    together with his illegal activitiesfrom other law enforcementauthorities.

    OPPRESSIVE LEADERSHIP ACTS

    Specific culture of Filipinos. The strong

    family ties justify giving benefits to

    unqualified recipients which are very

    evident in employment and awarding ofcontracts.

    The Filipino culture of gift givingjustifies

    bribery and extortion thereby making it

    hard for law enforcement and anti-

    corruption agencies to arrest the problem

    Agencies deputized to fight graft andcorruption are not well funded by thegovernment. There is also lack of

    recognition, merits, awards andrewards given by the government forthe efforts of anti-corruption bodies.

    Effective monitoring of governmentprograms and projects as well asexpenditures are not being seriouslyundertaken by those tasked to monitorthem

    unexplained wealth can successfullyhide the same by paying
