child: timed and dated observations, an objective description of the child’s

behaviour/appearance, without comment or interpretation; where possible, the exact words

spoken by the child; the dated name and signature of the recorder and the name of any

other persons present.

• Such records should be kept in a separate confidential file and will not be accessible to

people in the Playgroup other than the Playgroup leader, child protection officer, committee

chair and key person or other members of staff as appropriate.

• We take care not to influence the outcome either through the way we speak to children or

by asking questions of children.

• We refer concerns to Peterborough’s safeguarding children’s board and cooperate fully in

any subsequent investigation. We follow their detailed procedure for record keeping and

referrals.

• The group will maintain ongoing contact with the registering authority, including names,

addresses, and telephone numbers of individual social workers, to ensure that it would be

easy, in any emergency, for the Playgroup and the Social Services Department to work well

together.

• Records will also be kept of the local NSPCC contact or other contact(s) as appropriate.

• Parents will normally be the first point of reference, but if they are not in a position to allay

any legitimate anxieties, the matter will also be taken up with the Social Services

Department. In exceptional circumstances, the Social Services Department may be the first

point of reference following the Peterborough safeguarding children guidance.

• We notify the registration Authority, Ofsted, of any incident or accident and any changes in

our arrangements which may affect the wellbeing of children.

• Any persons concerned about child protection issues and unhappy in the response of the

setting may contact the Peterborough Safeguarding children’s board directly on 01733

864180 or may contact Ofsted.

• If the setting is not satisfied with the outcome of a referral we will follow the Escalation

Policy kept in the Safeguarding File.

Respond appropriately to allegations against staff • We ensure that all parents or carers know how to report concerns about the behaviour or

actions of staff or volunteers within the setting, or anyone working on the premises, which

may include an allegation of abuse.

• We follow the guidance of the Peterborough Safeguarding Children’s Board when responding

to any complaint that a member of staff, volunteer, or anyone working on the premises has

abused a child.

• We respond to any disclosure by children or staff that abuse by a member of staff or

volunteer or anyone working on the premises, may have taken, or is taking place, by recording

the details of any such alleged incident.

• We refer any such complaint to the local authority social care department to investigate. We

also report any such incidents and the action taken to Ofsted.

• We cooperate entirely with any investigation carried out by children’s social care in

conjunction with the police.

• If the committee or local authority agrees it is appropriate in the circumstances, the

chairperson will suspend the member of staff on full pay, or the volunteer, during the

investigation. This is not an indication of admission that the alleged incident has taken place,

but is to protect the staff as well as the children and families through the process.

• If a member of staff or a volunteer is dismissed from the setting because of misconduct

relating to a child, we will notify the appropriate bodies so the name may be included on the

protection of children and vulnerable adults barred list.

• If a volunteer or member of staff is accused of any form of child abuse, s/he will be

interviewed immediately by the person in charge of the group. The person accused may

choose to attend the interview accompanied by a friend or colleague and to seek advice from

a union representative. The interview will usually be with the Playgroup leader. However, if

the allegation is against the leader, the interview may be conducted by the committee

chairperson. The person against whom the allegation is made will be informed of the

allegation and will immediately be suspended on full pay while an investigation is made.

Investigations will be in line with Peterborough Safeguarding Children’s Board procedures

and conducted in conjunction with the Peterborough Safeguarding Children’s board.

Confidential records will be kept of the allegation and of all subsequent proceedings.

Promote awareness in staff and families • We will seek out training opportunities for all adults involved in the group to ensure that

they recognise the signs and signals of possible physical abuse, neglect, emotional abuse and

sexual abuse. These are discussed at staff inductions and during annual appraisals and staff

are required to keep training up to date on a rolling programme of refresher courses.

• All staff are aware of the procedures for reporting and recording their concerns in the

setting.

• We promote the personal, social and emotional development of all children, so that they grow

strong, resilient and listened to and they develop an understanding of why and how to keep

safe. This is carried out in a way developmentally appropriate for the children.

• The setting values and respects each individual child , having positive regard for children’s

heritage, ethnicity, language, cultural and social background.

• The Playgroup will take every step in its power to build up trusting and supportive

relationships between families, staff and volunteers in the group. Safe guarding children

procedures will be discussed with adults prior to children joining the setting.

• We explain to parents our role and responsibilities in relation to child protection and all

parents are given a copy of the child protection and safe guarding policy on registration.

• Where abuse is suspected at home, the Playgroup will continue to welcome the child and

family while investigations proceed.

• Subsequent to any investigation the setting will support the child and family, undertaking any

roles or tasks set out in a child protection plan introduced by a child’s social care worker.

• Confidential records kept on the child will be shared with the child’s parents or those with

parental responsibility in accordance with the confidentially policy, the data protection act

(1998) and the guidance of the Peterborough Safeguarding Children’s board.

• With the proviso that the care and safety of the child must always be paramount, the

Playgroup will do all in its power to support and work with the child’s family.

• Children may only be collected by the parent or principal carer or by a person or persons who

have been authorised to do so by the parent or principal carer on the Collection form

completed on enrolment. The form can be amended by the parent/carer at any time.

COMPLAINTS PROCEDURES – OCT 2012 As a member of the Pre-school Learning Alliance, we aim to provide the highest quality education and care for all our children. We aim to offer a welcome to each individual child and family and to provide a warm and caring environment within which all children can learn and develop as they play. We believe children and parents are entitled to expect courtesy and prompt, careful attention to their needs and wishes. Our intention is to work in partnership with parents and the community generally, and we welcome suggestions on how to improve our group at any time. Many concerns can be resolved quickly by an informal approach to the appropriate member

of staff. If this does not achieve the desired result, the following procedures should be

used.

How to complain • A parent who is uneasy about any aspect of the group’s provision should first talk over any

worries and anxieties with the Playgroup leader. If they prefer complaints can be made in

writing, phone or E Mail ([email protected])

• If this does not have a satisfactory outcome within 28 days of action being taken, or if the

problem recurs, the parent should put the concerns or complaints in writing and request a

meeting with the Playgroup leader and a senior member of the committee. Both parents and

leader may have a friend or partner present if they so wish and an agreed written record of

the discussion should be made. Most complaints should be resolved informally, or at this initial stage

• If the matter is still not sorted out to the parent’s satisfaction, the parent should again

contact the Chairperson of the Management Committee. At this point, if parent and group

cannot reach agreement, it might be helpful to invite an external mediator, one who is

acceptable to both parties, to listen to both sides and offer advice. A mediator has no legal

powers but can help to define the problem, review the action so far and suggest further

ways in which it might be resolved. Staff or volunteers within the Pre-school Learning

Alliance will be available to act as mediator if both parties wish it.

• The mediator will keep all discussion confidential. S/he will meet with the group if

requested and will keep an agreed written record of any meetings that are held and of any

advice s/he has given.

• The involvement of a mediator represents the final stage in the complaints procedure.

The role of the registering authority • In some circumstances it will be necessary to bring in the registering body, which has a duty

to ensure laid down requirements are adhered to and with whom the Pre-school Learning

Alliance works in partnership to encourage high standards. The registering authority would

be involved if a child appeared to be at risk or where there seemed to be possible breach of

registration requirements. In these cases both parent and Playgroup would be informed, and

the Pre-school Learning Alliance field worker would work with the registering body to ensure

a proper investigation of the complaint followed by appropriate action.

• Parents with a complaint, who do not wish to involve the Supervisor or committee, may

contact the registering body OFSTED directly at any time, at the following address:

We believe that most complaints are made constructively and can be sorted out at an early

stage. We also believe that it is in the best interests of the Playgroup and parents that

complaints should be taken seriously and dealt with fairly and in a way which respects

confidentiality.

CONFIDENTIALITY POLICY – OCT 2012 The Playgroup’s work with children and families/carers will sometimes bring us into contact with confidential information. To ensure that all those using and working in the Playgroup can do so with confidence, we

will respect confidentiality in the following ways:

• Parents will have ready access to the files and records of their own children but will not have

access to information about any other child.

• Staff will not discuss individual children, other than for purposes of curriculum

planning/group management, with people other than the parents of that child.

• Information given by parents/carers to the Playgroup leader, or key person, will not be

passed on to other adults without permission.

• Issues to do with the employment of staff, whether paid or unpaid, will remain confidential

to the people directly involved with making personnel decisions.

• Any anxieties/evidence relating to a child’s personal safety will be kept in a confidential file

and will not be shared within the group except with the child’s key person, Playgroup leader

and the chairperson.

• Students on Pre-school Learning Alliance or other recognised qualifications and training,

when they are observing in the Playgroup, will be advised of our confidentiality policy and

required to respect it.

• Committee members are expected to sign and respect a confidentiality agreement.

All the undertakings above are subject to the paramount commitment of the Playgroup which is

to the safety and the well-being of the child. Please also see our policy on child protection and

Safeguarding.

We believe that the group’s activities should be open to all children and families, and to all adults committed to their education and care, whilst having regard for the nine protected characteristics’: age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex and sexual orientation. We aim to ensure that all those who wish to work in or volunteer to help with, our Playgroup, have an equal chance to do so. Orton Longueville Playgroup has an Equal Opportunities Coordinator (ENCO), Tina Lumsden

Admissions

The Playgroup is open to every family in the community. The waiting list is not operated on

first come, first served basis but on a fairer system which is referred to in the Admissions

Policy for accepting children from the waiting list. Families joining the Playgroup are made

aware of its Equal Opportunities Policy, which is regularly reviewed.

Equal Opportunities • Treating all with equal concern, giving equal chance to achieve regardless of culture, ability,

background, gender etc

• Respecting individuals’ beliefs, traditions and abilities.

• Providing opportunities for every individual to achieve their full potential.

Employment • The Playgroup will appoint the best person for each job and will treat fairly all applicants for

jobs and all those appointed. Commitment to implementing the group’s Equal Opportunities

Policy will form part of the job description for all workers.

Families • The Playgroup recognises that many different types of families successfully love and care

for children. The Playgroup offers support to all families.

• The Playgroup offers a flexible payment system for parents with differing means.

Festivals Our aim is to show respectful awareness of all the major events in the lives of the children and families of the Playgroup, and in our society as a whole, and to welcome the diversity of backgrounds from which they come.

In order to achieve this, we aim to acknowledge all the festivals which are celebrated in

our area and/or by families in the Playgroup.

• Without indoctrination in any specific faith, children will be made aware of the festivals

which are being celebrated by their own families, or others, and will be introduced where

appropriate to stories behind the festivals.

• Before introducing a festival with which the adults in the Playgroup are not themselves

familiar, appropriate advice will be sought from people to whom that festival is a familiar

one.

• Children and families, who celebrate at home, festivals with which the rest of the Playgroup

is not familiar, will be invited to share their festival with the rest of the group, if they

themselves wish to do so.

• Children will be encouraged to welcome a range of different festivals, together with the

stories, celebrations and special food and clothing they involve, as part of the diversity of

life.

The Curriculum • All children will be respected, and their individuality and potential recognised, valued and

nurtured. Activities and the use of play equipment offer children opportunities to develop in

an environment free from prejudice and discrimination. Management of resources within the

Playgroup will ensure that both girls and boys have full access to all kinds of activities and

equipment and are equally encouraged to enjoy and learn from them.

Resources • These will be chosen to give children a balanced view of the world and an appreciation of the

rich diversity of our multi-racial society.

• Materials will be selected to help children to develop their self-respect and to respect other

people by avoiding stereotypes and by using images and words which reflect positively the

contribution of all members of society.

Discriminatory behaviour/remarks • Any discriminatory language, behaviour or remarks by children, parents or any other adults

are unacceptable in the Playgroup.

• Our response will aim to demonstrate support for the victim(s), to help those responsible to

understand and overcome their prejudices and to make it clear that such behaviour/remarks

will not be tolerated.

Language • We will endeavour to provide basic information, written and spoken, to be clearly

communicated in as many languages as necessary.

• Bilingual/multilingual children and adults are an asset. Parents will be encouraged to speak in

their first language at home. They will be valued and their language recognised and

respected in the Playgroup.

• Children and parents who have English as a second or additional language will be valued and

their languages recognised, respected and used in the Playgroup.

Food • Working in partnership with parents, children’s medical, cultural and dietary needs will be

met.

Meetings • The Playgroup will make every effort to ensure that the time, place and conduct of meetings

enable the majority of parents to attend so that all families have an equal opportunity to be

involved in and informed about the Playgroup.

Additional Needs Our playgroup aims to follow the DfEE code of practice on additional needs and provides appropriate learning opportunities for all children. • The playgroup recognises the wide range of needs experienced by children and their families

and is aware these may differ from time to time. It will endeavour to meet these needs as

they arise.

• Planning for playgroup meetings and events will take into account the needs of people with

additional needs.

• Children with additional needs, like all other children, are admitted to the playgroup. We will

consult with parents and any other outside agency to ensure we meet the needs of the child.

• Our aim is to provide for the developmental needs of each child in the group.

• All children in the group, irrespective of their additional needs, are encouraged wherever

possible and appropriate to participate in all the group’s activities, which may be altered to

enable participation.

• Children with additional needs will have the opportunity to follow the Early Years foundation

Stage curriculum. They will be offered a broad and balanced curriculum. This may be

supported by an individual learning plan (IEP) and common assessment framework (CAF)

document.

• Our system of observation and record keeping, which operates in conjunction with parents,

enables us to monitor children’s needs and progress on an individual basis. Arrangements for

the observation of children with additional needs are on an individual basis working closely

with parents, key person and advice from the Setting Senco and Early Years Senco.

• The playgroup will work in accordance with the SEN code of practice.

• The needs and progress of children with additional needs will be monitored by our group’s

special educational needs co-ordinator.

• Mrs Julie Englefield is the special educational needs co-ordinator for Orton Longueville

Playgroup.

• Our key person system ensures that each adult is responsible for a number of children, so

each child receives plenty of adult time and attention.

We work closely with the parents of all the children in the group to ensure that:

The group draws upon the knowledge and expertise of parents in planning provision for the child.

If we are concerned about a child’s progress the parents will be approached to discuss any

issues. With the parents permission we may arrange a visit from the Early Years area SENCO,

who will observe the child and offer advice. Parents are welcome to be present.

• The child’s progress is shared and discussed with parents on a regular basis.

• Parents are informed of the name of the groups special educational needs co-ordinator

• Parents are informed of the arrangements for the admission and integration of children with

additional needs.

• The playgroup budget will take into account any equipment and/or personal support that may

be needed for children with additional needs. We will liaise with outside agencies to provide

equipment on a permanent or temporary basis if required.

• The playgroup will support staff with advice and training

• Policies and procedures relating to additional needs will be reviewed on a regular basis to

keep up to date with legislation, new thinking and the needs of the group

• We work in liaison with relevant professionals and agencies outside the group to meet

children’s additional needs.

FOOD AND DRINK POLICY – OCT 2012 • All food and drink served at the setting will be healthy and wholesome

• All staff who work with the children or are involved in the handling of food will attend a

basic food hygiene course

• The setting is inspected by the health department of the local council

• A healthy snack is provided each day. The menu is on display in the lobby.

• The dietary needs of each child is discussed and recorded when they first attend the

setting.

• All allergies are discussed with parents, recorded and staff informed

• Food is freshly prepared each day

• Food is stored and prepared following the manufacturers guidelines

• Sell by dates are always checked. Food will be labelled with the storage date when frozen

• Milk and water is available to drink at snack time

• Water is available throughout the session

• Children are encouraged to try a range of different foods and tastes

• No child will be forced to try any food and dietary requirements are respected.

• Children help in the preparation and serving of the snack

• Parents and Children are encouraged to include healthy food in packed lunches. Fizzy drinks,

FOREST SCHOOLS ACTIVITIES – OCT 2012 Forest school activities encourage children to use the outdoor spaces available to widen

experiences and enrich their development.

• Children will be accompanied by a trained forest school activity leader.

• Activities will be supervised at all times

• Children will be suitably dressed for the weather and activities

• Hazards will be explained and risk assessments made on sites and activities.

• A high ratio of adults and children will be maintained

• Children will have the opportunities to become aware of their environment

• We will use environmentally friendly/organic materials

• We will show children how to care for the world they live in

• We will encourage children to develop responsibility for themselves, others and the

environment in which they live.

HEALTH AND HYGIENE – POLICY AND PRACTICE – OCT 2012 Our Playgroup promotes a healthy lifestyle and a high standard of hygiene in its day to day work with children and adults. This is achieved in the following ways:

Health Food • All snacks provided will be nutritious and pay due attention to children’s particular dietary

requirements.

• When cooking with children as an activity, the adults will provide healthy, wholesome food,

promoting and extending the children’s understanding of a healthy diet.

Outdoor Play • Children will have the opportunity to play outside throughout the year (either in the

Playgroup’s own outside play area or on regular outings within the community).

Illness • Children with infectious illnesses must remain at home until the incubation period has passed

or treatment prevents the further spread of infection. Parent/Carers should inform the

Playgroup as to the nature of the infection so that the Playgroup can alert other parents,

and make careful observations of any child who seems unwell.

• Parents are asked not to bring into Playgroup any child who has been vomiting or had

diarrhoea until at least 48 hours has elapsed since the last attack.

• If the children of Playgroup staff are unwell, the children will not accompany their

parents/carers to work in the Playgroup.

• Cuts or open sores, whether on adults or children, will be covered with appropriate dressings.

• If the child is on prescribed medication the following procedures will be followed:

• If possible, the child’s parents will administer medicine. If not, then medication must be

stored in the original container and clearly labelled with child’s name, dosage and any

instructions.

• Where local regulations require it, guidance will be sought from social services before

people other than parents agree to administer medicines.

• The parent will be required to complete a form, giving clear instructions about the

dosage, administration of the medication and permission for a member of staff to follow

the instructions. Medicine will be checked for the child’s name and date of birth, sell by

date and dosage before being administered. Only prescribed medicine will be given.

• All medications will be kept in a lockable cupboard unless it needs to be kept in a fridge,

in which case it will be kept in the staff fridge away from the children.

• A medication book will be available to log in: name of child receiving medication; times

that the medication is administered, together with the signature of the person who has

administered each dose (only first aid trained staff to administer) and the witness.

• With regard to the administration of life saving medication such as insulin/adrenaline

injections, or the use of nebulisers, the position will be clarified by reference to the

Playgroup’s insurance company and the registering authority. If specialist knowledge is

required, staff involved in administering medication will receive training from a qualified

health professional.

• The Playgroup will ensure that the first aid equipment is kept clean, replenished and replaced

as necessary. Sterile items will be kept sealed and in their packages until needed.

• There will always be on the premises at least one qualified First Aider to administer first aid

to children. All staff are encouraged to complete a Paediatric First Aid course.

• The First Aid Officer is Mrs Holly Homden

Information sources • Parents will have the opportunity to discuss health issues with Playgroup staff and will have

access to information available to the Playgroup.

• The Playgroup will maintain links with health visitors and gather health information and

advice from the local health authority information services and/or other health agencies.

Hygiene

To prevent the spread of infection, adults in the group will ensure that the following good

practices are observed:

Personal Hygiene • Hands washed after toilet and before and after eating/handling food.

• Paper towels are used and disposed of appropriately.

• Children with pierced ears not allowed to try on or share each other’s earrings.

• A large box of tissues available and children encouraged to blow and wipe their noses when

necessary. Soiled tissues should be disposed of hygienically.

• Children encouraged to shield their mouths when coughing.

• Hygiene rules relating to bodily fluids followed with particular care and all staff and

volunteers aware of how infections, including HIV infection, can be transmitted.

Cleaning and clearing • Any spills of blood, vomit or excrement wiped and flushed away down the toilet. Rubber

gloves always used when clearing up body fluids. Floors and other affected surfaces

disinfected using chlorine or iodine bleach diluted according to the manufacturer’s

instructions. Fabrics contaminated with body fluids thoroughly washed in hot water.

• Spare laundered pants and other clothing, available in case of accidents, and polythene bags

available in which to wrap soiled garments.

• All surfaces cleaned daily with an appropriate cleaner.

Food The Playgroup will observe current legislation regarding food hygiene, registration and training. In particular each adult will:

• Always wash hands under running water before and after handling food and after using the

toilet.

• Not be involved with the preparation of food if suffering from any infectious/contagious

illness or skin trouble.

• Never cough or sneeze over food.

• Use different cleaning cloths for kitchen and toilet areas.

• Prepare raw and cooked food in separate areas.

• Ensure waste is disposed of properly and out of reach of the children. Keep a lid on the

dustbin and wash hands after using it.

• All utensils will be kept clean.

• An adult involved in food preparation should not administer first aid or deal with any incident

involving bodily fluids.

• All staff should be encouraged to keep their vaccinations etc up to date.

HOME VISITS POLICY – OCT 2012 • Staff are available to visit children in their homes on request.

• Staff are happy to visit at any time before children attend the setting or any time during

the school year. All visits will be prearranged and dates and times recorded.

• When ever possible time of visits will be made to meet the needs of families and children.

• Information discussed at home visits will follow the confidential policy.

MISSING OR UNCOLLECTED CHILDREN POLICY – OCT 2012 Orton Longueville Playgroup takes all possible precautions to ensure the children in our care are protected and that their environment is safe and secured. In accordance with Ofsted guidance we have formulated the following policy in the hope and belief that it will never be needed.

The following have been identified as situations in which a child could go missing:

• The child wanders away during an outing (see policy on outings)

• The child escapes from the building or the garden.

• The child is taken by an unauthorised adult (see policy on collection procedure)

In the extraordinary situation of a child or children going missing the following procedure

would be instituted immediately:

• Alert the Playgroup Manager who will take a head-count and complete the register.

• Question the relevant member/members of staff, without alarming the children

• Begin a search, assigning as many adults as possible to the search, whilst ensuring that the

safety and welfare of the remaining children is not endangered.

• Adults to carry out a thorough search of the building and garden, preferably in pairs

(numbers permitting), widening the search at their discretion to outside areas.

• If the child or children cannot be found within 15 minutes, contact the parents and then the

police.

• Continue searching, widening the search area, keeping in touch by mobile phone.

When the situation has been resolved, a full investigation into the circumstance should be made

and any action necessary should be taken to prevent a recurrence.

Uncollected children

• When a child is left at the end of a session for TEN MINUTES, the supervisor will then

start telephoning the parent/carers to find out what is happening, why they are late and

when they will be picking the child up.

• The child will stay with the supervisor and one other suitable adult, in the building until

collection by a named adult who has permission to collect the child.

• If in the unusual event of a child not being collected, and an HOUR has passed since the

Playgroup session ended, and the supervisor being unable to contact anybody on the

Playgroup’s record to collect the child, Social Services will be informed.

OUTINGS POLICY – OCT 2012 Throughout the year the children have the opportunity to go on various excursions outside the Playgroup environment which includes nature walks, visits to the local church and museums. These visits encourage the children to find out more about the past and present events of the world.

• Written permission must be obtained from parents in advance of any outing which is outside

of the immediate local area and involves another form of transport other than walking.

• A risk assessment to be made before any outing and staff and parent helpers informed of

any relevant details.

• Correct ratios of adults to children must be maintained at all times

• A trained first aider and first aid kit to accompany any outing

• Contact numbers, details of allergies etc will also accompany any outing

• A register will be taken before setting off and on return.

• A mobile phone is to be available at all times

• Toilet facilities should be provided at regular intervals

• Food and drinks to be provided, appropriate to the nature of the outing

• Parents to be informed beforehand of suitable clothing e.g. Wellingtons, sun-hats, sun-cream

etc

• Pre-arranged meeting points and meeting times to be agreed and adhered to.

• Transport should be equipped with seat belts and be fully insured.

• After any outing, a review is to be undertaken and any problems experienced or benefits

derived to be taken into account in planning subsequent outings.

PARTNERSHIP WITH OTHER PROFESSIONALS POLICY – OCT 2012 • The Playgroup is in regular contact with other childcare professionals and settings to discuss

the progress of children in their joint care, following permission from parents.

• Peterborough city council provides Under 5 specialists and a pedagogue to advise and support

the group.

• The setting has access to support for children with Additional needs, speech and behavioural

development needs.

• The staff meet with other settings to support each other and share current information via

network meetings and training

• The local Health visitor has contact with the setting

PARTNERSHIP WITH PARENTS POLICY – OCT 2012

Parents are the first educators of their young children. The aim of the Playgroup is to support their essential work.

• Parents are welcome to visit the Playgroup at any time.

• Everyone is valued equally and their input important to the setting.

• We encourage parents and carers to take an active interest in the running of playgroup and

the activities offered to children

• Parents and carers are welcome to stay during sessions to play and assist at the setting.

They are welcome to bring younger children with them however due to insurance restrictions

childminders are unable to help at sessions if they have a child, other than their own, under

their care. If you are interested in helping at a session and would like more information

please see a member of staff at any time.

• Parents are encouraged to help on outings and excursions

• Parents have access to their children’s records at all times. They are encouraged to

contribute to the observations in the Record of Achievement and share record keeping.

• Parents are kept up to date with the progress of their child and have opportunities to

discuss this with staff.

• Parents are consulted and included in the care of their child

• Parents have access to details of the Playgroup curriculum.

• Parents are issued with a hand book containing all the policies of the Playgroup and are

welcome to discuss these with the staff at any time

• Parents are able to speak privately with the key person, staff or Manager regarding their

• All staff are aware of the need to maintain privacy and confidentiality

• A complaints procedure is outlined in the parents hand book

PHOTOGRAPHS POLICY – OCT 2012 Photographs will be taken of the children by the Playgroup staff or outside agencies. The Playgroup will follow the following policy in deciding whether a photograph may be taken and where it may be used. • All parents will be asked to complete and sign a photograph consent form on registration.

They may refuse to give permission for photographs to be taken of their child or they may

give permission for photographs to be taken only for specific purposes.

• We will not reuse any photographs after the child leaves the setting unless you have given

permission for them to be used on the consent form

• We will not display personal details or names on photographs, videos or on the website.

• We will only use images of pupils who are suitably dressed to reduce the risk of such images

being used inappropriately.

Under the 1998 Data Protection Act

• Your consent can be withdrawn at any time

• Your photograph will not be used for any other purpose unless further consent is given

• Any publication of your photograph or electronic copies will be deleted after a maximum of

five years

• Your photograph will not be published on the internet without further explicit consent

• Photographs may only be taken using the Playgroup memory cards and on the Playgroup

cameras to ensure that the Manager is aware which photographs have been taken and why

(see child protection and safeguarding policy)

• On trips staff will only use Playgroup cameras with permission of the Manager

• 2 senior members of staff will together be responsible for getting photographs developed

and collected during Playgroup hours so that memory cards and photographs are not kept

offsite at any time.

• All the memory cards will be held under the supervision of the Manager and Business

Manager.

• No photographic images of children will be used or stored outside the setting without prior

permission from parent/carers

PHYSICAL ENVIRONMENT AND EQUIPMENT POLICY – OCT 2012 Equipment • Toys are appropriate for the age, needs and developmental stage of the children

• They will be sourced from reputable companies, conforming to all safety regulations and are

sound and well made.

• They offer a challenge to develop physical, social, personal and intellectual skills

SAFETY POLICY – OCT 2012 The safety of young children is of paramount importance. In order to ensure the safety of both children and adults, the Playgroup will ensure safety in the following areas: • Safety checks on premises, both outdoors and indoors, will be made before every

day/session.

• All low level glass is fitted with safety glass.

• Outdoor space will be securely fenced.

• Outdoor space used for outdoor play will be checked for litter and other dangers.

• Outdoor play equipment will be checked daily.

• Equipment will be checked regularly and any dangerous items repaired/discarded.

• The layout and space ratios will allow children and adults to move safely and freely between

activities.

• There will be adequate systems and equipment for the detection and control of fire.

• Fire doors will never be obstructed and fire exits will be easily identifiable.

• Fires/heaters/electric points/wires and leads will be adequately guarded.

• A check list should be carried out by the Safety Officer at regular intervals and a record

should be made of fire drills.

• Any servicing of fire safety equipment and recommendations by the Fire Safety Officer will

be carried out.

• All dangerous materials, including medicines and cleaning materials, will be stored out of

reach of children.

• Equipment offered to children will be developmentally appropriate, recognising that

materials suitable for an older child may pose a risk to younger/less mature children.

• Internal safety gates/barriers will be used as necessary.

• All children will be supervised by adults at all times and will always be within sight of an

adult.

• Children will leave the group only with authorised adults.

• Children will not have unsupervised access to kitchens, cookers or any cupboards storing

hazardous materials including matches.

• On outings, the adult: child ratio will be at least one to three.

• If a small group goes out, there will be sufficient adults to maintain appropriate ratios for

staff and children remaining on the premises.

• Whenever children are on the premises at least two adults will be present.

• All adults in the group, both staff and visitors, will be aware of and respect the group’s

safety policies.

• Adults in the group will have access to advice on safe lifting.

• Adults should take care at all times when storing and removing play equipment.

• A book will be available at each session for the reporting of any accident/incidents.

• Regular safety monitoring will include checking of the accident records as a basis for risk

assessment.

• All adults, including parents and other carers, will be aware of the system(s) in operation for

children’s arrivals and departures and an adult will be at the door during these periods.

• Adults will not walk about with hot drinks or place hot drinks within reach of children.

• Fire drills will be held at least twice a term.

• A register of both adults and children will be completed as people arrive and leave so that a

complete record of all those present is available in any emergency.

• The whole school site is a no smoking zone.

• A correctly stocked first aid box will be available at all times.

• Fire extinguishers will be checked annually

• Areas of the setting or activities that pose particular hazards will be discussed with all

staff and risk assessments put in place. These may include-

• Children playing with or near water will be continuously supervised.

• There will be safe surfaces beneath and around all climbing equipment and such activities

will be appropriately supervised.

• All cooking activities involving the use of heat will be continuously supervised. Children

will not be allowed in the kitchen for any other purpose unless supervised by an adult.

• Access to dangerous areas such as stairways will be closely supervised.

• Systems will be in place to ensure that children are not at risk from swinging doors.

• Systems will be in place to ensure that no child can leave the premises unattended.

• The premises are checked before locking up at the end of the day/session.

SECURITY AND VISITORS POLICY – OCT 2012 • The setting ensures children are safe and secure while in their care.

• Doors, gates and fencing are secured while children are present in the setting

• Visitors can not access the building or garden unless accompanied by a member of staff

• On arrival visitors gain access via the main door, which remains locked until opened by a

member of staff

• Visitors are required to provide identification and state the reason for their visit. This is

recorded in the visitors book

• Visitors sign the visitor’s book, including the time of arrival and departure.

• Visitors will be supervised by staff at all time

• Visitors will not have unaccompanied access to children at anytime

• Visitors will be shown around the building and emergency procedures explained

• Children will only be released to named persons

• Students and volunteers will be supervised, and not allowed unsupervised access to the

children. Students on long term placements and volunteers (aged 17 or over) may be included

if the provider is satisfied that they are competent, responsible and hold an Enhanced CRB.

They will undergo an induction when they first attend the setting and their role and

responsibilities explained. Students and regular volunteers will be provided with a member of

staff to act as a mentor and to liaise with the course provider of students

Because of the large number of children on the register it is not always possible to contact all

families, so if in doubt please check we are open before leaving the house.

STAFFING AND EMPLOYMENT POLICY – OCT 2012 A high adult: child ratio is essential in providing good quality Playgroup care. In our Playgroup:

• In line with regulations we observe the following adult: child ratios at all times:

• For children aged 2 the ratio is 1:4, at least one member of staff must hold a full and

relevant level 3 qualification and at least half of all other staff must hold a full and

relevant level 2 qualification.

• For children aged 3 and over the ratio is 1:8, at least one member of staff must hold a

full and relevant level 3 qualification and at least half of all other staff must hold a full

and relevant level 2 qualification.

• We operate a Key Person system.

• Regular staff meetings provide opportunities for staff to undertake curriculum planning and

to discuss the children’s progress and any difficulties.

• We operate an equal opportunities employment policy, seeking to offer job opportunities

equally to both women and men, with and without disabilities, from all religious, social, ethnic

and cultural groups.

• We aim to ensure that all new staff will be expected to train to the level of NVQ level 3 or

an equivalent qualification.

• Our Playgroup’s budget includes allocation towards training costs.

• We are committed to recruiting, appointing and employing staff in accordance with all

relevant legislation.

• All staff will undergo a CRB check, provide references, sign a confidentiality agreement,

agree the policy and procedures of the group and undertake an induction before taking up a

position at the group.

• Staff will be provided with a job description and this is used as a basis for an annual staff

appraisal. We support the work of our staff and identify their ongoing training and

development needs by means of regular monitoring/appraisals.

• We will carry out half termly supervisions to support and monitor all staff.

STORAGE AND DISPOSAL OF DOCUMENTS POLICY – OCT 2012 As an organisation recording confidential information and using the Criminal Records Bureau(CRB) Disclosure service to help assess the suitability of applicants for positions of trust, Orton Longueville Playgroup complies fully with the CRB Code of Practice regarding the correct handling, use, storage, retention and disposal of all confidential material. It also complies fully with its obligation under the Data Protection Act 2009 and other relevant legislation pertaining to the safe handling of confidential material.

STORAGE:

All confidential material is kept securely in a locked office and limited to those who are entitled

to see it as part of their duties.

HANDLING:

In accordance with section 124 of the Police Act 1997, Disclosure information is only passed to

those who are authorised to receive it in the course of their duties. We maintain a record of all

those whom Disclosures, Disclosure Information or any other confidential material has been

revealed and it is a criminal offence to pass this information on to anyone not entitled to receive

it.

USAGE:

Disclosure information and confidential records are only used for the specific purpose for which

it was requested and for which the parties involved have given full consent.

RETENTION:

Confidential material is kept for an appropriate length of time. Disclosure information is kept

for a period of about six months after a member of staff has been appointed. The time period

may vary to allow for any resolution of disputes or complaints. If, in exceptional circumstances,

it is necessary to keep Disclosure Information for a longer period of time, we will consult the

CRB and will give full consideration to the data protection and human rights of the individual.

DISPOSAL:

Once the retention period has elapsed, Orton Longueville Playgroup will ensure that any

confidential information is destroyed by secure means, e.g. by shredding, pulping or burning.

While awaiting destruction information will be kept in a secure receptacle. No photocopies or

other images of the documents will be kept. Orton Longueville Playgroup may however keep a

record of the date of issue of a disclosure, the name of the subject, the type of disclosure

requested, and the position for which the disclosure was requested, the unique reference

number of the disclosure, who requested the disclosure and details of the recruitment decision

taken.

STUDENT PLACEMENTS POLICY – OCT 2012 We recognise that the quality and variety of work which goes on in a Playgroup makes it an ideal place for students on placement from Early Years Training or similar courses. Students are welcomed into the Playgroup on the following conditions:

• The needs of the children are paramount. Students will not be admitted in numbers which

will hinder the essential work of the Playgroup.

• Students must be confirmed by their tutor as being engaged in a bona fide childcare course

which provides the necessary background understanding of children’s development and

activities.

• Students required to conduct child studies will obtain written permission from the parents

of the child to be studied.

• Any information gained by the students about the children, families or other adults in the

Playgroup will remain confidential.

• Unless registered as fit persons, students will not have unrestricted access to children.

• Students will undergo an induction before working in the setting.

TRAINING AND DEVELOPMENT POLICY – OCT 2012 • All staff will have the opportunity to undertake training throughout the year.

• Staff are encouraged to reach high standards in work performance.

• Staff should improve, update and refine their knowledge and skills continuously.

• Staff have opportunities to share and disseminate good practice.

• Staff will have a training development programme assessed, discussed during the year and

at the annual appraisal

• Individual staff may attend day or short courses to complete gaps in their knowledge or

develop an interest.

• Longer courses working towards academic qualifications are encouraged.

• The setting has a training budget to cover the costs of some courses.

• Development and training may include involvement in various projects, attendance of

training courses, conferences and seminars, visits to other settings, work shadowing, and

formal study, coaching and mentoring.

• Orton Longueville playgroup believes training and development should be a continuous

process

• Staff are expected to keep up to date with new developments in childcare.

• Staff will receive appropriate support for training and development. This may include

reasonable time and financial help.

• Staff are expected and encouraged to take ownership of their own development and

training.

• Staff are encouraged to analysis their own skills, aptitudes and potential development

needs and have a positive attitude and proactive approach to development.

WELFARE POLICY – OCT 2012 • Documents are reviewed annually or more often if appropriate and amended where

necessary

• Information will be shared with children and parents via meetings and the written

Record of Achievements. Newsletters are produced each half term and information is on

display in the lobby. Parents have access to any information collected about their child

during observations of play

• Information is shared with staff via staff meetings and the communications book in the

back room.

• Confidentiality and the security of documents are discussed with staff at their induction

• Parents are requested to complete personal information forms on enrolment and this is

discussed with the Manager and/or key person

• Policies are updated to meet the requirements of new legislation

• Ofsted is informed about any changes at the setting including staff, committee members

and physical changes to the building

• Ofsted will be informed of any serious incidents

• Parents may inform Ofsted of any complaints they have about the setting
