The purpose of this report is to present to Council the recommendations of the Local
Traffic Committee (LTC) for September 2015. In accordance with the "RMS Delegation
of Authority" and the recommendations contained within Council’s resolution of the 27th
May 2014, the LTC recommendations are included in this report for consideration by
Council.
There was no face-to-face meeting in September. The following matters were reported
electronically to the members of the LTC via email. Member’s individual responses and
comments are reported as received. Five items were dealt with.
ELECTORATE – BAULKHAM HILLS
ITEM-1 FERGUSON AVENUE, CASTLE HILL – DOUBLE CENTRELINE MARKING
TECHNICAL OFFICER’S RECOMMENDATION TO LTC
A double centreline be provided in Ferguson Avenue, Castle Hill on the bend
outside No.17 as shown on the attached Locality Plan.
LTC MEMBER COMMENTS RECEIVED
RMS – “RMS has no issues with the proposed road marking.”
Member for Baulkham Hills – “No objections”.
Police – “Police have nil objections to the double centreline marking”.

1. The “1812 Overture” event to be held at Bella Vista Farm Park on
Saturday, 14 November, 2015 be classified as a Class 2 event in
accordance with the RMS “Guide to Traffic and Transport Management
for Special Events”.
2. The Committee endorse the Traffic Management Plan as submitted by
The Hills Shire Council’s Events Team.
3. The signed Traffic Management Plan be forwarded to RMS and the Police
for their concurrence to hold the event.

That the following signage and linemarking be approved in Sanctuary Drive,
Rouse Hill:
1. A ‘Left Lane Ends’ (W4-9) and a ‘100m’ (W8-5) sign be installed on the
northern side of Sanctuary Drive, approximately 30 metres east from
the kerb alignment of Windsor Road.
2. The existing ‘Form 1 Lane’ sign on the northern side of Sanctuary
Drive, west of Bellcast Road be replaced with a ‘Left Lane Ends’ (W4-9)
and a ‘Merge Right’ (W-8-15) sign
3. A ‘Merge Right’ (G9-73) sign be installed on the northern side of
Sanctuary Drive approximately 15 metres east from the kerb alignment
of Bellcast Road.
4. L1 and C1 linemarking be painted as shown on the attached drawing.

The operation of the Local Traffic Committee ensures that local traffic conditions are
safely managed for the benefit of the local community.
RECOMMENDATION
Council adopt the recommendations of the Local Traffic Committee for September 2015
as detailed in the report.

SOURCE OF ENQUIRY Concerns have been raised by a resident of Ferguson Avenue, Castle Hill regarding the
limited sight distance for motorists in Ferguson Avenue on the bend outside No. 17. The
resident has requested that consideration be given to the provision of double centreline
marking in this section of Ferguson Avenue.
REPORT Ferguson Avenue is approximately 9 metres wide with full time ‘No Stopping’ restrictions
installed on the eastern and southern sides of the street between the entry to Eric Mobbs
Reserve and Byanbi Place. Currently no linemarking exists in the street.
It is claimed by the resident that sight distance for pedestrians is limited when crossing
the road at the bend. The resident also claims that motorists are travelling at excessive
speed and driving onto the wrong side of the road at this location.
A site inspection revealed that the sight distance for motorists is limited due to the sharp
bend and that vegetation at No.17 Ferguson Avenue is compounding the problem (see
photos below).

To reduce the speed and prevent a potential pedestrian accident at this section of
Ferguson Avenue, it is suggested that a double centreline marking be provided on the
bend outside No. 17 Ferguson Avenue, Castle Hill (Attachment 1). As the proposed double
centreline marking will be offset to the No Stopping side of the street, a 3.5 metres and
5.5 metres travel lane will be maintained on the southern and northern side of the street
respectively at the bend. No on-street parking spaces will be lost.
A vehicle turning path check has been carried out (Attachment 2), which indicated that the
turning path for waste trucks are satisfied with proposed linemarking.
IMPACTS Financial Funding will be provided from Council’s existing signposting and linemarking budget.

network through the installation, renewal and modification of traffic facilities.

REPORT The Hills Shire Council Civic Events Team will be holding an “1812 Overture” event at Bella
Vista Farm Park, Elizabeth Macarthur Drive, Bella Vista on Saturday 14 November, 2015
from 3.00pm- 8.30pm.
This event is a family day with bands, singing groups, food stalls, a commemoration
service for Remembrance Day and will be accompanied by a pyrotechnics display from
7.30-8.15pm.
It is expected that 4000 people will attend this event and will not involve any road
closures.
Bella Vista Farm can accommodate parking for approximately 3000 vehicles and will be
the main parking area for this event, with traffic controllers assisting with vehicle parking.
A copy of the Traffic Management Plan and Traffic Control Plan is attached to the report.
Vehicles will enter and exit Bella Vista Farm Park via the driveway off Elizabeth Macarthur
Drive and will also be able to exit via Westward Way.
Pedestrian movements out of Bella Vista Farm Park around and across Norwest
Boulevarde will be managed by Security staff and the use of barriers to direct pedestrians
to the underpass under Norwest Boulevarde.
IMPACTS Financial This matter has no direct financial impact upon Council's adopted budget or forward
estimates.

SOURCE OF ENQUIRY A request has been received from MMS Construction Consultants to temporarily change a
section of existing fulltime No Stopping restrictions to a 31 metre section of “Works Zone”
restrictions at No 97 Caddies Boulevarde, Rouse Hill to assist in the construction of two
residential apartment buildings approved under DA 383/2014/JP/A.
REPORT Caddies Boulevarde, Rouse Hill is a 12.5 metre wide major collector road which provides a
connection between Commercial Road and Sanctuary Drive. It is located behind Rouse Hill
Town Centre and is a four lane road with two travelling lanes in each direction. The section
of Caddies Boulevarde at No 97 is on the eastern side of the road 30 metres east of the
intersection of the traffic signals at Rouse Hill Drive.
There are existing fulltime No Stopping restrictions along the full length of the eastern side
of Caddies Boulevarde between Rouse Hill Drive and White Hart Drive.
The construction of two seven storey residential apartment buildings at Lot 7 DP 280013,
97 Caddies Boulevarde, Rouse Hill was approved by Council in 2014.
MMS Construction Consultants have requested that a 31 metre section of Caddies
Boulevarde fronting the proposed development is temporarily signposted as a “Works
Zone Monday – Saturday 7am-5pm” to allow access for construction vehicles associated
with this development.
A Traffic Control Plan has been prepared and is attached to this report which indicates the
location of the proposed temporary “Works Zone”.
The consultants have further advised they would require this “Works Zone” for a period of
21 weeks and are aware that there are fees payables under Council’s Fees and Charges
for the provision of a “Works Zone”.

SOURCE OF ENQUIRY A customer service request has been received from a resident raising concerns about the
traffic conditions in Sanctuary Drive, Rouse Hill near Bellcast Road. The resident requested
additional linemarking be provided to reduce the potential accidents at this location
resulting from two lanes of traffic merging into one.
REPORT Sanctuary Drive has two eastbound travel lanes at the intersection of Windsor Road with
the two lanes merging into one travel lane approximately 100 metres from Windsor Road.
The resident claims that motorists are confused about the priority of the lane as there is
no pavement arrow on the road indicating which lane should give way.
Although the resident claims that there have been numerous near misses and minor
accidents caused by the lane merge, there have been no recorded accidents between
2009 and 2014.
An inspection has been carried out and it was found that currently a ‘Zip-merge’ rule
arrangement applies at this location. According to AS1742.2, no pavement arrows are
required for ‘Zip-merges’. Pavement arrows are only required in a ‘Lane Change’
arrangement where the 85th percentile speed is greater than 80km/h.
The inspection also revealed that although the existing ‘Form 1 Lane’ warning sign
complies with the standard, the priority of this section of Sanctuary Road is not very clear
due to the short distance of the warning sign. The intersection of Bellcast Road and
Sanctuary Drive complicates the condition further as no linemarking can be provided at
the intersection.
To improve safety and reduce potential accidents on this section of Sanctuary Road, it is
suggested that the existing ‘Zip-merge’ ‘Form 1 Lane’ sign posting being replaced by three
‘Lane Change’ warning signs between Windsor Road and east of Bellcast Road.

intersection of Annangrove Road and Withers Road, Rouse Hill and they have requested
that a review be undertaken to improve safety.
REPORT Annangrove Road and Withers Road are both classified as a Sub-Arterial Roads with a
prevailing speed limit of 60km/h whilst The Water Lane is classified as a private road. The
intersection is currently controlled by ‘Give Way’ signs which do not require vehicles to
come to a full stop before proceeding through the intersection.
According to AS 1742.2:2009, the sight distance required for motorists turning left or right
from Withers Road/The Water Lane into Annangrove Road is sufficient if they are stopped
at the intersection. However under the current ‘Give Way’ control, vehicles approaching
the intersection without the intention of coming to a full halt may not have sufficient sight
distance to react to approaching vehicles due to the road geometry (see photos below).

A review of the RMS accident data from the last five years (2009-2014) indicated that
three accidents (including two injured accident) were recorded at this intersection.
Major changes to the geometry of the road is difficult to justify as this intersection is to be
upgraded to a four lane, four way signalised intersection as part of the Box Hill release
area development.
To improve the safety of the intersection, it is suggested that the existing ‘Give way’ sign
control at the intersection be replaced with ‘Stop’ sign control.
IMPACTS Financial Funding will be provided from Council’s existing signposting and linemarking budget.
The Hills Future - Community Strategic Plan The recommendation of this report demonstrates Council’s commitment of achieving a
safer and more accessible road network through the installation, renewal and modification
of traffic facilities.
RECOMMENDATION The existing ‘Give Way’ sign and linemarking on Withers Road/The Water Lane at the
intersection of Annangrove Road be replaced with a ‘Stop’ sign with associated
linemarking.
