Concept of Slovak Security System
• Working Group PRENAME for Crisis Management (WG CM)
• The aim of WG CM is to: -prepare all conditions for transformation of
security system to changed politico-security environment, -build complex emergencies response system especially on
top cm level, -enhanced coordination and flow of information within national cm system,

-harmonize national cm structure within international organizations framework,

- to complete legislative process of Constitutional Security Law (2001)
- Defence Act (2001)
- Armed Forces Act (2001)
-Crisis Management Act (2002)
-to prepare the plans and projects for cm offices (2002)

Subsystems
Subsystem of ManagementProvides the measures based on complex analysis of thesecurity situation, planning and coordination(subjects: National Assembley, Government,President, Security Council and committees)
Subsystem of Support/Logistics
Supports the functioning and good coordination of the system.It is mainly a complex of international, internal, politicalmilitary, organizational, economic, financial, social measures.(subjects: Central State and Administrative Bodies,District/Counties Administrative Bodies, Public-legalInstitutions (IGO´s, SRC and others)

Subsystem of DefenceIt is an executive subsystem aimed toprevent and response to a military crisis(subjects: MOD, NMCC, GS, armed forces)
Subsystem of Internal Security and CivilProtectionIt is an executive subsystem aimed to prevent andresponse to a non-military crisis(subjects:MI, NCC, District/County Police HQ, SARTeams)

Reasons for the System Transformation -nonexistence of the independent advisory and consultative body on the highest level to Government (which in its structure includes SITCEN,
OPCEN),-nonunity, lack of coordination and difficulty with flow of information within system,-too big concentration on military crisis-duplicity of the same experts in on going commissions-not sufficient legal measuares (acts, competences)

Security Council (SC)-independent advisory body on the highest level of CM-consists of experts -outputs - proposial of measures taken to emergency response - (PM)Committees-work within SC structure -tasks: monitoring, analysis, planning

National Military Command Center (NMCC)- within MOD structure - response to mainly military crisis- use armed forces within GS structure- links to international security and defence environment
