Approved the 2017‐18 OSAA Eligibility Appeals Board roster. 

Received a 2016‐17 State Championship Revenue update from Peter Weber, Executive Director. 

Received an update on the 2017‐18 Calendar. 

Adopted the 2017‐18 Playoff Reimbursement Formula.  (Attached)

Sponsored a proposal to the October 16 Delegate Assembly Meeting to amend Rule 3.1 – Membership and Dues, Full Membership. Allows the Executive Board to consider out‐of‐state schools for membership. Unanimous vote. (Attached) 

Sponsored a proposal to the October 16 Delegate Assembly Meeting to amend Choir Rule 1.3 – Accompanist Eligibility.  Clarifies eligible personnel allowed as accompanists for choirs.   Unanimous vote.  (Attached) 

Sponsored a proposal to the October 16 Delegate Assembly Meeting to amend Music Rule 8.1 – School Music Class 

Participation Requirement.  Adds options for being enrolled in an appropriate performing class as part of the requirement.  Unanimous vote.  (Attached) 

Sponsored a proposal to the October 16 Delegate Assembly Meeting to amend Music Rule 8 – Individual Eligibility – Q&As.  Clarifies the definition and details of a qualifying competition and participants.  Passes in 8‐2 vote.  (Attached)

Voted to adopt a proposal to add Board Policy – Anti‐Hazing Policy.  Creates Association policy regarding anti‐hazing, effective immediately.  Unanimous vote.  (Attached) 

Voted to amend Participation Limitations – Baseball.  Clarifies expectations and potential penalties for failing to enter baseball pitch counts, effective immediately.  Unanimous vote.  (Attached) 

Voted  to  amend  Participation  Limitations  – Wrestling.    Provides  participation  opportunities  for  girls‐only  events, effective immediately.  Unanimous vote.  (Attached) 

Voted  to  amend  Practice  Limitation  Rule  (6A  Pilot).    Clarifies  interpretation  regarding  high  school  facility  use  by students  during  the  Closed  Period,  effective  immediately.  Unanimous  vote.    Further  clarified  the  interpretation regarding  coaches  using  a  high  school  facility  provided  no  student  from his/her  high  school  is  present,  effective immediately. Passed by an 8‐2 vote.  (Attached) 

Voted  to  convene  a  Football  Ad  Hoc  Committee  as  soon  as  possible  to  review  the  state  of  football  in  Oregon.  Specifically investigate special district alignments, current 11‐man and 8‐man structures, and the possibility of 9‐man and/or 6‐man games, and strategies to address declining participation numbers.

A. Only schools offering reserved seating for regular season games may sell reserved seats for playoff games.  Schools cannot increase the price of reserved seats for the playoffs.  Regardless of what the school charges, the OSAA must receive their regular ticket price of $6. 

B. If schools have not had reserved seating during regular season play, they may not institute such a policy for playoffs. 2. Student is any child age 5 and up through a senior in high school. 3. There is no admission charged to spectators at the Tennis, Golf, Solo Music, or Speech State Championships.

OSAA GOALS FOR 2017‐18   1. FINANCIAL OBJECTIVE – Ensure the short‐term and long‐term financial stability of the Association. 

Strategy: 

A. Continue to review State Championship revenues and expenses to ensure events are being administered to provide memorable opportunities for participants while being fiscally responsible.   

B. Continue to monitor Association operations and explore opportunities to reduce expenses on a day‐to‐day basis.    

C. Explore partnership opportunities to help stabilize and expand income by maximizing marketing potential. 

2. OPERATIONS OBJECTIVE – Continually monitor OSAA operations to successfully meet the needs of member schools and affiliated organizations. 

Strategy: 

A. Continue to work closely with member schools and affiliated organizations (OACA, OADA, OAOA, OATS, OSBA, NFHS, etc.) to promote the benefits of education‐based activities. 

B. Prioritize investment in OSAA website/technology to improve efficiencies for member schools, Association staff, and affiliated organizations.  

C. Continue to work closely with the Sports Medicine Advisory Committee (SMAC) to help ensure the health and safety of student‐athletes throughout Oregon. 

D. Continue to involve OSAA staff and affiliated individuals in national initiatives to keep Oregon at the forefront. 

E. Plan for promotion of the OSAA’s 100‐year Anniversary to occur during the 2018‐19 school year. 

F. Continue working on development of an OSAA strategic plan. 

3. COMMUNICATION OBJECTIVE – Increase the frequency and effectiveness of communication with member schools, media, legislature and the general public. 

Strategy: 

A. Maintain a transparent and open processes for the Classification and Districting Committee and State Championship Committee as they complete their work. 

B. Explore opportunities to improve the knowledge and image of the OSAA with the general public through statewide media contacts.   

C. Continue to develop positive relationships with key members of the State Legislature. 

D. Improve and expand the Association’s presence on social media to spread our message about the value of education‐based activities.     

4. FOUNDATION OBJECTIVE – Increase awareness of the OSAA Foundation and how it supports member schools. 

Strategy: 

A. Explore ways to grow the OSAA Foundation through individual solicitation and donations from outside organizations.  

B. Continue to administer the ImPACT Concussion management program for member schools, focusing on maintaining cost savings and providing a geographically comprehensive network of support. 

C. Expand the Student Assistance Program through corporate donations and distribute to member schools.

RATIONALE:  The request received by the Executive Board this past school year from Hermiston HS to join the WIAA led to further discussion of OSAA full membership policies.  Following extensive research into policies in other states in our region, it became clear that having written policy in this area would be prudent.  The Executive Board has reviewed potential additional requirements likely to be included in a future Board Policy that are similar to those that have been considered and/or adopted in Washington and Idaho.

Choir Rule 1.3 – Accompanist Eligibility 

 

1.3 Accompanist  Eligibility.    Choir  championship  accompanists may  be  adults  and may  perform  at  other  State qualifying events.  Student accompanists must be eligible students, meeting the requirements in 1.2. above. 

 

Choir championship instrumental accompanists may consist of up to 12 eligible students. If band and 

orchestra instruments are used as accompaniment, the players must be enrolled in their corresponding 

ensemble if one exists. A pianist may be an adult and/or an eligible student not enrolled in the class. The 

group’s director may play piano or an accompanying instrument.

Music Rule 8.1 – School Music Class Participation Requirement 

 

8.1 School Music Class Participation Requirement.  An eligible music student shall be enrolled in the class for the appropriate performing ensemble at the full member school to participate in competitive Choir, Band and Orchestra music activities. 

EXAMPLES: 

Vocalists shall be enrolled in a choir class. 

Woodwind/Brass/Percussion players shall be enrolled in a band class. 

String players shall be enrolled in a string/orchestra class, or band class in the case of double bass players performing with a band. 

Vocalists performing a vocal part with a band/orchestra shall be enrolled in the band, orchestra, or choir class.

Music Rule 8 – Individual Eligibility Q&As 

 

5. Q.  What are examples of competitive music activities at which attendees are required to satisfy OSAA individual eligibility rules? 

A. Any  performance  at which  judges/adjudicators declare  a winner  and  publish  rankings  of  performers  that include the identification of the performers provide places, scores or ratings is considered a music competition regardless of whether the performance is by a group or is a solo performance. 

6. Q.  What  are  examples  of  music  performances  that  are  not  considered  competitions,  so  the  OSAA  individual eligibility rules would not apply? 

A. A performance by a group or soloist is not considered a music competition if there are no adjudicators present OR  if  adjudicators  are present  but  “comments only”  (no  scores or  ratings)  are provided  to  the performers.  School music performances such as concerts, pep assemblies,  football games, etc. are not considered music competitions,  nor  are  pep  band  performances  at  the  lower  classification  basketball  championships  where community representatives sometimes provide awards. 

(i) If there are no judges/adjudicators present (ii) If judges/adjudicators are present and performers receive “comments only” (no score is

Proposal to Add Board Policy – Anti‐Hazing Policy

QUESTION:  Should the Executive Board add Board Policy – Anti‐Hazing Policy to codify the Association’s position on anti‐hazing?  

RATIONALE:  Last year’s collaboration with the Oregon Athletic Coaches Association (OACA), Oregon Athletic Directors Association (OADA) and Oregon Athletic Trainers Society (OATS) on a campaign to increase youth suicide awareness led to discussions about additional issues that we could work together to help member schools.  This year these groups are working together on an anti‐hazing campaign to provide resources for member schools around this important issue.  Codifying policy in this area will help to jump start this year’s efforts to effect change.

Board Policy – Anti‐Hazing Policy 

 A. Hazing  is  defined  as  willful  conduct  directed  at  a  student  that  is  intended  to  physically  or 

emotionally  intimidate,  punish,  embarrass,  humiliate,  ridicule  or  place  any  student  in  a disconcerting position  for  the purpose of  initiation, affiliation,  inclusion or membership  in any team or organization. 

 B. The Oregon School Activities Association (OSAA) believes that hazing has no place in education‐

based  activity  programs  and  poses  a  significant  risk  to  the  physical  and  mental  welfare  of students.  Hazing obstructs the development of good citizens, escalates the risks of participation, negates  positive  contributions  and  destroys  respect  for  self,  others  and  the  environment.  Students participating in education‐based activity programs have a right to be safe and free from hazing.   

 C. Administrators, coaches, and directors at each member school must  take an active role  in the 

prevention of all forms of hazing by adopting and enforcing strict anti‐hazing rules and written policies in accordance with Oregon laws.

QUESTION:  Should the Executive Board amend Participation Limitations – Baseball Pitch Count tracking to redefine the due date of submission for Varsity contests and specify potential consequences for not adhering to this requirement?  

RATIONALE:  The Pitch Count Policy is a National requirement and as Oregon is starting its second year of tracking this participation limitation in baseball the number of schools who did not comply with this requirement last year was significant.  In better defining the deadline and potential consequences for not tracking and submitting the Varsity pitch count for each participating pitcher, this would encourage the membership to comply in an acceptable time to this policy amendment.

Participation Limitations – Baseball 

BASEBALL   

                                                                                              A. Team.  A school team shall not play more than 26 games at each level of competition, exclusive of varsity district 

playoffs and state championships. 

B. Individual.  A student shall not participate in more than 26 games, exclusive of varsity district playoffs and state championships.  A student may participate in only one jamboree. If a student participates in no more than seven innings on one day at different levels (e.g. four innings junior varsity, three innings varsity), the student is charged with participation in one game.  For every additional seven innings played, or portion thereof, the student is charged with an additional game of participation.  Participation in two games at the same level in one day counts as two games. A game that goes into extra innings is considered an extension of the 7th inning and only counts as one inning played. NOTE:  The OSAA pitching limitation, which states that participation for any length of time in an inning as a pitcher shall count as one inning, applies during extra innings. 

C. Jamboree.  A school may participate in only one jamboree at each level of competition.  A jamboree shall include at least three teams, and shall not be counted as a contest.  Jamborees may be held only on the first playing date and for 30 days thereafter.  A jamboree is limited to not more than six innings (three or more teams) and limited to not more than three innings against any school and with each pitcher limited to not more than two innings. 

D. Pitching. 

1) A pitcher shall not pitch more than 110 pitches per day.  A pitcher will be allowed to finish pitching to a batter if he reaches the daily maximum (110 pitches) during an at‐bat, but then must be removed from the mound.

2) Pitch Count Limits and Corresponding Days of Rest.  It is strongly recommended that once a pitcher is removed from the mound, consideration be given to the throwing requirements of the fielding position he will assume.  It is strongly advised that a player does not play the positions of pitcher and catcher in the same game.

   3) Tracking.  Schools are required to enter each Varsity player’s pitch count on the OSAA website following each 

game and prior to the next day he pitches by 10:00am the day following the contest or the school may be fined, the head coach may be suspended or the player may be considered an ineligible participant.  The home book is official but it is recommended that opposing teams compare as the game progresses for accuracy.  Umpires will not be a part of the process.  

4) The penalty if a baseball player pitches more than 110 pitches in a day and/or violates the days of rest 

requirement is forfeiture of the contest in which the pitcher exceeds his limit or violates the requirement.

RATIONALE:  Participation in girls wrestling has increased the last several years throughout our state.  This has led to confusion amongst member schools as to how to work within OSAA policies regarding attached and unattached competition and led to a number of violations last year.  This policy recognizes the growth potential of girls wrestling and provides opportunities within OSAA rules for female‐only events to occur without impacting previously existing team participation limitations.

A. Team.  A school team shall not compete on more than 14 events at each level of competition, exclusive of the varsity special district tournament and state championships.  Each dual match or tournament shall count as one event.  Any time a student participates representing his/her school, it shall count toward the school’s team limitation.

B. Individual.  

1) A student shall not participate in more than 14 events, 18 weigh‐ins nor shall a student appear in more than 50 mat appearances, exclusive of the varsity special district tournament and state championships.  Each victory (including forfeits accepted) or defeat is counted as a mat appearance.

2) A student shall not participate in more than five (5) matches per day, excluding forfeits. No match (dual, consolation or championship) shall begin prior to 8am or after 11pm. 

3)  Girls may participate in a maximum of 7 female‐only events.  Female‐only events shall not count against the 14‐event school team maximum listed in A but participation in these events shall count against the individual limitations outlined in B.

Note: If a wrestler does not wrestle during a dual match because no opponent is available at that weight class, either a forfeit can be accepted, counting the match as one of the wrestler's 50 allowable mat appearances, or else a forfeit is not accepted by not appearing on the mat, thus not counting the match as one of the 50 allowable mat appearances.
