for other purposes.

Be it enacted by the Senate and House of Representa-1

tives of the United States of America in Congress assembled, 2

SECTION 1. SHORT TITLE. 3

This Act may be cited as the ‘‘Full-Service Commu-4

nity School Expansion Act of 2021’’. 5

SEC. 2. COMMUNITY SUPPORT FOR SCHOOL SUCCESS. 6

(a) AUTHORIZATION OF APPROPRIATIONS.—Section 7

4601 of the Elementary and Secondary Education Act of 8

1965 (20 U.S.C. 7251) is amended— 9

(1) in the matter preceding paragraph (1) of 1

subsection (a), by inserting ‘‘(except for section 2

4625)’’ after ‘‘part’’; 3

(2) in the matter preceding clause (i) of sub-4

section (b)(2)(B), by inserting ‘‘(except for section 5

4625)’’ after ‘‘subpart 2’’; and 6

(3) by adding at the end the following: 7

‘‘(c) AUTHORIZATION OF APPROPRIATIONS.—There 8

are authorized to be appropriated to carry out section 9

4625— 10

‘‘(1) $500,000,000 for fiscal year 2021; 11

‘‘(2) $600,000,000 for fiscal year 2022; 12

‘‘(3) $700,000,000 for fiscal year 2023; 13

‘‘(4) $850,000,000 for fiscal year 2024; and 14

‘‘(5) $1,000,000,000 for fiscal year 2025.’’. 15

(b) DEFINITION CHANGES.—Section 4622 of the Ele-16

mentary and Secondary Education Act of 1965 (20 U.S.C. 17

7272) is amended— 18

(1) by redesignating paragraphs (1), (2), and 19

(3) as paragraphs (6), (8), and (10), respectively; 20

(2) by inserting before paragraph (6), as redes-21

ignated by paragraph (1), the following: 22

‘‘(1) COMMUNITY SCHOOL.—The term ‘commu-23

nity school’ means a public elementary school or sec-24

ondary school that incorporates the 4 pillars of com-1

munity schools as defined in paragraph (9). 2

‘‘(2) COMMUNITY SCHOOL COORDINATOR.—The 3

term ‘community school coordinator’ means an indi-4

vidual who— 5

‘‘(A) is a full-time staff member serving 1 6

eligible school supported by a grant under sub-7

section (b), (c), or (d) of section 4625 or a full- 8

time staff member serving 1 or more such eligi-9

ble schools in a rural area or on Tribal lands; 10

‘‘(B) is responsible for the identification, 11

implementation, and coordination of integrated 12

student supports, expanded and enriched learn-13

ing time and opportunities, family and commu-14

nity engagement, and collaborative leadership 15

and practices for each such eligible school; 16

‘‘(C) serves as a member of the school- 17

based leadership team for each such eligible 18

school; 19

‘‘(D) serves as the lead for any needs and 20

assets assessment or community school plan re-21

quired under section 4625 for each such eligible 22

school; and 23

‘‘(E) leads the needs and assets assess-24

ment and stakeholder-driven approach to prob-25

lem-solving and continuous improvement at 1

each such eligible school. 2

‘‘(3) COMMUNITY SCHOOL INITIATIVE DIREC-3

TOR.—The term ‘community school initiative direc-4

tor’ means an individual who— 5

‘‘(A) is employed by an eligible entity that 6

will serve 3 or more eligible schools through a 7

grant under subsection (b), (c), or (d) of section 8

4625; 9

‘‘(B) aids in the implementation and co-10

ordination of integrated student supports or 11

stakeholder services, expanded and enriched 12

learning time and opportunities, family and 13

community engagement, and collaborative lead-14

ership and practices for such eligible schools; 15

and 16

‘‘(C) provides support and guidance to 17

community school coordinators. 18

‘‘(4) COMMUNITY-WIDE LEADERSHIP TEAM.— 19

The term ‘community-wide leadership team’ means a 20

team established by a local educational agency re-21

ceiving a grant under subsection (b), (c), or (d) of 22

section 4625 that— 23

‘‘(A) is responsible for guiding the vision, 24

policy, resource alignment, implementation, 25

oversight, and goal-setting for community 1

school efforts within a local educational agency; 2

‘‘(B) includes— 3

‘‘(i) representatives from the local 4

educational agency; 5

‘‘(ii) educators, school leaders, stu-6

dents, and parents, family members, and 7

caregivers of students, from each eligible 8

school supported by such grant; 9

‘‘(iii) community members; 10

‘‘(iv) system-level partners that in-11

clude representatives from government 12

agencies, relevant labor organizations, and 13

nonprofit and other community-based part-14

ners; and 15

‘‘(v) if applicable, the community 16

school initiative director; and 17

‘‘(C) may— 18

‘‘(i) be created for the purposes of 19

supporting and sustaining community 20

schools or may already exist at the time 21

the eligible entity submits its application; 22

‘‘(ii) solely focus on community 23

schools or have additional functions and 24

responsibilities; 25

‘‘(iii) contribute to the development of 1

an application for a community school; or 2

‘‘(iv) provide input into the screening 3

process and requirements for future com-4

munity school coordinator and community 5

school initiative director candidates. 6

‘‘(5) EDUCATOR LEARNING COMMUNITIES.— 7

The term ‘educator learning communities’ means a 8

group of primarily instructional staff in an eligible 9

school who are given common planning time to par-10

ticipate in ongoing decisionmaking and planning to 11

engage in professional development and to examine 12

their practice and student performance in order to 13

improve school policy and classroom teaching.’’. 14

(3) in paragraph (6), as redesignated by para-15

graph (1)— 16

(A) in the matter preceding clause (i) of 17

subparagraph (A), by striking ‘‘section 18

4623(a)(1)(A)’’ and inserting ‘‘section 19

4623(a)(1)’’; 20

(B) in the matter preceding clause (i) of 21

subparagraph (B), by striking ‘‘4623(a)(1)(B)’’ 22

and inserting ‘‘4623(a)(2)’’; and 23

(C) in subparagraph (B)(ii), by inserting 1

‘‘Indian Tribes, Tribal organizations,’’ after 2

‘‘nonprofit organizations,’’; 3

(4) by inserting after paragraph (6), as redesig-4

nated by paragraph (1), the following: 5

‘‘(7) ELIGIBLE SCHOOL.—The term ‘eligible 6

school’ means a public elementary school or sec-7

ondary school that— 8

‘‘(A) has a student body with regard to 9

which not less than 40 percent of students are 10

eligible for a free or reduced-price lunch under 11

the Richard B. Russell National School Lunch 12

Act (42 U.S.C. 1751 et seq.); or 13

‘‘(B) has been identified for comprehensive 14

support and improvement, targeted support and 15

improvement, or additional targeted support 16

pursuant to section 1111(d) or otherwise has 17

been identified by the State as a school in need 18

of additional support.’’; 19

(5) by striking paragraph (8), as redesignated 20

by paragraph (1), and inserting the following: 21

‘‘(8) FULL-SERVICE COMMUNITY SCHOOL.—The 22

term ‘full-service community school’ means a com-23

munity school that is supported by a grant under 24

subsection (b), (c), (d), or (e) of section 4625. 25

‘‘(9) PILLARS OF COMMUNITY SCHOOLS.—The 1

term ‘pillars of community schools’ means all of the 2

following: 3

‘‘(A) Integrated student supports for the 4

students of a community school that address 5

out-of-school barriers to learning through part-6

nerships with social and health service agencies 7

and providers and coordinated by a community 8

school coordinator, which may include— 9

‘‘(i) medical, dental, vision care, and 10

mental health services; and 11

‘‘(ii) individuals to assist with hous-12

ing, transportation, nutrition, immigration, 13

or criminal justice issues and needs. 14

‘‘(B) Expanded and enriched learning time 15

and opportunities, including before-school, 16

after-school, during-school, weekend, and sum-17

mer programs that provide additional academic 18

instruction, individualized academic support, 19

enrichment activities, or learning opportunities, 20

for students of a community school that— 21

‘‘(i) may emphasize real-world learn-22

ing and community problem-solving; and 23

‘‘(ii) may include art, music, drama, 24

creative writing, hands-on experience with 25

engineering or science (including computer 1

science), career and technical education, 2

tutoring and homework help, or rec-3

reational programs that enhance and are 4

consistent with the school’s curriculum. 5

‘‘(C) Active family and community engage-6

ment— 7

‘‘(i) that— 8

‘‘(I) brings parents and families 9

of students of the community school 10

and the community into the school as 11

partners in students’ education; 12

‘‘(II) makes the community 13

school a hub for services, activities, 14

and programs, for students, families, 15

and members of the neighborhood 16

that the community school serves; and 17

‘‘(III) provides adults with de-18

sired educational opportunities; and 19

‘‘(ii) which may include providing cen-20

tralized supports for families and commu-21

nities in community schools, including 22

English as a second language classes, 23

green card or citizenship preparation, com-24

puter skills, art, housing assistance, child 25

abuse and neglect prevention supports, or 1

other programs that bring community 2

members into a school building for meet-3

ings, events, or programming. 4

‘‘(D) Collaborative leadership and practices 5

that build a culture of professional learning, 6

collective trust, and shared responsibility for 7

each community school using strategies that— 8

‘‘(i) shall, at a minimum, include a 9

school-based leadership team, a community 10

school coordinator, and a community-wide 11

leadership team; and 12

‘‘(ii) may include other leadership or 13

governance teams, community school steer-14

ing committees, or other community coali-15

tions, educator learning communities, and 16

other staff to manage the multiple, com-17

plex joint work of school and community 18

organizations.’’; and 19

(6) by inserting after paragraph (10), as redes-20

ignated by paragraph (1), the following: 21

‘‘(11) SCHOOL-BASED LEADERSHIP TEAM.— 22

‘‘(A) IN GENERAL.—The term ‘school- 23

based leadership team’ means a team estab-24

lished by a community school that— 25

‘‘(i) is responsible for supporting the 1

implementation of a full-service community 2

school program; and 3

‘‘(ii) is comprised of not more than 15 4

people, which shall include— 5

‘‘(I) not less than 2 parents or 6

family members of students attending 7

the eligible school; 8

‘‘(II) not less than 2 educators or 9

other staff from the eligible school; 10

and 11

‘‘(III) all of the following: 12

‘‘(aa) The principal of the 13

school. 14

‘‘(bb) The community school 15

coordinator. 16

‘‘(cc) Representatives of 17

nonprofit organizations that 18

serve the school. 19

‘‘(dd) Community partners. 20

‘‘(ee) School administration, 21

including administrative staff 22

and other non-instructional staff. 23

‘‘(ff) In the case of a sec-24

ondary school, students. 25

‘‘(12) RESULTS FRAMEWORK.—The term ‘re-1

sults framework’ means comprehensive, evidence- 2

based annual goals and aligned quantifiable indica-3

tors demonstrating continuous improvement with re-4

spect to students, particularly disadvantaged stu-5

dents, that— 6

‘‘(A) are established by an eligible entity or 7

State, as applicable; and 8

‘‘(B) serve as targets for each year of the 9

framework; and 10

‘‘(C) shall include at least the following 11

goals: 12

‘‘(i) Students, including children in 13

prekindergarten and kindergarten, are 14

ready for school based on a State’s plan 15

under section 1111. 16

‘‘(ii) Students are engaged and aca-17

demically achieving in school. 18

‘‘(iii) Students are physically and 19

mentally healthy and are developing social 20

and emotional learning skills. 21

‘‘(iv) Schools and school neighbor-22

hoods are safe and provide a positive cli-23

mate for learning. 24

‘‘(v) Families are partners in sup-1

porting children’s education. 2

‘‘(vi) Students are ready for postsec-3

ondary education and 21st century careers. 4

‘‘(vii) Students are contributing to 5

their communities. 6

‘‘(viii) Students are civically engaged 7

or are active participants in democracy. 8

‘‘(ix) Students are not chronically ab-9

sent.’’. 10

(c) FULL-SERVICE COMMUNITY SCHOOL PRO-11

GRAM.—Section 4625 of the Elementary and Secondary 12

Education Act of 1965 (20 U.S.C. 7275) is amended to 13

read as follows: 14

‘‘SEC. 4625. FULL-SERVICE COMMUNITY SCHOOL SUPPORT 15

FOR WHOLE-CHILD SUCCESS. 16

‘‘(a) GRANTS AUTHORIZED.— 17

‘‘(1) IN GENERAL.—From funds made available 18

under section 4601(c), the Secretary shall carry out 19

a full-service community school program by using— 20

‘‘(A) not less than 80 percent of such 21

funds to award, on a competitive basis— 22

‘‘(i) 1-year planning grants described 23

in subsection (b) to eligible entities, in an 24

amount that— 25

‘‘(I) is not less than $100,000; 1

and 2

‘‘(II) may not exceed the amount 3

equal to $100,000 for each eligible 4

school to be served by the eligible en-5

tity under the grant; 6

‘‘(ii) 5-year implementation grants de-7

scribed in subsection (c) to eligible entities, 8

in an amount of not less than $250,000 9

each year for each eligible school to be 10

served by the eligible entity under the 11

grant; and 12

‘‘(iii) 3- to 5-year expansion grants 13

described in subsection (d) to eligible enti-14

ties, in an amount of not less than 15

$300,000 each year and an additional 16

$150,000 for each additional school, except 17

that for fiscal year 2021 through 2023, the 18

total funds for expansion grants under this 19

subparagraph shall be no more than 20 20

percent of the total amount available under 21

this paragraph; 22

‘‘(B) not more than 15 percent of such 23

funds to award 3-year grants under subsection 24

(f), on a competitive basis, to States; and 25

‘‘(C) not more than 5 percent of such 1

funds to provide technical assistance for com-2

munity schools under subsection (g). 3

‘‘(2) RESERVATION OF FUNDS.—Three percent 4

of the funds described in paragraph (1)(A) shall be 5

reserved for eligible entities that include the Bureau 6

of Indian Education, an Indian Tribe, or a Tribal 7

organization. 8

‘‘(b) PLANNING GRANTS.— 9

‘‘(1) APPLICATION.—An eligible entity that de-10

sires a planning grant under subsection (a)(1)(A)(i) 11

shall submit an application to the Secretary at such 12

time and in such manner as the Secretary may re-13

quire. The Secretary shall require that each such ap-14

plication include all of the following: 15

‘‘(A) A description of the eligible entity. 16

‘‘(B) A commitment to establishing a com-17

munity-wide leadership team that contributes to 18

the planning and implementation of a full-serv-19

ice community school program. 20

‘‘(C) A description of the capacity of the 21

eligible entity to coordinate and, in collabora-22

tion with its partner entities, facilitate the im-23

plementation of all pillars of community schools 24

at 1 or more full-service community schools 25

through an implementation grant under sub-1

section (c), including by providing a description 2

of student, educator, family, and community en-3

gagement to demonstrate the interest described 4

in subparagraph (D)(i). 5

‘‘(D) The identification of 1 or more eligi-6

ble schools that— 7

‘‘(i) show a strong interest, volun-8

tarily, in participating in a full-service 9

community school program supported by 10

an implementation grant under subsection 11

(c); 12

‘‘(ii) have a demonstrated need to be 13

a community school, including by providing 14

data regarding poverty rates, discipline 15

rates, academic achievement, student phys-16

ical and mental health, or additional infor-17

mation connected to the pillars of commu-18

nity schools; 19

‘‘(iii) have committed to establishing 20

or designating a school-based leadership 21

team to support the school’s community 22

school initiative; and 23

‘‘(iv) provide documentation that such 24

school has been identified for comprehen-25

sive support and improvement, targeted 1

support and improvement, or additional 2

targeted support pursuant to section 3

1111(d) or otherwise has been identified 4

by the State as a school in need of addi-5

tional support. 6

‘‘(E) The designation of an individual to 7

serve as the district liaison for the area served 8

by the eligible entity, who will direct the plan-9

ning and implementation of any grants under 10

this subsection or subsection (c) or (d), includ-11

ing by coordinating with— 12

‘‘(i) students, families, educators, 13

principals, and school leaders of eligible 14

schools identified under subparagraph (D); 15

‘‘(ii) service providers, including po-16

tential service providers, and system-level 17

partners, such as government agencies, rel-18

evant labor organizations, and nonprofit 19

and other community-based partners; and 20

‘‘(iii) community members. 21

‘‘(F) An identification of the initial com-22

munity-wide leadership team for purposes of 23

this section and the school-based leadership 24

team for each eligible school identified under 25

subparagraph (D), and, if either such team 1

does not exist as of the date of the application, 2

the process that will be put in place to establish 3

such team. 4

‘‘(G) A description of the process and 5

timeline for conducting a needs and assets as-6

sessment described in paragraph (2)(A)(i)(I) 7

and community school plan described in para-8

graph (2)(A)(x) for each eligible school identi-9

fied under subparagraph (D). 10

‘‘(H) If applicable, plans for hiring addi-11

tional staff, providing additional compensation 12

to existing staff, or contracting with 1 or more 13

nonprofit entities to help the eligible entity 14

apply for an implementation grant under sub-15

section (c). 16

‘‘(I) A data-sharing agreement between the 17

local educational agency and partner entities 18

and services that ensure the sharing of relevant 19

real-time student data to conduct the needs and 20

assets assessment described in paragraph 21

(2)(A)(i)(I). 22

‘‘(J) An assurance that any grant funds 23

awarded will benefit members of the community 24

served without discrimination based on race, 25

color, religion, sexual orientation, gender iden-1

tity, age, or disability. 2

‘‘(K) An assurance that any community 3

school opened with the use of grant funds under 4

this section will hold leadership team meetings 5

that are open to the public, and that records re-6

lated to finances, personnel, and other decision-7

making processes for those schools will be made 8

available for public review. 9

‘‘(2) PLANNING GRANT ACTIVITIES.— 10

‘‘(A) IN GENERAL.—An eligible entity re-11

ceiving a planning grant under this subsection 12

shall— 13

‘‘(i)(I) conduct a needs and assets as-14

sessment for each eligible school partici-15

pating in the grant that identifies the aca-16

demic, social and emotional, physical and 17

mental health, and other needs of at least 18

50 percent of students, families, and school 19

staff, and engages a significant number of 20

community residents for each school; and 21

‘‘(II) analyze the results of the assess-22

ment; 23

‘‘(ii) hire or designate a community 1

school coordinator to lead the needs and 2

assets assessment; 3

‘‘(iii) establish or support a commu-4

nity-wide leadership team to support all of 5

the designated schools; 6

‘‘(iv) establish a school-based leader-7

ship team for each participating eligible 8

school; 9

‘‘(v) convene the community-wide 10

leadership team not later than 180 days 11

after the date of receipt of the grant; 12

‘‘(vi) work with community-wide lead-13

ership teams and school-based leadership 14

teams to identify, and collaborate with, 15

service providers— 16

‘‘(I) that have the capacity, and 17

demonstrated effectiveness, to partici-18

pate in a full-service community 19

school and provide integrated student 20

support services for a full-service com-21

munity school in the relevant area; 22

and 23

‘‘(II) which may include public, 24

private, and nonprofit agencies or or-25

cation, educational enrichment, sub-2

stance abuse prevention and edu-3

cation, mental and physical health 4

services, housing assistance, transpor-5

tation, job training, housing and eco-6

nomic development, and social welfare 7

services; 8

‘‘(vii) complete a planning report, as 9

described in subparagraph (C), that details 10

the implementation plan before moving for-11

ward with implementation; 12

‘‘(viii) ensure that meetings of the 13

leadership teams are open to the public, 14

and that records related to finances, per-15

sonnel, and other decisionmaking processes 16

are made available for public review; 17

‘‘(ix) if necessary, hire additional 18

staff, provide additional compensation to 19

existing staff, or contract with a nonprofit 20

entity or entities to aid in the activities 21

necessary to apply for an implementation 22

grant or implement the full-service commu-23

nity school plan described in clause (x); 24

and 25

‘‘(x) craft a full-service community 1

school plan for each eligible school identi-2

fied under paragraph (1)(D), including a 3

description of— 4

‘‘(I) how the community school 5

coordinator assigned to each such 6

school, community school initiative di-7

rector, and community-wide leadership 8

team, will be expected to fulfill their 9

responsibilities; 10

‘‘(II) how collaborative leadership 11

and practices structures and strate-12

gies will be identified and used; 13

‘‘(III) the integrated student sup-14

ports or stakeholder services, ex-15

panded and enriched learning time 16

and opportunities, and active family 17

and community engagement activities 18

that will be tailored to the needs and 19

assets assessment conducted under 20

clause (i)(I) and provided in each such 21

school; 22

‘‘(IV) how each such school will 23

provide culturally and linguistically 24

relevant communication between such 1

school and families; 2

‘‘(V) how each such school will 3

establish and maintain partnerships 4

with nonprofit organizations, faith 5

and community-based institutions, in-6

stitutions of higher education (includ-7

ing teacher preparation institutions), 8

hospitals, museums, businesses, and 9

other community entities that will 10

help implement and sustain the com-11

munity school plan and that will par-12

ticipate in a community-wide leader-13

ship structure; 14

‘‘(VI) how services and activities 15

described in subclause (III) to be pro-16

vided will supplement, not supplant, 17

existing programs and activities at the 18

eligible school as of the date of appli-19

cation; and 20

‘‘(VII) if applicable, a description 21

of the additional Federal, State, local, 22

and private funds that will be 23

accessed to carry out activities de-24

scribed in subclause (III). 25

‘‘(B) REVISION OF COMMUNITY-WIDE 1

LEADERSHIP STRUCTURE.—An eligible entity 2

receiving a planning grant under this subsection 3

may revise the eligible entity’s community-wide 4

leadership team membership as needed to re-5

flect— 6

‘‘(i) the results of each eligible 7

school’s needs and asset assessment under 8

subparagraph (A)(i); and 9

‘‘(ii) the eligible entity’s subsequent 10

identification of partner entities. 11

‘‘(C) PLANNING REPORT.—Not later than 12

2 years after receiving a planning grant under 13

this subsection, the eligible entity shall submit 14

to the Secretary a planning report that includes 15

the following: 16

‘‘(i) A description of the actions taken 17

to coordinate and, in collaboration with its 18

partner entities, facilitate the provision of 19

strategies aligned to the 4 pillars of com-20

munity schools to enable at least 1 eligible 21

school to become a full-service community 22

school. 23

‘‘(ii) A comprehensive plan that in-24

cludes descriptions of the following: 25

each eligible school to be served 5

through the proposed full-service com-6

munity schools initiative of the eligible 7

entity. 8

‘‘(II) The student, family, school, 9

neighborhood, and community to be 10

served by each eligible school identi-11

fied for the implementation of a full- 12

service community school program, in-13

cluding demographic information on 14

race, ethnicity, gender (including sex-15

ual orientation and gender identity), 16

socioeconomic status, and disability 17

status for the school and the local 18

community. 19

‘‘(III) How a full-service commu-20

nity school program contributes to ad-21

vancing the strategic full-service com-22

munity school improvement goals and 23

efforts of the eligible entity. 24

community schools in the identified eligible 2

schools, which respond to the needs assess-3

ment results for each pillar of community 4

schools. 5

‘‘(iv) Annual measurable performance 6

objectives and goals from a results frame-7

work to be used by the eligible entity, in-8

cluding an increase in the number and per-9

centage of families and students targeted 10

for services each year of the proposed full- 11

service community school program, in 12

order to ensure that children are— 13

‘‘(I) meeting the challenging 14

State academic standards established 15

under section 1111(b); and 16

‘‘(II) safe, healthy, and sup-17

ported by engaged families. 18

‘‘(v) A description of the integrated 19

student support services, including existing 20

and additional integrated student support 21

services, to be coordinated by the commu-22

nity school coordinator and provided by the 23

eligible entity and its partner entities 24

‘‘(V) plans for student transpor-16

tation to and from after-school and 17

summer activities offered through the 18

proposed full-service community 19

schools; 20

‘‘(VI) the services designed to ad-21

dress the needs for youth 22

transitioning out of high school or dis-23

connected youth aged 16 through 24; 24

and 25

‘‘(VII) services and supports to 1

prepare students for college and im-2

prove college access, and services to 3

help students transition to higher edu-4

cation. 5

‘‘(vi) Plans, including a description of 6

the applicable funding sources, to ensure 7

that each proposed full-service community 8

school site is served by a full-time commu-9

nity school coordinator— 10

‘‘(I) at such school; or 11

‘‘(II) in the case of an eligible 12

school in a rural area or on Tribal 13

lands, as described in section 14

4622(2)(A). 15

‘‘(vii) Plans for professional develop-16

ment, for the personnel of each proposed 17

full-service community school and partner 18

service providers, on— 19

‘‘(I) managing, coordinating, or 20

delivering integrated student support 21

services; 22

‘‘(II) expanded and enriched 23

learning time and opportunities; 24

‘‘(III) active family engagement; 1

and 2

‘‘(IV) collaborative leadership 3

and practices. 4

‘‘(viii) Plans to establish a school- 5

based leadership team and plans for joint 6

utilization of school facilities, which shall 7

include opportunities for collaboration at 8

each participating eligible school between 9

the community school coordinator and 10

members of the school-based leadership 11

teams, families, and the community, to 12

plan, evaluate progress, and reassess 13

needs. 14

‘‘(ix) Plans for annual evaluation 15

based upon attainment of the performance 16

objectives and outcomes described in clause 17

(iv). 18

‘‘(x) Plans for sustaining the pro-19

grams and services described in this sub-20

section, including plans to leverage commu-21

nity partners and existing revenue streams 22

at the proposed full-service community 23

schools upon the end of any implementa-24

tion grant under subsection (c). 25

‘‘(D) TIMING AND ELIGIBILITY.—An eligi-1

ble entity receiving a planning grant under this 2

subsection is eligible to apply for an implemen-3

tation grant under subsection (c) immediately 4

upon the completion of all grant requirements 5

under this subsection and the submission of the 6

planning report to the Secretary under subpara-7

graph (C). 8

‘‘(c) IMPLEMENTATION GRANTS.— 9

‘‘(1) APPLICATION.—An eligible entity desiring 10

an implementation grant under subsection 11

(a)(1)(A)(ii) shall— 12

‘‘(A) in the case of an eligible entity that 13

received and completed a planning grant, be 14

able to access an expedited process to apply for 15

such grant, based on the planning report devel-16

oped under subsection (b)(2)(C); 17

‘‘(B) in the case of an eligible entity that 18

has not successfully completed a planning grant 19

under subsection (b), submit an application, at 20

such time and in such manner as required by 21

the Secretary, that— 22

‘‘(i) demonstrates that the eligible en-23

tity has completed the planning activities 24

described in subsection (b)(2); and 25

‘‘(C) provide a data-sharing agreement be-5

tween the local educational agency and partner 6

entities and services that ensures the sharing of 7

relevant real-time student data to determine the 8

provision of services and assess program 9

progress and quality; 10

‘‘(D) provide an assurance that any grant 11

funds awarded will benefit members of the com-12

munity served without discrimination based on 13

race, color, religion, gender (including sexual 14

orientation and gender identity), age, or dis-15

ability; and 16

‘‘(E) provide an assurance that any full- 17

service community school will hold leadership 18

team meetings that are open to the public, and 19

that records related to finances, personnel, and 20

other decisionmaking processes for those 21

schools will be made available for public review. 22

‘‘(2) USE OF FUNDS.—An eligible entity receiv-23

ing an implementation grant under this subsection 24

shall use grant funds to carry out all of the fol-1

lowing: 2

‘‘(A) In collaboration with the partner enti-3

ties and service providers identified under sub-4

section (b)(1)(B), establish not less than 1 full- 5

service community school in the area served by 6

the eligible entity, by facilitating the provision 7

of the pillars of community schools in each eli-8

gible school served under the grant. 9

‘‘(B) Fund a community school coordinator 10

who is responsible for coordinating the provi-11

sion of the pillars of community schools at, and 12

working with the collaborative leadership struc-13

ture of, each eligible school to be served under 14

the grant. 15

‘‘(C) Establish, support, or maintain— 16

‘‘(i) a school-based leadership team, 17

community-wide leadership team, or educa-18

tor learning communities to establish a 19

strong collaborative leadership structure 20

for each eligible school to be served; and 21

‘‘(ii) a community-wide leadership 22

team to establish a strong collaborative 23

leadership structure to support all eligible 24

schools being served. 25

‘‘(D) Ensure that meetings of the leader-1

ports at the eligible school to be served, includ-7

ing not less than 2 of the following: 8

‘‘(i) Health and social services, which 9

may be based in the eligible school or pro-10

vided in the community, including primary 11

health, dental care, vision care, and mental 12

health including trauma-informed care. 13

‘‘(ii) Nutrition services, including pro-14

viding additional meals or assistance in ac-15

cessing Federal, State, and local food as-16

sistance programs. 17

‘‘(iii) Programs that provide assist-18

ance to students of the eligible school who 19

have been or are at risk of being chron-20

ically absent, suspended, or expelled, and 21

students who are failing, or at risk of fail-22

ing, to meet the challenging State aca-23

demic standards under section 1111(b), in-24

ployed by the eligible entity or a service 16

provider; 17

‘‘(iv) adult education, including in-18

struction in English as a second language 19

programs, financial literacy education, pro-20

grams that lead to the recognized equiva-21

welfare system; 14

‘‘(x) higher education preparation 15

courses, including credit accumulation and 16

other higher education or continuing edu-17

cation preparation courses, and college 18

counseling to prepare students and families 19

for higher education; and 20

‘‘(xi) child abuse and neglect preven-21

tion activities. 22

‘‘(H) Implement collaborative leadership 23

provement structures, such as professional 4

learning communities; 5

‘‘(ii) regularly convening or engaging 6

all initiative-level partners, such as local 7

educational agency representatives, city or 8

county officials, children’s cabinets, non-9

profit service providers, public housing 10

agencies, and advocates; 11

‘‘(iii) regularly assessing program 12

quality and progress through individual 13

student data, participant feedback, and ag-14

gregate outcomes to develop strategies for 15

improvement; and 16

‘‘(iv) organizing school personnel and 17

community partners into working teams fo-18

cused on specific issues identified in the 19

needs and assets assessment. 20

‘‘(I) Support and enable the district liaison 21

described in subsection (b)(1)(E) to lead the 22

community-wide leadership team and carry out 23

the activities described in the eligible entity’s 24

‘‘(3) PROHIBITION ON DISCRIMINATION.—An 3

eligible entity receiving a grant under this subsection 4

shall ensure that activities carried out with grant 5

funds serve members of the community without dis-6

crimination based on race, color, religion, gender (in-7

cluding sexual orientation and gender identity), age, 8

or disability. 9

‘‘(4) REPORT.—At the end of the grant period, 10

an eligible entity receiving a grant under this sub-11

section shall prepare and complete a report designed 12

by the Secretary that— 13

‘‘(A) for each eligible school operating a 14

full-service community school program— 15

‘‘(i) details the impact of the full-serv-16

ice community school program on academic 17

achievement and opportunities, as aligned 18

with the results framework of the eligible 19

entity, including achievement based on the 20

challenging State academic standards es-21

tablished under section 1111(b); 22

‘‘(ii) includes school climate informa-23

tion, which may come from student, par-24

ent, or teacher surveys, including— 25

ports, expanded and enriched learning 11

time and opportunities, and family 12

and community engagement activities 13

offered by the full-service community 14

school program at the eligible school; 15

and 16

‘‘(II) the collaborative leadership 17

and practice structures in place at the 18

eligible school; 19

‘‘(iv) includes information on the 20

number, qualifications, and retention of 21

school staff at the eligible school, including 22

the number and percentage of fully cer-23

tified teachers and rates of teacher turn-24

over; and 25

‘‘(v) details academic and whole-child 1

outcomes in the eligible school, as aligned 2

with the results framework of the eligible 3

entity, which may include information on 4

school readiness, mental and physical 5

health, academic achievement, high school 6

graduation rates, college acceptance and 7

matriculation, reduced racial and economic 8

achievement gaps, school climate, and 9

school attendance; and 10

‘‘(B) identifies any cost savings from 11

greater coordination between community schools 12

and partner organizations in providing services 13

through the full-service community school pro-14

gram, including any integration of grant funds 15

with funding from community partners and ex-16

isting funding streams, and changes in school 17

spending as a result of the full-service commu-18

nity school program. 19

‘‘(d) EXPANSION GRANTS.— 20

‘‘(1) ELIGIBLE EXPANSION GRANT RECIPI-21

ENTS.— 22

‘‘(A) IN GENERAL.—In order to receive an 23

expansion grant under this subsection, an eligi-24

ble entity shall, as of the date of application 1

under this subsection, operate 1 or more— 2

‘‘(i) full-service community schools 3

supported under subsection (c) or (e); or 4

‘‘(ii) community schools supported 5

under another source of funding. 6

‘‘(B) SPECIAL RULE.—For purposes of 7

subparagraph (A)(ii), the Secretary may deem a 8

school to be a community school if the school 9

provides integrated student supports in a man-10

ner that is, as determined by the Secretary, suf-11

ficiently similar to a full-service community 12

school supported under subsection (c). 13

‘‘(2) APPLICATIONS.—An eligible entity that de-14

sires an expansion grant under this subsection shall 15

submit an application to the Secretary for each eligi-16

ble school proposed to be served. The application 17

shall include the following: 18

‘‘(A) A needs and assets assessment for 19

the eligible school. 20

‘‘(B) Information about the school that in-21

cludes— 22

‘‘(i) student demographic, academic 23

achievement, and school climate data— 24

can establish or strengthen a community- 4

wide leadership structure; and 5

‘‘(ix) community climate indicators, 6

including housing instability, unemploy-7

ment, poverty, availability of jobs that 8

offer a living wage, health indicators, 9

youth employment, access to parks, envi-10

ronmental hazards, crime, and gang activ-11

ity. 12

‘‘(C) A community school plan, which shall 13

include a description of— 14

‘‘(i) how the community school coordi-15

nator and, as applicable, community school 16

initiative director, and community-wide 17

leadership team will be expected to fulfill 18

their responsibilities; 19

‘‘(ii) the collaborative leadership and 20

practices structures and strategies to be 21

used; 22

‘‘(iii) the integrated student supports 23

or stakeholder services, expanded and en-24

riched learning time and opportunities, and 25

eligible entity is operating as of the date of applica-1

tion, including by— 2

‘‘(A) funding a community school coordi-3

nator to work at the proposed eligible school or 4

for the eligible entity; 5

‘‘(B) funding an initiative-level community 6

school coordinator to support all existing com-7

munity schools described in paragraph (1), and 8

new community schools, supported by the eligi-9

ble entity; 10

‘‘(C) creating or strengthening a commu-11

nity-wide leadership team that, with respect to 12

all full-service community schools supported by 13

the eligible entity, provides— 14

‘‘(i) a results-based vision for the full- 15

service community schools; 16

‘‘(ii) data and evaluation; 17

‘‘(iii) finance and resource develop-18

ment; 19

‘‘(iv) alignment and integration of the 20

goals of the full-service community schools 21

with the pillars of community schools, and 22

implementation of those goals; 23

‘‘(v) supportive policy and practices; 24

‘‘(vi) professional development for 1

staff and technical assistance; 2

‘‘(vii) broad community engagement; 3

‘‘(viii) meetings that are open to the 4

public, and records related to finances, 5

personnel, and other decisionmaking proc-6

esses that are made available for public re-7

view; and 8

‘‘(ix) supporting overlapping needs of 9

existing community schools described in 10

paragraph (1); 11

‘‘(D) identifying an intermediary entity 12

(which can be the local educational agency or 13

another local government agency or a combina-14

tion of these agencies in partnership with a 15

nonprofit organization) to provide planning, co-16

ordination, and management of the community 17

school initiative supported under the grant, in 18

consultation with the community-wide leader-19

ship team and community school sites; 20

‘‘(E) creating an internal process to rep-21

licate the existing community schools described 22

in paragraph (1) in other eligible schools; 23

‘‘(F) conducting a needs and assets assess-24

ment and crafting a community school plan for 25

each eligible school to be served by the grant, 1

led by the community school coordinator; 2

‘‘(G) providing resources for additional 3

full-service community schools, which shall 4

serve members of the community without dis-5

crimination based on race, color, religion, sexual 6

orientation, gender identity, age, or disability; 7

‘‘(H) carrying out any activity described in 8

subsection (b)(2) in order to establish new full- 9

service community schools; 10

‘‘(I) carrying out any activity described in 11

subparagraphs (D), (E), (F), (G), or (H) of 12

subsection (c)(2) at an existing community 13

school described in paragraph (1); or 14

‘‘(J) funding internal evaluation personnel 15

to— 16

‘‘(i) regularly track community school 17

data; 18

‘‘(ii) support community schools in 19

collecting data for analysis and evaluation; 20

or 21

‘‘(iii) carry out an evaluation of the 22

effects of each existing community school 23

described in paragraph (1) that is sup-24

ported under this Act and an evaluation of 25

the cumulative effects of all community 1

schools. 2

‘‘(4) REPORT.—At the end of the grant period, 3

an eligible entity that received a grant under this 4

subsection shall prepare and complete a report, de-5

signed by the Secretary, that— 6

‘‘(A) details the impact of the full-service 7

community school program on academic 8

achievement and opportunities; 9

‘‘(B) demonstrates district-wide collabora-10

tion for the full-service community schools; 11

‘‘(C) includes school climate information 12

for all community schools served by the same 13

local educational agency as the full-service com-14

munity school that is supported under the 15

grant; 16

‘‘(D) describes— 17

‘‘(i) the integrated student supports, 18

expanded and enriched learning time and 19

opportunities, and family and community 20

engagement activities offered through the 21

grant; and 22

‘‘(ii) the collaborative leadership and 23

practice structures in place at both the 24

school and community levels; and 25

‘‘(E) identifies any cost savings from 1

greater coordination between community schools 2

and partner organizations in providing services 3

through the full-service community school pro-4

gram supported under this subsection, including 5

any— 6

‘‘(i) integration of grant funds with 7

funding from community partners and ex-8

isting funding streams as of the day before 9

the receipt of the grant under this sub-10

section; and 11

‘‘(ii) changes in school spending as a 12

result of the full-service community school 13

program supported under this subsection. 14

‘‘(e) RENEWAL.— 15

‘‘(1) IN GENERAL.—Notwithstanding any other 16

provisions of this section, the Secretary may renew 17

a grant provided to an eligible entity under sub-18

section (c) or (d) for an additional period of not to 19

exceed 5 years, if the eligible entity— 20

‘‘(A) has satisfactorily completed an imple-21

mentation or expansion grant under subsection 22

(c) or (d), respectively; 23

‘‘(B) applies for a renewal under this sub-24

section; and 25

‘‘(C) details academic and whole-child out-1

comes in the eligible schools assisted under the 2

grant that aligns with the results framework of 3

the eligible entity, which may include informa-4

tion on school readiness, mental and physical 5

health, academic achievement, high school grad-6

uation rates, postsecondary education accept-7

ance and matriculation, reduced racial and eco-8

nomic achievement gaps, school climate, and 9

school attendance. 10

‘‘(2) USE OF FUNDS.—An eligible entity whose 11

grant is renewed under this subsection shall— 12

‘‘(A) use the grant funds provided for ac-13

tivities described in subsection (c)(2), in the 14

case of a renewed implementation grant, or sub-15

section (d)(4), in the case of a renewed expan-16

sion grant; and 17

‘‘(B) be subject to all requirements, includ-18

ing reporting requirements, under subsection 19

(c) or (d), as applicable. 20

‘‘(f) STATE GRANTS.— 21

‘‘(1) IN GENERAL.—A State receiving a grant 22

under subsection (a)(1)(B) shall use the grant for 23

the planning, implementation, and expansion of com-24

munity schools in the State, in accordance with 1

paragraph (3). 2

‘‘(2) APPLICATIONS.—A State educational 3

agency desiring a grant under this subsection shall 4

submit an application to the Secretary at such time, 5

in such manner, and containing such information as 6

the Secretary may require, including the following: 7

‘‘(A) Information about State spending on 8

education priorities, policies, and programs that 9

is consistent with the pillars of community 10

schools. 11

‘‘(B) A plan for creating a State liaison 12

position who will— 13

‘‘(i) oversee the implementation of 14

funds under this grant; and 15

‘‘(ii) support and coordinate commu-16

nity school efforts in the State educational 17

agency. 18

‘‘(C) A description of the community 19

schools in the State, as of the date of applica-20

tion. 21

‘‘(D) A description of the State’s initial 22

goals for the grant. 23

‘‘(E) An assurance that the State will 24

use— 25

grant funds awarded under this subsection 2

for the administration costs of the grant; 3

and 4

‘‘(ii) not less than 95 percent of such 5

funds to directly benefit local educational 6

agencies or public elementary schools or 7

secondary schools, through supporting pro-8

fessional development, providing direct 9

support or technical assistance, or award-10

ing subgrants to local educational agencies 11

under paragraph (4)(B). 12

‘‘(F) An assurance that any grant funds 13

awarded will benefit members of the community 14

served without discrimination based on race, 15

color, religion, gender (including sexual orienta-16

tion and gender identity), age, or disability. 17

‘‘(G) An assurance that any community 18

school supported by grant funds will hold lead-19

ership team meetings that are open to the pub-20

lic, and that records related to finances, per-21

sonnel, and other decisionmaking processes for 22

those schools are made available for public re-23

‘‘(3) REQUIRED ACTIVITIES.—A State edu-1

cational agency receiving a grant under this sub-2

section shall— 3

‘‘(A) provide subgrants to local educational 4

agencies in accordance with subsection (c) or 5

(d) to start new community schools or sustain 6

existing community schools as of the date of re-7

ceiving funds for the subgrant; 8

‘‘(B) establish goals for increasing State 9

spending on student supports consistent with 10

the pillars of community schools, using a results 11

framework established by the State; 12

‘‘(C) establish a State-level steering com-13

mittee (which may be a previously existing 14

team) that represents relevant community 15

schools stakeholders, including educators, com-16

munity school initiative leaders, education union 17

or association designees, and community school 18

coordinators from schools already implementing 19

community schools in the State, which shall— 20

‘‘(i) have the authority to make deci-21

sions about the design, implementation, 22

and evaluation of State efforts under this 23

section; 24

be co-chaired by a community school stake-2

holder; 3

‘‘(iii) if applicable, be responsible for 4

the design of all aspects of a State tech-5

nical assistance center described in para-6

graph (4)(B); and 7

‘‘(iv) ensure that all steering com-8

mittee meetings are open to the public; 9

‘‘(D) develop or provide resources to help 10

local educational agencies in the State identify, 11

assess needs for, and implement community 12

schools throughout the State; 13

‘‘(E) establish goals on the implementation 14

and expansion of community schools throughout 15

the State; 16

‘‘(F) provide resources to foster statewide 17

engagement on the academic, social, emotional, 18

and health benefits of implementing community 19

schools; 20

‘‘(G) develop a plan to include community 21

schools in the State plans under section 1111 22

and for long-term State support of community 23

schools; 24

‘‘(H) work with State legislatures to sup-1

port community schools in State planning and 2

budgeting; and 3

‘‘(I) work with local educational agencies 4

and technical assistance providers to provide 5

evidence-based technical assistance specifically 6

for the implementation of community schools to 7

local educational agencies or schools. 8

‘‘(4) OPTIONAL ACTIVITIES.—A State edu-9

cational agency may use funds provided under a 10

grant under this subsection to— 11

‘‘(A) work with institutions of higher edu-12

cation to provide technical assistance and sup-13

port for developing and sustaining community 14

school initiatives across the State, which may 15

include research partnerships and programs re-16

lated to career and technical education; 17

‘‘(B) provide subgrants to institutions of 18

higher education or nonprofit organizations to 19

operate a State technical assistance center; 20

‘‘(C) provide professional development and 21

coaching for community school staff; 22

‘‘(D) provide strategic planning support 23

for local educational agencies and schools; 24

level, to provide resources for schools; 3

‘‘(F) work with schools and local edu-4

cational agencies to develop and implement re-5

storative practice principles and provide re-6

sources and professional development to pro-7

mote culturally competent pedagogy and prac-8

tices; 9

‘‘(G) work with local educational agencies, 10

and partner organizations who are interested in 11

working with local educational agencies to 12

adopt or expand community schools in the 13

State, on the planning and sustainability of the 14

State community school program; 15

‘‘(H) work with local educational agencies 16

on how to coordinate with counties, cities, and 17

other units of local government to coordinate 18

supports to provide resources for community 19

schools, including resources for career and tech-20

nical education; or 21

‘‘(I) provide guidance to public health and 22

other healthcare organizations interested in 23

supporting school-based efforts and help con-24

nect such organizations with local educational 1

agencies working on community school efforts. 2

‘‘(5) CONTINUATION GRANTS.—Notwith-3

standing any other provision of this subsection, the 4

Secretary may award a State that has received a 5

grant under paragraph (1) with not more than 1 ad-6

ditional 1- to 5-year continuation grant if the State 7

applies for such a grant, to be used to carry out ac-8

tivities described in paragraphs (3) and (4). 9

‘‘(6) EVALUATION AND REPORT.— 10

‘‘(A) EVALUATION.—At the end of the 11

grant period for a grant under this subsection 12

(including any continuation grant awarded 13

under paragraph (5)), each eligible State shall 14

undergo an evaluation designed by the Sec-15

retary. The evaluation shall include, at a min-16

imum— 17

‘‘(i) the data described in subsection 18

(d)(3)(A)(i)— 19

‘‘(I) for community schools; and 20

‘‘(II) for other elementary and 21

secondary schools in the State; 22

‘‘(ii) the information described in sub-23

section (d)(3)(A)(ii) for the State; 24

on meeting the goals described in 9

‘‘(II) student chronic absenteeism 11

rates; 12

‘‘(III) student discipline rates, in-13

cluding suspensions and expulsions; 14

‘‘(IV) school climate information, 15

which may come from student, parent, 16

or teacher surveys; 17

‘‘(V) the provision of integrated 18

student supports and stakeholder 19

services; 20

‘‘(VI) expanded and enriched 21

learning time and opportunities; 22

‘‘(VII) family and community en-23

gagement efforts and impact; 24

ber, qualifications, and retention of 2

school staff, including the number and 3

percentage of fully certified teachers 4

and rates of teacher turnover; 5

‘‘(IX) graduation rates; and 6

‘‘(X) changes in school spending 7

information. 8

‘‘(g) REPORT TO CONGRESS.— 9

‘‘(1) IN GENERAL.—Not later than 5 years 10

after the date of enactment of the Full-Service Com-11

munity School Expansion Act of 2021, the Secretary 12

shall prepare and submit to Congress a report on 13

the impact of the community school program sup-14

ported under this section. 15

‘‘(2) PUBLIC AVAILABILITY.—The report re-16

quired under paragraph (1) shall be made publicly 17

available via the Department’s website and shall in-18

clude data presented in such a manner as to be eas-19

ily searchable. 20

‘‘(3) CONTENTS.—The report shall include— 21

‘‘(A) data gathered under the program 22

under this section, in the aggregate and 23

disaggregated by the categories described in 24

subsection (d)(3)(A)(i); 25

‘‘(B) the impact of the grant program on 1

student outcomes, which shall include academic 2

performance and high-school graduation rates 3

for each eligible school; and 4

‘‘(C) if applicable, recommendations on 5

how to better equip the grant program to meet 6

the needs of students, particularly as needed to 7

assist local educational agencies with the high-8

est poverty levels. 9

‘‘(h) TECHNICAL ASSISTANCE.— 10

‘‘(1) ASSISTANCE AND SUPPORT.—From 11

amounts made available under subsection (a)(1)(C), 12

the Secretary shall make technical assistance and 13

support available to grant recipients under this sec-14

tion. Such support shall consist of— 15

‘‘(A) national and regional meetings for 16

the personnel of community schools; 17

‘‘(B) community school site visits based on 18

need and scope of the grants provided under 19

this section; and 20

‘‘(C) implementing strategies in the fol-21

lowing key areas: 22

‘‘(i) Leveraging and coordinating the 23

resources of other Federal, State, and local 24

systems, including systems that address 25

healthcare or early childhood education 1

and other Federal programs, such as the 2

Promise Neighborhoods program under 3

section 4624 and the 21st Century Com-4

munity Learning Centers program under 5

part B of this title, and assisting the ef-6

forts of local educational agencies to secure 7

such funding. 8

‘‘(ii) Addressing data-sharing chal-9

lenges due to the requirements under sec-10

tion 444 of the General Education Provi-11

sions Act (20 U.S.C. 1232g) (commonly 12

referred to as the ‘Family Educational 13

Rights and Privacy Act of 1974’) and the 14

Health Insurance Portability and Account-15

ability Act of 1996 (Public Law 104–191) 16

by assisting with the implementation of 17

waiver or nondisclosure agreement strate-18

gies that allow community partners to ac-19

cess data. 20

‘‘(iii) Distributing materials that de-21

scribe the elements and advantages of com-22

munity schools, including references to 23

governmental and nonprofit reports. 24

‘‘(iv) Assisting any local educational 1

agency in forming a task force to study the 2

creation and administration of community 3

schools and connecting the local edu-4

cational agency with other statewide insti-5

tutions who might partner with the agency, 6

including institutions of higher education 7

or public health organizations. 8

‘‘(v) Establishing a national steering 9

committee— 10

‘‘(I) composed of entities that re-11

ceived grants under this section for 12

full-service community schools, edu-13

cation labor organization representa-14

tives, nonprofit community school 15

partners, research institutions with 16

community school expertise, and other 17

relevant stakeholders; 18

‘‘(II) to determine standards for 19

technical assistance for State edu-20

cational agencies, local educational 21

agencies, and school sites; and 22

‘‘(III) to support the development 23

of tools for implementing full-service 24

‘‘(vi) Informing State and local edu-3

cational agencies of the availability of 4

grants under this section, and providing 5

technical assistance to entities in applying 6

for such grants. 7

‘‘(vii) Informing State and local edu-8

cational agencies of other sources of fund-9

ing for community schools, including fund-10

ing under part A of title I, school improve-11

ment grants under section 1003, 21st cen-12

tury community learning center grants 13

under part B of this title, and any other 14

Federal grants or sources of funding. 15

‘‘(viii) Facilitating effective coordina-16

tion among State agencies in the deploy-17

ment of resources and services such as 18

health, nutrition, and other supports. 19

‘‘(2) TECHNICAL ASSISTANCE CENTER.— 20

‘‘(A) IN GENERAL.—From amounts made 21

available to carry out this subsection, the Sec-22

retary shall establish a technical assistance cen-23

ter to provide technical assistance to community 24

schools, eligible entities, and States under this 1

section. 2

‘‘(B) REQUIREMENTS.—The technical as-3

sistance center shall be overseen and designed 4

by the national steering committee described in 5

paragraph (1)(C)(v) and may include represent-6

atives from the State steering committees de-7

scribed in subsection (f)(3)(C).’’. 8

(d) CONFORMING AMENDMENTS.—Section 4623 of 9

the Elementary and Secondary Education Act of 1965 (20 10

U.S.C. 7273) is amended— 11

(1) in subsection (a)— 12

(A) by redesignating paragraph (2) as 13

paragraph (3); and 14

(B) by striking paragraph (1) and insert-15

ing the following: 16

‘‘(1) PROMISE NEIGHBORHOODS.—The Sec-17

retary shall use not less than 95 percent of the 18

amounts made available under section 4601(b)(2)(B) 19

to award grants, on a competitive basis and subject 20

to subsection (e), to eligible entities for the imple-21

mentation of a comprehensive, effective continuum 22

of coordinated services that meets the purpose de-23

scribed in section 4621(1) by carrying out activities 24

in neighborhoods with— 25

‘‘(A) high concentrations of low-income in-1

dividuals; 2

‘‘(B) multiple signs of distress, which may 3

include high rates of poverty, childhood obesity, 4

academic failure, and juvenile delinquency, ad-5

judication, or incarceration; and 6

‘‘(C) schools implementing comprehensive 7

support and improvement activities or targeted 8

support and improvement activities under sec-9

tion 1111(d). 10

‘‘(2) FULL-SERVICE COMMUNITY SCHOOLS AU-11

THORIZED.—The Secretary shall use the amounts 12

made available under section 4601(c) to carry out 13

the full-service community school program under 14

section 4625(a).’’; 15

(2) in subsection (b)— 16

(A) in the subsection heading, by inserting 17

‘‘OF PROMISE NEIGHBORHOODS GRANTS’’ after 18

‘‘DURATION’’; and 19

(B) by striking ‘‘under this subpart’’ and 20

inserting ‘‘under subsection (a)(1)’’; 21

(3) in subsection (c)— 22

(A) in the subsection heading, by inserting 23

‘‘FOR PROMISE NEIGHBORHOODS GRANTS’’ 24

after ‘‘FUNDING’’; 25
