BE IT ENACTED BY THE QUORUM COURT OF THE COUNTY OF PULASKI, 13 STATE OF ARKANSAS, A RESOLUTION TO BE ENTITLED: 14
15 A RESOLUTION OF THE QUORUM COURT OF PULASKI COUNTY STATING ITS 16 COMMITMENT TO THE PURSUIT OF CLEAN ENERGY AND SUSTAINABILITY 17 PROJECTS IN ORDER TO REDUCE OUR CARBON FOOTPRINT AND COMBAT 18 CLIMATE CHANGE. 19 20 Whereas, Pulaski County Government fully acknowledges the negative effects carbon 21
emissions has on our local environment and world climate; and 22 23 Whereas, measures to reduce carbon emissions in our community increases the standard of 24
living for our residents and also creates economic opportunity by attracting 25 industries devoted to clean technology as well as prospective residents looking to 26 relocate; and 27
28 Whereas, Pulaski County partnered with Rock Region Metro and surrounding cities in the 29
Ditch The Keys Week event in order to reduce ground level ozone emissions that 30 can trigger a variety of health problems, particularly for children, the elderly, and 31 people of all ages who have lung diseases such as asthma; and 32
33 Whereas, Pulaski County has taken several steps internally to reduce waste and promote 34
sustainability projects through the implementation of county wide recycling, 35 engaging in an energy efficiency study to create a more sustainable infrastructure 36 and launching a property-assessed clean energy program with our partner cities of 37 North Little Rock, Sherwood, Jacksonville and Maumelle; and 38
39 Whereas, despite efforts at the national level to ignore the science of climate change and 40
retreat from our international commitment to reduce emissions, Pulaski County will 41 not be deterred and shall continue to promote and advance our clean energy 42 initiatives; and 43
44 Whereas, it is the duty of Pulaski County Government to support the international community 45
in its mission to combat climate change, reduce waste and cut our emissions. 46

12 BE IT ENACTED BY THE QUORUM COURT OF THE COUNTY OF PULASKI, 13 STATE OF ARKANSAS, A RESOLUTION TO BE ENTITLED: 14
15 A RESOLUTION OF THE QUORUM COURT OF PULASKI COUNTY STATING ITS 16 COMMITMENT FOR THE CREATION OF A REGIONAL CRISIS STABILIZATION 17 UNIT. 18 19 20 Whereas, the Pulaski County Quorum Court recognizes the need and benefits of establishing 21 a regional crisis stabilization unit to reduce the number of individuals with mental 22 illness from entering the county jail; and 23 24 Whereas, the Pulaski County Quorum Court through its passage of 17-R-31 (a resolution of 25 supporting the Pulaski County judge to appropriate funds for a crisis stabilization 26 unit) is committed to establishing and funding a regional crisis stabilization unit; 27 and 28 29 Whereas, a regional crisis stabilization unit will reduce the number of individuals suffering 30
from mental illnesses from entering jail where they are more likely to stay longer 31 in jail, accrue additional charges and are at a higher risk of recidivism. 32
