ITEM 1 A D O P T I O N OF THE AGENDA (104 EX/1 Rev. )

At its first meeting, the Executive Board adopted the agenda set out in docu-ment 104 EX/1 Rev., with the exception of item 9.2, “Situation relating to humanrights in Chile, in Unesco’s fields of competence”, the decision on the inclusion

of this item in the agenda being deferred; at its thirteenth meeting, the Boardwas informed of the recommendations of the Bureau that this question should beincluded under a new item, 7.1.7, entitled “Protection of human rights in Chile”;at its twenty-second meeting, the Board decided, first, to include this item inthe agenda and also item 7.8, “Relations with the Organisation of the IslamicConference” and, second, to postpone consideration of item 5.1.4 to its 105thsession.

The Board decided to refer to the Commissions the following items of the agenda:

Considering that, by resolution 36.1, the General Conference at its nine-teenth session invited the Director-General, in consultation with the organi-zations of the United Nations system, “to make further study of a solutionentailing the adoption by Unesco from 1984 onwards, of biennial programmesand budgets beginning in an even year, and the choice of the 1984-1989 periodas the common medium-term planning cycle for the major organizations ofthe United Nations system”,

Having examined the results of the study made by the Director-General indocument 104 EX/2 and the report of the Special Committee thereon(104 EX/5),

Confirms that the medium-term planning cycles and the biennial budgetcycles should be harmonized as from 1984 to facilitate the co-ordination ofprogrammes and plans among the organizations of the United Nations systemand consequently:

Recommends that the General Conference invite the Director-General to pre-pare a Medium-Term Plan for 1984-1989, a first Programme and Budgetfor 1984-1985 within that Plan and, as an exceptional measure, a three-yearProgramme and Budget for 1981-1983 to allow for the transition from thepresent cycle to the new one starting in 1984;

Further recommends that the General Conference introduce the followingtransitional provision in Article IV of the Constitution:

“ F . Transitional provision

Notwithstanding the provisions of paragraph 9 (a) of this Article, theGeneral Conference shall hold its twenty-second session in the thirdyear following its twenty-first session.”

Further recommends that the General Conference introduce the followingtransitional provision in Article VI of the Constitution:

“A. Notwithstanding the provisions of paragraph 2 of this Article, theDirector-General nominated by the Executive Board and elected by theGeneral Conference in 1980 shall take office for a term of seven years.”

7. The Executive Board,

1 Mindful that the competence and role of Unesco in the field of human rightsderive primarily from Article I.1 of the Constitution of Unesco, which states:“The purpose of the Organization is to contribute to peace and security bypromoting collaboration among the nations through education, science andculture in order to further universal respect for justice, for the rule of lawand for the human rights and fundamental freedoms which are affirmed forthe peoples of the world, without distinction of race, sex, language or re-ligion, by the Charter of the United Nations”, and from the Charter of theUnited Nations,

2. Recalling the Universal Declaration of Human Rights, the internationalcovenants on human rights and the various conventions and recommendationsadopted by Unesco,

3. Recalling 19 C/Resolution 6.113 concerning Unesco’s responsibilities inthe field of human rights,

4 . Recalling also 19 C/Resolution 12.1: “Unesco’s contribution to peace andits tasks with respect to the promotion of human rights and the eliminationof colonialism and racialism - long-term programme of measures wherebyUnesco can contribute to the strengthening of peace”; and in particularparagraph 10 of the resolution, which invites the Executive Board and theDirector-General:

“(a) to examine with particular attention the general situation with regardto respect for human rights throughout the world in Unesco’s fields ofcompetence,

(b) to study the procedures which should be followed in the examination ofcases and questions which might be submitted to Unesco concerningthe exercise of human rights in the spheres to which its competenceextends, in order to make its action more effective,

Considering that, in matters concerning human rights within its fields ofcompetence, Unesco, basing its efforts on moral considerations and itsspecific competence, should act in a spirit of international co-operation,conciliation and mutual understanding; and recalling that Unesco shouldnot play the role of an international judicial body,

(a) seeking, continually to strengthen the action of Unesco in the promotionof human rights, both through the settlement of cases and the elimina-tion of massive, systematic or flagrant violations of human rights andfundamental freedoms, and

(b) initiating consultations, in conditions of mutual respect, confidenceand confidentiality, to help reach solutions to particular problemsconcerning human rights,

Invites the Director-General to pursue this role;

Considering that, in the exercise of its competence in the field of humanrights, Unesco is called upon to examine:

(a) cases concerning violations of human rights which are individual andspecific,

(b) questions of massive, systematic or flagrant violations of human rightswhich result either from a policy contrary to human rights applied dejure or de facto by a State or from an accumulation of individual casesforming a consistent pattern,

Considering the terms of reference of the Committee on Conventions andRecommendations in Education,

Taking into account the tasks already entrusted to the Committee concern-ing human rights matters within the Organization’s fields of competence,

Decides that the Committee will henceforth be designated “the Committeeon Conventions and Recommendations”;

Decides that the Committee will continue to carry out its functions withrespect to conventions and recommendations and will consider communi-cations received by the Organization concerning cases and questions ofviolations of human rights within Unesco’s fields of competence in accord-ance with the following conditions and procedures:

Conditions

(a) Communications shall be deemed admissible if they meet the followingconditions:

(i) the communication must not be anonymous;

(ii) the communication must originate from a person or a group ofpersons who, it can be reasonably presumed, are victims ofan alleged violation of any of the human rights referred to inparagraph (iii) below. It may also originate from any person,group of persons or non-governmental organization having re-liable knowledge of those violations;

(iii) the communication must concern violations of human rightsfalling within Unesco’s competence in the fields of education,science, culture and information and must not be motivatedexclusively by other considerations;

Procedures

the communication must be compatible with the principles ofthe Organization, the Charter of the United Nations, the Uni-versal Declaration of Human Rights, the international covenantson human rights and other international instruments in the fieldof human rights;

the communication must not be manifestly ill-founded and mustappear to contain relevant evidence;

the communication must be neither offensive nor an abuse ofthe right to submit communications. However, such a communi-cation may be considered if it meets all other criteria or ad-missibility, after the exclusion of the offensive orabusive parts;

the communication must not be based exclusively on informationdisseminated through the mass media;

the communication must be submitted within a reasonable time-limit following the facts which constitute its subject-matter orwithin a reasonable time-limit after the facts have becomeknown;

the communication must indicate whether an attempt has beenmade to exhaust available domestic remedies with regard tothe facts which constitute the subject-matter of the communi-cation and the result of such an attempt, if any;

communications relating to matters already settled by the Statesconcerned in accordance with the human rights principles setforth in the Universal Declaration of Human Rights and theinternational covenants on human rights shall not be considered;

(b) The Director-General shall:

acknowledge receipt of communications and inform the authorsthereof of the above-mentioned conditions governing admissibility;

ascertain that the author of the communication has no objectionto his communication, after having been communicated to thegovernment concerned, being brought to the notice of the Com-mittee, and to his name being divulged;

upon receipt of an affirmative answer from the author of thecommunication, transmit the communication to the governmentconcerned, informing it that the communication will be broughtto the notice of the Committee, together with any reply thegovernment may wish to make;

transmit the communication to the Committee, together withthe reply, if any, of the government concerned and additionalrelevant information from the author, taking into account theneed to proceed without undue delay;

(c) the Committee shall examine in private session the communicationstransmitted to it by the Director-General;

(d) the Committee shall decide on the admissibility of communications inaccordance with the above-mentioned conditions;

(e) representatives of the governments concerned may attend meetings ofthe Committee in order to provide additional information or to answerquestions from members of the Committee on either admissibility orthe merits of the communication;

(f) the Committee may avail itself of the relevant information at the dis-posal of the Director-General;

3.4 United Nations Joint Inspection Unit

(g) in consideration of a communication, the Committee may, in exceptionalcircumstances, request the Executive Board to authorize it under Rule 29of the Rules of Procedure to take appropriate action:

(h) the Committee may keep a communication submitted to it on its agendawhile seeking additional information it may consider necessary for thedisposition of the matter;

(i) the Director-General shall notify the author of the communication andthe government concerned of the Committee’s decision on the admissi-bility of the communication;

(j) the Committee shall dismiss any communication which, having beenfound admissible, does not, upon examination of the merits, appear towarrant further action. The author of the communication and the gov-ernment concerned shall be notified accordingly;

(k) communications which warrant further consideration shall be actedupon by the Committee with a view to helping to bring about a friendlysolution designed to advance the promotion of the human rights fallingwithin Unesco’s fields of competence;

15. Decides further that the Committee shall submit confidential reports to theExecutive Board at each session on the carrying out of its mandate underthe present decision. These reports shall contain appropriate informationarising from its examination of the communications which the Committeeconsiders it useful to bring to the notice of the Executive Board. The re-ports shall also contain recommendations which the Committee may wishto make either generally or regarding the disposition of a communicationunder consideration;

16. Decides to consider confidential reports of the Committee in private sessionand to take further action as necessary in accordance with Rule 28 of theRules of Procedure;

17. Decides also that communications transmitted to it by the Committee whichtestify to the existence of a question shall be dealt with in accordance withparagraph 18 below:

Considers that questions of massive, systematic or flagrant violations ofhuman rights and fundamental freedoms - including, for example, thoseperpetrated as a result of policies of aggression, interference in theinternal affairs of States, occupation of foreign territory and implementa-tion of a policy of colonialism, genocide, apartheid, racialism, or nationaland social oppression - falling within Unesco’s fields of competence shouldbe considered by the Executive Board and the General Conference in publicmeetings;

19. Decides to consider at its 105th session the report to be made by the Execu-tive Board and the Director-General to the General Conference, at its twen-tieth session, on the implementation of Part II of 19 C/Resolution 12.1.

The Executive Board,

1. Recalling that, at its thirty-first session, the General Assembly of theUnited Nations approved a Statute for the Joint Inspection Unit (GeneralAssembly resolution A/31/192 of 22 December 1976) and invited theorganizations within the United Nations system to notify the Secretary-General of their acceptance of this Statute, which would come into effecton 3 January 1978,

Considering that the General Conference, at its nineteenth session, auth-orized the continued co-operation of Unesco with the Joint Inspection Unitand invited the Executive Board to study the new Statute of the Joint Inspec-tion Unit and to take appropriate measures to ensure that Unesco will bene-fit from the operations of the Unit (19 C/Resolution 41.1),

Having studied the new Statute of the Joint Inspection Unit at its 102nd and104th sessions (102 EX/4 and 104 EX/4) and the reports of the Special Com-mittee thereon (102 EX/3 and 104 EX/5),

Having concluded that acceptance of the Statute requires formal action bythe General Conference at its twentieth session (102 EX/Decision 3.2.1,paragraph 3),

Having indicated that Unesco intends to have uninterrupted relations withthe Joint Inspection Unit during the interim period between the coming intoeffect of the new Statute on 1 January 1978 and the formal action taken bythe General Conference (102 EX/Decision 3.2.1, paragraph 5),

Noting that, as specified in paragraph 2 of Article 1 of the Statute of theJoint Inspection Unit, the Unit “shall perform its functions in respect ofand shall be responsible ... to the competent legislative organs of thoseSpecialized Agencies . . . within the United Nations system which accept thepresent Statute. The Unit shall be a subsidiary organ of the legislativebodies of the organizations”,

Having found that, with respect to the second sentence of paragraph 2 ofArticle 1 of the Statute (as quoted above), neither the Constitution of Unesconor the Rules of Procedure of the General Conference contain provisionsunder which the Joint Inspection Unit could be regarded and designated asa subsidiary organ of the legislative body of Unesco, that is to say, theGeneral Conference,

Considering that the provisions of the Statute referred to in paragraph 6above in no way affect the functions of the Joint Inspection Unit or its re-lations with Unesco, which would be governed by the substantive provisionsof the Statute,

Convinced that the Joint Inspection Unit, as an independent body entrustedwith the broadest functions of inspection and evaluation, will continue torender essential services to the organizations in the United Nations systemand in particular to Unesco,

10. Recommends to the General Conference:

(a) that it accept the Statute of the Joint Inspection Unit, qualifying itsacceptance by an interpretative declaration to the effect that, for con-stitutional reasons, the Joint Inspection Unit is not considered a sub-sidiary body of the General Conference, as required in Article 1 (2) ofthe Statute;

(b) that it authorize the Director-General to notify the Secretary-Generalof the United Nations of the acceptance of the Statute by the GeneralConference, as specified in paragraph 3 of Article 1 of the Statute, itbeing understood that the notice of acceptance shall contain the aboveinterpretative declaration.

Considering that the Islamic civilization represents a system of values andinstitutions on which the life of many human communities is based and organ-ized, particularly in the social, cultural and economic fields,

Islamic civilization finds its highest expression inTaking the view that Islamic culture, which, through its universal character in respect of bothits rich classical heritage and its continuing present-day commitment,provides an outstanding setting for the faithful and free expression of theidentities and ways of life adopted by peoples of different origins, totallingmore than seven hundred million human beings united irrespective of dif-ferences of race, colour or ethnic group,

Considering that this civilization and this culture call for better appre-ciation at the international level,

Noting that several Member States are at present preparing draft pro-grammes for the Hegira years 1400-1401 in order to mark the entering ofIslamic civilization and culture on the fifteenth century of their history,

(a) evaluation should be integrated with the planning, programming andbudgeting process, and should be introduced gradually and systematicallyto meet the requirements of an effective evaluation function, on the onehand, and to allow for advances in methods and to avoid incurringexcessive costs, on the other hand;

(b) evaluation should be undertaken, bearing in mind:

(d) evaluation work should bear when possible on:

(i) the effectiveness of activities;

(ii) their impact;

(iii) their relevance; and

(iv) the efficiency of means and processes utilized;

(e) evaluation should also take account, from an interdisciplinary or hori-zontal point of view, of:

the general aspects of Unesco’s activities;

the ultimate aims of its Constitution; and

(iii) the role of the Organization in the world today;

(f) evaluation at the level of objectives, themes and programme actionsshould be carried out, taking into account the systems analysis approachdescribed in document 103 EX/10, and special attention should be paidto consolidation based on the pattern of relationships between the differ-ent rank-ordered levels of expected results;

(g) as a general rule, evaluation should be decentralized and based on self-evaluation, whose implementation requires every programme specialistto become familiarized with evaluation techniques through appropriatetraining and further training activities;

(h) at the central level, the tasks should consist of:

(i) organizing and systematizing the initial evaluations undertakenin the various programme sectors, while associating thosesectors in the technical aspects of the finalization of the work;and

(ii) undertaking the functions of encouragement, support, trainingand co-ordination, establishing the norms and criteria forevaluation, developing and adapting methods and following upthe way in which the results of evaluation are used;

(i) within the framework of the Secretariat’s work, evaluation, particularlythat related to the impacts and the medium-term objectives, as andwhen needed, should call upon the participation of Member States, theExecutive Board, outside experts and, if necessary, individuals orinstitutions benefiting from the Organization’s activities;

(j) although the basic concepts and the techniques developed for the eval-uation of activities falling within Unesco’s areas of competence areapplicable both to the activities of the Regular Programme and to thosefinanced by extra-budgetary resources, specific approaches for theevaluation of operational activities should be adopted in collaborationwith the Member States and the sources of funds concerned;

5. Invites the Director-General to proceed, in the light of the above-mentionedprinciples, with the implementation of the measures and studies mentionedin paragraphs 32, 33, 36, 37, 39, 40 and 41 of document 103 EX/10, includ-ing the ad hoc evaluations which should be undertaken on a selective andexperimental basis and according to a summative approach, and to keep theExecutive Board regularly informed of the progress of work, so as toassociate it as closely as possible with both the establishment and theoperation of the evaluation system;

6. Takes note with interest of the comprehensive information contained in thereport of the Joint Inspection Unit in document 103 EX/9, which gives anoverall view of the situation with regard to evaluation in the United Nationssystem and indicates a number of useful orientations for the future;

7. Takes special note of the sections of the report on the principles for eval-uation, the conclusions and the recommendations, and of the annexes con-cerning the current use of evaluation by the different agencies in the UnitedNations system;

8. Notes with satisfaction the existence of many points of convergence betweenthe conclusions of this report and the approaches proposed in document103 EX/10 and approves the comments made by the Director-General on therecommendations in the report of the Joint Inspection Unit, while invitinghim to continue to co-operate with the Unit on questions of common interest.

2. Recognizing the value of the effort made by those Member States whichhave transmitted the said reports,

3. Expresses its appreciation of the work done in the course of preparing thisreport, which it will transmit to the General Conference together with therecords of the discussions to which its examination by the Board gave rise;

4. Associates itself with the Committee’s regrets that only 54 of 143(l) Mem-ber States replied to the questionnaires sent to them, and that a certainnumber of the reports received were not sufficiently detailed or explicit onsome points;

5. Recalls that the submission of periodic reports by Member States concern-ing the implementation of conventions and recommendations adopted by theGeneral Conference is a constitutional obligation, and that the States Partiesto the Convention against Discrimination in Education have further assumedthe obligation, under the terms of Article 7 of this instrument, to submitsuch reports periodically to the General Conference;

6. Recommends that the General Conference, at its twentieth session:

(i) invite Member States which have not yet done so to become Partiesto the Convention;

(ii) strongly urge Member States to implement the Convention and Rec-ommendation and to make regular and complete reports on themeasures taken by them to this end;

(iii) invite Member States which have not submitted a report in the courseof the current consultation to do so as soon as possible, it beingunderstood that the report of the Committee on such reports andthe comments of the Executive Board would be transmitted to theGeneral Conference at its twenty-first session;

7. While ensuring that the Committee has sufficient time for discussion of allitems placed upon its agenda, endorses the conclusions and recommenda-tions contained in Part III of the Committee’s report, and in particular thetimetable proposed in paragraph 326 for the fourth consultation of MemberStates, and the recommendation in that paragraph that the new question-naire to this effect should be concise, simple and relevant, drawn up bythe Committee and approved by the Executive Board;

8. Finds that the next questionnaire to Member States ought to focus also uponinjustices resulting from forms of factual discrimination caused inter aliaby social, economic and geographical circumstances;

9. Recalls that information concerning general aspects of discriminationin education submitted, in accordance with the usual procedure, by inter-national non-governmental organizations having consultative status withUnesco and concerned with education, might provide the Committee withuseful additional material, and recalls also that the Committee has ex-pressed its willingness to receive and study such information;

10. Is of the opinion that a considerable measure of convergence can be observedbetween the ultimate aims of many programme activities of Unesco, andthe general trend in a number of Member States whose efforts and concernsare reflected in the reports received;

11. Recommends again that a closer link be established between the implemen-tation by Member States of the provisions set forth in the above-mentionedConvention and Recommendation and the Organization’s general action inthe field of education, particularly with regard to the conception of educa-tional policy and planning.

REGULATIONS OF THE UNESCO PRIZEFOR THE TEACHING OF HUMAN RIGHTS

1. Object

The “Unesco Prize for the Teaching of Human Rights” shall be awarded in recognition ofactivity aimed at developing the teaching of human rights. Conferred for the first time in 1978on the occasion of the 30th anniversary of the Universal Declaration of Human Rights, the Prizeshall be open to educational institutions, organizations or individuals that have made a particu-larly deserving and effective contribution to the development of human rights teaching, in keep-ing with the spirit of the Charter of the United Nations and the Constitution of Unesco and in thelight of the principles set forth in the Universal Declaration of Human Rights and the Interna-tional Covenants on Human Rights and having due regard to the provisions of the Unesco Rec-ommendation on Education for International Understanding, Co-operation and Peace and Edu-cation relating to Human Rights and Fundamental Freedoms. The Prize shall be awarded forthe purpose of encouraging or stimulating new educational initiatives in this field.

2. Periodicity

The Prize shall be awarded annually.

3. Selection of prize-winners

The prize-winners shall be chosen by the Director-General of Unesco on the recommenda-tion of an international jury.

4. Jury

The jury, consisting of five public figures of different nationalities and from different re-gions of the world, shall be appointed by the Director-General of Unesco for a period of twoyears. The jury shall be assisted in its task by a member of the Secretariat designated by theDirector-General.

5. The Prize

The Director-General shall decide on the value of the Prize. The amount of a prize notawarded one year may be conferred the following year on a second prize-winner. A limitednumber of candidates may also receive honourable mentions in accordance with the criteriaset out in paragraph 6.

6. Criteria for award of the Prize

(a) The Prize-winners shall be nationals of, or institutions or organizations having theirheadquarters in, Member States of Unesco. They shall be required to have taken one or moreparticularly noteworthy initiatives for the development of the teaching of human rights, namely:

by undertaking direct teaching activities;

by carrying out programmes of human rights teaching at the international, national, re-gional or local level;

by organizing efforts and/or facilities to contribute to the implementation of suchprogrammes;

by producing teaching materials or other special aids for the development of human rightsteaching programmes;

by undertaking, co-ordinating or encouraging research in such fields or related fields(improvement of teaching methods or assessment procedures, advancement of educationaltheory, etc.), relevant to the specific problems of human rights teaching;

by carrying out special surveys or by launching original ventures which have led to a sig-nificant development in the teaching of human rights;

by giving particular socio-occupational categories the opportunity to benefit from specializedcourses in human rights;

by helping significantly to promote access to such teaching by new sectors of the population,or by introducing them to the practice of such teaching;

by fostering the setting up of establishments or centres specializing in such teaching.

(b) In addition, the following criteria will be taken into consideration:

the duration of the activity must be sufficient to permit its results to be assessed and itseffectiveness to be proved;

it should make a notable contribution to the basic objectives of the United Nations and ofUnesco in the field of human rights;

the work accomplished should serve as an example and be such as to stimulate furthersimilar initiatives;

it should have proved effective in mobilizing new resources, intellectual and physical, forthe teaching of human rights;

it should contribute to the understanding and solution of international or national problemsof human rights;

it should contribute to the improvement of understanding among nations, peoples andindividuals, to the promotion of peace, relaxation of international tensions and inter-national understanding and to action to combat racism, racial discrimination and apartheid.

7. Selection and submission of nominations

Nominations shall be made to the Director-General of Unesco by governments of MemberStates, which shall, if they so wish, consult National Commissions and educational institutions.Each nomination shall be accompanied by a recommendation not more than five standard pagesin length, comprising in particular:

(a) a description of the activity carried out;

(b) an account of the results obtained;

(c) an evaluation in accordance with the criteria set out above.

International non-governmental organizations, and more especially those concerned withhuman rights, which have consultative and mutual information relations with Unesco may, follow-ing a decision by their governing bodies, submit nominations according to the same procedures.

The deadline for submission of nominations to the Director-General shall be 31 May of eachyear, except in 1978, the year of the 30th anniversary of the Universal Declaration of HumanRights, when the date shall be 30 September.

8. Awarding of the Prize

The name of the prize-winner and the names of candidates who have obtained an honourablemention shall normally be announced on 10 December each year, on the occasion of Human RightsDay. Drafting and Negotiation Group

Taking into account the experience of the nineteenth session of theGeneral Conference, the Executive Board recommends that theGeneral Conference set up a Drafting and Negotiation Group ade-quately representative of Member States.

The purpose of the Drafting and Negotiation Group shall be to assistthe General Conference in the consideration of questions calling fornegotiations or broad consultations and to draft appropriate textsthereon in order to submit them to the General Conference in plen-ary meeting.

The Drafting and Negotiation Group shall be convened on the initiativeof the General Committee of the General Conference.

It shall examine the items referred to it by the General Committeeof the General Conference following discussion in one of the organsof the General Conference:

(i) either on the proposal of the Executive Board in the context ofthe document ‘Organization of the work of the twentieth sessionof the General Conference’, whose content shall be submittedto the General Conference in plenary meeting for approval;

(ii) or at the request of the plenary meeting or of a commissionofthe whole.

Composition

The Drafting and Negotiation Group shall consist of 25 membersappointed by the General Conference on the recommendation of itsGeneral Committee, and having regard to the proposals made by thegroups of Member States established for the election of members ofthe Executive Board, on the following basis:

18.6 The President of the General Conference and the Chairman of theExecutive Board may take part ex officio in the discussions of theDrafting and Negotiation Group.

18.7 The States appointed as members of the Drafting and NegotiationGroup shall designate to serve on the Group the head or any othermember of their delegation having the necessary authority and com-petence to ensure the maximum efficiency of the Group’s work andable to follow its proceedings throughout the period of the GeneralConference. The replacement of such a member shall occur, as ageneral rule, only in exceptional circumstances. Each membermay be assisted by a deputy.

18.8 The Chairman of the Drafting and Negotiation Group shall beappointed by the Group itself on the proposal of the NominationsCommittee. He shall sit on the General Committee of the Confer-ence without the right to vote.

(b) Working methods

18.9 The Drafting and Negotiation Group shall first make a general exam-ination of each of the matters submitted to it. It may subsequently,when the need arises, set up subgroups to carry out fuller investi-gations in order to facilitate negotiations or the finalizing of texts.

18.10 The results of the discussions of the Drafting and Negotiation Groupshall be submitted for decision to the General Conference in plenarymeeting, in the form of draft resolutions on which agreement hasbeen reached, or in the form of other appropriate decisions.

18.11 The Drafting and Negotiation Group shall seek a consensus. Thisconsensus shall be reflected either in a draft resolution on the sub-stance of the question, which shall be submitted to the GeneralConference in plenary meeting, or in any other proposal concerningsubstance or procedure which it may decide to submit to the GeneralConference.

18.12 Should it prove impossible to reach a consensus, the Drafting andNegotiation Group shall indicate in the report which it submits tothe General Conference in plenary meeting what the different positionswere and on which part or parts of a text agreement was reached,thereafter submitting two or more alternative versions of the para-graphs on which agreement could not be reached. It may also suggestthe most appropriate method of discussing the controversialparagraphs.

18.13 The Drafting and Negotiation Group must complete its work on allthe questions transmitted to it quickly enough for the General Con-ference, in plenary meeting, to have time to discuss and approvethem.

18.14 The Chairman of the Drafting and Negotiation Group shall reportperiodically on the progress of its work to the General Committeeof the General Conference and in plenary meeting.

18.15 The working meetings of the Drafting and Negotiation Group shallnot be held in public. However, the Group may call upon delegatesof Member States which are not represented on it but which haveasked to express particular views on a given subject.

Recommends to the Director-General that, in making his statement to theSpecial Session of the General Assembly devoted to Disarmament, he takeinto account the relevant resolutions adopted by successive sessions of theGeneral Conference, particularly those of the nineteenth session, as wellas the views expressed during the 104th session of the Executive Board;

Bearing in mind that a systematic reduction of military expenditure and thetransition to disarmament will allow mankind to set free enormous materialand scientific resources for social, economic and cultural progress,

Noting resolution 3093 (XXVIII) adopted by the United Nations GeneralAssembly at its twenty-eighth session, and not yet implemented, concern-ing the reduction by 10 per cent of the military budgets of the Permanentmembers of the Security Council and the use of a portion of the resourcessaved for assisting the developing countries,

Stressing also that international detente and the transition to disarmamentwill contribute to the strengthening of peace and security and to the broad-ening of co-operation among nations in the fields of education, science,culture and communication,

Expresses its desire that Unesco should intensify its efforts in this field,that it should respond to all suggestions which may be made by the SpecialSession of the General Assembly to increase its contribution and that thenext session of the General Conference should have a possibility of dis-cussing fully Unesco’s continuance of its already substantial contributionto the promotion of a proper climate for disarmament;

2. Noting with satisfaction the efforts made by the Director-General to widenthe geographical and cultural basis of recruitment of staff, which have re-sulted in an increase in the number of nationalities represented in theSecretariat,

3. Considering that improvement in the geographical distribution of staff isstill required, particularly with regard to the situation of the non-represented,heavily under-represented and over-represented nationalities, bearing inmind that the first criterion for selection is still “the highest standards ofintegrity, efficiency and technical competence”,

4. Invites the Director-General to pursue his efforts towards achieving equit-able geographical distribution throughout the Secretariat, both at Headquartersand in the Field;

3. Recommends to the General Conference that no change be made for thesecond year of the biennium 1977-1978 to the scale already used for assess-ment of contributions in 1977;

4 . Further recommends that in adopting future scales of assessments, theGeneral Conference should employ appropriate wording to ensure that theUnesco scale, for its entire biennium, will be based on the scale adoptedat the most closely time-related session of the United Nations GeneralAssembly, irrespective of the number of years for which the UnitedNations scale is established.
