Subnational governments are the level of government closest to people/territories and the best placed to link the development goals with local communities. Open government initiatives at the subnational level potentially generate more impact, have greater visibility and are easier to measure. Laboratories to promote open innovation and collaborative work between citizens and governments and have important potential to improve the quality of the public sector and democracy & renew trust.

Pitch 8: Open Data Kit Based Project Monitoring

• LGU Aleosan – a 3rd class municipality w/ 39,405 pop.

• Project monitoring was usually done by LGU staff, as primary member of Project Monitoring Council;

• CSOs were not involved in project monitoring, especially for locally funded projects;

• Monitoring was usually paper based using sheets/ forms & a separate camera for photo & geotagging;

• Gathering/consolidation of monitoring results are time consuming and labor intensive;

• Monitoring results were not real time (reported to LDC a quarter after monitoring);

• Monitoring results could not be accessed by the public (online or offline)

Experience on *ODK-based Project Monitoring

*ODK – Open Data Kit, set of tools for mobile data collection/monitoring

• Support of EU-funded RESOURCEGov Project, implemented by Mahintana in partnership with DILG 12 & Dole Philippines, Inc.;

• Introduction of ODK as project monitoring and transparency tool;

• Conduct of series of training on the installation, use and operations of ODK for project monitoring;

• Adoption/use of ODK by LGU for project monitoring using smartphones/tablets;

• Involvement of CSOs in project monitoring;

• Expansion of PMC membership to include more CSOs

Interventions

• Transparent, accountable & participatory monitoring of LGU projects/budgets

• Stronger and increasing participation/ partnership of/with CSOs in project monitoring

• Clear details and near real time status of projects being monitored

Municipality takes responsibility to: - Allocate certain amount of funds from the local budget for the project. - Provide justified arguments for the rejected proposals and the reasons why they don`t meet established criteria.
