Note that, the application process for a new Oregon driver’s license may vary to a certain degree depending on your circumstances.

Teen DriversIf you are applying for your first Oregon license as a teenage driver younger than 18 years of age, you will be required to complete several application phases, which are designed to prepare you for the unrestricted driver’s license. However, you will first have to obtain and hold restricted driver’s licenses. The purpose of the restrictions imposed when starting your driving career is to keep you safe and reduce the risk of exposure to dangerous driving circumstances. Abiding by the state teen driving laws is important due to the inexperience of novice drivers, which often results in deadly traffic accidents. Step 1: Provisional Instruction Permit

Pass the written knowledge exam.

After processing your paperwork and fee payment, your DMV agent will issue you a temporary driver’s license, which you can use to drive until you receive your instruction permit by mail. Your provisional driving permit will be valid for two years, during which, you will be able to hone your driving skills before taking the road exam. Step 2: Provisional License

After obtaining and holding your Oregon learner’s permit for six months, you will be able to apply for a provisional driver’s license. Accumulate 50 hours of supervised driving experience with an adult driver who is at least 21 years of age and has held a license for three years.

Step 3: Full Driver License

Once you obtain your provisional license, you will begin the second part of your journey toward a full unrestricted driver’s license. For the first year after obtaining your provisional driver’s license, you will be required to abide by certain driving restrictions in order to get accustomed to driving alone. Note that the state DMV does not require you to make an office visit to reapply for a full driver’s license after the completion of your provisional driving period. Your existing license will instead be automatically converted into an unrestricted credential, since the division lifts any imposed restrictions after the passage of 12 months from the credential’s issuance date. Restrictions of the DMV Provisional Credentials

While operating a motor vehicle with the DMV provisional driver’s licenses, including the learner’s permit and the driver’s license, you will be required to abide by certain driving restrictions. If you are driving with an instruction permit, for example, you must be accompanied by a supervising driver who is at least 21 years of age and has a valid driver’s license. The adult driver must also sit beside you and carry his or her license that was issued at least three years previously. When operating your motor vehicle with a driving permit, you must refrain from using any mobile communication devices as well, regardless of whether you are talking or texting. Hands-free devices are likewise prohibited.

While operating your vehicle with your driver’s license during its provisional period, on the other hand, you will be required to follow certain restrictions that change over time. During the first six months, for instance, you are prohibited from driving with any passenger younger than 20 years of age who is not an immediate family member. Also, you cannot drive between midnight and 5 a.m. unless you find yourself in one of the following situations:

Once the state processes your application form and approves your paperwork and fee payment, it will manufacture and mail you your provisional driver’s license. While waiting for your provisional license to arrive, you can utilize the temporary credential issued to you during your office visit.

You are driving to and from your place of employment.

You are operating your vehicle for employment purposes.

You are accompanied by an adult driver older than 24 years of age.

During the second six months of your provisional license period, you will be allowed to drive while accompanied by up to three passengers younger than 20 years of age who are not members of your immediate family. However, you will still be prohibited from driving between midnight and 5 a.m., unless you are driving under one of the circumstances outlined above. Note that these restrictions will apply until you reach 18 years of age or a year expires after obtaining your provisional license, whichever comes first.

Adult Drivers: Never Had a Driver LicenseWhen getting a license as an adult applicant 18 years of age or older, you will be required to complete a more straightforward application process than the one outlined above for teenage applicants. For instance, you will not be required to obtain and hold a learner’s permit for six months or a provisional driver’s license. However, you can still apply for a driving permit if you need to practice your driving skills and confidence. To successfully get an Oregon driver’s license as an adult applicant follow these steps:

Carefully study the Oregon driving manual to prepare for the licensing exams.

Make a visit to a nearby DMV site.

Complete the Application for Driving Privileges or ID card (Form 735-173).

Submit the required supporting paperwork, including:

• Proof of enrollment in or exemption from the Social Security program.

• The state DMV must verify your Social Security Number.

• Proof of state residency, such as:

• Utility bills or rental agreements.

• Financial institution documents showing your address.

• A car registration or a vehicle title.

• A medical or health benefits card.

• Proof of identity, date of birth and legal U.S. presence, such as:

Before leaving the office, your DMV agent will issue you a short-term driver’s license, which you can use until you receive your new license by mail within several weeks. Your new license will be valid for eight years, in most cases. However, if you are within the U.S. temporarily, you will be issued a limited term driver’s license with an expiration date that coincides with your allowed stay time.

Adult Drivers: New ResidentIf you are applying for your first Oregon license after moving within the state with a driver’s license issued by another state, you will be required to meet qualifications that are very similar to those outlined above. For example, you will still be required to furnish the full set of supporting paperwork. However, you may not be required to take the driving exam, provided you have a valid out-of-state license. To get your Oregon driver’s license upon moving within the state, complete these steps:

Visit your nearby DMV licensing office.

Surrender your out-of-state driver’s license.

Submit the required identification proofs:

Required Licensing TestsWhen issuing new driver’s licenses in Oregon, the state DMV administers several types of licensing exams for purposes of determining whether or not the applicant is ready for a license. The division designs its driving tests to determine whether or not the applicant has the theoretical and practice knowledge necessary to safely drive a motor vehicle and whether or not he or she is physically fit. The following sub-sections provide detailed information about the DMV licensing exams.

Vision Test

One of the first tests that you must pass is the vision examination, which is implemented to check whether or not you meet the state minimum vision standards. Note that, if you take and pass the test while wearing glasses or contact lenses, your newly-issued credential will mark this restriction, and you will be required to wear your glasses or contacts when driving. If you fail to pass the vision screening while at the DMV office, you will be given a medical form to be filled out by your eye doctor. If your ophthalmologist or optometrist determines that you see well enough to safely drive a motor vehicle, you will be able to meet the eye test requirement by submitting the form when applying for your driver’s license.

Written Knowledge Test

To test your knowledge of the state motor vehicle laws and road signs and signals, the division administers a written knowledge test for your vehicle class. Drivers younger than 18 years of age will also have to take a Safe Driving Practices written test. You will be required to take the written exam in the following situations:

To take the test, you can visit any DMV office without scheduling an appointment. You will be required to pay a fee of $5 each time the test is administered. To successfully pass the written exam, you will have to answer a certain percentage of 35 multiple-choice questions on a touch screen computer. You can prepare for the test by studying the DMV driving manual, since it contains all the necessary information you need to pass the exam.

Note that you are not allowed to carry any books, electronic devices or notes to the testing area. If you are caught cheating, your test will be invalidated, and you will not be able to retake the test for the following three months. If you fail to correctly answer the necessary number of questions, you will fail the written exam and you will be required to wait out a certain time period before retaking it.

After the conclusion of the test, the examiner will provide you with your preliminary results. You will be scored on your ability to follow directions and perform the assigned maneuvers. If you fail your driving skills test, you will be required to wait for a period of seven days to 12 months before retaking it, depending on the number of previous attempts.

Practical Driving Test

The last and most important exam administered by the division is the drive test, which is designed to evaluate the applicant’s ability to safely navigate his or her vehicle in real traffic situations. Note that you can take the practical driving test only by appointment. You can either call the DMV at: 503-945-5000 or use the services of a Class C testing business.

After arriving at the testing area on the schedule date, you will be required to pay a testing fee of $9. Note that you must bring a properly registered passenger vehicle with a valid insurance proof. During the test, you will not be allowed to smoke or use electronic devices. The Oregon DMV issues its unrestricted driver’s licenses with a validity of eight years, in most cases. Therefore, your first license will expire on a predetermined date eight years after you obtain it. Before it expires, you will be required to complete the driver’s license renewal procedure in order to continue driving legally.

If you miss your renewal deadline and continue driving with an expired credential, you will be penalized with a traffic citation, when apprehended. This section focuses on the procedure to renew your driver’s license in a timely manner, which will help you avoid the detrimental consequences that may arise from an expired license.

The state DMV allows you to initiate the driver’s license renewal transaction up to a year prior its expiration deadline. You can also renew your driver’s license within the year following the expiration date. However, if more than 12 months transpire after the renewal deadline, you will be required to retake the driver licensing exams. Note that members of the military are exempted from this rule. If you are serving in the U.S. military, you will be able to renew your driver’s license within the six months following your discharge, regardless of whether or not your license is expired.

Renewing your Oregon driver’s license in person is currently the standard application method, since the division does not offer an online license renewal option. However, if you are absent from the state and unable to visit a DMV licensing site, you may still be able to renew your license by mail. Renewing in PersonTo successfully renew your driver’s license in Oregon, you will be required to submit a paper application in person through a nearby DMV location. During your office visit, you may be required to meet different requirements, depending on your circumstances. Note that you will be allowed to renew your driver’s license only if you do not have any active license suspensions or revocations on record. To finalize the license renewal process, your DMV agent will ask you to complete these steps:

After the division verifies your paperwork and fee payment, you will be issued an interim driver’s license over the counter. You can utilize this temporary driver’s license to legally operate your vehicle until you receive the permanent license at your address on file within several weeks.

To legally drive within Oregon, you must have an up-to-date driver’s license that displays your current legal name and residential address. Changing Your NameIf and when you make changes to your name, regardless of the reason, you will be required to inform the state DMV of the change and apply for a new driver’s license in your new name. However, before submitting a DMV name change request, you will be required to update your record with the Social Security Administration (SSA), since the division must verify your Social Security Number before processing your request.

To obtain a corrected Social Security card, complete the Application for a Social Security Card (Form SS-5) and submit it either in person through an SSA office or by mail to the address of any SSA site. When updating your name with the administration, you will also have to submit additional proofs of your identity and lawful U.S. presence, in addition to the corresponding name change document. After obtaining your Oregon driver’s license, you will be required to maintain its validity by following the state motor vehicle laws. Since your license is a privilege, not a right, it may be suspended, canceled or revoked if you commit certain types of traffic offenses. Note that you may be penalized under two separate sections of the state law.

If convicted in court of certain infractions, the state DMV may suspend or revoke your driving privilege by order of the court. However, the division also has the authority to penalize you with a driver’s license suspension or revocation under the state administrative law.

Steps in the Driver’s license Reinstatement ProcessReinstating a suspended or revoked Oregon driver’s license is a process that can only be completed after meeting the restoration requirements imposed by the state DMV and/or the state courts. The steps in the procedure to reinstate your license will vary depending on the committed offense and the subsequent penalty. Note that, in addition to the restoration criteria imposed by the state DMV, you may also be required to fulfill certain court-imposed conditions, depending on whether or not you were convicted for your offense. The standard procedure to reinstate your driver’s license will be comprised of the following steps, in most cases:

Complete your suspension or revocation period.

Meet the court-imposed requirements, if applicable.

• For instance, if you are required to pay a fine to a state court, you will be unable to reinstate your license until you provide the fine payment.

Fulfill the DMV reinstatement requirements.

Driving While IntoxicatedOne of the most severe violations of the state motor vehicle laws is driving while under the influence of intoxicants (DUI). Drunk driving offenses are sanctioned harshly with potential jail sentences, steep fines and long license suspensions and revocations. The severity of the penalty will vary based on several factors, such as the seriousness of the offense, the number of previous convictions and the amount of intoxicants present in your system.

The state penalizes drunk drivers under both an administrative law and a criminal law. You will receive an administrative penalty if you violate the state Implied Consent law, under which, you have automatically consented to a blood alcohol content (BAC) test by driving your vehicle. If you refuse to take the test or you fail it, you will receive a notice of intent to suspend your driving privileges. The suspension penalty will vary from three months up to three years, depending on your age, previous violations and the type of test you failed or refused to take.

The criminal law, on the other hand, deals with intoxicated driving offense through the state court system. If found guilty for driving your vehicle with an unacceptable amount of alcohol and/or drugs in your system, you will be penalized with one of the following driver’s license suspensions:

Commercial drivers must abide by stricter DUI laws, and they may be issued a permanent revocation even after their second DUI conviction.

If you are convicted in court for drunk driving, the conviction will remain on your driving record for the following 55 years. Note that the penalties issued by the state court and the division are separate. Therefore, you may be sanctioned with two separate suspension penalties, one ordered by the state court and the other administered by the state DMV.

First DUI convictions lead to one-year license suspensions.

Second DUI convictions results in three-year license suspensions.

Third or subsequent DUI convictions lead to lifelong license revocations.

Hardship Permit and Probationary Permit LicenseOnce your driving privileges are suspended or revoked, your everyday life activities may be affected by the imposed penalty. To help penalized drivers in such cases, the state DMV offers hardship and probationary permits, which are special driver’s licenses that offer limited driving privileges. While the hardship permit is available for a large variety of driver’s license suspensions, the probationary permit can only be obtained after a license revocation administered to a habitual traffic offender.

The hardship and probationary driver’s licenses issued by the state DMV allow you to operate your vehicle for the following purposes:

Renewing Your ID CardSince the state DMV issues the majority of its identification cards with an eight-year validity, you will be required to complete the ID card renewal procedure on a regular basis. You can renew your photo ID card up to a year before the set expiration date or a year after it expires. If you are serving in the military, however, you can renew up to six months after your discharge from the U.S. army forces.

To renew your Oregon identification card, you will be required to meet the same requirements as those that apply for getting your first credential, outlined above. Therefore, during a visit to a nearby DMV site, you will be asked to submit a completed Application for Driving Privileges or ID Card (Form 735-173), furnish proofs of identity, date of birth, lawful U.S. presence and state residency and pay the applicable fee. You will also be required to have a new photo taken to update the current photo on record. Note that the $40.50 fee to renew your Oregon ID card is smaller than the cost to get your first state ID.
