    PART-I

    1. PREAMBLE:

    The Uttar Pradesh Technical University, Lucknow had been established in 2000 for theadvancement and development of technical education in U.P. All the Colleges/Institutes

    imparting technical education in U.P. had been affiliated to the said University. The

    Colleges/Institutes which had been affiliated to the said University were about 600. It had beenfelt that such a large number of Colleges/Institutes could not be controlled and regulated

    effectively by a single University. With a view to ensuring proper and effective control over the

    said technical Colleges/Institutes running in U.P., another Technical University at Noida in

    Gautam Buddha Nagar by the name of Mahamaya Technical University (MTU) was establishedin 2010 and the name of Uttar Pradesh Technical University (UPTU) was changed to Gautam

    Buddha Technical University (GBTU), Lucknow and the Colleges/Institutes imparting technical

    education in Meerut, Saharanpur, Agra, Aligarh and Moradabad Divisions of U.P. have beenaffiliated to MTU.

    The basic objective of the Masters programme in Computer Applications (MCA) is to prepare

    practice oriented IT and computer professionals for our nation and equip them with necessary

    knowledge, skills and foundations to meet the growing demand and challenges of the IT and

    computer industry in the country.

    The curriculum includes academic programmes involving ingredients of classroom teaching,laboratory practice, training, seminar and project. These ingredients are specified in terms ofcourses with a given code specifying the subject(s) to be taught in this programme. Every course

    has a credit commensurate with the workload it involves. The students are continuously

    evaluated during the conduct of a course and are awarded MARKS/CREDITS on the basis of

    their performance. The academic year is divided into two semesters and in each semester thestudents have to register for a number of courses.

    A limited number of students are also offered scholarships, stipends, feewaivers, etc.

    A student earning credits as specified for the programme and satisfying all the requirements

    becomes eligible for the award of the MCA Degree after completion of the programme.

    The Ordinances as embodied here are for specifying the provisions required for the purpose ofsmooth functioning of the programme. The Ordinances and Regulations have been framed to lay

    down the procedures for implementation and clarify other details of the provisions enshrined in

    the Ordinances.

    PART-II

    ORDINANCES FOR THE MASTER OF COMPUTER APPLICATIONS

    (MCA) PROGRAMME

    1. SHORT TITLE AND COMMENCEMENT

    1.1 These Ordinances shall be called the Ordinances for the Master of ComputerApplications which is abbreviated as MCA.1.2 These Ordinances shall come into force with effect from such date as the Academic

    Council/Executive Council may decide on this behalf.

    2. ORDINANCES

    2.1 The procedure for starting the programme, temporarily suspending the programme orphasing out the programme shall be such as may be laid down in the Regulations.

    2.2 The qualifications for admission to Master of Computer Applications (MCA) programmeshall be such as prescribed by the AICTE/Government of U.P.

    2.3 A student of Master of Computer Applications shall be required to complete all therequirements for the award of the Degree, i.e. MCA as specified in the Regulations.

    2.4 The date of initial registration for the programme shall normally be the date on which thestudent formally registers for the first time. This date shall be construed as the date of

    joining the programme for all intents and purposes

    2.5 A student of MCA programme may be granted such scholarship / stipend, etc. andawarded such fee waiver, prizes and medals in accordance with the directions of theGovernment of U.P/AICTE and/or the decision of the Executive Council/Academic

    council of the University from time to time.

    2.6 The procedure for the admission of a candidate to the MCA programme shall be such asdirected by the AICTE/ Government of U.P.

    2.7 The procedure for the withdrawal from the programme, rejoining the programme, theaward of MARKS/CREDITS, the examination and all such matters as may be connected

    with the running of the programme shall be such as specified in the Ordinances, PART -

    III.

    2.8 A student admitted to the programme shall abide by the Standing Orders for Studentsissued by the University from time to time. These Orders shall deal with the discipline of

    the students in the Colleges/Institutes affiliated to the University. The Standing Orders

    may also deal with such other matters as are considered necessary for the conduct of thestudents and co-curricular and extra-curricular activities. These Standing Orders shall beapproved by the Vice-Chancellor on the recommendation of the Dean of Students

    Welfare/Registrar/Controller of Examinations/Academic Council.

    2.9 Notwithstanding anything contained in the above Ordinances, no Ordinance shall bemade in contravention of the direction of the AICTE in regard to the duration of the

    MCA programme. The Ordinances for the programme shall be approved by theExecutive Council/Academic Council.

    2.10 In special circumstances, the Vice-Chancellor may, on behalf of the ExecutiveCouncil/Academic Council, approve amendment, modification of the Ordinance (s),

    which in his/her opinion is necessary or expedient for the smooth running of aprogramme.

    PART-III

    ORDINANCES FOR THE MASTER OF COMPUTER APPLICATIONS

    (MCA) PROGRAMME

    1. MASTER OF COMPUTER APPLICATIONS (MCA) PROGRAMME

    1.1 The University may offer such programme leading to Masters Degree in ComputerApplications as may be approved by the Academic Council / Executive Council.

    1.2 The structures and programme may be amended / modified in accordance with the

    decisions of the Academic Council / Executive Council.

    1.3 The duration of MCA programme shall be three academic years extended over sixSemesters.

    2. ACADEMIC CALENDAR

    The academic calendar of events in respect of the MCA programme shall be fixed by the

    University before the start of the Academic Year. This calendar should be strictly followed by

    the Colleges/Institutes affiliated to the University in implementing and running the programme.

    3. SEMESTER SYSTEM

    3.1 Each academic year shall be divided into two semesters Autumn (Odd) Semester andSpring (Even) Semester. The Autumn (Odd) Semester shall be during July/ August to

    December/January and Spring (Even) Semester during December/January to May/June

    every year.

    3.2 The general structure of the programme and the distribution of credits for each semester

    shall be as prescribed and given in its Study and Evaluation Schemes. A number ofcourses shall be offered in each semester. Each course shall have a certain number of

    credits assigned to it depending upon the academic load of the course assessed on thebasis of weekly contact hours of lecture, tutorial, assignments, laboratory classes andself- study.

    3.3 The End Semester Examination in all the theory subjects and practicals shall beconducted as per the schedule given in the University academic calendar.

    4. ELIGIBILITY FOR ADMISSION

    4.1 Based on the AICTE norms and eligibility as approved by the Government of U.P. and/or

    the Government of India and as per classification of seats approved by the U.P.

    Government Orders issued from time to time in this regard shall prevail.

    4.2 Admission to the MCA programme shall be made through the State EntranceExamination (SEE).

    4.3 Reservation norms for different category candidates, as specified by the Government ofU.P. and accepted by SEE-Central Advisory Board, shall be followed for admission to

    first year in MCA programme.

    DIRECT ADMISSION

    The eligibility criteria for direct admission to all types of vacant seats in Colleges/Institutes

    affiliated to the University shall be such as directed by the AICTE/ Government of U.P. and maybe notified from time to time after completion of Counseling of State Entrance Examination.

    5. ADMISSION RULES AND ENROLMENT

    5.1 Admission to MCA first year, first semester shall be made as per rules prescribed by theAICTE/Government of U.P. /The University.

    5.2 Every student admitted to the MCA programme shall apply on a prescribed form throughhis/her respective Principal/Director of the College/Institute to the Registrar of the

    University for enrolment together with all necessary documents such as MigrationCertificate (in original)/Transfer Certificate (in original), as the case may be, and attested

    copies of the required academic certificates. The Registrar shall provide him/her an

    enrolment number after completing all necessary formalities. The Enrolment Numbershall be the permanent reference number in all records of the College/Institute/University

    pertaining to the concerned student. After enrolment in the Colleges/Institutes affiliated

    to the University, InterCollege transfer shall not be permitted. However, under special

    circumstances transfer can be considered on the recommendation of the constitutedcommittee by the University for this purpose and approved by the Academic Council.

    5.3 Admission on migration of a candidate from any other University to the Colleges/Institutes affiliated to this University shall be based on the recommendation of the

    Equivalence Committee of the University and approved by the Academic Council on caseto case basis.

    5.4 No admission shall be made after the last date announced by the University.6. DURATION OF PROGRAMME COMPLETION

    6.1 A student, who has failed twice in first year due to any reason (either due to his/her

    non- appearance or he/she has not been permitted in semester examinations), shall

    not be allowed to continue study further for his/her MCA programme.

    6.2 A student admitted to first year shall be required to complete the programme within amaximum period of five academic years for MCA Degree from the date of first

    registration, failing which he/she shall have to register once again as a fresh candidate.

    7. ATTENDANCE REQUIREMENT

    7.1 Each semester is considered as a unit and a student is expected to attend 100% classesincluding practicals and other academic activities. However, a minimum average

    attendance of 75% is required for appearing in the End Semester Examination with a

    provision of 15% waiver of the attendance by the Principal/Director of the

    College/Institute where the student is studying for compelling reasons beyond the controlof the student such as medical ground, training days for taking part in

    University/State/National level sports, cultural activities, seminars, workshops, paper

    presentation, placement activity etc. In case a student is selected in a State/National level

    sports, a further condonation of 5% shall also be allowed. However, such a student has tocomplete 60% attendance by attending extra classes. A student having shortage of

    attendance shall not be allowed to appear in the End Semester Examination.

    7.2 The basis of the calculation of the attendance shall be from the date of commencement of

    the classes prescribed by the University by its academic calendar. For the first semesternewly admitted students, the same shall be reckoned from the date of his/her registration

    to the programme.

    7.3 Attendance shall be counted up to seven days prior to the date of commencement of the

    University theory examination.

    7.4 The Principal/ Director of affiliated Colleges/Institutes shall submit a list of all such

    students who are being detained for shortage of attendance or any other reasons with duejustifications at least four days before the start of End Semester Examination to the

    Controller of Examination of the University.

    7.5Temporary Discontinuation of the Programme

    A student, who wishes to temporarily discontinue the programme and continue the samesubsequently, has to obtain prior permission from the University by applying through the

    Principal/Director. Such students shall have to take admission to the same semester again from

    where he/she discontinued his/her study. However, the student shall be required to complete the

    programme as per Ordinances 6.2.

    8. FEES

    The fees payable by a student in the College/Institute affiliated to the University shall be such asmay be fixed by the Government of U.P./University from time to time. The fees payable at the

    time of admission/initial registration, registration during subsequent semesters and examination

    shall be decided by the University and notified from time to time.

    9. REFUND OF FEES

    9.1 Fees once paid to the College/Institute shall not be refunded except the caution money,

    which shall be paid back to the student within three months from the date of declaration

    of final year result or cancellation of registration on any ground, subject to adjustment of

    any dues payable by him/her. However, the fees and other charges deposited by acandidate seeking admission to an academic programme shall be refunded if he/she does

    not join the programme and leaves the College/Institute provided he/she applies for

    refund on or before the date of registration. Government of U.P./AICTE rules shall befollowed after the registration of the student in a programme for refund of fees.

    9.2 A student who fails to pass or who is unable to present himself/herself for any

    examination on any account shall not be entitled to a refund or adjustment of the

    examination fee to the next ensuing examination. The examination fee paid by a studentshall be refundable only when his/her Examination Form is rejected by the University.

    10. Courses of Special Nature: The MCA programme may contain the following courses of

    special nature in curricula:

    10.1 Project: The 3- year curriculum has been divided into six semesters. Semesters first to

    fifth shall include lectures, tutorials, practicals, seminars etc. as defined in the Schemes of

    Evaluation issued by the University from time to time. Semester sixth shall exclusively

    be devoted to practical training in the industries/organizations in which students shall be

    required to work on the projects assigned by industries/organizations in consultation withthe concerned College/Institute.

    10.2 Training: Every student of MCA programme shall have to undergo Industrial/ Field/Professional Training as per the curriculum.

    10.3 A curriculum may contain a component of a course on Educational Tour for visit toIndustrial Units/R&D Organization as and when organized by the College/Institute

    affiliated to the University.

    10.4 Seminar/Group Discussion/Comprehensive Viva-Voce: The curriculum shall contain a

    component of a course on Seminar/Group Discussion, and Comprehensive Viva-Voce.

    11. COURSE CREDITS

    11.1 Each course shall have an integer number of credits, which shall reflect its weightage.

    The number of credits of a course in a semester shall ordinarily be calculated as under:

    (a) Lectures/Tutorials:One lecture hour per week shall normally be assigned one

    credit. One hour of tutorial per week shall be assigned one credit.

    (b) Practicals:A three hour of laboratory course per week shall normally be assigned

    two credits. The courses having three hours of contact every alternate week or two

    hours per week shall have one credit only; similarly a six hours of laboratory courseper week shall normally be assigned four credits. This is for calculating creditsonly.

    (c) Special courses like practical training, seminar, project, comprehensive viva-voce,

    etc. shall have credits as mentioned in the Scheme of Evaluation of MCA

    programme.

    11.2 The total number of minimum working days including the days of examinations for the

    programme during a semester shall be 90.

    12. EXAMINATION

    12.1 The performance of a student in a semester shall be evaluated through continuousevaluation called internal assessment and End Semester Examination. The internal

    assessment marks are based on class tests, assignments/tutorials, quizzes/viva-voce and

    attendance. End Semester Examination shall be comprised of written papers, practicals,viva-voce and course work undergone by the student in classes and laboratories, project

    work or by means of any combination of these methods.

    12.2 Practicals and Summer Training Project report in the MCA programme shall be

    evaluated by one external and one internal examiner. The examiners shall followthe Scheme of Evaluation prescribed by the University. The internal examiner shall

    be from the College/Institute, where the examination is being conducted, while the

    external examiner shall be from any of the affiliated Colleges/Institutes of theUniversity/outside the University. In case the external examiner is unable toconduct the examination as per the scheduled date, the Principal/ Director of the

    College/Institute shall make the alternative arrangement out of the approved list of

    external examiners by the University and in consultation with the University.

    12.3 (i) The marks obtained in a semester of a particular subject shall consist of marksallotted in theory, practical and internal assessment marks.

    (ii) The result of examination for the Odd and Even semesters of a particular academicyear shall be combined to declare the result of a student.

    12.4 The Internal Assessment (IA) marks in theory as well as practicals shall be based on themethodology defined in Ordinance 12.5 with a minimum of two tests generally

    conducted at the end of 8 and 12 weeks of each semester. An additional test may be

    conducted for the desirous students before the end of the semester to give opportunity to

    such students to improve their internal assessment marks. University test answer bookletshall be used for all internal tests. These booklets shall be kept in the custody of the

    Principal/ Director of the College/Institute and shall be made available to University

    authorities for verification as per the directions of the Controller of Examination as andwhen required.

    12.5 Internal Assessment (IA) marks in MCA programme for theory subjects, practicals and

    project shall have following weightage:

    12.5.1 Theory Subjects: Weightage(i) Test (two better performances in tests of equal weightage) : 60%

    (ii) Teacher Assessment (Tutorial/Assignment/Quizzes) : 20%(iii) *Attendance in class : 20%

    12.5.2 Practicals/Project/Training Report:

    (i) Two mid-term (Viva-voce/Practical tests of equal weightage): 60%(ii) Teacher Assessment (Lab, Record) : 20%(iii) *Attendance in Lab classes : 20%

    *The marks for attendance shall be awarded by the concerned faculty member in

    the Colleges/Institutes in the following manner:

    12.6 The minimum passing marks in each theory subject and internal assessment in

    MCA programme shall be 30% and 50% respectively. If there is no provision ofinternal assessment marks in any subject, the minimum pass marks in that subject

    shall be 30% in the End Semester Examination. In case the minimum passing marks

    are in a fraction, the integer part shall be considered as the passing marks.

    12.7 The minimum passing marks in a project/practical subject (including internal

    assessment marks, if any) / project report shall be 50% of the maximum prescribed

    marks in the MCA programme.

    12.8 To qualify (pass) in Seminar, Industrial Training, Educational Tour, Viva-Voce etc.,

    a student shall have to secure a minimum of 50% of the maximum prescribed

    marks.

    12.9 A student, in order to pass, must secure 50% marks in aggregate in a particular

    academic year inclusive of both semesters of that academic year.

    12.10 The answer books of End Semester Examinations shall be evaluated in theUniversity or Evaluation Centres set up in affiliated Colleges/Institutes. For each

    subject, a panel of Head Examiner, Deputy Head Examiner and Evaluators shall beappointed. These panels of examiners shall be appointed by the Controller of

    Examination/Vice-Chancellor for the concerned discipline from amongst the faculty

    members of the affiliated Colleges/Institutes of the University preferably teachingthat course in that semester.

    12.11 (a) If a student satisfies the requirements of Ordinances 12.6, 12.7 and 12.8 in any

    subject(s) of the semester(s), he/she shall earn Full Credit for that subject(s).

    (b) If a student fails to satisfy the requirements of Ordinances 12.6, 12.7 and 12.8 in

    any subject(s) of the semester(s), he/she shall earn Zero Credit in those subjectsand may re-appear in the subsequent examinations either as an Ex-student or as a

    regular student in accordance with the Ordinances 16 and 17. However, the internal

    assessment marks awarded to the student in the previous attempt of the concernedtheory subjects/practicals/project/training report shall be carried forward in the case

    of an Ex-student

    12.12 If a student scores marks in a fraction, then it shall be rounded to the next higher

    integer.

    13. GRACE MARKS

    A student may be awarded Grace Marks up to a maximum of total 05 marks in maximum of

    three subjects but not more than 03 marks in any theory subject/practical/project and /or

    aggregate marks in grand total in each academic year.

    14. ELIGIBILITY FOR PROMOTION

    14.1 A student satisfying all the requirements under Ordinance 12 in all subjects (a subject

    means a theory or a practical or a sessional treated separately) and earning minimum

    credits shall be promoted to the next year of study with PASS status. However, a student

    promoted to the next year of study with grace marks shall be awarded PWG (Pass withGrace)status.

    14.2 (a) A student shall be eligible for provisional promotion to the next academic year of

    study with PCP status if he/she has earned total 60% or more credits on the basisof combined result of both the semesters of a particular academic year (e.g. 32

    credits in MCA First Year).

    (b) If a student satisfies the requirements of the Ordinances 12.6, 12.7 and 12.8, but

    fails to satisfy the requirement of Ordinance 12.9, he/she shall be eligible forprovisional promotion with PCP-A status and shall be allowed to appear in the

    Carry Over Examinations in order to satisfy the said Ordinance.

    (c) A student who fails to attain PASS/PWG status as per Ordinance 14.1 or fails toattain PCP/PCP-A status as per Ordinance 14.2 (a), (b) shall be declared FAIL in

    the particular academic year. However, he/she may appear in the Carry OverExaminations (Ordinance 15 given below) to satisfy Ordinances 14.1 and 14.2 (a),

    (b).

    15. CARRY OVER SYSTEM

    15.1 The Carry Over Examinations shall be held in same academic session for theory and

    practical subjects of both the semesters in which a student has failed. A student shall also

    be allowed to appear in the Carry Over Examinations if he/she could not appear in theEnd Semester Examinations for compelling reasons beyond his/her control such as

    medical ground, death in the family, National/International level sports etc. provided

    he/she satisfies the requirements of Ordinance 7.1.

    15.2 In case a student scores Zero credit in a subject (a subject means a theory or a practical or

    a sessional treated separately), he/she shall be allowed to clear either in theory or

    practical or both in which he/she has failed in order to pass ESE (End Semester

    Examination) or IA (Internal Assessment) as the case may be to get full credit in thatsubject in the Carry Over Examinations.

    15.3 (a) A student with PCP-A status may choose sufficient number of THEORY AND/OR

    PRACTICAL AND/OR INTERNAL ASSESSMENT OF THOSE THEORY

    AND/OR PRACTICAL SUBJECTS in which he/she was declared pass in the CarryOver Examinations of that particular academic year in order to satisfy the

    Ordinance 12.9.

    (b) A student, who is not able to score qualifying marks in the subjects mentioned in

    Ordinance 12.8, shall be allowed to appear in the Carry Over Examinations.

    16. EX-STUDENTSHIP

    16.1 A candidate can opt for Ex-studentship provided he/she has cleared all the Internals and

    Practicals as per requirement of the Subject(s) and thus shall be required to appear in the

    End Semester Examinations of both the semesters of the same academic year. However,

    the marks pertaining to Sessional, Industrial Training, etc. shall remain the same as

    secured earlier.16.2 A candidate opting for Ex-studentship shall be required to apply to the College/ Institute

    by paying only examination fee within 15 days from the start of new session.

    17. RE-ADMISSION IN THE COLLEGE/ INSTITUTE

    A student may be allowed for re-admission provided if he/she satisfies one of the following

    conditions:

    17.1 Declared fail.

    17.2 Did not appear in a semester examination / or was not granted permission to appear in the

    examination.

    17.3 Has been detained by the College/Institute and subsequently has been permitted to take

    re-admission.

    17.4 Promoted with Carry Over Papers but willing to opt for re-admission.

    22. RULES FOR SCRUTINY AND RE-EVALUATION (CHALLENGE EVALUATION)

    OF ANSWER BOOK(S)

    The rules and the procedures for scrutiny and challenge evaluation as defined inUndergraduate Ordinances 23 and 24 shall remain the same for MCA programme also.

    23. CANCELLATION OF ADMISSION

    The admission of a student at any stage of study shall be cancelled if:

    (i) He/She is not found qualified as per AICTE/State Government norms and guidelines orthe eligibility criteria prescribed by the University.

    OR(ii) He/She is found unable to complete the programme within the stipulated time as

    prescribed in Ordinance 6.2.

    ORHe/She is found involved in creating indiscipline in the College/Institute or the

    University.

    24. MIGRATION/TRANSFER CERTIFICATE

    A student shall be given migration certificate only after the completion of the programme andafter paying the requisite fee. However, transfer certificate may be issued to a student during the

    programme, if required.

    25. SCHOLARSHIPS, PRIZES AND CERTIFICATES

    25.1 The University shall award the Merit-Cum-Means (MCM) scholarships, fee-waivers and

    such other scholarships and MHRD assistantships, awards and prizes as approved by the

    Executive Council/ Academic Council. Announcements on these scholarships/assistantships stating eligibility and the number and value of scholarships/assistantships

    etc. shall be made while inviting applications from time to time from the students of the

    affiliated Colleges/Institutes.

    25.2 A student may draw scholarships or stipends from outside sources with the necessarypermission from the Principal/Director of the affiliated Colleges/Institutes/the University.

    26. STARTING A NEW PROGRAMME

    A new programme may be started suo motu by the Executive Council provided that the same isapproved by the U.P. Government/AICTE. Such a proposal shall be referred to the concerned

    BOS for framing the detailed syllabi.

    27. MINIMUM STUDENTS REQUIREMENTS FOR AN ELECTIVE COURSEAn elective course in an affiliated College/Institute shall run only if a minimum of twelve

    students register for it in a regular semester (however, under special circumstance, a course may

    run with fewer students with the prior permission of the Vice-Chancellor/Academic Council onthe recommendation of the Principal/Director).

    28. INTERPRETATION OF ORDINANCES

    In case of any dispute, difference of opinion in interpretation of these Ordinances or any othermatter not covered in theses Ordinances, the decision of the Vice-Chancellor/Academic Council/

    Executive Council shall be final and binding.

    29. EMERGENT CASES

    Notwithstanding anything contained in the above Ordinances, the Vice Chancellor, in emergentsituations may take such action on behalf of the Academic Council/Executive Council, as he/shedeems appropriate and reports it to the next meeting of the Academic Council/Executive Council

    of the University.
