ABOUT
Open Cultuur Data (Open Culture Data) is a network of cultural professionals, developers, designers, copyright specialists and open data experts, that opens data from the cultural heritage sector and encourages the development of valuable cultural applications that started in September 2011. This makes culture accessible in new ways to a broader public.
The aim of Open Cultuur Data is to anchor the cultural sector in the international open data movement.
• Impact analysis of the opening up of Dutch culture as open data and content
• Early adopters are active, but followers are hesitant (and budgets are being cut)
• Active GLAM rarely evaluate themselves
• Provide input for the strategy of the Dutch Ministry of Culture in relation to funding digital heritage initiatives
WHY
• Public mission• Data enrichment• Increasing relevance• Increasing channels to end users• Brand value• Specific funding oppurtunities• Discoverability• New customers/ users• Building expertise• Desired spill-over effects/ creating new business

BENEFITS OF OPEN CULTURE DATA (IN THEORY)
WHAT
Environments:1.Institutional channels2.Wikimedia3.Open Cultuur Data API4.Flickr (The Commons)5.Europeana6.Apps7.…
Metrics:1.Number of end-users reached2.Amount of (re)use3.Interaction with the actual digital objects?
• We aim at generating monthly reports, providing insight into the impact of open culture in the Netherlands
• Audience:– Network of ‘open’ GLAMs in the Netherlands– Ministry of Culture– Public version– The wider OpenGLAM/GLAM-WIKI network?
WHEN
• Focus is on Outputs
• Value judgements are still partly to be determined through discussion with the network and the ministry
• Attitudes and expectations towards open data and content may provide more context
VALUE JUDGEMENT
• GLAMs in the Netherlands rarely have fine-grained evaluation methods for their online activity
• Open distribution means an endless multitude of ‘channels’ and types of (re)use
• Relevant metrics and value judgements are underdeveloped
