Welcome Address by Dr Mohammed S Al Kindi Marine Transport Executive Director, FTA

FUJCON 2019 was honoured to welcome HE Hessa Bint Ahmed Al Malek, Marine Transport Executive Director, Federal Transport Authority at the Official Opening of the conference. Dr Mohammed S Al Kindi, in his welcome speech, highlighted Fujairah’s developments, including its plans to build the world’s largest crude oil underground storage facility by 2022, as well as the role of FOIZ in attracting investments in strategic projects and focusing on new activities to strengthen the UAE’s position, creating synergies with assets and existing projects in Fujairah.

The conference’s opening session was chaired by Mr. Mohammed Obaid Majid Al Al-Aleeli, Director General, Fujairah Department of Industry & Economy & Board Member, National Bank of Fujairah, UAE. Under the theme New Horizons: The Future Fuel Landscape & IMO 2020 Solutions & Alternatives, FUJCON had on board 47 experts from Australia, Denmark, France, Kuwait, Netherlands, Norway, Singapore, Sri Lanka, UAE, UK and USA who provided in-depth analysis and leading-edge discussions on the most pressing issues facing the fuel oil and bunker markets today.

FUJCON 2019 Highlights:

Roundtable Sessions Continuing the tradition of past FUJCON’s, the roundtable discussions at FUJCON 2019 witnessed cutting-edge debate among experts and discussions on the opportunities & challenges of the bunker industry especially the impact of new sulphur regulations, Fujairah’s industry developments, the possibility of a Fujairah pricing benchmark, the progress of LNG as a bunker fuel, marine fuel quality challenges & legal challenges for the bunkering industry.

Session on IMO 2020 Mandate & Implementation was led by Ms Unni Einemo (Director & IMO Representative, IBIA) and Mr William Tan (VP, Miyabi Industries Pte Ltd) as co-moderators and looked at when shippers will require suppliers to start providing compliant fuel oil; whether the carriage ban to be in effect from March 2020 will make a difference to compliant levels; the possibility of effective enforcement of 0.5% oil globally; quality vs price issues of 0.5%S fuel oils; and practicalities of sulphur verification guidelines as well as impact on pricing. Many questions were posed to the Panelists as industry players considered ways in which they should best manage their responsibilities under this important environmental regulation coming in force by 1st January 2020.

The Session on Marine Fuel Quality, Specifications, Logistics & Handling generated intense discussion amongst delegates. The session led by Mr Timothy Cosulich, of Fratelli Cosulich, examined key quality and logisitical issues related to 2020 sulphur fuels especially the importance of line and tank segregation, fuel stability issues, ISO 8217 standards, testing protocols for compliant fuels, 0.5%S & fuel blending techniques, ship implementation planning and fuel change management plans.

Attendance Profile The attendance profile reflects a diverse cross-section of delegates participation from Gulf Cooperation Council countries (GCC) including Abu Dhabi, Dubai, Fujairah, Sharjah, Bahrain, Iran, Kuwait, Oman, Saudi Arabia, the Eastern Mediterranean in addition to Europe, North and Latin Americas and the Asia-Pacific. The largest delegations came from Singapore, UK, Sri Lanka, Japan & USA. Click here to view the pie charts of FUJCON attendance by region, industry & job profile.
