The Board of Commissioners will convene for a Committee or Special Board Meeting in the Boardroom located within the San Antonio Housing Authority for discussion and action on the following matters:

1. Meeting called to order. The Board of Commissioners or its committee may hold a closed meeting pursuant to Texas Government Code § 551.071-076 for consultation concerning attorney-client matters, real estate, litigation, personnel, and security matters. 9. Consideration and appropriate action regarding Resolution 5310, authorizing a contract for Residential

10. Update and discussion regarding SAHA’s Minority Women Business Enterprise (MWBE) Plan.

Item 3: Update on Wheatley Choice Neighborhoods initiative (CNI). Chair Gambitta stated that, on behalf of the Board, he would like to thank the staff for all the hard work

that has gone into the planning of this project. Ms. McCormick stated the key partners in the CNI are McCormack Baron Salazar, Urban Strategies,

Eastside Promise Neighborhood and SAHA. The key areas that SAHA will focus on in this project include economic development, workforce development, infill housing, infrastructure, and rehab housing.

The next steps to implement the CNI plan are:

Creation of 90-Day Plan – Internal Team Contract Urban Strategies – begin case management 30 days after award announcement Execute Choice Neighborhoods Implementation Grant Agreement Negotiate Master Development Agreement with McCormack Baron Salazar Facilitate the adoption of Wheatley Choice Transformation Plan by CoSA Determine location for Choice Neighborhood Office Finalize purchase of CoSA vacant lots Execute NSP Grant Agreement Meet terms of Planning Grant

Ms. Castro Ramirez added that we must work in correlation with investments that the City is making, and also work with CPS, VIA and SAWS. She also emphasized the importance of having a governing structure, among the vested entities, that enables us to stay focused on this project for the next five years; a governance structure that allows us to manage any roadblocks that we may encounter; and a governance structure that allows us to make policy decisions that need to be made. She added that we want to make sure that we are working closely with SAISD. As we begin the redevelopment process, we must do everything possible to minimize the impact of the relocation on the students who will be affected by this project.

Ms. Castro Ramirez stressed the importance of the 90-day plan that SAHA staff is developing. This is

critical in setting a reasonable timeline for each phase of the project. We also need to keep in mind that this is a 5-year project and we must stay on track to complete the project in the five years allotted.

Item 4: Update and discussion regarding grants report.

Mr. Hinojosa and Ms. Fiedler provided grant information that was requested at the November 26, 2012, Operations and Human Resources Committee meeting. The information compares actual grant funding in a three-year rolling average for each of the fiscal years ending 2010-2012. Information was presented to the Board that contained the following information: (1) All grants with Formula Grants including Capital Fund Program and Replacement Housing Factor and Competitive Grants actual versus three-year rolling average; (2) Formula Grants actual versus three-year rolling average; and (3) Competitive Grants actual versus three-year rolling average. The Board had also requested a report showing grant applications vs. grants awarded. Staff is working on the report and it will be presented to the Board upon completion.

Item 5: Update and discussion regarding Lincoln Heights Courts security.

Ms. McCormick and Mr. Strempke reported that SAHA was awarded a $250,000 grant to make security-related improvements at Lincoln Heights Courts. The grant will be used to make physical improvements to provide a safer living environment for the residents. The related capital improvements include plans to: install fencing around groups of buildings to create defensible spacing; install energy efficient exterior lighting; and install wireless closed circuit cameras that will stream through to property management’s desktop computers. The grant award was for $250,000, and SAHA will invest an additional $92,776.00 from the Capital Fund Program, bringing the total estimated cost for this project to $342,776.00. The funds must be obligated by March 4, 2013 and expended by March 4, 2014. Staff hopes to have a recommendation for a contract at the January 10, 2012 Regular Board meeting.

Item 6: Update and discussion regarding SAHA’s Procurement of Minority Women Business Enterprise (MWBE) Plan Consultant.

Ms. Villarreal informed the Board that SAHA issued a Request for Quotations for technical assistance in its efforts to promote the equitable participation of minority/women owned businesses in SAHA procurement activity. Following a review of the proposals, as well as interviews with the finalists, staff recommends contracting with Innovative Strategies (MBE/HUB/DBE) for the technical assistance to review and update the draft MWBE plan. Deliverables of the contract will include review of the current draft plan; analysis of current participation of MWBEs in the SAHA procurement process; review of procurement and other operational procedures and analysis of impact, if any, on the participation of MWBEs in SAHA procurement; and recommendation to the Operations Committee and Board of a formal legally compliant MWBE Program. Technical assistance for the development of procurement procedures and training will be sought after completion of the new MWBE Program. The completion date for the contracted work is estimated to be February 2013. The total cost of this activity will not exceed $30,000 and does not require Board approval.

Item 7: Presentation and overview regarding Public Housing on-line application process.

Lorenzo Steele offered a presentation of the planned on-line public housing application process. Staff has been working with an outside consultant since July 2012 to develop a process that includes the following key components: A. Objective:

Improve customer service and streamline administrative processes; Provide on-line applications for the Public Housing Program, replacing paper applications; and Provide a method that will allow applicants to update their personal data and check on the

status of their application.

B. Benefits: Will provide consistency in the application process between Public Housing and Section 8; and Will allow SAHA to streamline administrative processes.

C. Progress:

Amending the Admissions and Continued Occupancy Policy; Closing the Public Housing Waiting list for 30 days; Working closely with community organizations and advocates; Requiring new applicants to use the web-application; and Allowing applicants to indicate a “preferred location,” no limit to the number of locations.

D. Timeline:

Web-application design to be completed January 2013 Full implementation will be complete July 1, 2013

Chair Gambitta stated that when SAHA implemented the Section 8 online application process, one of our goals was to collect data, such as education information, that was not required on the application but could allow us to have better insights into the applicant pool. Chair Gambitta asked if there is still time to be sensitive to the previous requests by members of the Board of adding additional questions on the application to allow us to gather more information. Mr. Hinojosa said that implementation is scheduled for July 2013, allowing ample time to consider adding questions about education, as suggested by the Board. Ms. Castro Ramirez added that we have a public housing waiting list that is separate from Section 8. It currently has close to 20,000 applicants. One of the first steps that we would have to go through is to purge the waiting list. We would need to reach out to everyone on the waiting list to determine if the information is still current and identify those who want to remain on the waiting list. The second step, as Mr. Steele outlined, is creating an online application process. The questions that are currently being

collected are the standard questions that HUD requires that we gather for waiting list purposes. We will bring the questions that are in place now and review with the committee any additional questions we should add. We should have collect enough information to make sure the programs that we have in place are effective. Chair Gambitta stated with the collection of this additional data, it will assist us not only now for the waiting list but we can use the information in the grant application process and for other future programs. Ms. Castro Ramirez suggested staff send out draft questions to the Commissioners for their review; and receive the Commissioners’ input at a future Operations Committee meeting.

REQUESTED ACTION:

Consideration and approval regarding Resolution 5319, authorizing an award of a contract to CatoElectric Company for an amount not to exceed $64,950.00 for Lincoln Security LightingImprovements.

PURPOSE:

To install solar-powered security lighting at the Lincoln Heights Courts community. This aligns withSAHA's priority to improve the quality of life for our residents and preserve our existing affordablehousing assets.

FINANCIAL IMPACT:

The cost for the Lincoln Heights security lighting improvements will be approximately $64,950.00 andwill be funded through the HUD-funded Safety and Security Grant for Lincoln.

SUMMARY:

On December 7, 2012, SAHA issued an "Invitation For Bids" (IFB) #1211-912-32-3925 for LincolnSecurity Lighting Improvements, which closed on January 9, 2013. The IFB was published on ourwebsite, Electronic State Business Daily (ESBD), La Prensa, the Express News, NAHRO, PublicPurchase, various other venues and we direct solicited 21 local Contractors (See Advertisement List).A total of two (2) proposals were received in response to the IFB: Cato Electric Company and CentralElectric. Both proposals were evaluated based on the cost to Install, repair and replace the securitylighting at Lincoln Heights.

Based upon the above factors, Cato Electric Company was the lowest responsive and responsiblebidder and is therefore recommended for award. (See attached cost Analysis).

Cato Electric, Inc. Company Profile

Cato Electric, Inc. (SBE) was established in 1970 as an electrical contracting firm and is a privately held (family owned) corporation. The company is headquartered in San Antonio, Texas and has nine full time employees. Cato Electric, Inc. has done work for SAHA previously. Cato Electric, Inc. understands the importance of the Section 3 program however due to the size and scope of the project does not project the need to hire additional employees and will not be sub-contracting any of the work related to the project.

RESOLUTION 5319 RESOLUTION 5319, AUTHORIZING AN AWARD OF A CONTRACT TO CATO ELECTRIC COMPANY FOR AN AMOUNT NOT TO EXCEED $64,950.00 FOR LINCOLN SECURITY LIGHTING IMPROVEMENTS. WHEREAS, the Housing Authority of the City of San Antonio, Texas must provide safe and quality living conditions for its residents; and WHEREAS, an Invitation For Bids (IFB) was issued on December 7, 2012 and subsequently closed on January 9, 2013; and WHEREAS, two (2) companies submitted their proposals to IFB, #1211-912-32-3925 for evaluation by the due date; and WHEREAS, after evaluated Cato Electric Company was the lowest responsive and responsible bidders; and WHEREAS, staff requests that the Board of Commissioners authorize the President and CEO or her designee to execute all documents to enter into these contracts. NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of SAHA hereby:

REQUESTED ACTION:Consideration and appropriate action regarding Resolution 5313, authorizing an award of fourcontracts for temporary and contract personnel services for an annual cumulative amount not toexceed $1,100,000.00 to the following companies: Howroyd Wright Employment Agency, Inc. dbaAppleone Employment Services (MBE, WBE) for an annual amount not to exceed $275,000.00; LaborOn Demand, Inc. (DBE, HABE, MBE, SBE, WBE, Section 3 Business Concern) for an annual amountnot to exceed $275,000.00; JAT Partners DBA Remedy Intelligent Staffing (WBE, HUB) for an annualamount not to exceed $275,000.00; and Tri-Starr Personnel, LLC (ESBE, SBE, WBE, HUB) for anannual amount not to exceed $275,000.00; all for a period of one year with the option to extend for (2)two additional one-year periods.

PURPOSE:To meet workforce needs on a temporary basis. The agency utilizes temporary trained and skilledworkers to fill vacant positions on a short-term basis while the position is being posted and candidatesare being screened through the hiring process, as well as to meet short-term personnel needs forspecial projects. This activity aligns with the agency's priority to improve our basic systems andservices, by ensuring seamless service when vacancies arise.

FINANCIAL IMPACT:The annual cost for temporary and contract personnel services is not expected to exceed an annualcumulative amount of $1,100,000.00 and will be funded through the approved operating budgets.

SUMMARY:On July 16, 2012, SAHA issued a "Request for Proposals" (RFP) #1206-962-69-3822 for temporaryand contract personnel services. which closed on August 16, 2012. The RFP was published on ourwebsite, E-procurement, La Prensa, the Express News and various other venues (See AdvertisementList). A total of 14 proposals were received in response to the RFP: Advanced Temporaries,Howroyd Wright Employment Agency, Inc. dba AppleOne Employment, BG Personnel, DATAMAN,Native Vision Group Staffing, Labor On Demand, LK Jordan, Premier Staffing, Reliable Staffing,Remedy, Roth Staffing, Silotech Group, The Liberty Group and Tri Starr Personnel. All proposalswere evaluated on experience, quality plan, response time, price, and the strength of the Section 3and SWMBE Plans. After the initial evaluation of the submitted proposals, interviews were conductedwith the four highest rated proposers.

Based upon the above factors, all four of the top rated responsive and responsible companies arebeing recommended for award. (See Bid Tabulation and Cost Analysis).

Howrovd WriQht Emplovment AQencv. Inc. dba AppleOne Emplovment Services has been certified bythe Southern California Minority Business Development Council as a minority owned and managedcompany and by the Women's Business Enterprise National Council as a WBE. They will besubcontracting with TBey & Associates, which has received certifications by the HistoricallyUnderutilized Business Certification Compliance Program (HUB), Dallas Fort Worth Minority SupplierDevelopment Council (MBE) and the Women's Business Enterprise National Council (WBE). Thiscontractor is currently under contract with SAHA to provide temporary services and have participatedat SAHA job fairs.

Section 3/SWMBE: As part of their Section 3 Good Faith Effort Compliance Plan, HowroydWright Employment Agency, Inc. dba AppleOne Employment services has indicated they willprovide job skills training on a quarterly basis to include interview skills, computer skills,resume writing, appearance and presentation, and will assist with identifying job categoriesthat best fit the individual.

Labor On Demand has received certifications from the South Central Texas Regional CertificationAgency as a DBE, HABE, MBE, SBE and WBE. They have also been certified by the City of SanAntonio and SAHA as a Section 3 Certified Business.

Section 3/SWMBE: The firm indicates they will seek out SWMBE companies should anyopportunities to subcontract arise. In an effort to meet the Section 3 Good Faith EffortCompliance Plan, Labor On Demand will partner with the Alamo Community College District toprovide two (2) $500 Scholarships to two (2) Section 3 Residents. The selected candidates forthe scholarship awards will come from individuals recruited from housing programs that workfor Labor On Demand, Inc. on a continuous basis for one year, or work for three months andare hired by a client agency. They will continue to provide these scholarships throughout theterm of the contract with SAHA.

TriStarr Personnel has been certified by the South Central Texas Regional Certification Agency as anESBE, SBE, WBE and by the State of Texas Historically Underutilized Business Certification andCompliance Program as a HUB.

Section 3/SWMBE: They agree to meet the Section 3 goal of 30% for new hires and SWMBEpolicy.

JAT Partners dba Remedv IntelliQent StaffinQ self certifies they are a certified women-owned HUBand fully supports the utilization of Historically Underutilized Businesses.

REQUESTED ACTION:Consideration and appropriate action regarding Resolution 5316, authorizing an award of twocontracts for Mowing & Ground Maintenance Services for the Non Profit Properties for an annualcumulative amount not to exceed $165,744.00 to the following companies: Endeavors Unlimited (NonProfit, Section 3 Business) for an annual amount not to exceed $91,764.00; and R & C Landscape,LLC (ESBE, HABE, MBE, SBE, Section 3 Business) for an annual amount not to exceed $73,980.00;both for a period of one year with the option to exceed for (2) two additional one-year periods.

PURPOSE:

To provide mowing and grounds maintenance service for properties owned and managed by SAHAand its affiliates. This activity aligns with SAHA's priorities to improve the quality of life of our clientsand preserve our affordable housing assets.

FINANCIAL IMPACT:

The annual cost for mowing and grounds maintenance services is not expected to exceed an annualcumulative amount of $165,744.00, and will be funded through the approved operating budgets.

SUMMARY:

On July 9, 2012, SAHA issued a "Request for Proposals" (RFP) #1205-988-36-3801 for Landscaping& Ground Maintenance Services for the Non Profit Properties, which closed on August 22, 2012. TheRFP was published on our website, E-procurement, La Prensa, the Express News and various othervenues (See Advertisement List). A total of five (5) proposals were received in response to the RFP:A & S Landscaping, Endeavors Unlimited, Jay's Lawn & Tree Service, Maldonado Nursery and R & CLandscape. All proposals were evaluated on managerial capacity and experience, quality plan, price,and the strength of the Section 3 and SWMBE Plans. After the initial evaluation of the submittedproposals, interviews were conducted with the four highest rated proposers.

Based upon the above factors, the two highest rated responsive and responsible companies are beingrecommended for award. (See Bid Tabulation and Cost Analysis).

Endeavors Unlimited (Non-Profit Organization, Section 3 Business) employs individuals that areeconomically disadvantaged and individuals with significant disabilities. They have been certified bySAHA as a Section 3 business. Endeavors Unlimited is currently under contract with SAHA to providelandscaping and grounds maintenance services and reported a total of 11 new hires during thecurrent calendar year. These individuals were all certified as Section 3. This Contractor remainscommitted to the Section 3 Program and indicates a 50% goal for Section 3 new hires. They haveidentified the usage of one sub-contractor, Earlybird Irrigation, which specializes in irrigation andlandscape.

R & C Landscape LLC is certified as an ESBE, HABE, MBE and SBE by the South Central TexasRegional Certification Agency and has also been certified as a Section 3 business by SAHA. R & CLandscape LLC (ESBE, HABE, MBE, SBE, Section 3) currently has three agreements with SAHA:Landscaping & Grounds Maintenance Services, Section 3 Pilot Landscaping at Lincoln and Wheatley,and Irrigation Maintenance and Repair Services. Since 2011, this contractor reported a total of 16new hires, all Section 3. REQUESTED ACTION:Consideration and appropriate action regarding Resolution 5317, authorizing an award of contracts forunit make ready services for public housing for an annual cumulative amount not to exceed$1,200,000.00 to the following companies: A & S Landscaping for an annual amount not to exceed$240,000.00; EA Contractor for an annual amount not to exceed $240,000.00; Garcia Brother's MakeReady & Repairs for an annual amount not to exceed $240,000.00; Geofill Material Technologies,LLC for an annual amount not to exceed $240,000.00; and Montemayor General Contractor for anannual amount not to exceed $240,000.00; for a period of one year with the option to extend for (2)two additional one-year periods.

PURPOSE:

SAHA performs approximately 130 make-readies for public housing unit turnover each month, at anaverage cost of $629.00 per unit, or about $981,240.00 per year. To receive the maximum points onthe annual Public Housing Assessment System (PHAS) submission, HUD requires a 20-dayturnaround time from the date of unit vacancy to the next move-in. SAHA is currently trending anaverage of 18 days. The services from these four recommended contractors will meet SAHA'scurrent make-ready needs. Each vendor will be assigned make-readies on an as-needed basis. Thisactivity aligns with SAHA's priorities to improve the quality of life of our clients and preserve ouraffordable housing assets.

FINANCIAL IMPACT:The annual cost for unit make ready services is not expected to exceed an annual cumulative amountof $1,200,000,00, and will be funded through the approved operating budgets.

SUMMARY:

On August 1, 2012, SAHA issued a "Request for Proposals" (RFP) #1112-909-62-3711 for Unit MakeReady Services For Public Housing, which closed on September 5,2012. The RFP was published onour website, E-procurement, La Prensa, the Express News and various other venues (SeeAdvertisement List). A total of 15 proposals were received in response to the RFP: A & SLandscaping, The Artran Supply, Inc., Consolidated Service Group, EA Contractor, Garcia Brother'sMake-Ready & Repairs, Geofill Material Technologies, Harper Painting & Construction, J & ACarpenters, JXM, Inc., MDC Painting, Montemayor General Contractor, R & J Muniz Remodeling,RAM's Weatherization & Construction, Renaissance Men Services and Trevino Contractor. All

proposals were evaluated on experience and project management, quality and safety plan, price, and

the strength of the Section 3 and SWMBE Plans. After the initial evaluation of the submittedproposals, Best and Final Offers were requested from the five highest rated proposers.

Based upon the above factors, the four highest rated responsive and responsible companies arebeing recommended for award. (See Bid Tabulation and Cost Analysis).

A & S Landscapina is self-certified as a Hispanic American Business Enterprise (HABE) and has beencertified as a Section 3 Business by SAHA. This contractor will utilize and foster Jet CleaningProfessionals (SBE, MBE, WBE), a small and under-utilized business as a subcontractor. A & SLandscaping has provided services to SAHA under the landscaping and unit make ready agreements.As part of their Section 3 commitment, this year A & S Landscaping donated four (4) $1,000.00scholarships to the Education Investment Foundation for residents of SAHA and has met their 30%goal for new hires. This contractor remains committed to working with low-income residents to helpimprove their job skills and quality of life.

EA Contractor is self-certified as a Hispanic American Business Enterprise (HABE) and has beencertified as a Section 3 Business by SAHA. This contractor indicates use of the followingsubcontractors: Gallegos Plumbing Services, LLC (MBE); Agustin Lopez, General Maintenance(MBE); Miguel Angel Navarro, Electrical Contractor (MBE); Conrado Garcia, General Maintenance(MBE); Fabian Urbina, cabinets, carpentry and woodwork (MBE); Manuel Rodriguez, concrete work,stucco and ceramic tile (MBE); German Olvera, painting and cleaning (MBE); and Armando Amaya,painting and cleaning (MBE). EA Contractor has provided services to SAHA under the followingagreements: Resurfacing Services and Remove & Replace Bath Tubs and Shower Pans. ThisContractor has agreed to recruit, train and hire Section 3 individuals.

Garcia Brother's Make Ready & Repairs is self-certified as a Hispanic American Business Enterprise(HABE) and has been certified as a Section 3 Business by SAHA. The following sub-contractors willbe utilized on an as-needed basis: Emma C Villarreal, Home Team of America (MBE); RichardCastro, A & V Painting and Texture (MBE); and H.D. Brown Home Improvement, (VBE). Thiscontractor will commit to a 30%-50% hiring goal for Section 3 individuals.

Geofill Material Technoloaies. LLC has received certification as a WBE by the South Central TexasRegional Certification Agency and has been certified as a Section 3 Business by SAHA. They willutilize Priority Electric, LLC and Cruz Enterprises (SBE, MBE) which is certified by the South CentralTexas Regional Certification Agency for plumbing. This contractor has received awards from SAHAfor Repair and Replace Roofs at Westway Apartments, Fair Avenue Burn Units Reconstruction, andRepairs at Gus Garcia and Towering Oaks. Over the current year, they have met their Section 3hiring goal and remain committed to the 30% goal for new hires.

Montemayor General Contractor is a San Antonio, small minority owned business that has workedwith SAHA for 13 years, with an estimate of between 3,000 and 4,000 unit make ready services atmulti-family and single family units. REQUESTED ACTION:Consideration and appropriate action regarding Resolution 5318, authorizing an additive changeorder to the contract with F.A. Nunnelly Co., general contractor, in the amount of $33,205.29, forthe repair and replacement of leaking water supply isolation valves at Blanco Apartments.

PURPOSE:

In February 2012, SAHA entered into a contract in the amount of $1,135,000.00 with F. A.Nunnelly, general contractor, for the installation of new storefronts, windows, lighting, and HVACimprovements at Blanco Apartments.

During the construction, it was discovered that the NC cold water supply isolation valves wereleaking water and in various states of deterioration after the apartment kitchen ceilings wereremoved. The engineer of record was asked to provide a repair recommendation, and thecontractor provided a proposal for a permanent repair, based on the engineer's repairrecommendation which calls for replacing all 200 valves in the building. The contractor hasrequested an additional 15 days be added to the contract to complete the work.

The cost of these additional repairs will be added to the damages being sought by SAHA inlitigation that has been brought against various parties for prior negligent and/or defectiveconstruction at Blanco.

FINANCIAL IMPACT:The cost is not to exceed $33,205.29. A cost comparison confirms that the pricing is in line withindustry standards. The Capital Fund Program (CFP) will be funding this change order in theamount of $33,205.29.

SUMMARY:Blanco Apartments is a 100-unit elderly/disabled community located at 906 W. Huisache. Theproperty is currently undergoing a rehabilitation project involving the installation of newstorefronts, windows, lighting, and HVAC improvements.

Nunnelly, Co. was necessary to correct major construction deficiencies that had resulted from previously negligent and/or defective work that is the subject of litigation by SAHA against various parties; and WHEREAS, recently it was discovered that the water supply isolation valves were all in various states of deterioration and leaking; and WHEREAS, these deteriorating water supply isolation valves were not previously known to exist and require resolution before the completion of the improvements being made to Blanco Apartments to preserve our affordable housing and to improve the quality of life for our residents; and WHEREAS, SAHA staff recommends an additive change order to the existing contract at the Blanco Apartments in the amount of $33,205.29 for the replacement of all leaking water supply isolation valves; and WHEREAS, This change order will result in an increase of the existing $1,135,000.00 contract to $1,168,205.29, a 0.3% increase in the total contract; and WHEREAS, the State of Texas allows changes up to 25% of an original contract to be modified to accommodate change orders; and WHEREAS, these additional charges will be added to the damages that have been caused to SAHA by the negligent and/or defective work that is the subject of the litigation.

WHEREAS, NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of SAHA hereby:

1) Approves Resolution No. 5318, authorizing the additive change order to the contract with F. A. Nunnelly Co., general contractor, in the amount of $33,205.29 for the repair and replacement of leaking supply isolation valves at the Blanco Apartments.

PURPOSE:To provide real estate services to include but not limited to the marketing, advertising, sellingand acquiring of commercial properties by SAHA and its affiliates. This is in alignment with theSAHA Board-approved Preservation & Expansion Policy and two-year work plan.

FINANCIAL IMPACT:SAHA will be required to pay the broker a percentage ranging from 2.59% to 2.9% for listing theproperty and an additional 2.59% to 2.9% if broker also represents the buyer, depending on thetype of property. All acquisitions will carry a 2.5% fee for every $1,000.

SUMMARY:On August 20, 2012, SAHA issued a "Request for Proposals RFP# 1207-958-83-3858 forResidential Real Estate Broker Services, which closed on September 26, 2012. The RFP waspublished on our website, Electronic State Business Daily (ESBD), La Prensa, the ExpressNews and various other venues (See Advertisement List). A total of three proposals werereceived in response to the RFP: Belmares Properties (HABE and WBE), Cano & Company(HABE), and Robbie Casey Commercial Realty (DBE, ESBE, SBE, and WBE). All proposalswere evaluated on experience, personnel, sales plan, price and the strength of the Section 3and SWMBE Plans. After the initial evaluation of the submitted proposals, interviews wereconducted with the top two proposers: Belmares Properties (HABE and WBE) and Cano &Company (HABE).

Based upon the above factors, Cano & Company (HABE) and Belmares Properties (HABE andWBE) were the highest rated responsive and responsible company.

Cano & Company's (HABE) staff has 32 years' of commercial experience working directly withseveral governmental entities, such as: Bexar County Juvenile Detention Center, Bexar CountyAdult Probation Office, U.S. Postal Service, and Alamo Area Council of Governments.Additionally they have many years of experience working for the San Antonio IndependentSchool District, Society of Saint Vincent De Paul, General Motors, H.E. WHEREAS, the San Antonio Housing Authority, a Texas public instrumentality (“SAHA”) was created under chapter 392 of the Texas Local Government Code (the “Act”) to provide decent, safe and sanitary housing; and

WHEREAS, SAHA created and approved a Preservation and Expansion Policy that guides the strategic decision-making regarding real estate assets;

WHEREAS, SAHA and its affiliates maintain a portfolio of commercial and/or Industrial properties;

WHEREAS, SAHA requires the assistance of Real Estate Brokers for commercial or industrial properties so that it can be in alignment with the approved Plan for the liquidation of non-performing assets;

WHEREAS, this Board of Commissioners has reviewed the foregoing and determined that the action herein authorized is in furtherance of the public purposes of SAHA and its affiliates;

WHEREAS, staff requests that the Board of Commissioners authorize the President and CEO to approve and execute a contract for Commercial Real Estate Brokerage and Consulting Services with Cano & Company and Belmares Properties for a period of one year with the option to renew for two additional one-year periods;

NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of SAHA hereby:

1) Approves Resolution No. 5309, authorizing contracts for Commercial Real Estate Brokerage Services and Consulting services with Cano & Company and Belmares Properties on commission for a period of one year with the option to renew for two additional one-year periods; and

SAN ANTONIO HOUSING AUTHORITY RESOLUTION 5310

RESOLUTION 5310 AUTHORIZING A CONTRACT FOR RESIDENTIAL REAL ESTATE BROKERAGE AND CONSULTING SERVICES WITH TRUSTAR REAL ESTATE FOR A PERIOD OF ONE YEAR WITH THE OPTION TO RENEW FOR TWO ADDITIONAL ONE-YEAR PERIODS

WHEREAS, the San Antonio Housing Authority, a Texas public instrumentality (“SAHA”) was created under chapter 392 of the Texas Local Government Code (the “Act”) to provide decent, safe and sanitary housing; and

WHEREAS, SAHA created and approved a Preservation and Expansion Policy that guides the strategic decision-making regarding real estate assets;

WHEREAS, SAHA and its affiliates maintain a portfolio of homes;

WHEREAS, to carry on SAHA’s homeownership directive, it will utilize one of its three Homeownership Programs in an attempt to sell these homes;

WHEREAS, this Board of Commissioners has reviewed the foregoing and determined that the action herein authorized is in furtherance of the public purposes of SAHA and its affiliates;

WHEREAS, staff requests that the Board of Commissioners authorize the President and CEO to approve and execute a contract for Residential Real Estate Brokerage and Consulting Services with Trustar Real Estate for a period of one year with the option to renew for two additional one-year periods;

NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of SAHA hereby:

1) Approves Resolution No. 5310 authorizing a contract for Residential Real Estate Brokerage services and Consulting services with Trustar Real Estate for a period of one year with the option to renew for two additional one-year periods, and

2) Approves commissions as submitted in their proposal ranging from 2% to 3% for listing and an additional 3% if the broker also represents the buyer, depending on the type of property. All acquisitions will carry a 3% fee for every $1,000; and

3) Authorizes the President and CEO to execute all necessary documents associated with this matter.

Update and discussion regarding SAHA's Minority Women Business Enterprise(MWBE) Plan

RE:

SUMMARY: SAHA awarded a contract to Innovative Strategies (MBE/HUB/DBE) for the technicalassistance to review and update the draft MWBE plan. Contract will be for 45 days and will beginupon execution of the contract by the Contractor. Deliverables of the contract include:

A. Review of current procurement expenditures to determine compliance with current SAHASWMBE policy.

B. Review of purchasing and contracting policies and procedures to determine whether any havea discriminatory or disparate effect upon the race/ethnicity or gender in the awarding ofcontracts or subcontracts.

C. Establish a formal, legally compliant MWBE Program, including forms and review process, tosupport and promote MWBE involvement on SAHA-related contracting and procurementopportunities, including race neutral/ race conscious efforts.

D. Develop recommendations of contractual requirements for SAHA bidders, contractors andproposers, including penalties and sanctions as part of the process.

E. Include certification standards, such as self-certification, to allow SAHA to be concise andspecific in establishing the interpretation and application of the program's terms andconditions.

F. Evaluate quantity and quality of contractor oversight, tracking and monitoring of SWMBEpractices and provide recommendations for improvements.

G. Develop new review plans, or other reports or necessary documentation, to track and monitorcontractor performance under the new program.

H. Conduct benchmarking analysis of peer institutions with similar programs and provide externalbest practices.

I. Ensure that SAHA's M/WBE Program is focused and narrowly tailored in accordance withapplicable law.

J. Assist in the development of outreach and solicitation practices to minority/women businessenterprises so they can compete successfully in SAHA's Procurement Program.

K. Provide updates to the CEO and Board/Committees on status of the project, as well aspresentation and explanation of the proposed SWMBE policy.

The Contractor will attend the next February Operations and Human Resources Committee meetingto discuss progress of the project.

SUMMARY:The U.S. Department of Housing and Urban Development (HUD) requires Public Housing Authorities(PHAs) to annually submit a five-year plan and an annual business plan, commonly referred to as theAgency Plan(s). Due to SAHA's designation as a Moving-to-Work (MlW) agency, the MlW Planserves as SAHA's Agency Plan. The MlW Plan includes: the Public Housing Admissions andContinued Occupancy Plan (ACOP), the Housing Choice Voucher Administrative Plan (Admin Plan),and the Capital Fund Program Plan. The MlW Plan will also describe SAHA's policies, programs,operations, strategies and flexibilities in meeting the local housing needs and goals.

SAHA is on track to complete the 2013-2014 Agency Plans in time for April submission to HUD. Thisyear, staff is prioritizing recommendations for activities that support significant progress towardagency goals. Tracking and reporting on MlW Activities incurs a cost in terms of staff time andresources, so staff recognize that the benefit of new Activities needs to be great enough to outweighthose costs.

Timeline:

. August to December 2012 - SAHA staff met on various occasions to discuss potential newMlW activities

. November 14, 2012 and December 19, 2012 - MlW Advisory Board met to discuss newactivity priorities

. January 2013 - Staff will meet to finalize the selection of new activities, taking into accountresearch and Advisory Board input

. January 16, 2013 - MlW Advisory Board will meet again to review recommendations

. January 31, 2013 - HUD site visit

. The month of February is dedicated to public input on the recommended activities for allAgency Plans. Meetings will be held at various sites to solicit the input of public housingresidents and Housing Choice Voucher participants.

. The final MlW and program plans will be presented to the Operations and Human ResourcesCommittee on March 18, 2013 and to the Board of Commissioners on April 4, 2013.

SUMMARY:On September 20, 2012, staff presented to the Operations and Human Resources Committeedescriptive statistics of the households on the Section 8 waiting list. Using minimally processeddata, this preliminary analysis sketched out broad descriptions of household demographics andlocations. Based on the initial work, staff suggested next steps to prepare the data for moredetailed analysis, including clarifying data input parameters and database transfer mechanics.

In October and November 2012, staff worked with third-party contractors to ensure that the datamanagement process is transparent and up-to-date. Contractors have made changes to theway data is imported from the web application into the main databases. That work wascompleted in December 2012.

Moving forward, staff will update and expand the analysis of the waiting list data set, and reviewthe finding, as needed, for policy and planning implications.

SUMMARY:

On June 14, 2012, staff requested and received board approval to renew SAHA's insurancepolicies for all of its needs.

To properly answer several questions that were raised during the June 2012 presentation, athorough review was conducted. That review showed that, during fiscal year July 1, 2011through June 30, 2012, twenty one (21) employees recovered at home for 106 days at a cost of$270,000.

During the review, staff explored the current self-insured program and compared it to a fullyinsured program. Staff also re-examined some of its current practices, specifically the return towork policy.

Self-Insured Proqram v. Fully Insured ProqramStaff conducted a thorough evaluation of the costs and factors of one program over the other,and an agreement was reached to proceed with a fully insured program in the next fiscal year.The drivers are current costs, cost projections, and claims management. The average cost peryear under the current self-insured program is $454,370 (average over the past five years). Theprojected cost per year under a fully insured program is approximately $450,000. The latestannual cost was $560,053. Although the annual cost appears comparable, managing the costsis the key. Under the current self-insured program, the insurance carrier controls the cost out ofSAHA's pocket from the first dollar up to $50,000 per claim. Under a fully insured program, risktransfers to the insurance carrier from the first dollar.

We believe that a fully insured program incentivizes the insurance carrier to be lean andproactive in controlling the costs to reduce their risk. In so doing, our loss experience shoulddecrease and premiums should see a decline in subsequent years. The past fiscal year showsthat there is a claims management opportunity, and temporary income benefits have risendramatically. The past year shows an increase of $106,683 over the average of the past fiveyears. At this time, conditions and indicators in the medical care field support that their costs willalso continue to rise.

The current carrier is under contract through June 30, 2013. In the last quarter of this fiscal year,SAHA will request quotes through its Broker of Record and request the following:

Return-To-Work PolicvSAHA's current practice is to not accommodate light duty. This is a practice that is a matter ofpreference. The new practice will go into effect onFebruary 1, 2013, to allow time for communication and training with staff.

Discussion regarding New Columbia development in Portland, OR

When planning for SAHA's current and future projects, staff may seek to learn from theinnovative financing and partnerships that characterize New Columbia, such as the jointplanning and funding for the Community Campus, the community-run grocery store andinnovative sustainability practices.

Proiect DescriptionNew Columbia is a mixed-use community that comprises 854 units of mixed-income housing,including 232 new for-sale units, 186 affordable apartments, and 370 public housing andSection 8 rental units, arranged along a traditional street grid. The community also incorporatesa traditional "Main Street," with two LEED-certified buildings, and a Community Campus, with aLEED Gold elementary school and Boys & Girls Club. Low-impact development strategies, suchas use of pervious pavement and bioswales (landscaping elements designed to remove silt andpollution from runoff water), have reduced the environmental footprint of New Columbia, andmore than 50 percent of the site is set aside for open space.

New Columbia replaced Columbia Villa, which was built in North Portland in 1942 as housing forWorld War II shipyard workers. After the war, it became a public housing site, with 462 housingunits in barracks-style buildings scattered over 82 acres. In 2001, Portland's Housing Authority,Home Forward, applied for and received a $35 million HOPE VI grant for New Columbia, whichwas supplemented with funding from multiple other sources into a project totaling$151 million.

One of the key features of New Columbia is the Community Campus. The Campus contains anew public elementary school (Rosa Parks School), and Boys & Girls Club, and includes a newwing for the City-owned recreation center (University Park Community Center). Joint use of thefacilities is governed by a "compact," designed to create a sense of community and expandprograms and services available to children and families in the neighborhood and in the widercommunity.

The Campus was a $20.2 million project, financed using New Market Tax Credits. HomeForward donated land and provided seed funding. Other financial resources came from theBoysandGirlsClub,thePortlandPublicSchoolDistrict,theCityofPortland,andothers.

Another key feature is the Village Market. Described as a "Healthy Corner Store", the marketprovides the neighborhood with access to healthy food. The store is community-run, and wasdesigned with resident input. With help from Janus Youth Programs, Home Forward, and localand national business consultants, a resident committee created the project vision, a businessplan, finalized the store layout, visited over 40 food wholesalers in the area, hired staff, stockedthe shelves, and opened their doors to the neighborhood.
