Remote Communications Air/Ground (RCAG) Site• A new Remote Communications
Air/Ground (RCAG) site was established to resolve poor communications within the SCT NORR sector• 127.0 MHz at REI was moved to
a new leased site at PaivikaRidge
• As of March 22, the site is operating in the 30 Initial Operating Capacity (IOC) period

LAX Runway 07L/25R Construction Project(1 of 2)
• LAX Runway 07L/25R will close for approximately 45 days beginning in mid-April• When returned to service on/about May 25, available length
will be limited by the RSA project on the west end of the runway
• Available use during the RSA project:• Runway 25R Departures: Available for departures that can accept the reduced
length• Runway 25R Arrivals: Available for arrivals without the benefit of ground based
NAVAIDS• Likely used as a contingency for side-step and/or visual approach
• Runway 07L will be available for departures that can accept the reduced length• No arrivals will be allowed

LAX Runway 07L/25R Construction Impact(1 of 3)
• April 27, 2017 SIAP charts related to Runway 07L/25R will slip to May 25, 2017 chart date
• The LEENA STAR has been an interim solution to route Cargo and General Aviation/Corporate turbo jet aircraft destined to the south ramp for parking from north of LAX and will be used during construction
• The Metroplex LAX DIRBY STAR was designed specifically to manage arrivals from north of LAX and will permanently replace the use of the LEENA STAR on June 22, 2017

• Traffic Management Initiatives (TMI) can include Ground Delay Program (GDP), Ground Stops, Call for Release, Metering and miles-in-trail (MIT)
• MIT from ZLC/ZAB/ZDV as needed• Used to fine tune delivery and support TBFM
• MIT from ZOA as needed• Used to fine tune delivery and support TBFM

• Airspace Flow Programs (AFP) 1500z – 0600z for PSP/UDD/TRM arrivals from the East• The AFP will balance increased traffic for Stagecoach weekend and new SCT sectors• All three airports treated as one*Note-Reroute option through BTY corridor will avoid AFP delays

SNA Runway 20R - PIGGN SID(1 of 2)
• SNA departs Runway 20R over 95 % • Communities immediately south of
SNA and in/near Dana Point have expressed dissatisfaction over legacy and forecast noise issues
• The March 2, 2017 SNA PIGGN SID was designed to address community concerns and make the procedure easier to fly

SNA Runway 20R - PIGGN SID(2 of 2)
• Following a commitment to evaluate the south flow SIDs at SNA, the Metroplex Team reviewed track data after the March 2, 2017 implementation
• It appears that departures are remaining within route centerline tolerance but are consistently east of course
• The Team is working with Industry, MITRE and ATAC to determine the cause of this anomaly
• One possibility is the procedure was coded with a DME from a NAVAID that may provide a MagVar inconsistent with the intended design
• Solutions are pending further evaluation
• The Metroplex Team is also evaluating a design to provide a curved path through the Newport Bay area to address community noise concerns
• The curved SID would be one of the first of it’s kind in the NAS

LGB TOPMM SID Issue - April 27 Chart Date
• A final agreement was completed to amend LGB TOPMM SID due to potential conflictions with local VFR pattern traffic and noise abatement procedure
• Departing IFR traffic must climb to 1500 AGL to provide positive separation from VFR traffic in the local pattern• The April 27 procedures will be implemented as a test
for the first day with LGB ATCT to observe location of departure turns
• On April 28 the ATCT will assign a heading and altitude for the initial departure phase of flight
• A decision will be made as to how subsequent daily operations will be managed
• The October 12, 2017 chart date will be updated with a revised altitude and heading

SNA Runway 02L SID
• The SNA Runway 02L HOBOW SID will be implemented on April 27 with a TF-TF procedure design• North flow is used less than 5 % of the time
• Industry has accepted the design; however there are numerous segments where a departure rolls wings-level and then banks for the next turn in a short distance• The Design Team is exploring two curved
SID options in collaboration with Industry partners to improve SID design and as a location for data gathering to validate the curved SID premise

SoCal Metroplex Design Team Meeting
• A Design Team meeting was conducted at ZLA March 21-23, 2017• SoCal Metroplex has limited procedure production slots for October 2017 • The Metroplex procedures in the table below will be modified to correct design
issues on October 12, 2017 except for the PSP SIZLR STAR• These changes were designed in collaboration with Industry partners
