President's Message Richard Palmer
At th is moment I am s i t t ing in the Seattle A i r p o r t j u s t minutes from boarding a plane for an extended tr ip into the wilds of the Mexican jungle on a b i rd ing s a f a r i . C o n s e q u e n t l y , I am having to expend a great amount of dedicat ion to write th is message .
One of the items I wish to a d d r e s s is the O F O rare b i r d a ler t . It seems a few of us are becoming somewhat lapse in following the rules as e s t a b l i s h e d . When repor t ing a b i rd be s u r e to include s p e c i e s , date , name, exact detai ls on location, and o b s e r v e r ' s name. It would be helpful to include if the b i rd is an immature, type of p lumage, and sex if k n o w n . Be sure and repor t the b i r d as soon as you can f ind a te lephone ( c a r r y phone numbers with you in the f i e l d ) . Do not re ly on report ing to an answer ing se rv ice or tape as the owner may not get the word for a couple of d a y s . Make personal contact and make sure they unders tand it is a rare b i r d a l e r t . Pass on the information when you receive it even though you feel the ef fort is wasted , someone may need the b i r d . Hopefu l ly , if all of us o b s e r v e these few r u l e s , the system will become more useful to all of u s .

All t u r n e d out we l l , however , as I left for Colima the next d a y . E ight d a y s later I have added 16 l i fers and found some spare time to f in ish th is message pr io r to leaving for Oaxaca for another eight d a y s of b i rd ing and p e r h a p s another 16 new l i fe rs . T h e b e s t al l a r o u n d , s i n g l e b i r d i n g locat ion in Joseph ine C o u n t y is W h i t e h o r s e C o u n t y P a r k . I t is located a p p r o x i m a t e l y G miles west o f G r a n t s Pass a long t h e Rouge R i v e r (see locat ion m a p ) . S igns g i v i n g d i r e c t i o n s t o t h e p a r k s t a r t in G r a n t s Pass.
Most o f J o s e p h i n e C o u n t y is heav i l y wooded b u t most o f i ts r i p a r i a n areas have been c l e a r e d . T h e r e is v e r y l i t t l e w a t e r h a b i t a t t o a t t r a c t wa te r a n d s h o r e b i r d s . W h i t e h o r s e Park and v i c i n i t y comb ines these t w o scarce h a b i t a t s to p r o d u c e an i m p r e s s i v e l i s t f o r a s i ng le spo t in such a u n i f o r m l y wooded , smal l i n l and c o u n t y . O v e r 150 spec ies have been r e c o r d e d here s ince 1974. In a d d i t i o n to t he above hab i ta ts t he p a r k inc ludes u p l a n d woods o f o a k , madrone a n d Doug las F i r .

A l a n D y c k , Denn is R o g e r s a n d I also succeeded in i m p r o v i n g on the Wes te rn Oregon mark in t h e p r o c e s s . S t a r t i n g a r o u n d E u g e n e and w o r k i n g t o w a r d t h e c o a s t , o u r g r o u p located 153 s p e c i e s . Distribution: Columbian Sharp-Tailed Grouse Joe Evanich
T h e C O L U M B I A N S H A R P - T A I L E D GROUSE (Ty-.par.uchus phas ianellus columhianus) was f i r s t r e p o r t e d in O r e g o n b y the Lewis and C l a r k e x p e d i t i o n as e a r l y as 1805. Most n a t u r a l i s t s s t u d y i n g t he spec ies c o n s i d e r e d i t e x c e e d i n g l y common t h r o u g h o u t t he e a s t e r n ha l f of O r e g o n up u n t i l t h e t u r n of t h e c e n t u r y . B y 1900, h o w e v e r , o r n i t h o l o g i s t s in O r e g o n began to recogn i ze t h a t t h e species was no t immune to t he p r e s s u r e s of h a b i t a t d e s t r u c t i o n and h u n t i n g . T h e species ' dec l i ne and p r o b a b l e e x t i r p a t i o n in O r e g o n is t h e major c o n t e n t of t h i s r e p o r t .

A l t h o u g h ea r l i e r r e p o r t s s u g g e s t e d t h a t t h e species o c c u r r e d in a p p r o p r i a t e h a b i t a t t h r o u g h o u t O r e g o n eas t of the Cascades , b y 1940 the S H A R P - T A I L was r e s t r i c t e d t o n o r t h - c e n t r a l O r e g o n , t h e n o r t h e a s t c o u n t i e s , and s o u t h e a s t e r n O r e g o n . B y 1950 t h e p e r s e c u t e d species was k n o w n o n l y f r o m Wal lowa, U n i o n , B a k e r , and p o s s i b l y M a l h e u r c o u n t i e s . F rom t h i s t ime o n , t h e Sta te Game Commiss ion (now t h e O r e g o n D e p a r t m e n t o f Fish a n d W i l d l i f e ) began m o n i t o r i n g t h e S H A R P - T A I L E D GROUSE as c l ose l y as p o s s i b l e . Due to e x t r e m e h a b i t a t d e s t r u c t i o n , t h e spec ies c o n t i n u e d to dec l i ne a l a r m i n g l y .
B y 1960, t he S H A R P - T A I L E D GROUSE was most l i k e l y r e s t r i c t e d to marg ina l h a b i t a t o n l y in Bake r C o u n t y . T h e Game Commiss ion co l l ec ted all r e p o r t s of t h e species t h e y c o u l d f i n d f r o m w i l d l i f e b i o l o g i s t s , h u n t e r s , r a n c h e r s , a n d f a r m e r s s ince 1950. In March 1954 f o u r b i r d s w e r e seen near G lasgow B u t t e , B a k e r C o u n t y ( G . C . B u l l e t i n , May 1954) ; in F e b r u a r y 1959 t h e r e v.ere two s i g h t i n g s f r o m near L ime , B a k e r C o u n t y ( G . C . B u l l e t i n . F e b r u a r y 1959) ; a n d a b i r d was r e p o r t e d f rom L i t t l e L o o k o u t M o u n t a i n , B a k e r C o u n t y in 1968 o r 1969 ( G . C. B u l l e t i n , A p r i l 1976 ) . T h e r e have been no leg i t ima te s i g h t i n g s of t h e spec ies in O r e g o n ( e x c e p t t h e f o l l o w i n g re leases) s ince 1969.
A t t e m p t s to r e i n t r o d u c e the S H A R P - T A I L E D GROUSE in to n o r t h c e n t r a l O r e g o n o c c u r r e d in 1963. F o r t y - s i x b i r d s we re re leased at t he C r o o k e d R i v e r Na t i ona l G rass lands n e a r H a y s t a c k R e s e r v o i r , J e f f e r s o n C o u n t y , and a n o t h e r 39 were l i b e r a t e d sou th o f M a u p i n , Wasco C o u n t y , al l in late w i n t e r of 1963 ( G . C. B u l l e t i n , March 1963) . Both i n t r o d u c t i o n s f a i l e d ; t h e Wasco C o u n t y p o p u l a t i o n d i e d o u t v e r y q u i c k l y , and t h e r e w e r e no r e p o r t s of t h e J e f f e r s o n C o u n t y b i r d s a f t e r abou t 1970. One poss ib le reason f o r t h e f a i l u r e o f t hese p ro jec t s may be t h a t i ns tead of t he Co lumb ian r a c e , t h e n o n n a t i v e P R A I R I E S H A R P -T A I L E D GROUSE £7\^ cavpestris) f r o m South Dako ta was i n v o l v e d ; t he t w o subspec ies do have d i f f e r e n t h a b i t a t r e q u i r e m e n t s .

T h e C O L U M B I A N S H A R P - T A I L E D GROUSE'S e x t i r p a t i o n in O r e g o n is most l i k e l y due to h a b i t a t d e s t r u c t i o n . E a r l y s e t t l e r s ' accoun t s o f i n e x h a u s t a b l y l a r g e f l o c k s wh ich were r e g u l a r l y h u n t e d w i t h no e f f e c t on t h e p o p u l a t i o n seem to a t t e s t t h a t h u n t i n g , a l t h o u g h a d e f i n i t e reason f o r t h e g r o u s e ' s d e c l i n e , was no t t he major f a c t o r . T h e spec ies ' p r e f e r r e d h a b i t a t c o n s i s t e d of t h e l o w l a n d b u n c h g r a s s p l a i ns w i t h ample s t ream b o t t o m g r o w t h of r i p a r i a n b r u s h and sage. T h i s h a b i t a t was p r i m e g r a z i n g l a n d - - m u c h o f t h e ava i l ab le b u n c h g r a s s areas we re d e s t r o y e d b y ca t t l e a n d sheep b y 1915. B u t t h e most d r a s t i c dec l i ne in g r o u s e n u m b e r s o c c u r r e d when a g r i c u l t u r a l p r a c t i c e s r e p l a c e d ca t t le r a n c h i n g in much o f Eas te rn O r e g o n ( O l s o n , 1976) . The S H A R P - T A I L E D GROUSE was r e l e n t l e s s l y p u s h e d i n t o less and less d e s i r a b l e h a b i t a t as d r y l and f a r m i n g i nc reased in a c r e a g e .
T o d a y t h e f o r m e r s t r o n g h o l d of t h e now e x t i r p a t e d O r e g o n S H A R P - T A I L E D GROUSE is a s o r r y l o o k i n g a rea . Much o f e a s t e r n and s o u t h e r n B a k e r C o u n t y has been c o n v e r t e d in to mi les o f i r r i g a t e d f a r m l a n d . Mos t of t h e land is s c a r r e d and c r i s s c r o s s e d b y c o u n t l e s s O R V t r a i l s . A n d v i r t u a l l y A L L t h e land has been g r o s s l y o v e r g r a z e d . Na t i ve b u n c h g r a s s h a b i t a t t y p e s a r e a lmost n o n e x i s t e n t in O r e g o n t o d a y , and w h a t few remain a re r e l a t i v e l y wel l t r a v e r s e d ; i f t h e r e we re i so la ted p o p u l a t i o n s o f

T h e c l o s e s t coasta l c o u n t s are a t Coos Bay , 45 mi les t o t h e s o u t h , a n d Yaqu ina B a y , 40 mi les n o r t h .

One i m p o r t a n t c h a n g e has a f f e c t e d t h i s i ssue. I n o r d e r to ach ieve the p u b l i c a t i o n schedu le w h i c h we have set as a g o a l , i t w i l l be n e c e s s a r y t o change t h e t i m i n g of t h e H i g h l i g h t s f r o m t h e F ie ld Notes s e c t i o n . We have a l w a y s a t temp ted t o p u b l i s h t he season's f i e l d no tes in t h e f o l l o w i n g i s sue . T h a t t i m e l i n e is too t i g h t t o al low p r o p e r i n p u t a n d s t i l l have t ime f o r p r o d u c t i o n , in p a r t because we d e p e n d upon local b i r d c l u b n e w s l e t t e r s f o r much o f t h e h i g h l i g h t s . We are g o i n g t o move t h e H i g h l i g h t s b a c k one i s sue . T h i s i s sue c o n t a i n s o n l y t h e eas te rn O r e g o n f a l l 83 h i g h l i g h t s . T h e n e x t issue w i l l h a v e t h e w e s t e r n O r e g o n f a l l 83 h i g h l i g h t s as w e l l as some of t h e C B C h i g h l i g h t s . T h e second 1984 issue ( J u n e ) w i l l have h i g h l i g h t s f r o m the w i n t e r season f o r t h e who le s t a t e . We hope t h a t t h i s c h a n g e wi l l h e l p us ach ieve o u r s c h e d u l i n g goa ls b y t h e e n d o f 1984.
