Officially established in Beijing on Dec. 18, 2002, China CommunicationsStandards Association (CCSA) is a non-profit corporate social organization unitedand organized voluntarily by enterprises and institutes in China, approved by thecompetent authorities, and registered in the national association registrationadministration for carrying out standardization activities in the field of Informationand Communications Technology (ICT) across China.· Business scope: development of domestic and international standards, workshopson standards, information service & training, as well as domestic and internationalexchange & cooperation on ICT and standardization.·Member nature: Corporate bodies that are divided into the full-right members andnon-voting members.· Competent authorities: Ministry of Industry and Information Technology (MIIT)and Ministry of Civil Affairs

In 2008, in view of the big changes taking place in the communication administration system ofChina, according to the requirement of MIIT that three major tasks (i.e., industry policy, planningand standard work) should be practically implemented, CCSA played a major role in supporting thegovernment, carrying out the information communication standardization work, and exerting theadvantage and function of CCSA in the organizing work for standards, and fully implemented andcompleted the task of development of national and industry standards.In 2008, on the one hand, CCSA continued the work of communication network standardization; onthe other hand, new features appeared in this area, such as showing concern to the livelihood of thepeople, facing the world and being market-oriented. In this year, CCSA completed 363 standardprojects, including 76 national standards, 241 industry standards and 46 other standards. As a result,2008 became the year with the most and best completed national and industry standard projects.In 2008, with the support of the Science and Technology Department of MIIT and the officialapproval of Standardization Administration of the PRC (SAC), CCSA prepared and established theNational Information Communication Technical Committee, with its secretariat affiliated to CCSA,which will be favorable for the full implementation of the development and administration of thenational standards.

I. Development of Standards
In 2008, while making great effort to well dothe communication network standardizationwork, CCSA organized the technicalcommittees to duly develop the technicalstandards in urgent need such as those aboutemergency communication, energy efficiency& environmental protection and informationaccessibility according to the requirement ofthe state, which provided the reliable technicalbases for adapting to the industry development,satisfying the requirement of industrysupervision, and protecting the interests of theconsumers.In 2008, CCSA undertook the carry-forward and newly assigned 147 national standard projects, 573industry standard projects, 85 communication standard related technical reports, and 188 researchtasks, totaling 993 projects. It completed 254 draft standards (including 52 national standard projects,186 industry standards and 16 communication standard technical reports) for approval and issued 69standards.
1. Development of Network and Business Standards·Mobile CommunicationCCSA drafted the TD-SCDMA\HSUPA seriesstandards, and completed the TD-SCDMAMBMS (phase 1) standard, which satisfied thedemand of the operators to provide theTD-SCDMA high-speed upload data andmobile TV service. With the technicaldevelopment, CCSA started the "OverallTechnical Research on Evolved Packet Core

Network" on TD-LTE and SAE standards, and made remarkable progress.·Unified IMSCCSA completed three draft standards for approval, i.e., "Requirement of Unified IMS (Phase 1)","Functional Structure of Unified IMS (Phase 1)" and "Overall Technical Requirement for UnifiedIMS Network". Besides, some other researches were also completed or ongoing, e.g., those about thetechnical requirement for services based on unified IMS, relevant signaling protocol, networkingprotocol, and standard of networking equipment. During the research, CCSA effectively incorporatedthe domestic research results into the international unified IMS standards.·IPTVBased on the completed Phase 1 and Phase 2 IPTV standards, CCSA did much work on thecoordination and unification of a number of technical schemes on IPTV DRM and media deliverysystem. It submitted 355 drafts to the IPTV Focus Group and IPTV-SGI of ITU-T, and over 80%were accepted. The development of IPTV domestic standards laid the foundation for the dulytransformation into international standards.·Harnessing and Guiding the Internet toward the Operationability and ManageabilityCCSA conducted the study on P2P standard, and proposed the "P2P standard system". Especially, itstudied such industry standards as the "operable and manageable application scene, overall demandand network technical structure" and "Technical Structure for P2P-Based Overlay Network", andwidely solicited the comments, so as to guide the Internet services toward the right way.
2. Development of Standards Involving the Major Concern of the State such asthose on Emergency Communication and Energy Efficiency & Emission Reduction·Emergency CommunicationBased on the "Research on National Emergency Communication Comprehensive System andCorresponding Standard System", CCSA completed three technical draft reports for examination, i.e., "Business Demand of Emergency Communication Supported by Public Telecom Network(including the existing mobile communication network and fixed communication network)","Capacity Requirement for Emergency Communication Supported by Public IP Network", and"Capacity Requirement for Emergency Communication Supported by NGN System".·Energy Efficiency & Emission Reduction and Environmental ProtectionCCSA carried out the development of such standards as "Intelligent Fresh Air Energy Efficiency

3. Development of StandardsInvolving Immediate Interests of theCustomers· Standardization of CommunicationTerminalCCSA developed a number of mobileterminal related standards such as"Peripheral Interface Data Exchange ofDigital Mobile Terminal (Part 1 'echnicalRequirement for Data Format?and Part 2 ' echnical Requirement for Format of Data Exchange File')"and "Requirement for Value Limit of Output Sound Pressure of the Information Terminal Equipmentand the Measurement Methods", which satisfied the demand of consumers to a larger extent.·Standardization for Electro-magnetic Environment and Safety ProtectionCCSA organized the development of such industry standards as "Alleviation Technologies forElectro-magnetic Radiation around the Communication Base Station", "Compliance Requirement forElectro-magnetic Radiation of Mobile Phone" and "Assessment Approach on the Human BodyExposing in the Electro-magnetic Field of RFID Equipment". The development of such standardsprovided technical bases for technical supervision, and provided technical guarantee for reasonabledesign of the base station and alleviation of electro-magnetic radiation on the human body.Based on ITU-T K.66, CCSA developed the technical standard "Over-voltage Protection forCommunication Equipment Installed in the Subscribers?Building", which made up the relevantblank, and standardized the installation method of communication equipment in the subscribers?building as well as design grade for the equipment over-voltage protection.

· Information Accessibility Standards Servingthe Vulnerable GroupAfter completing the "Research on Framework ofInformation Accessibility Standard System",CCSA developed the industry standard"Information Accessibility for People withPhysical Disabilities—Technical Requirement forWeb Accessibility", sponsored the "InformationAccessibility Web for Beijing 2008 Olympics andParalympics" campaign together with InternetSociety of China and China Foundation forDisabled Persons, and provided technical basesfor such action.
II. International Standardization and Exchange & Cooperation
CCSA actively participated in the research on international standards, trying to improve theinternational standardization level, and made new progress in terms of the extent, depth and qualityof participation in the internationalstandardization.· Significant Improvement of ItsImpact in ITUIn 2008, under the guidance of thecompetent authority of MIIT, themembers of CCSA continued toactively participate in the activitiesof ITU. significantly.In the World Telecommunication Standardization Assembly of 2008 (WTSA-08), nine experts fromChina were elected as the chairman or vice chairmen of the research groups, representing anotherimportant breakthrough of China in the international telecom standardization field.·Delightful Progress in Participation in 3GPP ActivityCentered on the technical standards for enhanced TD-SCDMA, the enterprises of China led suchprojects as TTCN test set of TD-SCDMA HSPA+ and TD-SCDMA terminal. Whilecomprehensively participating in the development of 3GPP LTE/SAE standard, CCSA led theTD-LTE standard, and ensured the synchronization of TD-LTE with LTE FDD. In 2008, CCSAsubmitted 8,824 3GPP drafts, an increase of 170% over the previous year.· Further and Active Participation in the Exchange Activities of InternationalStandardization OrganizationsIn Jan. 2008, Director Zhu Gaofengled a delegation to visit thecommunication authorities andoperators of Vietnam, Laos andCambodia. The visit established thechannel for formal communication,improved the mutual understanding,publicized CCSA, and discussed thepossibility of further cooperation inthe future; besides, it created somefavorable conditions for the Chinesecommunication enterprises to exploreand expand the ASEAN market.In July 2008, Secretary-general ZhouBaoxin led a delegation to attend the GSC-13 conference. In the conference, CCSA submitted 10drafts, concerning such hot topics as 3G, NGN, IPTV, wireless broadband access, mobilemulti-media broadcast, home network and ICT administration & operation. Among the hot topics,"ICT administration & operation" was accepted by GSC as a new hot topic, which was the first hottopic initiated by CCSA in the GSC conference.

III. Improvement of Operating Mechanism
Since a sound operating mechanism is essential for CCSA to conduct the communicationstandardization in an orderly and effective manner, in 2008, CCSA made the unremitting effort tocontinuously reform and improve the mechanism.·Organizing the National Technical Committee for Communication StandardizationCCSA took full advantage of its role of standard development and opened a channel connecting withSAC. With the support of the Science and Technology Department of MIIT and the official approvalof SAC, CCSA organized the National Technical Committee for Communication Standardization.Affiliated to CCSA, its secretariat is responsible for the development and revision of nationalstandards. In this way, the work in the information communication standardization field iscoordinated.· Strengthening the Organization and Coordination for Participating in the InternationalStandardization ActivitiesIn the early June of 2008, CCSA established the IETF Coordination Group and specified that thecorresponding work was going to be organized by WG4 of TC1. The establishment of theCoordination Group gradually united the relevant units participating in the activities of IETF,changed the previous manner of separate participation, and helped to effectively exert the impact ofChina in the field of Internet technical standards.· Establishment of the "SatelliteCommunication Task Group"In view of the significance of satellitecommunication during the WenchuanEarthquake relief of 2008, the Scienceand Technology Department of MIITduly held the "Symposium on TechnicalStandards for Satellite Communication".With the approval of TechnicalAdministration Committee of CCSA,the "Satellite Communication TaskGroup" was established in the plenary

meeting of TC5.·Progress Made in the Joint Research Among the TCsAs the trend of technical convergence was increasingly clear, in order to accelerate the progress ofresearch, CCSA strengthened the joint research of standard projects among the TCs, and formulatedthe administration measures for the joint research. In 2008, six joint meetings of TCs were held, andthere were joint research projects to some extent between all of the relevant TCs. For example, TC3and TC5 jointly conducted the research on unified IMS standard, and developed three standardsincluding the "Overall Technical Requirement for Unified IMS Network (Phase 1)".·Continuous Development of Experimental Trial for Draft SystemSince the draft system is a universal form adopted by International Standardization Organizations,CCSA decided to select TC6 for the experimental trial. Therefore, TC6 formulated the <TrialMethod for Draft System> and organized the careful discussion in the plenary meeting. Based on the

preliminary trial, TC6 required its work groups to select some projects for draft system trial from thenew projects initiated in the second half year of 2008. For example, the draft system was adopted forthe project "Technical Requirement for Packet Transmission Network based on T-MPLS" to explorethe new mode of the standard drafting work.·Strengthening the Collaboration and Exchange with Relevant Forums and AlliancesBy the end of 2008, five forums/alliances (i.e., Future Mobile Communication Alliance, SCDMAWireless Broadband Forum, China Fixed Network and Wireless Terminal Alliance, InteractiveMedia Industry Alliance and FTTX Industry Alliance) were affiliated to CCSA to conduct relevantactivities, in order to jointly drive the development of information communication technology,standards and industry.
IV. Technical Exchange and Workshops on Standards
In 2008, CCSA conducted the development and revision of communication standards on one hand,and boosted the standardization work on the other hand, so as to drive the complete implementationof the standardization work.·TD-SCDMAIn light of the TD-SCDMA development strategy, CCSA held three seminars on publicity ofTD-SCDMA technology andstandards including "TD-SCDMAEngineering Design Standard andNetwork Construction". Totally over500 man-times attended the seminars,which took good effect.· Energy Efficiency and EmissionReductionWith the view of coordinating theimplementation of energy efficiencyand emission reduction in theinformation communication industry,CCSA held the "2008 Workshop on

Environmental Standards and Forum onNew Technologies of China forCommunication Power Supply andStations" and "Advanced Seminar onEnergy Technology for 3G Network",and conducted the special research"Research on Standardization forEnergy Efficiency and ComprehensiveUtilization in InformationCommunication", discussing andstudying the standardization for energyefficiency technology, emissionreduction scheme and energy efficiencymeasures of communication stations addressing the concern of operators and manufacturers, whichwon the support and attention of experts inside the industry.·FTTHIn order to boost the FTTH construction and the industry development, with the assistance of theFTTX Industry Alliance, CCSA held the "Workshop and Technology Seminar on FTTH Standard" inWuhan. Over 160 trainees from telecom operators, optical fiber (cable), optical devices, accessequipment manufacturers and posts & telecom planning & design institutes all over Chinaparticipated in the seminar. Integrating the class instruction and on-site visit, the seminar was verybeneficial.

V. Evaluation of Standard Projects
Through the preliminary evaluation of the Technical Committee, interim evaluation of the ExpertTeam, and final evaluation of the Senior Evaluation Committee of CCSA, after the online publicnotice, and with the approval of the Board of Directors, CCSA awarded 3 first prizes, 7 second prizesand 7 third prizes of "2008 CCSA Award for Science and Technology Progress" from 44 projects.

VI. Personnel Training
In order to improve the standard preparationlevel of the staff, CCSA held the trainingcourse on standardization knowledge, focusingon the training of requirement and method forstandard preparation, which improved theability and awareness of standardization of thestaff and increased the communicationstandardization talents.
VII. Standard Information Service
CCSA paid attention to website information gathering and editing. In 2008, CCSA added 9,000entries of bibliographical references for domestic and international standards and over 600,000 pagesof full text of standards. As a result, the available bibliographical references reached nearly 170,000entries and the full text reached 6.63 million pages on the website. Besides, CCSA gathered andedited over 1,100 articles about domestic and international communication technologies, standardsand industry development status. The information on standards was downloaded for more than 3million page-times all over the year.In 2008, CCSA formally edited and published two comprehensive issues of <CommunicationTechnology and Standard>, which were improved both in contents and layout. Focusing on such hottopics as energy efficiency, consumption reduction, and environmental protection, CCSA edited the<Monograph on Communication Power Supply>.Some enterprises have a large number of R & D personnel, resulting in large and frequent demand

However, internal standardinformation system needs the large preliminary investment and high subsequent maintenance cost.For this, CCSA provided the "Virtual Information System" on the website to serve these enterprises.CCSA edited and printed 13 research reports including <Technology of IPTV Middleware>, so as toduly share and exchange the research result with the TCs.
VIII. Development of New Members
The basic work of CCSA is to absorb more enterprises and institutions engaged in informationcommunication to participate in the standardization work of the association. In 2008, CCSA furtherexpanded its members with the concern and support of various communication enterprises andinstitutions.· In 2008, the number of members/observers reached 223, increased by 15.5% over the previousyear. As a result, 2008 became the year with the largest increase of new members.· Through publicizing the preferential policy onjoining in CCSA, strengthening the service formembers and maintaining most old members,CCSA attracted a number of small enterprises toparticipate in the activities. In 2008, 69 enterprisesjoined in CCSA, including 53 small enterprises,which brought vitality for the association.·In 2008, CCSA continued to perform the membervisiting system. In the meeting, 43 excellentliaison officers, 10 standardizationactivists and 10 excellent websitemembers were chosen through publicappraisal, and the liaison work manual was prepared. The efforts of the liaison officers not onlypromoted the standardization work of their units but also supported the work of CCSA.

1. TC1: IP and Multimedia Communication Technical CommitteeIn 2008, CCSA made great achievements in many fields such as IPTV, P2P and informationaccessibility, and continued to conduct in-depth study on video-audio coding and decoding, videomonitoring, IPv6, metropolitan Ethernet, and network equipment. It completed 12 national draftstandards for approval, and 3 drafts for examination, as well as 22 communication industry draftstandards for approval, and 24 drafts for examination.

monitoring, IPv6, metropolitan Ethernet, and network equipment.—Many standards completed by the Network Protocol System and Equipment Work Group (WG1)in such fields as IPv6, router, reliability, MPLS, metropolitan Ethernet and VPN took good effect inthe existing network, and provided a large number of technical bases for the equipment access test.—IP Service and Application Work Group (WG2) and the Mobile Service and Application WorkGroup of TC5 jointly carried out the research on video monitoring standards after convergence offixed and mobile network. They preliminarily developed the "Video Monitoring Standards based onthe Public Telecom Network after Convergence of Fixed and Mobile Network", and specified theprojects of the next stage.—Information Source Coding Work Group (WG3) carried out the work according to the workschedule for VAC audio coder. Up to now, the first three steps of the schedule have been completedwith great achievement.—New Technology and International Standard Work Group (WG4) carried out the research on P2Pstandard and proposed the "P2P Standard System", which drew wide attention.·Paying Attention to Discussion of Forward-looking TechnologyWhile performing the standard development and revision, TC1 also paid attention to theforward-looking exchange and discussion for domestic and international development trend andtechnology. WG4 especially organized technical discussions in many meetings. The participantexperts discussed in the meeting enthusiastically, which brought great inspiration for the research anddevelopment of technical standards.·Actively Participating in International Standardization WorkFollowing the international standard trend closely, TC1 actively participated in the research work ofmany standard organizations such as ITU-T and IETF, and made great achievement. Except for thegratifying achievement of IPTV in ITU-T, what's more notable is that CCSA established the IETFCoordination Group in early June of 2008, and specified that WG4 of TC1 was responsible for therelevant work. It also maderesearch on such frontier topics as CDMA packet data network evolution (ATE), mobileadvertisements, 3GPP system architecture evolution (SAE), and new allocation scheme for IMTfrequency band defined in WRC07.·Establishment of the Satellite Communication Task GroupWith the joint promotion of the government authority, satellite communication operators,manufacturers and research institutions, the Satellite Communication Task Group was establishedunder TC5, so as to develop such standards as those for system, equipment, key parts & components,interface, interconnection and application of satellite communication, and conduct research on thesatellite communication resource related issues as well as the general technical standards for satellitenavigation application such as positioning and synchronization.·Strengthening the Research on Mobile Service and ApplicationIn view of the continuously developing mobile technical engine, TC5 developed the industrystandards for Secure User Plane Location (SUPL), instant messaging service (IMS), and IMS- basedservices including PoC, Presence and XDM (phase 2). It made up the blank of EPON/GPON system bearing multiple services,and satisfied the requirements of the operators for the EPON/GPON system that it should bear notonly the high bandwidth service but also the traditional service.·Actively Organizing the Submission of Drafts to ITUTC6 played an important role in organizing the domestic companies and institutions to submit draftsto ITU. It organized the discussion of 172 drafts and submitted 167 drafts to the plenary meeting ofITU-T SG15 and the interim meeting of the topic group, with the acceptance rate of 80.49%; also 4proposed editors were added.·Carrying out the Experimental Trial for Draft SystemTC6 implemented experimental trial for draft system according to the deployment of CCSA, andformulated the <Trial Method of TC6 of CCSA for the Draft System>. The work groups chose therepresentative projects for trial of the draft system.
7. TC7: Network Management and Operation Support Technical CommitteeIn 2008, in terms of the national standard development, TC7 made much effort on research anddevelopment of standards for 3G, service management, ASON and IPTV. Meanwhile, in order toadapt to the technical development of network administration and operation support, TC7 alsodeveloped the standards for IP operation administration.In 2008, TC7 completed 18 communication industry draft standards for approval, 8 drafts forexamination, 7 drafts for comment; 1 technical draft report for comment, and 2 research task draftsfor comment.

8. TC8: Network and Information Security Technical CommitteeWith the convergence of networks and development of communication toward IP, the originalproblems about network and information security for the Internet inevitably appears also in thetelecom network. The security protection for different levels of network such as the service network,access network, bearing network and supporting network becomes a focus of the ICT industry. Inview of the key technical issues on network and information security brought by networkdevelopment, TC8 conducted the relevant technical research and standard development for variousnetwork fields in 2008, focused on the key technical issues on network information management,network emergency treatment, network security protection, network source tracing, IDM, IPv6 and3G, and developed the corresponding technical standards.In 2008, TC8 completed 3 national draft standards for approval and 1 draft for examination; 15communication industry draft standards for approval and 8 drafts for examination.
