ORIENTAL NUMISMATIC SOCIETY JANUARY. 1979 OCCASIONAL PAPER NO. 12 THB OTTOMAN COINACE OF TILIMSAN by Dr. Henri Arroyo INTRODUCTION As their power grew, the osmamli sultans struck coins in some towns remote from their metropolis. The products of these provincial mints normally conform to the pattern laid down by the central authorities so that the appearance at Tilimsan on the western limits of the Ottoman Empire, of a very unorthodox type of coinage deserves some attention. The paper deals with only the coins for which the attribution is beyond any doubt. It will not therefore cover the Ziyanid coins bearing the name of Suleyman and tentatively ascribed by Hazard (l) to the tenth Ottoman Sultan, HISTORICAL BACK&ROUND -«^ ' - In AH 657/1236 AD a Berber named Yaghmurasan established in Tilimsan the Ziyanid dynasty (named after Ziyan, an ancestor of Yaghmurasan), The Marir'is of Morocco held the town between 737 and 749/1337 and 1343 and the Hafsids of Tunisia between 753 and 769^352-1359 but the Ziyanids were the predominate power over some three centuries, providing 29 rulers. The l a s t decade of this period was marked by a slow decay of the dynasty and Tilimsan's importance faded as the Spanish took Gran in 915/1509 and the Ottomans Algiers in 92^1516, When t h e Ziyanid ruler Abu-^Abd-allah Muhammad VII died in the latter year, his chosen successor Abu-Ziyan Ahmad II was ousted, with Spanish assistance, by Abu-Hammu Musa I I I , Ahmad called on the Ottomans for help and Arij Barbarossa removed Musa, killed Ahmad but was then killed himself when the Spanish intervened in 921/1518 and set Musa's brother Abu-Muhammad 'Abd-allah II on the Ziyanid throne. He was followed by his son Abu-'Abd-Allah Muhanmad VIH who was temporarily displaced by Khair-al-din Barbarossa, then Ottoman governor of Algiers, in favour of Abu-Ziyan Ahmad III, In 957/1550 Ottoman influence again intervened to appoint Abu-M\ihammad Hasan, as the Ziyanid ruler but in 961/1556 the pretence was abandoned and he was replaced by an Ottomaua Agha, Hasan fled to the comparative safety of Spanish Oran but died of the plague shortly afterwards. INTRODUCTION

The Ottoman coinage of Tilimsan i s solely of gold and was struck in the names of three successive ru l e r s of the dynasty of Osman, v i z . Selim I I , Mxirad I I I and Mehmet I I I ,

us dating 10 years after the Ottoman conquest we see appearing in Tilimsan tween the years 974 and 1012 AH an Ottoman coinage very different in style that struck in Turkey or even in a similarly distant provincial mint like giers. These co ns are distinguished by their unusual Maghribi lligraphy and the type has a family likeness to the coins previously issued 'om this mint by the Ziyanids, This peculiarity is probably due to the use local die engravers accustomed to the earlier style of dies.

There are other l o c a l p e c u l i a r i t i e s worth n o t i n g . Apart from the s o l i t a r y niece of Selim I I , t he coins do not show the s u l t a n ' s access ion date ;.s : s t he r u l e but follow t h e example of A l g i e r s in d i sp l ay ing the a c t u a l d a t e . E a r l i e r Ziyaiiid coins were undated. The use of "°eaiTf' i n s t e a d of "sanah" fo r t!"-' word y e a r , i s a w e l l - a t t e s t e d p r a c t i c e in North Afr ica on for example, t h e gold coins if tne ALnoraviis or the contemporary coinage of the Hasani S h a r i f s of Morocco where the two words a re used c o n c u r r e n t l y .

The use of the t i t l e "Khagan" on the coin of Selim I I i f t h a t i s the co r rec t r ead ing of the legend , i s ap '^arent ly the e a r l i e s t occurrence on an Cttom^in co in . The s o - c a l l e d "Formula B" of Lane-Poole i s not recorded in the Br'-^'ish Museum Catalogue e a r l i e r than Murad I I I , The same piece bears the ^pncT Ina t ion of 15 q i r a t s and Sauvai re ( l l ) def ines the q i r a t as l / 20 th of a l i n i r . The view could t h e r e f o r e be advanced t h a t t h i s i s s u e was made of debased gola and was cur-'-ent for 15 r a t h e r than the normal 20 q i r a t s . In t h a t CTse i t would represen t the only known i n s t a n c e of a coin i n d i c a t i n g i t s r e a l rftl-.er than i t s t h e o r e t i c a l v a l u e .

Al l these poin ts i n d i c a t e t h e i s o l a t i o n of Til imsan from the Ottoman world and t h i s i s emphasised by the mint ing in 1013 of a coin bear ing the name of a r u l e r who died in 1012. What i s perhaps more puzzl ing i s the sudden ces sa t ion of mint ing a f t e r t h a t d a t e . Could t h i s be due to the r i s i n g inf luence of A lg i e r s e c l i p s i n g Til imsan and removing the need for a mint? PlooefulJy new f inds w i l l provide an answer to t h e problem.
